PROPOSED ZAMBIAN COLD STORAGE FACILITY

Introduction

Africa Union Financial Services (Pty) Ltd (AUFS) is proposing to

develop a section of land within the Walvis Bay Harbour into a cold

storage facility.

Under Namibia’s third National Development Plan (NDP3),

Namport was given a mandate to improve and expand port

infrastructure. Consequently the proposed site, currently known as

the Zambian Dry Port, was established in March 2007 following a

Memorandum of Agreement between the governments of Namibia

and Zambia. AUFS was appointed to promote trade with Zambia

and has developed its current container operations consisting of

frozen goods stored in ‘reefers’ (refrigerated containers), most of

which is destined for the Zambian market.

Given the ever increasing demand for cold storage at the port and

Namport’s instruction to its clients to optimise any available space,

AUFS has embarked on a project to construct a state-of-the-art

cold storage facility. Currently the transfer of frozen product from

ship into refrigerated containers and then back into refrigerated

trucks is hampered by weather conditions, which raises various

operational and health concerns. Together with their equity

partners Esja Fishing (Namibia) (Pty) Ltd, AUFS have commissioned

an engineering feasibility study and Environmental Impact

Assessment (EIA). Figure 1 indicates the locality of the proposed

cold storage facility (in green). The existing AUFS operations lie to

the north east of the proposed site.

According to the Environmental Management Act (No.7 of 2007)

the construction of a cold storage facility at the port is a listed

activity requiring an Environmental Clearance Certificate.

Quivertree Consulting has been appointed by AUFS to undertake

the EIA.

With this Background Information Document (BID), we hope to

inform stakeholders of the project, to give them an opportunity to

register as interested and affected parties and to submit any initial

comments. This will ensure that all issues of relevance with respect

to social and ecological aspects are identified and addressed.

The Project

The site has not previously been developed and is currently being

used for the storage of second hand vehicles. It is approximately

18,000 m2

in size and is bordered to the south by a railway siding,

previously used by TransNamib for the washing of railway wagons,

to the west by 5th Road and to the north and east, by container

operations.

The cold storage facility will consist of a temperature controlled

warehouse, with additional facilities including a reception area,

workshop, offices and ablutions. It will have capacity to store up

to 10,000 tonnes of frozen fish products. It will be a single

storied building, about 1,860 m2

in area and 15 m in height;

whereas the reception and loading areas will be about 2,900 m2

in size.

The cardboard cartons containing frozen fish will be offloaded

from fishing vessels approximately twice a week, wrapped and

placed on pallets. These will be loaded onto trucks, transported

to the cold store and packed using an automated racking system

and telescopic forklifts. No processing of fish will be undertaken

on site, as this will have been done prior on the fishing vessels.

When ready, pallets will be removed, packed into shipping

containers or refrigerated trucks, sealed and removed off site.

A police contin-gent was stationed out-side SWAPO Regional Office awaiting the ar-rival of the PM, at the time the march was sup-posed to take place. The march organisers said they were advised on Friday by the local station commander to cancel the march on account of the presence of dignitaries and that the police would not be able to escort the protestors to Napwu’s offices, which are lo-cated next to the Swapo Party offices, a mere 50 metres from their ga-thering-point at the Ministry of Labour.The workers, who are mostly drawn from the ranks of the most lowly-paid institu-tional workers, inclu-ding cleaners, matrons and labourers, are pro-testing over what they see as the refusal of the union to take up their demands. They say that their letter of grievance sent to Napwu at the end of July for the at-tention of the PM, had not been dealt with, hence their decision to demonstrate against the union leadership. Among a list of other grievances the workers

also allege that there is corruption in the ap-pointment of govern-ment staff. They say that jobs and promo-tions are reserved for “family members” of managers “and certain ethnic groups”. Mr Ngolombe, regional coordinator of Napwu said on Thursday that the workers had never brought their issues to him and that it is not the union’s job to sniff out problems: “They should tell us, so that we can deal with the issues and investigate… At the moment these are still rumours. We have no details, about where and when this took place, but there is no way we would tolerate the mis-treatment of workers 24 years after indepen-dence.”In the interests of har-mony, the workers can-celled their protest last Friday and agreed to reschedule their demon-stration for this week: “We will not give up.We are sick and tired of being mistreated. We are going ahead with our protest action,” one of the leading organi-sers said yesterday. The protest march is expected to resume at 16:00 on Friday outside the offices of the Minis-try of Labour.

