In the past week, the department responded to 159 calls. There was 1 vehicle fire reported. A total of 112 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 249 out of a possible 800 and the fire danger is low.

Operations Division (assisted by our GIS Division) is nearly complete with a FiberNET map that will
also function as our fiber inventory. The detailed map goes down to the splice and strand level. DEPARTMENT / DIVISION SUPPORT
Code Enforcement
Applications Division created new mail merge for tax assessments due to code violations. A summary report was also created to show who the letters were sent to and the total each account owed.
Community Development
GIS Division created a TPO (Transportation Planning Organization) tour map of specific Points of Interest in Flagler County, and shared the data with Flagler County Special Projects Coordinator.
GIS Division set up a GPS inventory for collecting potential locations of new benches; provided training to the department's intern on the equipment.
Public Works
GIS Division set up a GPS inventory project for collecting gopher tortoise burrows at Water Treatment Plant 2; provided training to Joe DiMattina on the equipment and produced a map of the final product.
Enterprise
Applications Division updated Open Purchase Orders report to use ORG code numbers and not the names of the divisions to avoid confusion.
Applications Division has successfully tested printing functions in the new Munis for receipt printers, reports, templates, Business Licensing Tyler Forms and our Konica printing systems.
Applications Division worked with GIS to make plans to add and better integrate new maps in to the City's website.
Operations Division received 120 Track ITs this week. Operations Division upgraded memory on SQL (city database structure) servers for better response
time. Operations Division assisted FCSO (Flagler County Sheriff’s Office) with video surveillance footage of
an issue on Rymfire Drive (near RC Park). Operations Division troubleshooting some virtual/cloud issues. Operations Division tested and implemented audio/recording procedures in main conference rooms.

Stormwater Utility Ordinance - The City Council has passed Resolution 2013-49 for a new rate structure for the Stormwater Utility. Presently we are providing input so that the Stormwater fee invoices can be amended to reflect the ordinance changes. Staff has begun re-calculating vacant parcels which apply to the 95% reduced service credit.
Street Light Inventory Review – Annually staff reviews and verifies the street light inventory for accuracy and actual verification of light location for quality control. The U, S, LL, Z, K, R, P & W sections are complete.
Stormwater Model and Master Plan (Council’s Top Priority Goal) (Project is 98% Complete) Sections 30 and 34: Consultant is preparing the Final Report for City review and is being delivered next week.
Stormwater Model Improvements for Sections 35 and Section 37 (Survey & Design) – In-house design is continuing on Section 37 tributaries 1, 2 & 3. Section 37 Tribs. 1, 2 & 3 – soft
digs are completed. In house design completion projected by 7-26-13. The consultant is working
on the permitting for the St. Johns River Water Management Dist. permit for Sections 35 & 37.
Staff met with our Utility Dept. on 7-11-13 to discuss coordination of any possible crossing
conflicts.

Aquatic Management Plus, LLC continues herbicide spraying on the canals.

Children Helping In Resource Protection (CHIRP) Program ESWD staff assisted in the “Gopher Tourtoise” burrow area. Explaining about the gopher tourtoise and using a camera, intended for inspecting pipes, to look down into the tourtoise hole.

EVENT HIGHLIGHTS:
July is Parks and Recreation Month - Since 1985, America has celebrated July as the
nation’s official Park and Recreation Month. In celebration of this month long recognition, the
City of Palm Coast and the Parks and Recreation Department will be hosting these events:
July 20 – Tour de Palm Coast. This annual bike ride will leave from Waterfront Park at
8am. Post-ride refreshments will be available.
July 20 – QR Code and Blue Heron Sculpture Dedications. 8am-11am at Waterfront Park
July 26 – Dive-In Movie at FZ Pool featuring “Finding Nemo”
July 27 – Pack the Pool Day at FZ Pool. In celebration of Parks and Recreation Month
reduced admission of $1.

♦Summer Camp
“Fun in the Sun” Summer Camp – Camp continues for the final 3 weeks of the summer.
So far we have served 585 children between grades K-8 in summer camp.
The average water demand for the week was 6.919 million gallons per day; average wastewater flow
was 5.662 million gallons per day.
Installed 6 new domestic meters, 2 new PEP tanks, 1 reuse meter and replaced 3 old PEP tanks.
This week 155 utility customers were shut off for non-payment.
Water Treatment Plant #2 Zero Liquid Discharge Facility – The contractor has been notified that work
can begin on phase two which is the construction phase. City staff is currently conducting a gopher
tortoise survey. Crews have located 13 gopher tortoise burrows and will be working on a permit for
tortoise relocations as necessary.
Water Treatment Plant #3 Wellfield Phase 2 Electrical Distribution – Final road grading has started.
Beachside Pump Station and Sewer Force Main – Contractor continues building the block walls for the
pump station generator building.
Rehabilitation of the first of two primary clarifiers at the wastewater treatment plant is complete and the
units have been placed back online. Purchase orders have been issued for the materials for the second
rehab. Staff has drained and cleaned the clarifier, pressure washed the weir and the interior walls, and
prepped for painting. This project should be completed by the end of the month.
Performed an emergency traffic cabinet replacement at Cypress Edge South and Cypress Point Parkway
due to storm damage.
Staff began mowing in the “Z”, “LL”, “L”, “W”, “E”, “P”, “B”, “F” sections. Mowing Belle Terre
Parkway, Club House Drive, Pine Lakes Parkway, Ravenwood Drive, White View Parkway, White Mill
Drive, Matanzas Woods Parkway and Palm Coast Parkway.
Performed site distance trimming in the “W” and “F” sections. Cleared 1,500 linear feet of ditch behind
the Community Center.
Graded 5,340 feet of swales, repaired 2 outfalls and cleaned 95 culvert pipes.
The ditch crew sprayed 16 acres of ditch in the “R” and “U” sections.
Crews began maintenance work on the picnic pavilions at Waterfront Park that have begun to rust due to
exposure to the salt air. These steel structures will be sandblasted and repainted.
Crews performed fire mitigation clearing on a City-owned lot on Sea Green path.
Inmates mowed and weeded 43,335 linear feet of ditch in “K”, “LL” and “Z” sections.

Palm Coast, Fla. – As part of the City of Palm Coast’s commitment to environmental
stewardship, the Waste Pro trucks gathering residents’ garbage and recycling items are now
being fueled with Compressed Natural Gas (CNG), which burns cleaner than diesel fuel. As an
added bonus of the conversion to CNG, the monthly residential solid waste fee in Palm Coast is
dropping slightly starting this month – from $18.77 per household to $18.62.
Palm Coast is the third area to utilize Waste Pro’s new Compressed Natural Gas fueling
stations. Waste Pro’s other CNG fueling stations are in Fort Pierce and Daytona Beach, and the
company plans to open additional facilities in Jacksonville and Tallahassee.
In Palm Coast, 19 Waste Pro trucks equipped with new CNG motors are used to gather trash
and recycling materials. Contract stipulations in 2012 between the City and Waste Pro called for
increased recycling opportunities, a doorstep hazardous waste program and cleaner truck
emissions. All three provisions have now been completed.
Compressed Natural Gas is a fossil fuel substitute for diesel, widely considered a more
environmentally clean alternative. The fuel helps operate quieter vehicles with fewer
maintenance issues. CNG also costs less than diesel fuel.
“Together, the City of Palm Coast and Waste Pro have worked diligently to provide our
residents the cleanest and most cost effective ways to improve our environment through our
new solid waste processes,” said Palm Coast Contracts and Risk Manager Dianne Torino, who
oversees the City’s contract with Waste Pro. “It’s a win-win for everyone.”
