ICT architecture conceptual and target models
10
Conceptual architecture of public services information systems (adopted by government Mar. 2015) defines long term development vision and 40 principles to be followed in 4 areas (like enterprise architecture model, lot of similarities with EIF):
1. Public governance processes,
2. Information (data) management,
3. Applications (information systems) ) architecture,
4. ICT infrastructure
Target architecture is set of ICT solutions to be developed within the scope of ICT ERAF development programme. The most critical and most strictly coordinated part of the Target architecture are «substantial architecture elements» or reusable components and services, that will be reused by several institutions and/or projects.
Applications (information systems) architecture related principles (main essence of 18 principles)
11
Efficient reuse of platforms, services and components to enable interoperability and rational ICT governance
Reference models
and shared platforms
Unified data space architectural principles
P14. Governance of information resources
P15. Re-use of information, effective use
P16. Semantic and technic interoperability
P17. Unified data reference model
P18. Three types of data services
1st pillar
Data democracy
(promoting access and uptake of data)
2nd pillar
Data enabled citizen
engagement in public administration processes
3rd pillar
Data and technology driven innovation development and commercialization

Lessons learned
• Understand ICT landscape (information gathering is crucial)
• Understand differences (different ICT maturity levels and different requirements for institutions)
• Allow for time - new concepts/terms requires time to introduce
• Sharing and re-use requires new level of ICT governance maturity
• Tecnology does not solve everything
Lessons learned (cont.)
• ICT architecture governance models differ between levels – • different methods should be applied
• Integrators are also actors, usability is important • include those who will integrate with Your systems and use
Your information resources in requirement analysis (for example, Actors in Use Case models)
