On August 15, 1939. while a witness before theAugust, 1939. Grand Jury, ZWILLMAN was directed to answer as towhat business he engaged in and with whom he worked from 1926through 19 32.
On August 18, 1939, ZWILLNAN was given another opportunityto answer this inquiry. On August 21, 1939, United StatesDistrict Judge JOHNSON J. HAYES, Southern District of NewYork, adjudged ZWILLMAN in contempt of court and sentenced himto six months at the Federal House of Detention, see York City.ZNIIJAAN was paroled in the custod of his attorney, ARTHURGARFIFZD HAYS. Bail was fixed at £10,000 pending appeal.
The docket indicates that the United States Fidelityand Guarantee Company furnished surety on behalf of 2WILLLANon August 22, 1939. On the same date, an order was filed inthe docket allowing the defendant to depart from the jurisdictionof this court to his residence in East Orange, New Jersey,and to enter into business in the eounties of Essex, Union, andBergen. An appeal was filed on this date.
On November 16, 1939, an order to grant the defendantpamission to leave the jurisdiction of this court to enterbusiness in Chicago, Illinois, was filed by United StatesDistrict Judge AEFRED J. GQX9.
on January 26, 19u0, an order to grant the defendantpa mission to go anywhere in the United States was filed byUnited States District Judge WILLIAM BONDY.

On June 23, 1953, ZWILLWAN was arrested by theUnited States Marshal, Newark, New Jersey, on charges ofevading payment of $Sh,llh on his l9h6 income, On July lh,1953, a Federal Grand Jury returned a "no bill" againstZWILLLAN in connection with this arrest, vacating the complaint.
On May 28, 195a, ZWILLNAN was arrested by the UnitedStates Marshal, Newark, New Jersey, and charged withevasion of income tax. This arrest had to do with the
alleged evasion of income tax payments of $h6,l00 for the years19h? and l9h8. This actual trial commenced January 19, 1956,and was given to the jury on February 29, 1956. after 30 hoursof deliberation, the jury reported on March 1, 1956, thag

ZWILLKAN exhibited a desire to cooperate, but priorto making any admissions or comments, requested whether or notinformation he might furnish during the interview concerninghis activities during prohibition days would be disclosed tothe authorities, although he stated at this time that he didnot fear any violations of the law concerning his liquoroperations, inasmuch as the 18th Amendment had been repealed.At the time, ZWILLWAN was advised by SAC KITCHIN and SAQthat this bureau hadno jurisdiction over them n . transportation of alcohol, and that that mattercomes within the purview of the United States Internal RevenueDepartment. He also was advised that the interview with himwas strictly confidential, and any cooperation that he mightbe able to render would be appreciated and would be kept inconfidence. Upon being apprised of this fact, he was prompt inhis responses to questions, and related much information inconnection with activities during prohibition days.
He stated that he first became acquainted withLOUIS BUUHAITER in about 1926. His acquaintance came aboutas a result of prohibition, at which time there were 1numerous groups or mobs, as he called them, who had theirprincipal offices and were operating liquor headquarters inprominent hotels in New York City. He stated that some ofthese gangs in the hotels controlled as much assn entirefloor consisting or 15 to 20 roos, and that from thesevarious points, each combination operated their liquordistributing businesses.
ZWILLHAN admitted association with the followingindividuals. Many listed below are of national prominenceand others are of local prominence. Many are now deceased.Identifying data concerning all of them is not presentlyavailabie to this office. From his own admission, they arelisted as follows:

An article in the "Newark Ledger," under date ofOctober 30, 1935, appeared under the byline of Anonymous.This article commented on the activities of ZWILLMAN, statingthat he bad a great deal to do with putting many politiciansin oftice. It mentioned the tact of his Third Ward PoliticalClub located at Waverly and Avon Streets in Newark. Thearticle commented on his various arrests for assault andbattery which resulted in all but one or the complaintsbeing withdrawn. It made mention of the fact that whenZWILLMAN was sentenced to Essex County Penitentiary forsix months, he allegedly had available to him a telephonein his cell, was permitted callers at all hours, had otherthan prison meals, and, upon leaving, gave gifts of moneyto guards and a new car to one of the jail officials.
There was also comment oi a newspapermaa whomZWILLMAH beat up at Child's Restaurant on Park Place. Thisnewsgaperman supposedly mistook ZWILLMAN for a prohibitionattorney and asked him what he was doing in Child's. Aright ensued; however, the newspaperman reinsed to identifyZWILLMAN as the assailant, according to this news artioleoThe article then related that ZUILLMAN paid $122.00 forbreakage in the aoataurant resulting from the tight.
The article also inferred that ZWILLHAN soughtthe love of a blonds movie actress, giving her a diamondbracelet and other giits. The actress allegedly came toa party in 1932 at a downtown Newark hotel which partywas being given by ZWILLMAN. The article then commentedhe met her subsequently at a Western desert resort betweenand during her several marriages.
The article also mentioned that ZWILLMAN
maintained soup kitchens in both Military and LincolnParks during depression years, urtil the newspapers dis-covered the matter and he ceased such activity.

