• The University of

Virginia was Founded in

1819 by Thomas

Jefferson in

Charlottesville, Virginia.

• As of 2012, the

University supports

approximately 12,420

staff, 14,640

undergraduates, and

6,455 postgraduates on

Grounds.

Page 5: Utility Tunnel Master Planning for the Future - NCAPPA€¦ · •University Utility Tunnel System Overview ... Utility Tunnel Master Planning for the Future May 2013 •Mark Roach

• The University supports

over 550 buildings with

over 16 million gross

square feet (GSF).

• Many of the buildings

are serviced by central

utilities conveyed

through a network of

tunnels.

• Archive documents indicate

that the first utility tunnel

was constructed around

1895.

• There is approximately 6.5

miles of walk-thru tunnel,

box conduit and other

buried structures carrying

central utilities on Grounds.

• Approximately 4.1 miles is

active walk-thru tunnel.

• The walk-thru tunnels vary

in size and cross-sectional

geometry.

• The walk-thru tunnels carry

multiple utilities including:

steam, pumped condensate,

medium temperature hot

water, low temperature hot

water, domestic hot water,

potable water, fire water,

telecom, and electrical.

• In 1998 the Director of

Energy and Utilities

completed a visual

inspection of the entire

walk-through utility tunnel

system.

• This inspection included

a recommendation to

complete the first tunnel

conditions and

assessment report.

Page 10: Utility Tunnel Master Planning for the Future - NCAPPA€¦ · •University Utility Tunnel System Overview ... Utility Tunnel Master Planning for the Future May 2013 •Mark Roach

• Based on this

recommendation, MMM

Design completed a series of

tests and analysis evaluating

the existing utility tunnel

network.

• The conditions assessment

report was completed in 2000.

• The completion of this

assessment report launched

the tunnel rehabilitation work.

Page 11: Utility Tunnel Master Planning for the Future - NCAPPA€¦ · •University Utility Tunnel System Overview ... Utility Tunnel Master Planning for the Future May 2013 •Mark Roach

• In addition to

rehabilitation, the

University identified

tunnel replacements

and expansions to

better serve the

Grounds.

• These projects

included both state and

non-state funding.

Page 12: Utility Tunnel Master Planning for the Future - NCAPPA€¦ · •University Utility Tunnel System Overview ... Utility Tunnel Master Planning for the Future May 2013 •Mark Roach

• Once the 2000

assessment report was

complete, the University

proceeded with the

following projects: • “Big Bore” – replacement of

tunnel I and expansion of central

utilities to new facilities

• Tunnel G rehabilitation

• Tunnel Q rehabilitation

• Tunnel D rehabilitation

• Tunnel T rehabilitation

• Emergency situation in

2008 required the repair

of 90 linear feet of tunnel

under the busiest

intersection on Grounds.

• In addition to the repair

of this tunnel, the

University believed that

an update was needed

of the 2000 conditions

assessment report. 13 | Utility Tunnel Master Planning for the Future May 2013

• While completing routine

maintenance, University

personnel identified a

potential concern with the

structural integrity of the

existing tunnel.

• The University,

Contractor, and Engineer

worked on an expedited

schedule to make repairs.

REPAIR/MASTER PLAN UPDATE

Page 15: Utility Tunnel Master Planning for the Future - NCAPPA€¦ · •University Utility Tunnel System Overview ... Utility Tunnel Master Planning for the Future May 2013 •Mark Roach

• Working together, the

design was completed in

2 weeks and approved by

review agencies.

• Contractor mobilized one

week after approval of

design.

• During initial excavation

issues were identified with

the original construction.

REPAIR/MASTER PLAN UPDATE

Page 16: Utility Tunnel Master Planning for the Future - NCAPPA€¦ · •University Utility Tunnel System Overview ... Utility Tunnel Master Planning for the Future May 2013 •Mark Roach

• It was determined that the

initial wall construction

utilized the rock removed

to create the trench as

large aggregate within the

cast-in-place wall.

• In addition, a closer

inspection of the MTHW

lines confirmed that their

useful life was rapidly

coming to an end.

REPAIR/MASTER PLAN UPDATE

Page 17: Utility Tunnel Master Planning for the Future - NCAPPA€¦ · •University Utility Tunnel System Overview ... Utility Tunnel Master Planning for the Future May 2013 •Mark Roach

• A redesign of the structural

repair and pipe replacement

was completed within one

week.

• Contractor utilized float in

other project schedules to

expedite delivery of

necessary materials.

• Project finished ahead of

schedule, and cost

approximately $390,000.

REPAIR/MASTER PLAN UPDATE

Page 18: Utility Tunnel Master Planning for the Future - NCAPPA€¦ · •University Utility Tunnel System Overview ... Utility Tunnel Master Planning for the Future May 2013 •Mark Roach

• Concurrent with the

design and construction

improvements to the

University Avenue project,

the engineer completed a

visual inspection of

approximately 1 mile of

tunnel that was

considered to have the

highest structural

concern.
