Notes from the Chair and PresidentThis was a year of notable achievements. As we close the books on our ninth year, it is an appro-priate time to recall some measures of progress since those first conversations in the early 1990’sled to the establishment of a community foundation for the St. Croix Valley region. And whilethis annual report records many numbers, it is well to remember that we are a marvelous collec-tion of dedicated and generous people who find many ways to give back to their communities.

Encouraging the Growth of Charitable GivingNet assets on June 30th were $6,221,647. Of this amount, $5.1 million or 83% were long termor endowed holdings. Short-term funds, the source of most grant activity, accounted for slight-ly more than $1 million. An early milestone, the first million dollars of net assets, was reachedin 1999. Since then our assets have increased six fold while over $2.1 million in grants have beenawarded to programs in the arts, human services, health, civic affairs, education and the environ-ment. The long term portfolio had a total return of 12.4% last year. Since 1999 the 7 westernWisconsin affiliated community funds have generated over $675,000 in new charitable dollarsthat will support their local communities.

Connecting People & ProgramsLast year over $900,000 in grants were distributed to programs as varied as CommunityAction and the Veterans Memorial; the St. Croix Festival Theatre and Peace House, a transition-al home for women. Since 1996–97 the number of funds managed by the foundation hasincreased from a dozen to 112. Nearly half are donor advised funds that serve individual and fam-ily charitable interests much like a private family foundation.

Community ImpactThis June we completed a rigorous peer review process that certified the Foundation as meet-ing the Council on Foundations National Standards for U.S. Community Foundations. In 2003–04 we launched the Community Partnerships Initiative. Funded by the Otto BremerFoundation, this key program will provide support to local nonprofit organizations, strength-en our ties with the affiliated community funds and further our collaborations with organ-izations such as the Phipps Center for the Arts and the University of Wisconsin – River Falls.Initiated in the fall of 2003, Conversations of the Valley, a monthly public affairs forum,attracted diverse audiences for stimulating exchanges with speakers such as former vice pres-ident Walter Mondale, education innovator Joe Nathan, and Hugh Parmer, executive directorof the American Refugee Committee.

Much of the Foundation’s progress can be ascribed to the dedication of its Board ofDirectors. Many have been serving since the founding days of 1995–96 and are now com-pleting their terms of service. Their vision and hard work have led our growth to date andset the course for the next generation ofleadership who will take the Foundationto higher levels of service.

This annual report shares several storiesthat are representative of the many peo-ple and organizations that make a differ-ence here in the St. Croix Valley. We aregrateful to those who have shared ourvision of creating a community founda-tion where every one can participate andbe a philanthropist.

Who Manages the Foundation?The Foundation is governed by a Board of Directors who live and work or have their rootsin the region where the Foundation focuses its efforts—the counties of Polk, St. Croix, andPierce in Wisconsin and Washington and Chisago in Minnesota. Its assets are managed by theFoundation’s Investment Committee, composed of Board members and other professionalswith expertise in the legal, financial and public accounting fields, along with the investmentadvisor from First State Bank and Trust of Bayport, MN.

The following funds support the programs and grant-making of the SCVCF:

Unrestricted Endowment Fund – Donations provide the directors of the foundation with the flex-ibility to respond to the changing needs of the community over time. The funds are entrusted tothe board to use the Foundation’s knowledge of the community when investing in programs andresponding to opportunities for philanthropic support.

Administrative Endowment Fund – Earnings from this fund support Foundation operations, theprofessional staff and programs. As the Foundation’s ongoing source of operating capital, a strongadministrative endowment keeps fees low while providing perpetual support for operations.

Board Fund – enables the Board of Directors to respond to current community needs with mod-est grants.

General Operating Fund – Contributions to this fund represent the single largest source of annu-al operating support, along with fees and earnings from the Administrative Endowment. With thegrowth of the Foundation’s assets over time, fees and endowment earnings will cover most of thebasic annual operations.

