In order to realign DVOP specialists’

roles, DOL is directing that

DVOP specialists must limit their

activities to providing services to eligible persons

who:

• meet the definition of an individual with a SBE specifically defined in this module, or

• are members of a veteran population identified as eligible for DVOP services

In the event that a DVOP specialist does not have a full-case load of eligible persons

they may perform additional

activities in this order:

• Review all open case files of current participants with a SBE or in a priority category and perform case management duties

• Conduct outreach activities with other service providers for the same populations

Veteran Populations Challenges

1. Once a veteran with an SBE gets to you – you must determine if this is the only SBE causing an employment road block. Many veterans with one SBE will more than likely have several SBE issues operating simultaneously.

2. At your table - work with your assigned SBE to uncover key employment challenges, using the summary sheets within your section or other information.

3. Report out what your summary sheets and/or further research has uncovered.

SBE impact rating form

1. Use the SBE impact form (in manual) to rate the impact each SBE has on employment within your community.

2. For example, in some Service Delivery Points (SDP) having a felony conviction has less impact b/c the SDP has access to a robust referral network with employers who have a history of hiring people with felony convictions.

3. In contrast, that same SDP might not have a strong referral of network providers that help people with homelessness and poverty and low educational resource needs.

DVOP Scope of Practice

1. Knowledge and awareness of how to identify target audience employment barriers and strengths.

2. Knowledge and awareness of how to assist a target audience member with attachment to the workforce.

3. Knowledge of how to conduct an assessment for referral.

4. How to develop SMART goals and write EDPs/IDPs that align with identified SBEs and strengths of the target audience.
