District of Columbia Schools (Clusters II & III) Facility Condition Assessment Washington, DC Facility Engineering Associates, P.C. (FEA) assessed the condition and estimated the repair and renovation costs of specific schools for the District of Columbia Office of Property Management (DCOPM). Many of the buildings were of historic nature. As a consequence, any rehabilitative recommendations related to the building exteriors incorporated the requirements to maintain the building’s historic architecture.
