➔ The US labor market
maintained its positive upward
swing in the third quarter of
2012 as the broader economy
produced the sharpest burst
of growth so far this year.
There was genuine surprise
at the 2.7% jump in GDP in
the July–September period,
which was largely fuelled by
government spending and
private inventory investment,
helping to sustain the
economic momentum.

Private consumer spending
of just 1.4% in the quarter
remains weak, and the
impact of superstorm
Sandy looks certain to
depress activity during the
final quarter of the year.
The jobs market held up
relatively well during the third
quarter with fewer layoffs,
higher employment, and a
lower rate of unemployment.
The number of layoffs fell
almost 122,000 during
the quarter to a total of
332,368, the lowest since
the third quarter of 2006.
The unemployment rate
has fallen to 7.7%, down
from 8.7% a year earlier.
Total non-farm payroll
employment has increased
by 1.9 million year over year.
The positive signs are
being tempered by a
number of reality checks.
Relatively weak consumer
and business spending and
a jump in inventories are
likely to see more subdued
growth in the final quarter.
The impact of Sandy on
the Northeast is likely to
be prolonged with some
businesses having their
operations affected for more
than a month after the event.
The protracted political
standoff on tax increases
and spending cuts to avoid
the ‘fiscal cliff’ will put a
dampener on business and
investor confidence until it
is resolved. It’s worth noting
that even if the December
31 deadline is not met, the
automatic tax increases
and spending cuts will not
be felt for many months.
The global economy presents
a volatile and mixed picture.
A double-dip recession
in the eurozone, coupled
with ongoing sovereign
debt concerns and a harsh
austerity program suggests
a period of prolonged pain.
Japan has unleashed a
major stimulus package,
as the world’s third biggest
economy heads toward its
fifth recession in 15 years.
In China, latest data shows
a strong rebound from
the mini-slump that briefly
dampened its strong growth.

layoffs in the third quarter
of 2012 touched its lowest
level in six years as the
upward trend across most
sectors of the economy
continued to gather pace.
There were 332,368 layoffs
in the quarter, 121,786 fewer
than in the June quarter and

The total number of people
unemployed stood at 12.25
million, some 1.5 million
fewer than a year earlier.
The number of long-term
unemployed (jobless
for 27 weeks or more)
was 5.0 million.
Job openings at the end
of September stood at
3.6 million, approximately
200,000 fewer than at the
previous quarter, and only a
slight improvement on the
position from a year ago.
However, there are now
1.2 million more job openings
than at the low point of the
recession in mid-2009.
However the improvement in
the labor market in the third
quarter may be short-lived.
There is expected to be a
worsening in the final months
of 2012 due to the devastation
caused by Hurricane Sandy,
with many businesses,
particularly in and around
New York, experiencing
shutdown, and employees
resorting to claiming
unemployment benefits.
99,851 fewer than at the same
time in the previous year.
Another encouraging sign
was that the number of
people employed part-
time for economic reasons
– sometimes known as
involuntary part-time workers –
fell by 269,000 to 8.3 million.

➔ All four US census
regions experienced falls
in the number of layoffs
during the quarter.
The highest number of layoffs
occurred in the South, with
106,276 jobs disappearing,
approximately 11,500 fewer
than in the previous quarter.
The Midwest saw a
marginal improvement,
with approximately 80,000
layoffs, some 10,000 less
than the previous quarter.
The biggest improvement
occurred in the West, where
approximately 79,000 jobs
were lost, some 53,000 less
than in the previous quarter.
There was also a big
improvement in the Northeast,
where layoffs totaled 67,653,
approximately 46,000 less than
in the second quarter of 2012.
In both the Northeast and
the West, the rate of layoffs
were at recent historic lows,
reflecting the more broad-
based nature of the economic
recovery that is now emerging.
Among the states, California
recorded the largest number
of layoffs, followed by New
York, Illinois and Pennsylvania.
Approximately 87% of
the claims associated with
layoffs in the quarter were
in metropolitan areas.

➔ The manufacturing
sector recorded a spike in
layoffs during the third quarter,
with almost 129,000 jobs
disappearing, approximately
50,000 above the previous
quarter and the highest
quarterly loss this year.
Manufacturing accounted
for 38% of all layoffs in the
quarter. The layoffs were
blamed largely on slack work
and insufficient demand.
The administrative and
waste services sector had
approximately 41,500
layoffs, attributed largely to
contract completion. The
sector has experienced a
consistent downward pattern
of layoffs in recent quarters.
The retail sector saw a decline
in the number of layoffs, down
to a recent low of 26,950.
Construction, transport
and warehousing, and
government all experienced
significant reductions in
layoffs in the quarter.
Across industry, job openings
were largely unchanged
across most sectors, with the
exception of manufacturing,
where openings fell
approximately 74,000 in
the quarter to 238,000,
and professional business
services, where openings were
down 64,000 to 651,000.
The construction sector also
suffered a drop of 4,000
openings in the quarter.

➔ The US jobs market
is seeing continued steady
improvement as the
broader economy gathers
strength and private sector
activity slowly returns.
The growth outlook for the
US remains positive but
hesitant, largely as a result
of the myriad international
worries and the domestic
uncertainty surrounding
the budget stalemate.
In the past 12 months, the
private sector has added
1.9 million jobs, while the
public sector has lost 42,000
jobs. The stronger than
expected September quarter
GDP figures, a recovery
in the housing market,
stronger durable goods
orders, and a four-year high
in the Conference Board’s
consumer confidence index
all suggest that conditions
in the US are improving.
The unsettling European
situation is the big unknown.
The OECD predicts
that the eurozone will
remain in recession or flat
throughout 2013, before
growing at 1.3% in 2014.
For the US, the OECD says
that provided the fiscal cliff
is avoided, the country will
record just 2% growth in
2013 before rising to 2.8% in
2014. If something really goes
wrong in Europe, even those
predictions will look rosy.
We are likely to see ongoing
fiscal and monetary stimulus
across G7 countries for some
time yet. Japan is the latest
country to begin stimulating its
economy ahead of upcoming
elections and the prospect
of another recession.
In China, factory output is at
its highest level in more than
a year, suggesting that the
economy is rebounding after
months of slowing growth.
In the near term, the US
economy and labor market
will see steady improvement,
notwithstanding a likely dip
in the final quarter due to the
effects of Hurricane Sandy.
For 2013, it will be a more
complex story, dependent
on the volatile political,
social and economic
fortunes of the eurozone
and whether that assists or
negates the US recovery.
