How to Access the MFS Toolkit

On the CIFR website:
• Click on the MFS Toolkit
• Select “Resources”
• Select “Maintenance of State Financial Support”
Quick Reference Guide (QRG)

The QRG explains MFS in layman’s terms.
Funding Flow Ideograph Tool (FFIT)

The FFIT visually demonstrates the flow of funds made available for special education and related services.
Timeline Development Tool (TDT)

The TDT will help coordinate activities occurring throughout the fiscal year that are necessary for reporting MFS to OSEP.

The TDT includes two charts:
• Gantt
• Linear
Data Collection and Reporting Tool (DCRT)

The DCRT allows users to enter data for a five-year period to track MFS amounts.