to move the vehicle, Mrs Kruger Smeer said.According to regulations, the control officer in the regional council would have to issue a ‘trip au-thorisation’ for every person traveling in the vehicle and would also have to sign an indemnity form before using official transport. Asked whether the peo-ple in the vehicle were authorised to use the go-vernment car, Mr Chris-tians said they will inves-tigate the issue and make their findings public.Mrs Kruger Smeer said she will lay charges of

racial discrimination and assault against the per-sons who allegedly at-tacked and threatened her on Saturday. The police apparently demanded her phone and that she go to the station with the police, but she refused, “because I did nothing wrong.I took pictures in a pub-lic place. They were very aggressive towards me, would not listen to what I have to say and wanted me to go to the station.” She says she drove off, when they tried to confis-cate her phone.The management at Spar

had to intervene to defuse the situation and remove the angry women from the shop when things got out of hand. One apparently took off her high heels and wan-ted to beat Kruger Smeer with it. The alleged at-tack was also recorded by CCTV cameras at Spar.The incident has sparked widespread outrage and concern among coastal residents. The Namib Times will make public the video footage of the alleged as-sault as soon as it is avail-able.

The Presidential candidate of the ruling SWAPO Party, Prime Minister Hage G Geingob promised to create jobs to the nation, should they vote for him in a speech he delivered at the Kuisebmond Stadium Saturday.

Erongo RED has announced the first externally sourced finance agreement of its kind for the company - a N$280 million loan from the Development Bank of Namibia (DBN) for a period of 10 years at prime interest rate.

The capital will be used to finance projects such as the Walvis Bay bulk upgrade, Lithops Intake Substation in Arandis and Swakopmund's future upgrades. This will be in line with their campaign to bring electricity to the all by 2020. Previously Erongo RED has relied on internal financing. Since their inception the organisation's revenue has grown from N$183 million in 2005 to N$785 million in 2013. “We acted in accordance with all the due processes when we were sourcing external financing and DBN emerged as the successful tenderer,” said Robert Kahimise, CEO of Erongo RED. “On an African basis, the supply of electricity remains a concern,” Martin Inkumbi, CEO of DBN, started. “The Southern African Power Pool is challenged by the requirements of SADC growth. Although we are a beneficiary of the power pool, the bank is also aware that our own capacity to generate and distribute electricity is vital as a buffer against capacity fluctuation in the Southern African Power Pool.”

According to Geingob, in order to make sure our country is economically independent and self- sufficient, we should practice value addition in our small and medium business enterprises and also focus on economic infrastructure develop-ment. Using as an example the Equipment Aid Scheme (EAS) under the Ministry of Trade and Industry which is designed to create an environment for self employment, the capacity building of SME's as well as the development of entrepreneurial spirit, he added that whether you are black or white, if you have the ability to run your own business, the government will provide a friendly and conducive environment to get you started. Another topic raised was the mass housing project

which according to Geingob is not all talk or propaganda but a reality, in which the government is investing N$85 billion over the 18 years duration period of this project. “Over 185 000 new houses will be built, inclu-ding the 50 000 households that will be upgraded in informal settlements and 41 000 jobs will be created by the end of this project,” he said.Recognising the problem our country is facing with regard to poor sanitation, Geingob said the problem will soon be under control as they are planning potable water and toilets to those living in rural areas and informal settlements. With regard to education, he said that, despite there being problems in the sector, education is the key.

The Metal and Allied Worker's Union (MANWU) and Namibian China Harbour Engineering Company (CHEC) has resolved their dif-ferences, was the message that Job Muniaro of MANWU conveyed at a press conference yesterday.

