LOCAL EPIDEMIC ASSESSMENT PROCESS (LEAP)

LEAP assesses the district-level epidemic, helps to model a tailored prevention response, and creates an action plan.

•Pre-Piloting Phase:

– Refine LEAP approach with stakeholders (national/province meeting)

– Generate a customized LEAP tool for target districts (desk work)

•Piloting Phase:

– After national/provincial buy-in, start LEAP in pilot districts (2-day meetings)

– Follow-up district level activities with national/provincial managers

– Review and modification of LEAP approach and modeling results

•Training and Full Implementation Phase:

– Train national/provincial planners on aggregating LEAP results

– Mentored roll-out of LEAP to all districts under SHIPP

– Continuous review of LEAP-generated district action plans

• NSP fully agreed and executed for enabling environment and barrier removal;

• Six districts with sub-districts engaged in three provinces;

• Provincial Strategic Plans agreed and executed;

• District Action Plans for prevention in process;

• LEAP process executed;

• Integrated prevention services delivered and coverage and quality monitored;

• Dashboard of key indicators reflecting program progress and success;

• HIV behavioral surveys and incidence surveys layered on;

ISSUES AND PRIORITIES INFLUENCING PARTNER PROGRAMME

• PHC Re engineering:

shift focus in districts and sub districts to PHC and potential for increased sexual HIV prevention activities in hard to reach communities.

• Informal settlements

identified as key HIV priority. SHIPP will assist in defining best practice and identify key strategies and interventions for informal settlements inclusion in prevention activities

ALIGNING SHIPP’S OBJECTIVES WITH PEPFAR’S OBJECTIVES• PREVENT NEW HIV and TB INFECTIONS

– Expand biomedical and behavioral prevention that address the various drivers of the epidemic.

– Reduce vulnerability to HIV and TB infection

– Increase the number of person who know their HIV and TB status and link them to appropriate services

• STRENGHTEN THE EFFECTIVENESS OF THE HIV AND TB RESPONSE SYSTEMS

- Strengthen and improve access to institutions and services especially primary institutions