Field of Interest Funds – These funds provide donors an opportunity to contribute to an area ofinterest without specifying a particular charity or organization. The Foundation’s directors awardgrants from these funds to support appropriate projects within that prescribed field of interest.The Foundation’s identified fields of interest funds support the following:

~Youth Service Bureau~Youth Service Bureau provides early intervention alternatives foryouth and families by helping young people realize their strengths,resolve problems and create positive futures. Working with trou-bled youth,Youth Service Bureau (YSB) provides counseling, medi-ation and community work service to keep youth out of the crim-inal justice system, reconnect with the community and becomeresponsible, contributing citizens

Since 1976, YSB primarily worked with youth in central andsouthern Washington county, Minnesota, although they regular-ly saw young people who crossed the river from WesternWisconsin. Due to an incentive grant from a SCVCF donor, how-ever, YSB recently expanded their reach into Hudson and St.Croix county making their services more accessible to local fam-ilies.According to executive director Paul Weiler,“We added staff,created a local office and extended our services to local lawenforcement, schools, county social services, and county and municipal courts.”The results have beenpromising – since 2002 YSB’s reach to Wisconsin youth almost doubled.

The incentive grant also leveraged new funding from the United Way of St. Croix County and theBaldwin Community Foundation. YSB has since formed a partnership with the new St. Croix ValleyRestorative Justice Program, reaching out to troubled youth in St. Croix and Pierce counties.

“In the next twelve to eighteen months,” Paul explains,“YSB wants to create a space in Baldwin or anoth-er centrally located town to make it easier for families to obtain the services they need. Yet it all beganwith an incentive grant from a SCVCF donor. Our organization has been invigorated as a consequence.”

~The Walk~

One evening before Christmas, when David Brandt was thirteen years old, his father came into theroom and said “David, let’s go for a little walk.” They bundled up and headed out into the dark-ness, walking quietly through their neighborhood.After a short distance they turned up the walk-way of a neighbor who had lost her husband and was struggling to raise a family on her own.David’s dad quietly slipped an envelope into the mailbox – a holiday gift to help the family outwith expenses. Then they turned and headed home the way they had come. His dad never talkedabout the walk or the anonymous Christmas gift again. But it was a powerful moment for David,and one that helped to form his attitudes about philanthropy for years to come.

As an adult, David Brandt moved to the St. Croix Valley and established an orthodontic practice inStillwater and Hudson. He and his wife Sandy, a child welfare advocate, raised three children andestablished an active presence in the community. By outward appearances the St. Croix Valley hard-ly seems like the place where one would need to deposit an anonymous gift in a mailbox.Yet theBrandts are very aware that many people living in the community are in need – a realization thatfuels their desire to give.

The Brandts have given back to the community in many ways. For instance David and a handfulof others established the St Croix Valley Community Foundation in 1995 to create a vehicle fortheir charitable giving. Since then, the Brandts deposit assets, such as appreciated stock, into aDonor Advised Short Term Fund from which they easily make gifts throughout the year as requestscome up. “It is an efficient way for us to give,” says David. “It would be very difficult to parcel giftsof two or three shares of stock here and there,” he explains.“This way, the Foundation manages theassets and writes the checks.”

The Brandts have also established a Donor Advised Long Term Fund, an endowed fund that directslong-term giving over many years.“We wanted a gift that could give forever.With an endowed fundthat pays out five percent over a long period, you can do a lot more than just give a lump sumright now,” says Brandt. “We can be responsive and give to community needs as they change overtime.”

In keeping with David’s fathers’ subtle instruction, the Brandts involve their children in their giv-ing, particularly in managing their long-term fund.“Our children will eventually become advisers ofthe endowed fund,” Brandt says. Clearly the lessons learned on a walk one cold December eveningare being passed along to the next generation.

Creating a fund to address the issues and needs unique to each town or community requires a sig-nificant level of support and the assistance of influential local leaders. The Hudson CommunityFund was launched by one such leader. Ken Heiser, President of First National Bank in Hudson,brought his experience in fundraising to the task, along with twenty-five years of friendships andbusiness connections from the Hudson Rotary Club, the Chamber of Commerce and the St. CroixEconomic Development Corporation.

Today, the Hudson Community Fund has grown to roughly $350,000. Its governing board hasgiven grants to Community Action, the new Hudson Hospital, the Phipps Center for the Arts, andthe Minnesota Orchestra’s summer performance at Hudson’s Riverside Park.

The Hudson Community Fund also stands as the largest among seven other community funds affil-iated with the St. Croix Valley Community Foundation. “The advantage of affiliation,” Ken explains,“is that a local board raises funds and determines, along with the donors, how to disburse thegrants. Meanwhile it avoids the expense of fund administration, preparing audits and completingtax returns which are handled by the foundation.”

Heiser is an articulate advocate for stronger communities, particularly through grant makingand giving. “Close your eyes and imagine Hudson without a hockey arena, soccer fields, the PhippsCenter for the Arts, the hospital,” he says. “These are the kinds of things that make this commu-nity a great place to be…and all of these things were made possible by local foundations.”