Accordingly the 77 Namibian general workers who were suspended last week will be reinstated and the company will extend the contracts of those workers whose contracts are coming to an end. A performance evaluation plan will be imple-mented starting from October this year to evaluate each worker's performance and whether their contract will be extended.Even though there was no disciplinary hearing held on Friday, MANWU stated that CHEC should be commended for their understanding and leniency towards the suspended workers. CHEC's major concern was the illegality of the strike and according to the union workers should apologise for the inconvenience they have caused the company. “Mistakes will not be corrected through rocks but through rice,” Muniaro said reffering to the illegal strike that was conducted on Monday last week. According to the company workers only partook in an illegal strike on Monday and were suspended by Tuesday last week when they brought the company into disrepute. CHEC is sponsoring a training workshop for shop stewards to gain better understanding of the labour act. According to the company, 200 Chinese nationals are currently employed of which 81 are working on dredging vessels, 86 are working in management roles and 33 employees are technicians and engineers.

Three of the injured were transported to Windhoek in the early hours of Mon-day for specialist inter-vention due to the nature of their respective inju-ries.Apparently a sedan vehi-cle and a bakkie collided head-on on this notorious salt road. The Swakopmund Fire Brigade and Recue Ser-vices had to use hydraulic equipment to free the in-

jured and the dead from the wreckage. Numerous ambulances in the area rushed to the scene to attend to the in-jured but unfortunately one person died at the scene while the other two seriously injured died in the hospital.On Saturday morning there was a motor vehicle accident on the B2 route.A long-distance taxi with two accupants veered off

the road after the driver apparently lost control resulting in the taxi over-turning. According to information received, two people sus-tained injuries and their injuries were described as being less serious. On Friday, a BMW travel-ling in the direction of Swakopmund just burst into flames.Police on the scene said the occupants manage to

jump out of the vehicle. On Thursday, a motor vehicle accident in Man-dume Ya Ndemufayo Street Swakopmund, re-sulted in a bakkie veering off the road and overturn-ing after being involved in a collision. One person sustained seri-ous injuries and was trans-ported to the Swakop-mund State Hospital by E-Med Rescue 24.

The Namibia Network of AIDS Service Organisations (NANASO) held a candlelight vigil at the Shalom Parish Lutheran Church in Kuisebmond on Thursday to pray for those that lost their lives as a result of the virus and those infected and affected by it.

The Swakopmund Uranium Foundation Trust donated N$50 000 to the Namibia Networks of AIDS Service Organisations (NANASO) in support of its awareness creation activities, which took place last week.

The Erongo Week of Activities (EWA) had exciting activities hap-pening in the five coastal towns of Usakos, Henties Bay, Arandis, Swakopmund and Walvis Bay.

On Tuesday, 23 Sep-tember, Namibia Net-works of Aids Service Organisation (NA-NASO) donated food to nine different or-ganisations in the a b o v e - m e n t i o n e d towns. Three organisations in Walvis Bay, one in Arandis, one in Hen-ties Bay, one in Usa-kos and three in Swa-kopmund. The three that recei-ved donations in Swakopmund were as follows, a soup kit-chen that gives soup to vulnerable children called Eagle Christian Centre and it is based in DRC; More Abun-dant Life; and Tears of Hope.

Executive Director Sandie Tjaronda said the past week has been very productive. “The Erongo Week was held to emphasise that HIV and AIDS is still a serious matter that we need to address in the workp lace and a t home” he said. He also said if not addressed properly, HIV and AIDS affects pro-ductivity in the work-place and can hamper economic growth. “This week has been a week of holding hands, and showing we can

work together”. Tjaronda said the private sector plays a critical role in com-bating HIV and AIDS. He indicated that various partners have come on board, pro-viding their monetary support or platforms and services that the network needed, thus translating into sa-vings for the network. From 22 - 27 Sep-tember, NANASO carried out different activities to raise the profile of the network in the Erongo region. Clean-up campaigns were held in Usakos, Arandis, Henties Bay, Walvis Bay and Swa-kopmund. In addition, food parcels were handed over in the same towns on 22 and 23 September, while motivational talks were held at various work places on 24 September.The Erongo Week of Activities concluded with a sports/fun day at Utuseb in collabo-ration with the Mini-s t r y o f Yo u t h , National Service, Sport and Culture on Saturday, 27 Sep-tember.

