We will have singer/song writer/evangelist Wanda Kennedy in concert in the morning worship service at 10:50 AM. Following the service there will be a potluck dinner in the fellowship hall. Photos of the church’s history will be on display. We invite you to be a part of our 75th celebration! In 1939 a Nazarene Sunday School was organized. On September 1, 1940, Dr. Oscar Finch, the Kansas District Superintendent at the time of the Church of the Nazarene, came to Udall and officially organized the church. In October 1944, under the leadership of Rev. Parmer, pastor, the first church building was erected at the present site. On May 25, 1955, prayer meeting had been conducted that evening in the Church of the Nazarene. People hadn’t been home but a short time from the service when a tornado lashed out of the sky and destroyed Udall, including the church and the parsonage. The congregation worshipped in a school house four miles south and one east of Udall until a parsonage and church could be rebuilt in the spring of 1956. The parsonage was also rebuilt, and today it houses the church’s Second Blessing Garments Clothes Closet. The present sanctuary was built in 1987 under the leadership of Rev. Randy Gordon, pastor, and builder Jess Anderson from Wichita First Church of the Nazarene. The fellowship hall was built in 1996 under the direction of Rev. Samuel Lever. Celebrates 75th Anniversary

On Sunday, September 20, the Udall Church of

the Nazarene will celebrate its 75th anniversary. We

will have singer/song writer/evangelist Wanda Kennedy

in concert in the morning worship service at 10:50 AM.

Following the service there will be a potluck dinner in

the fellowship hall. Photos of the church’s history will

In 1939 a Nazarene Sunday School was

organized. On September 1, 1940, Dr. Oscar Finch, the

Kansas District Superintendent at the time of the Church

of the Nazarene, came to Udall and officially organized

the church. In October 1944, under the leadership of

Rev. Parmer, pastor, the first church building was

School has started, and the weather will soon be

getting cooler! We will be putting out some of our

cool weather clothing in September at the SECOND

BLESSING GARMENTS CLOTHES CLOSET!

Our September opening is Saturday, September 12

from 9:00 AM to noon. Come see us! We have men’s

shirts, ladies’ blouses and dresses, jeans, juniors’,

children’s and baby clothing. We would love to have

you stop by to browse and visit. New items are put

out every month. We have quality clothing for the

entire family. There is never any charge for any of the

items. Freewill donations are accepted. We are a

compassionate ministry of the Udall Church of the

Nazarene. We always gladly accept donations of

clean good clothing. Please NO household items or

toys!! If you have any questions, want to donate

clothing, or have an emergency clothing need, please

call Gaylene Williams, Director, at 782-3252. This

community outreach is open on the second Saturday of

each month from 9:00 AM to noon in the church

FROM THE LIBRARY The Udall Book Club shall meet at 1:30 pm on

September 8, 2015, in the Udall Public Library.

The chosen book to read and be ready to discuss

that day is: “Gray Mountain” by John Grisham.

The South Central Kansas Library System will

have the Rotating Collection arrive on September

10th

, 2015. Books will be ready the next day to

check out. Feel free to come look them over.

Bill and Mary Hilderbrand have completed the

new shelves for the Udall Public Library. All are

encouraged to come visit the library and look

over the shelves.

The volunteers to put books in order on these

shelves are: Francis Rupp and Erica Allen. We

REGULAR COUNCIL MEETING CITY OF UDALL

Monday, July 13, 2015 The Udall City Council met for the Regular Council Meeting on Monday, July13, 2015, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. Council President Randall Smith gave the invocation. Roll call was then taken with the following council members present: Michael Grahem, Ryan Moore, Randall Smith, Jason Tharp, and Damon Wilson. Quorum established. Attending were Rozella Sherman, Mark Chesney, Steve and Rose Mary Saunders, Erik King and Eric Allen. GENERAL DISCUSSION:

1. Mark Chesney presented the council with the Kansas Power Pool 2014 Annual Report. KPP recently had their Moody’s rating has been upgraded to A+++ and they attribute this success to continuing financial stability and the purchase three years ago of 20 megawatts of the Dogwood Power Plant. There are currently plans for eliminating a coal fire plant with additional megawatts to be purchased from Dogwood. All this could not be achieved by the individual communities that are a part of the KPP, but together the communities are all benefiting from KPP’s efforts. He invited members of the council to attend the Planning Retreat in Kansas City September 11-12. There will be discussions about rates, generation and solar and wind power. The council thanked Mr. Chesney for the information. He subsequently left the meeting.

CONSENT AGENDA: MOTION: by Smith, second by Wilson, to approve the Consent Agenda including the minutes for the June 13, 2015 regular meeting, Clerk’s and Treasurer’s reports for June 2015, Expenditure Report in the amount of $402,128.24 includes payments to Dondlinger on 6-22-2015 $156,531.50 and 7-13-2015 $103,968.00 and Payroll Account Report Totals $15,194.12. All voted aye, motion carried. OLD BUSINESS:

1. Phase II Water Project – a. Rose Mary Saunders explained that the monitoring letter and requirements has not yet been received, but all items

will be met within the 30 day time period. b. Second Application and Certificate for Payment to Dondlinger approved in above Consent Agenda c. Next available resource for attending Kan-Cap would be November 5 in Emporia. Steve and Rose Mary exited the

meeting.