The Hudson Community Fund will be an increasingly influential partner with the SCVCF, makingthe St. Croix Valley, and particularly the Hudson community, a place to remember.

Affiliated Community FundsThe St. Croix region is dotted with small towns and communities with their own char-acter and unique histories. Since 1999 the St. Croix Valley Community Foundation hashelped local citizens create funds to benefit their communities for generations to come.

Today, seven communities use their funds to make grants for local ballparks, beautifica-tion projects or human service needs. And the funds grow annually as each fund’s gov-erning board supports fundraisers for community projects or provides donors withadvised, scholarship or designated funds to match their local interests.

At the end of 2004 the total value of these funds was approximately $720,000.

Janet Hansen Scholarship Fund was established June, 2000 to provide college scholarships to River Falls High School gradu-ates entering the field of elementary education.

Dr. Val Kremser Medical Scholarship Fund was established December, 1999 to provide a $1,000 scholarship annually to anAmery High School graduate entering study in a medical field.

Karl D. Ludvigson Memorial Scholarship Fund was established December, 1999 to provide scholarships for students graduat-ing from Osceola High School and attending post-secondary education programs.

James McLaughlin Scholarship Fund provides scholarships to students at Stillwater Area High School who have been selectedby other students as Most Valuable Players in a sport.***

Bradley W. Nordstrand Scholarship Fund was established June, 2001 to provide scholarships for graduating seniors who par-ticipated in the Phipps Center for the Arts Children's Theater Program.

SCVCF Young Life/Realife Scholarship Fund - This scholarship is awarded to a Stillwater Area High School graduate attend-ing post-secondary education who has participated in faith-based opportunities.***

Competitive grants are awarded by the foundation’s board of directors for the Music Education Program, the ValleyArts Initiative and other special projects.

Grants are limited to organizations located in Washington and Chisago counties in Minnesota and Polk, Pierce andSt. Croix counties in Wisconsin. Unless otherwise specified, organizations must have 501(c)(3) status from theInternal Revenue Service. Other limitations may apply.

Details regarding grant guidelines and application processes can be found on the foundation’s website atwww.scvcf.org or by contacting the foundation offices at 715-386-9490. We welcome questions from organiza-tions interested in applying.

Grantmaking is an important role for the foundation. Presently the foundation oversees two granting programsand takes on special projects.

We want to give sincere thanks to the many friends who made gifts through the foundation.

Using funds from a one time legal settlement, the foun-dation allocated $53,602 to five organizations whoredistributed funds to 37 churches, schools and non-profit groups for food, nutrition and dental programs.

“Conversations of the Valley” is a public affairs luncheon series sponsored by the St.Croix Valley Community Foundation. The forums are designed to strengthen com-

munity connections and facilitate discussion around a broad range of current affairsissues. The program, featuring speakers and an interesting variety of topics, is

held from 11:30 a.m. to 1:00 p.m. at the Lowell Inn in Stillwater fromOctober through May.

This new program of the St. Croix Valley Community Foundation isplanned and organized by a volunteer committee headed by JannaWallin Haug. It was launched in October 2003 with Star Tribunereporter Eric Black, who explored the historical context of events in

Iraq and Israel. November's speaker was Ron Lawrenz of the Science Museum of Minnesota, discussing thehealth of the St. Croix River. Hugh Q. Parmer, President of the American Refugee Committee addressedthe plight of refugees worldwide in December, and in January 2004, the new president of the MinnesotaOrchestra, Tony Woodcock, inspired the audience with his reflections on the “TheGlobal Orchestra and the Place for Music in our Communities." Joe Nathan, Directorof the Center for School Change at the Humphrey Institute of Public Affairs and a columnist on education issues for the St. Paul Pioneer Press spoke of “Goodand Disturbing News about Public Schools” in February. March broughtWalter F. Mondale, former Senator, Vice President and U.S.Ambassador toJapan, who spoke to 225 people at The Grand Banquet Hall in Stillwater.Deb Brown, professor and extension educator in the University ofMinnesota's Department of Horticultural Science addressed, “What PeopleReally Want to Know: 27 Years of Answering Garden Questions”.Professor Brown is perhaps best known as the “garden guru” onMPR's mid-morning program. In May, Chris Farrell, host ofMinnesota Public Radio’s Sound Money program, completed theprogram year with his views on money.