According to AIDS activist, Bernard Kamatoto, the first candlelight memorial service was held in 1999 during the establishment of Lironga Eparu, an organisation that helped those with HIV by giving them support. He added that day 15 years ago, the candlelight memorial has brought together the Namibian people to honour the loss of lives that were lost and to demonstrate the importance of the civil society that plays a central role in the prevention of HIV, breaking down the barriers of stigma and discrimination by giving hope to those that have recently tested positive to the virus.“Today through the candlelight vigil we have zero deaths related to AIDS because we make sure

every infected Namibian has access to ARV treatment” Kamatoto said. The deputy mayor of Walvis Bay Benson Uakumbua who also attended the vigil said that although it is sad, it is also a true reality that HIV/AIDS has robbed our country of its most productive citizens over the years. Despite what has been seemingly done to educate Namibians of this deadly virus, the infection rate is still worrisome. “I believe that awareness and education on HIV/AIDS can never be overemphasised, because one message could save the life of a future leader, one message could encourage our youth to act with caution when indulging in activities that could expose them to HIV/AIDS” The deputy Mayor concluded.

Tears of hope is an orphanage home based in Mondesa. Maize meal, sugar, rice, macaroni, cook-ing oil, tins of fish and many more food items were given to the organisations. This event took place at Meduletu Hall at single quarters, Mondesa. The representatives from the different groups of organisations were very happy and thanked NANASO for going all the way to help them. In his opening speech, Mr Sandie Tjaronda, the Executive Director of NANASO said “I thank Namport for giving us financial and material support and

made this handover possible, I urge more companies to emulate this example to enable us to touch more lives with a message of hope and optimism”. On Monday, 22 Sep-tember, NANASO had Cleaning cam-paigns in Walvis Bay, Henties Bay and Arandis.The hosting of the Erongo Week of Activities (EWA) is a launch of a crusade of activities, which en-ables NANASO to interact with local leaders, communities and affiliate members to foster greater ur-gency in the response and raise the bar of collaboration.

AUFS was appointed to promote trade with Zam-bia and has developed its current container opera-tions consisting of frozen goods stored in ‘reefers’ (refrigerated contain-ers).Currently the transfer of frozen products from ship into refrigerated containers and then back into refrigerated trucks is hampered by weather conditions, which raises various operational and health concerns.The proposed site, cur-rently known as the Zambian Dry Port, was established in March 2007 following a Mem-orandum of Agreement between the govern-ments of Namibia and Zambia. Under Namibia’s third National Development Plan (NDP3), Namport was given a mandate to improve and expand port infrastructure. Together with their equi-ty partners Esja Fishing (Namibia), AUFS have commissioned an engi-neering feasibility study and Environmental Im-pact Assessment (EIA). According to the Envi-ronmental Management Act (No.7 of 2007) the construction of a cold storage facility at the port is a listed activity requiring an Environ-mental Clearance Certi-

ficate.Quivertree Consulting has been appointed by AUFS to undertake the EIA.The cold storage facility will consist of a tempe-rature controlled ware-house, with additional facilities including a re-ception area, workshop, offices and ablutions. It will have capacity to store up to 10 000 tonnes of frozen fish products. It will be a single storied building, about 1 860 m2 in area and 15 m in height; whereas the re-ception and loading ar-eas will be about 2 900 m2 in size.The cardboard cartons containing frozen fish will be offloaded from fishing vessels approx-imately twice a week, wrapped and placed on pallets. These will be loaded onto trucks, transport-ed to the cold store and packed using an auto-mated racking system and telescopic forklifts. No processing of fish will be undertaken on site, as this will have been done prior on the fishing vessels. When ready, pallets will be removed, packed into shipping containers orrefrigerated trucks, seal-ed and removed off site.

People in this country have resigned themselves to the idea of being perfectly de-pendent on South African retail outlets to meet our every need. In a sense we are hostages of the SA re-tail market.If the SA supermarket chains decide an avoca-do costs N$50 dollars in Walvis Bay and R5 in Cape Town, there is nothing we can do about it, because Namibians are apparently unable or unwiling to pro-duce their own potatoes or tomatoes. Instead we wait for trucks loaded with fresh produce from South Africa to arrive before we can start cook-ing.What we do produce local-ly, Namibians rarely even taste of. Can anyone at the coast say they have tasted even one grape from the famous grape farms near

the Orange River? Most likely not. The best of our produce is export-ed. The same is true of fish and meat, which we tend to buy back processed and packaged from South Africa. This colonial ar-rangement applies also to marble, diamonds, copper, gold etc.In fact, local producers are falling over themselves to sell their products abroad (to Europe and China, wherever they can get the highest price), even though a quarter of children in this country are chronically malnourished and many people live in a state of perpetual hunger, we can see the new rich driving through the townships in their Ferarris and Porsches. The best fruit of our la-bours are enjoyed else-where, while children starve on our streets.