2. Mobile Home Age Requirements – New Section 4-907: Maximum age of unit. No trailer or mobile home may be moved from outside the City and placed on any lot or trailer park space within the City that was manufactured more than ten years prior to such move-in. MOTION: by Wilson, second by Moore, to approve Ordinance #667 specifying above mobile home age requirements. All voted aye, motion carried. 30 minute executive session MOTION: by Smith, second by Grahem, to adjourn to an Executive Session not to exceed 30 minutes to discuss legal issues with Erik King, Eric Allen and legal counsel. All voted aye, motion carried.

Meeting resumed at the proper place and time. No action taken.

3. Dangerous Structures – MOTION: by Wilson, second by Smith, to instruct Clerk to distribute Request for Proposals for the demolition of the dangerous structures. All voted aye motion carried.

4. Annexation – Ben Winters advised counsel annexation of properties with landowner’s consent would be no problem. The first property discussed shares 2/3 or more of its borders with the city and the owners haven given consent. Three other landowners have also given consent. There are two additional owners who have not been approached about annexation. A lengthy discussion was held regarding whether to proceed on all annexations or just a few at this time. MOTION: by Wilson, second by Smith, to table annexations until the next meeting. All voted aye, motion carried.

NEW BUSINESS

1. Stock North Point Lake – It was discussed that there is $200 available from license fees and $200 from “Mayor’s Fund”. An additional $200 would make up to $600 available for stocking the pond. MOTION: by Smith, second by Moore, to spend up to $600 collectively on stocking the pond and a feeder. This would be stocking with primarily catfish and then bass. All voted aye, motion carried.

2. First Draft – 2016 Budget. The proposed 2016 budget was presented for review. This draft, as in the past, uses a 6 month current year history to approximate current year receipts and expenditures and the 2016 budget. Information from the county to determine budget limit was received later than usual this year on June 30

th. The proposed budget will be reviewed

by all council members and a Special Meeting date of July 22 at 6:30 pm was set to approve the budget for publication for Budget Hearing to be held on August 10

th.

3. Splash Park – Ryan Moore has contacted vendors and found contacts for grant applications for a Splash Park. There are funds available from the Splash Park Construction Fund of $12,775.69 and approximately $10,000 available from the N.I.C.E. Committee. The proposals from SplashPadsUSA for a 30x30 pad was $63,000. Other organizations could be

contacted regarding raising the remaining funds. This would be a budget item for 2016. Questions will be gathered for the vendor including operation and maintenance costs.

4. Parking Lot at Park – Eric Allen had contacted Cornejo and Sons regarding the possible leveling and pavement of the small area adjacent to the city park. Their bid of $500,000 was not even considered. It was discussed that our local maintenance crew could remove some trees and level out the property, then apply gravel for a usable surface, or possibly millings from the street improvements due to start in another week or two. MOTION: by Smith, second by Moore, to approve up to $2,000 for rock for the parking lot on the south west corner of the park. All voted aye, motion carried.

COUNCIL MEMBER REPORTS: Brown – Upcoming workshop on Brownfields Economic Revitalization on August 18 in Topeka. It was discussed that perhaps the Mayor and City Clerk should attend. The workshop is free. STAFF REPORTS: King – There have been many updates and additions to the Zoning Ordinances and Sub Division Regulations in the last several years with these items taped and stuck between pages of existing books. It is time for these books to be reprinted with updates inserted and for the Zoning Maps to be updated with changed zoning classifications. These are items that will be coming out of the 2016 UPC budget. They are requesting a more management notebook style of publication rather than a bound edition. Also, Chief King has been in contact with various carnival vendors as this item was a high response item on surveys from the schools regarding Fall Festival. Lewallen Amusements has relocated to Clearwater and replaced many of their rides with newer rides. He will need to know an amount the City would back for a carnival to come that date. MOTION: by Tharp, second by Moore, to approve $2,200 to retain a carnival vendor for the Fall Festival. All voted aye, motion carried.

SPECIAL COUNCIL MEETING CITY OF UDALL

Wednesday, July 22, 2015

The Udall City Council met for a Special Council Meeting on Wednesday, July 22, 2015, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. President of the Council Randall Smith gave the invocation. Roll call was then taken with the following council members present: Michael Grahem, Ryan Moore, Randall Smith, Jason Tharp and Damon Wilson. Quorum established. Attending were James and Jeri Linnebur, Erik King and Lulita Hopkins. NEW BUSINESS

1. 2016 Budget as proposed for Budget Hearing publication. The proposed budget has been distributed to council members previously and discussed at work sessions. MOTION: by Moore, second by Wilson, to approve the proposed 2016 Budget for publication for the Budget Hearing to be held on August 10, 2015. All voted aye, motion carried.

2. Annexation – A map of proposed areas for annexation was presented with the 2014 tax amounts of each property. Jim and Jeri Linnebur addressed the council stating they did not wish to be annexed. They feel the addition to the city limits would give them no benefits and would lower their property value significantly. Mr. and Mrs. Linnebur exited the meeting. The council discussed annexation of properties that are not adjacent to the highway. All properties considered are classified as residential, rather than agricultural, so there would not be a significant tax increase for those proposed for annexation. Erik King presented information collected indicating gains to annexation of properties. Without consent the properties can still be annexed. Not all property owners have been personally contacted at this time, but several have given verbal consent to annexation. Discussion centered around planning for the future and to have options for growth available. The Udall Planning Commission is aware of the council’s proposed annexation. Continued discussion involved advantages and disadvantages for both the landowners and the City. It was requested that the city attorney mail out formal letters to each landowner and that each landowner be contacted personally by the Mayor. MOTION: by Wilson, second by Moore, to table annexation to the next regular meeting on August 10, 2015. All voted aye, motion carried.