ZWILLMAN related that he had control of a
group oi individuals who assisted him in operating hisliquor distributing agency in New York during prohibitiondays. He stated he spent time at the Victoria Hotel _,and numerous hotels whose names have since been changed.He stated that the groups operating this liquor businesswere so tremendous that it would be impossible to relatethe various combinations. However, he denied havingbeen connected with any syndicate or combination andstated he operated singly with numerous associates.
ZWILLMAN advised that 3UCHAL?ER, in 1920, wasin charge cf a group distributing liquor and wasconsidered one of the bigger operators at that time. He saidthat BUC�ALTB£'s group was known as the LEPKE-GUERAH-BUGS SIEGEL combination.
ZWILLMAN stated that on numerous occasions
it was necessary to contact different groups, inasmuchas there was an arrangement between all of the groupsnot to "muscle in" on each other�: territory, and thattherefore each group was known to distribute a particularbrand of liquor and had a particular territory.
ZWILLMAN stated that during the course of theseliquor operations he had occasion to lend money to BUEHAUTERand vice verse. As a result c£�this associationand assistance to one another, ZWILLMAN stated that when-ever 3UC3ALTEh and his group desired any favors inthe state of New Jersey, he would take care of the matter,and, in turn, if he wished anything taken care of in N.Y.C.,

ZWILLHAN stated that considerable investigationwas conducted regarding him by the Government and DEwEY'ainvestigators as the result of a $10,000.00 loan which hemade to BUCHALTER in 1935; that information concerningthis investigation was told him by persons contacted, wholater ad ised him of this tact. In explanation oi thisloan, ZWILLMAH stated he never, at any tine, was associatedwith BUCHALTER in any business transaction whatsoever; thathis interests were his own and that at no time had anyclashes concerning infringement on each other's territoryoccurred. It was also known as aplay resort for the "boys."
ZWILLHAN stated that during his visit in 1933there were many notorious peopie in the hotei; namehn,WILLIE HOBETTI, CHARLES "LUCKY" LUCIAHO, and others.He added that the place was considered a "play house"for all the popular people oi the East, includingpolitioieos and notorious nohetets=
It had been reported through police announcementsand newspaper stories that there was a group known as theBig Six or so-called "Broadway Gang." The leaders of thisgroup were reported as being G�hhh�, L, BCCHAETER, FRAFKCOSTELLO, CHARLES "LUCKY" LUCIAHO, BENJAMIN "BUGS" SIECELand ZWILLMAN.

In May, 1932 it had been reported that a groupof ZwILLMAN�s mob had gone to N.Y.C. with $100,000.00in cash for the purpose of securing the LINDBERGH babywho had been kidnapped. ZWlLLMAN stated that he hadencountered considerable difficulty in moving his liquortrucks in New York and New Jersey as a result of the
kidnapping of the LINDBEBGH baby in that the police every-where were stopping all trucks belonging to various groupsin an attempt to locate the baby. There was such tremendouspressure by all that ZWILLMAN voluntarily offered$50,000.00 to any person who would aid and assist inlocating the LINDBERGH baby. He stated that immediatelyafter making this offer, AL SILVERS ease to his and advisedthat a group of individuals at the Victoria Hotel in N.Y.C.were in possession ofinformaticn as to the location of theLINDBERGH baby, and requested that $50,000.00 in cash he putup before anything was done. ZWILLMAR then stated that heand a group oi his associates proceeded to the VictoriaHotel, but they tound that it was Just a "muscle mob" whowas attempting to shake down ZWlLLHAN's group for a sum ofmoney. ZWILLMAN stated it was obvious that this grouphad no information whatsoever concerning the LIEBBERGHbaby. He added that he would have raised $100,000.00if necessary and that this money could have easily beenraised from the various groups who were operating liquortrucks in the various states. He said that this amountwould have been worth it compared with the returns they weregetting from their activities.

An unknown source reported on the history ofthe Public Service Tobacco Company as follows:
EEIJJAM LILLIAN and his brother, AL LILLIAN,had operated in illegal liquor traiiic along the Jerseyshore. A number of investigations were said to have beenconducted against these two individuals with little success=The brothers continued operation until AL LILLIAE usemurdered. Immediately after this murder, WILLIAM LILLIANentered into the cigarette vending machine business in acompany known as the Public Service Tobacco Copany. IWILLIAM LILLIAN became the biggest operator or thistype business in the area. In his operations he wassupposed to have employed some of the members or ZWILLMAN'sgang. At the height oi his business, LILLIAN was reportedlytaken out one night and given a severe beating. Shortlyeiter this heating, the ccnpeny use purehesed iron LILLIAE,although it we rumored that ZWILLMAN threatened to killLILLIAN it he did not give up the business. Unfavorablepublicity resulted from the purchase oi this businessas to the methods used by ZWILLMAN to gain control cfthe enterprise. The Public Service Tobacco Copany wasthen operated as a corporation, the incorporstors beingJERRY CATENA, DOC ROSEN and ABNER ZWILLHAH. Information has been received that in Bid-1946ARNOLD BROMBERGER, MOE ZIMMERMAN and DAVE KAPLANestablished the Rona Metered Equipment Corporation, whichconcern obtained and operated concessions for coin-operatedwashing machines in apartment houses. The businessreportedly flourished until l9e?, when a new firm theFederal Automatic Company, Evans Terminal Road, Hillside,N. J,, was set up by IRVING BLUM, After the Federal Companywas established, the Rona Company allegedly had difficultyin obtaining concessions in the new building projects,and it was determined that the concessions were being .
granted to the Federal Automatic Company even though Ronasupposedly offered a larger commission to the owner or thebuilder for the concession. One of the owners of the Rona
Crmpsny allegedly said, "There is no point in fighting thenob. You don't want to find yourself some day in thePnssaic River." .

He resides in a large mansion on a private roadin West Orange, N. J. in an exclusive section. Hisresidence would be valued at over $50,000.00. The privateroad on which ZWILLMAN resides is used by seven or eightfamilies and is one block in length. ZWILLMAN's housesets back from this read, with a cursed driveway runningto the front entrance. A garage is to the north end cf ethe residence. The only exit from this private road,known as Beverly Road, is on to Mitchell Street to thesouth of the residence. It is not a through streetand there is only one entrance and exit.