We have allowed the si-tuation to degenerate so far that vast numbers of people are sitting about unemployed and hungry, instead of producing our own food. How can half the people sit around without work when we do not have enough food?Municipalities must en-courage backyard garden-ing and set up seed banks and support programmes for growing food locally. Schools must have gardens and kitchens to feed the learners. Every open space should be utilised for food pro-duction in order to supply the local markets and to undercut the high prices SA retailers demand. They are able to do this only because we have failed to produce enough food to meet our own

needs. Councils should allocate small plots in riverine and green areas for household gardening. NBC should have weekly gardening programmes, with advice and tips on how to grow your own food.Growing your own food, is of course like growing your own money. Grow-ing our own food leads to greater independence, gives us control over what we eat and encourages self-sufficiency. In previous generations it was normal for every household to have a small garden, but today people have become so cash-ori-entated that the land lies idle, while we go off in search of cash to buy food. We should be turning our hands to the soil and grow-ing our wealth and health from the ground up.

Yet gardeners are looked down upon, while the bankers and tenderpre-neurs are praised for ac-cumulating vast sums of paper money, because we have been taught to wor-ship money before all else.If we do not realise it now, there will come a time when we will have to face the fact that we cannot eat money. A country that does not produce its own veg-etables, or nappies, or even toilet paper, cannot convince the world that it is independent, when it clearly cannot even wipe its own backside with stretching a hand to its ‘former’ colonial masters.This country is no more independent than my four-year old child is, because frankly we cannot even feed ourselves. I have no doubt that if the

Every day of the year we can hear politicians boasting about how they brought about independence and libera-tion in Namibia. It always puzzles me though how anyone can claim to be independent, when they don’t produce any of their own food, clothes or even tools.

The Namibia United States Alumni Association in Walvis Bay is planning to start an “Angel Network” for the youth of Walvis Bay in 2015.

The network aims at con-necting the youth to mentors in their respective communities. According to American Allumni, Ms Taati Niilenge, Walvis Bay should start taking owner-ship for the wellbeing of children of Walvis Bay, in order to reduce problems such as teenage preg-nancies, alcohol/drug abuse, dropping out of school and poor academic performances.“People are quick to judge these youngsters when they fail in society, but they lack in helping the children out of these situations. Teen-agers are seen all over our streets, because their parents either work long hours or do not pay atten-

tion to their children. Children are at the wrong places and in the beds of people the age of their own fathers, looking for the attention they do not get at home,” she said.Niilenge said that they are looking for working indivi-duals to “adopt” a child outside their own homes, acting as a mentor. “Indivi-duals would be asked to check up on the child at least once a week to find out how the child is doing at school, who his friends are and what challenges he is facing. A mentor can take the child for a walk or just spend a day in town, motivating and counseling him/her. It will not take much of your money or time. The child

will grow up knowing that there is someone else out there that cares,” she said.According to Niilenge she has had many encounters since she came back from the United States of Ame-rica, where they helped children with school uni-forms, matric farewells, food and improving their talents. “Surprisingly, these chil-dren are the ones rising at the top of their classes at the end of the year. We have a grade 11 boy who is a cloth-ing designer for models. There are bright students who enjoy helping at homework classes and producing great results for younger learners. What happens to these children

when they continuously s t rugg le w i thou t t he necessary support to go further in life? During my studies at the Arizona State University, I joined volun-teer groups and what I saw there is what I want for our children. They are just as smart as their American peers. The difference is the support the American chil-dren get from their commu-nities. We should stop moving away from the idea of simply caring for our own children and let us act like one big family,” she said.The American Cultural Centre had the privilege of accompanying a visiting American Activist, Mr Jason Rzepka, to Walvis Bay and Swakopmund last week. They had interesting discussions with the youth.“I was so proud that such young children could im-press someone from a first world country, saying that the Namibian youth does not fit the picture that people have about Africa. Our guest was so impressed that he is planning to return next year. One question asked was how many people owned a cell phone. The majority of children raised their hands. Most of them spent a large part of their days on social media. There is nothing wrong with it, but social media is used for the wrong reasons and this can be changed. I visited first year media studies classes, and it was

unbel ievable that the students were freshly out of high school, yet most had the ability to write stories and produce movies at the level of a qualified journa-list in Namibia. Most of their news stories were from social media. The Walvis Bay youth asked about journalism. Some want to learn how to create ani-mated educational pro-grams. These children need a media laboratory to spend their days productively, while at the same time benefitting the entire coun-try's youth through their programs,” Niilenge said.They also met the “Young Achievers” group from Kuisebmond at the meet-ings, who told them about the voluntary projects they are engaging in.There are projects such as beach cleaning, volun-teering at old age homes and helping with rebuilding shacks that have burnt down. They argue that they want to do so much more, but as

unemployed youth, they need motivation from the community.“Although we cannot provide jobs for them, we can afford to dig into our pockets and at least sponsor N$20 per person for a project done on a Saturday morning. We cannot expect the government to tackle all these issues alone thus you as an individual are just as accountable.Previously disadvantaged schools are producing sky high results in various subjects. These children are bored out of their minds. They argue they have approached so many places to be heard, but that nobody cares,” she said.Niilenge feels this issue is a ticking bomb. “We can complain about the youth all the time, but we will never solve the problems until we start being mentors for all our children all over town. We still have a few months to prepare for the launch of the Angel Network and we need

people to volunteer as mentors. Let us make anybody's child, every-body's child,” she con-cluded.Niilenge is a Walvis Bay resident who obtained a BA degree in Media Studies at the University of Namibia in 2002. She has worked for Unam Radio, The namib times and NBC, before embarking to the United States of America on a US state department program, the Hubert Humphrey Fellowship program. She studied Social Media at the Arizona State University. She was awarded the president's awards for public service in 2011, prior to her return to Namibia with the promise of uplifting her own com-munity.She is currently working with Artworks Projects, an organisation that tells world situations through Photo Journalism, as well as Arts for Change that is based at the Arizona State University.

Zanré Oberholzer, Sonja Adelaar, and Toni Roth, some of the lead-ing Namibian swim-mers according to FINA points, are currently at the height of their train-ing for participation at the World Short Course championship and the Zone VI competition in Harare, Zimbabwe. Both competitions will take place in Decem-ber. Other strong young swimmers taking part are Arthur Loftie-Eaton, Jôrn Diekmann, Nicolai Flemming, Alexander Skinner, Philip Seidler, Kiara Schatz and Zune Weber, who will all at-

tend the Zone VI com-petition.Junior swimmers have their first chance to qualify for the Level 1, 2 and 3 galas in South Africa. Dione Dichtl, a mem-ber of the DRGF, says their Foundation is passionate about helping kids achieve their optimal physical potential through the sport of gymnastics. In the current eco-nomic climate, so ma-ny promising young-sters are unable to achieve their dreams and their potential and they have deci-ded to tackle this head-on, and do their bit to assist these young people with-in the community.They have two main projects – the inte-gration of underprivi-

leged children into gymnastics classes through their spon-sorship program and Adopt-A-Gymnast, and the raising of funds for the purpose of buying much nee-ded gymnastics equip-ment and in the future a permanent training facility through their Brick-by-Brick fund.She announced that they recently received a wonderful sponsor-ship of a tumble track from FNB Founda-tion (with transport provided by DB Min-ing). This provided won-derful stimulus for all

the gymnasts. However, there is still much more needed in terms of beneficial equipment such as a new beam, a proper full size sprung floor, landing mats, etc. Their current focus therefore is to provide the gymnasts with the right training equip-ment so they can train safely and effec-tively. On 10 October (the ‘10th of the Tenth’), they will be holding a special golf day to raise funds for the Foundation, with the chief fundraising aim being for more land-

ing mats and floor mats.Dione says that they cannot do this alone and that “You, our business partners, are an essential role-play-er in our efforts to improve our com-munities, and create opportunities where none exists.How can you be in-volved? For the ‘10th of the Tenth’ event, you can contribute in the following ways: Enter or sponsor a team of 3 players - N$2 500, and/or buy a tee and/or green (1-18) - N$1 000, and/or sponsor prizes in
