FROM THE EXECUTIVE SECRETARY

It has been said that an association is only as strong as its members; if that’s true,

and I believe it is, the WFCA is as strong as ever.

The WFCA managed its financial resources in a prudent and responsible manner,

as evidenced by this year’s clean audit report from the State Auditor. Finances are

detailed in this report and I am happy to answer any questions or provide additional

information—please feel free to ask.

In 2015, staff responded to hundreds of email and telephone requests for

information and attended numerous county fire commissioner association and

district meetings throughout the state. We truly enjoy our work providing you with

premium services and resources so you can do your best as fire service leaders.

Please let me know if there is anything we can do to improve

our programs or services. Thank you for your continued

support of the WFCA.

FROM THE PRESIDENT

On behalf of the Board of Directors, I am pleased to provide

you with the first ever Washington Fire Commissioners

Association Annual Report. You will find among these pages a

summary of the association’s 2015 finances and activities, the

purpose of which is to inform you of the WFCA’s overall fitness.

I want to thank the Board, committees and staff for their

hard work, collaboration and support. I also want to thank the

membership; it was my pleasure to serve as your President in 2014 and 2015 and I

look forward to my continued involvement in this outstanding organization.

WHAT WE’RE ABOUT

The Washington Fire Commissioners Association was created by statute in 1948 to

provide major research, administrative education, legislative representation, health

and welfare programs, networking opportunities and other benefits to Washington

State fire protection districts and regional fire authorities (RFAs).

Although membership in the WFCA is voluntary, 84% of the 366 fire protection

districts and RFAs in the state currently participate as dues paying members.

The association is managed by a 12-member board of directors elected by the

membership. Olympia is home to WFCA headquarters, where five full time

employees work in the association-owned James R. Larson Forum Building.

LEGISLATIVE PROGRAM

The WFCA continued to have a very active voice and presence during the legislative session in

2015. The association was successful in advocating for the passage of reform on the state

firefighter training program to allow for improved access and training of firefighters on a local level.

Wage & Benefit Survey

In 2015, 66 fire districts and RFAs completed the comprehensive questionnaire covering wages,

benefits and reimbursement information. The 64-page survey report was provided to the following

participating districts: Benton 4; Chelan 1, 7 & 8; Clallam 1; Clark 6, 9 & 13; Douglas 2; Franklin 3;

Grant 3, 8 & 10; Island 1 & 5; Jefferson 1, 2 & 4; King 20, 27, 36 & 44; Kitsap 1, 7, 10 & 18; Kittitas 1

& 2; Lewis 1, 3, 6, 14 & 15; Mason 3, 6 & 18; Pend Oreille 2; Pierce 3, 6, 16, 18 & 21; San Juan 3 &

4; Skagit 8 & 19; Snohomish 3, 4, 5, 7 & 17; Spokane 3, 8 & 10; Stevens 1 & 4; Thurston 3, 6, 8 & 13;

Management Excellence

Awards were presented during the annual conference banquet to the

following fire service organizations in recognition of their innovative ideas,

progressive achievement and the outstanding leadership demonstrated by

their boards of commissioners/governance: Chelan Fire & Rescue, Clallam 4,

Franklin 3, Graham Fire & Rescue, Grant 3, Jefferson 4, Kent Regional Fire

Authority, Lewis 15, Mason 18, Pacific 1, Skagit 13, Southeast Thurston Fire

Authority, Spokane 3, Spokane 10, Thurston 6 and Thurston 13.

The WFCA took a leadership role and was

successful in securing passage of “all risk

mobilization” which allows for mobilization in

the event of any major state-wide emergency.

The association continues to advocate for

volunteer firefighter recruitment and retention

programs and continues to fight to protect fire

district/RFA funding for fire and emergency

medical services.

The WFCA will be active in lobbying for

EDUCATIONAL PROGRAMS

The WFCA offered workshops for fire service administrators through its Saturday Seminar

Series (total attendance 298) and annual conference. Online registration for educational

programs was offered for the first time this year with much success. The Education Committee

is to be commended for its efforts in providing the highest rated Saturday Seminar (mock board

meeting) offered in association history and for putting together conference workshops that

drew record attendance (468).

Annual Conference This year’s conference at the Tulalip Resort in Marysville was, by all accounts, a huge success.

In an association first, the Board volunteered to check in attendees at the registration desk on

Wednesday afternoon, while associate members took advantage of the new vendor table

sponsorship opportunity. In addition to quality educational programs, commissioners had ample

time to discuss issues that impact their local departments, to exchange ideas, to conduct

association business and to enjoy the camaraderie that is the foundation of the fire service.

There were so many positive comments about the venue that the Tulalip has been re-booked

for the 2019 conference!

Grant Program

Several members attended seminars and conference as a result of the WFCA’s educational

grant program, which offers complimentary registration to districts whose assessed value is $50

million or less. The grant program was made possible by the following associate members who

An interactive “mock” board of commissioners

meeting, facilitated by Attorney Kinnon Williams (Inslee

Best Doezie & Ryder), was presented in Yakima and

Ocean Shores to help commissioners run a better

meeting. Learning in a new and different way, this class

was interesting and fun.

Mike McCall (M.J. Consulting) presented a highly rated

program in Chelan on Risk Management designed to

help fire districts/RFAs mitigate their exposure to

personnel-driven lawsuits.

HEALTH & WELFARE BENEFITS PROGRAM

Total covered enrollment in self-funded medical plans increased by nearly 15% in 2015. Based

on actual medical expenses, and careful Health Care Committee deliberations, a recommendation

was made and the Board approved a no premium increase in 2015 for the second year in a row.

Three workshops were held in September to provide 2016 plan information to participating

member organizations’ human resource representatives, chiefs and commissioners. The

workshops also provided an important opportunity for the WFCA to receive feedback on program

performance from member organizations.

The decision to invest in federal government bonds has proven beneficial to the program’s

bottom line. Interest earnings for the year exceeded $129,000—much more than could be earned

from traditional bank accounts. The year ended with over $22 million in reserves.

WFCA MEMBERSHIP

The WFCA membership dues structure was adopted by the Board of

Directors on October 22, 2014. Annual dues assessments are based upon an

entity’s current assessed valuation as provided by the Washington State

Department of Revenue. WFCA membership dues groups are:
