Drie mans, wat vermoedelik deel is van ’nmisdaadgroep, het die afgelope twee weketien keer ingebreek by huise in Jim Fouché-rylaan en ander in die omgewing van die Ty-gerberg-natuurreservaat.
Die rowers werk in verskillende groepe,sê kapt. Fienie Nimb, woordvoerder van dieBellville-polisiekantoor.
Sy het bevestig dat meer as tien voorvallevan huisbraak in die omgewing van die na-tuurreservaat die afgelope twee weke by Pa-row en Bellville se polisiekantore aange-meld is.
Die rowers span verskillende metodes inen betree na bewering die eiendomme vanafdie natuurreservaat se kant af deur diedraad te knip en deur te klim.
Die drie mans gebruik glo boutknippers,terwyl die ander groep huise se vensterra-me verwyder, sê Nimb. Lynette Norman,voorsitter van Panorama, Welgelegen enPlattekloof (PWP)-buurtwag het gesê meeras een groep het spesifiek huise om die na-tuurreservaat in die oog.
Norman sê die rowers ken die omgewinggoed omdat hulle gedurende die dag die hui-se dophou.
’n Inwoner in Jim Fouché-rylaan wat ano-niem wil bly, is een van die inwoners watVrydag 26 Julie in die vroeë oggendure ge-teiken is. “Drie mans met balaklawas hetnet voor twee die oggend by ons ingebreek.Ons hond, Terry, het vreeslik begin blaf, enons het ondersoek gaan instel,” het sy gesê.Volgens haar het haar 80-jarige moeder indie drie mans by die eetkamer se skuifdeurvasgeloop.
“Hulle het ons veiligheidshek geknip enhet ook die glas uit die skuifdeur gehaal.Vandaar het hulle die huis binnegekom en
een rower het my ma vasgekeer, terwyl dieander twee die huis geplunder het.”
Sy het dadelik die paniekknoppie by dievoordeur gedruk om die sekerheidsmaat-skappy in kennis te stel. Daarna het sy dievoordeur oopgesluit en na buite gehardloopwaar sy om hulp geroep het. Intussen hethaar ma ’n eetkamerstoel tussen haar en dierower gehou sodat hy haar nie met die bout-knipper kon bydam nie.
“Die rower het my ma se ring aan haarvinger opgemerk en het probeer om dit tegryp, maar dit het te styf aan haar vingergesit. Hy het daarna haar hand gegryp enhaar vinger in sy mond gesteek om sodoen-de die ring makliker van haar vinger af telaat gly,” het sy vertel. Die ander twee ro-wers het intussen glo ’n kamera en handsak-ke gegryp en op die vlug geslaan.
“Ons vermoed hulle het weer deur diedraad by die reservaat geklim omdat die po-lisie van my eiendom in die reservaat ge-vind het,” sê sy. “Ek dink hulle kruip weg
in ’n gat of onder bosse. Dit is net onmoont-lik om so vinnig spore te maak.”
Sy het gesê die rowers is maklik herken-baar en haar bure reken ook dat dieselfderowers daar bedrywig is. “Die mans praatalmal Afrikaans. Hulle is ook lank en maer.Hulle het vroeër die week op drie verskillen-de geleenthede my huis besoek toe hulle virwerk en water gevra het. Die een het ’n dra-sak saam met hom gehad en die ander hetsommer oor my draad gespring.” Sy het ver-tel van ander mense in die omgewing watglo deur dieselfde driemanskap geteister is.
Babs Schoeman, ook ’n inwoner in JimFouché-rylaan, sê drie mans met kapmesseen balaklawas het byna ’n maand geledehaar bure aangerand en die vrou teen diegrond gedruk om haar handsak te steel.
“Ses weke gelede het my buurvrou my ge-bel en gesê die alarm het afgegaan. Die manshet blykbaar die huis vier keer al probeerberoof. Dit maak my baie onrustig en be-kommerd.”
Nimb sê huiseienaars moet hul venstersgedurende die aand toemaak en ook elektro-niese toestelle wegpak.
Luit. Kevin Williams van die Parow-poli-siekantoor sê op Dinsdag 27 Julie omstreeksmiddernag, het verdagtes buite ’n huis sevensters in Jim Fouché-rylaan gestaan.
Die verdagte het daarna die huis met ’npanga binnegedring waarna die verdagte en’n medepligtige die huiseienaar deursoekhet. Hulle het onder andere R5 000, ’n arm-horlosie, ’n Sony-skootrekenaar en ’n ringter waarde van R100 000 gesteel. Die man hetdadelik die polisie gebel nadat die mans syeiendom verlaat het. If turning on your geyser has become aluxury, your pocket has probably beenhit hard by the rocketing cost of elec-
tricity.But a policy known as net metering –
through which consumers generate theirown electricity using solar panels – couldmean the end of sky-high costs, an energyexpert reveals.David Lipschitz, the owner of renewa-
ble energy company My Power Station,insists that although the City of CapeTown has netmetering tariffs, it is “doingeverything in its power to prevent theadoption of net metering”.And an Eskom employee, who asks not
to be named, agrees with Lipschitz.He explains how the “power struggle”
over electricity actually works.
Stumbling block“Households buy their electricity from
the municipalities. The municipalitiesbuy it from Eskom.“If households were to start generating
their own electricity through net meter-ing and selling off the excess back to thecity, how would the municipalities maketheir money?” he asks.“Farmers, factories and mines – all big
consumers – buy their electricity directlyfrom Eskom. They pay a lot less thanhouseholds, who have to pay additionalcosts for their electricity from themunici-pality.“Of course municipalities would be
strongly against netmetering because an-ybody can install solar panels.“Eskom, for one, would be very glad be-
cause then we would be saving it a lot ofenergy.
“But the money from household con-sumers is what keeps the councils going.”Lipschitz explains net metering as “a
payment system where users of electrici-ty ‘make’ their own electricity, and usual-ly buy and sell electricity at the samerate”.He says consumers who buy electricity
fromEskomor theCity atR1.50/kWhunitbut do not use all the power then resellthe excess to the service provider at thesame rate.
The grid“The idea is that during the day you
‘bank’ excess electricity generated, and atnight you use electricity from the grid,”Lipschitz says.The city says it has many reasons for
not yet installing net metering.These include tariffs and technicalities
regarding individual households, or“small-scale embedded generation” onthe power grid, says Ernest Sonnenberg,the city’s mayoral committee member forutility services.“While encouraging the use of small-
scale embedded generation technologiesis noteworthy, this should not be done inaway that disadvantages others,”he says.He explains that the city has to charge
a tariff that “recovers their fixed costs un-der all circumstances, doesn’t unfairly pe-nalise non-generating consumers, andstill provides some level of compensationfor those who make the capital invest-ment to perform small-scale embeddedgeneration”.Net metering requires the installation
of solar panels that are connected to theelectricity grid.Access to the same grid will be utilised
in the event of a reverse power flow –when energy is depleted and energyneeds
to be sent to accommodate a household’ssupply.According to him, there are no techni-
cal standards yet which govern whatthese connections should look like.“The city is currently involved in a na-
tional workgroup that is developing na-tional technical standards,” Sonnenbergsays.“Unfortunately, until national stand-
ards are fully developed and implement-ed, and suppliers canprovide grid connec-tion equipment with the relevant mark‘stamped on it’, the process of obtainingapproval to use alternatives is complexand lengthy.”
ChargesThe current plan is that as soon as grid-
connected small-scale embedded genera-tion – such as net metering – is allowed,the citywill chargea tariffwhich includesa daily service charge, a higher energyconsumption tariff and a lower tariff forwhen the city buys excess electricity, Son-nenberg explains.Lipschitz points out that the technology
is popular in Europe and America.“I believe the public needs to be made
aware of this information so that we cando something about the environment, cre-ate jobs and stimulate our economy,” heinsists.The Eskom employee adds that in other
provinces people have begun installingEskom electricity boxes instead of usingthe municipal ones.“These cost about R1 000 to install.

A worldwide competition will be held aspart of the World Design Capital (WDC)Project 2014 and residents in the northernsuburbs are invited to get involved.A project aptly named Future Tyger,
comes from an agreement with the City ofCapeTownand focuses on the regenerationof Voortrekker Road and the Bellville cen-tral area. The project kicks off on Monday19 August.Cape Town Mayor Patricia de Lille re-
cently asked the Greater Tygerberg Part-nership (GTP) to be the agent in the areafor the Mayoral Urban Regeneration Pro-gramme.“We will engage people from the area on
their views about the corridor’s future,”said Shahid Solomon, ProgrammeManage-ment Executive for the project.The project aims to get ordinary people
talking with each other and stakeholdersin the region (including government, busi-ness, academic institutions and communi-ty organisations) about what needs to hap-pen from today towards 2020; and beyondto 2040.As part of the project entrants are urged
to employ modern technologies, includingsocialmedia; interactive voting technologyat public meetings; 3D simulation modelsof the city; and serious games and codingcompetitions. The public will be able tovote for what they want by using some ofthese technologies.The process will embrace local commu-
nities, city interest groups, students, insti-tutions and local and international plan-ners and innovators, and culminate in aninternational design competition.Solomon said the project included devel-

The innocent among us sometimes pay forthe sins of others.
And one doesn’t get much more innocentthan an unborn child.
To say Foetal Alcohol Spectrum Disorder(FASD) is rife in the Western Cape is some-what of an understatement according toEleanor Brook, founder of Home of Hope.
“This province has the highest percentageof FASD sufferers in the world and 70 000FASD children are born in the country everyyear,” she explains solemnly.
That is why non-profit organisations suchas Home of Hope are so important.
Just having these organisations are, ofcourse, pointless if the public doesn’t sup-port them.
The most common FASD is Foetal AlcoholSyndrome – a pattern of mental and physicaldefects that can develop in a foetus if the par-
ent consumes high levels of alcohol duringpregnancy.
She admits that the demand to help thesechildren completely outweighs the supply,despite the best efforts of Table View, Mil-nerton and Phoenix Home of Hope.
They often hold fundraisers such as the“legendary annual ladies’ lunch” andclimbing Kilimanjaro.
“I am climbing Kilimanjaro with a teamof volunteers in a bid to raise awarenessof the challenges these kids have to faceand to help Home of Hope to raise fundsby building a school for our Amathembaproject. I truly believe that Home of Hope,through its pioneering Amathemba Indi-vidual Learning School, is changing thelives of children and giving them hope fora better future,” she continues.
Amathemba is Home of Hope’s specialneeds school project for children who suf-fer from FASD.
Its philosophy of individualised learn-
ing and educational therapy has benefitedmany a child.
As for the ladies’ lunch, it will be held on31 August at On the Rocks Restaurant in Blou-bergstrand from 12:15. The theme is “GreekGoddess” and it costs R250 per person.
It is not only funds Home of hope is after,but also volunteers.
Children suffering from FASD are put upwith foster parents and there is always a needfor loving families to provide these childrenwith a loving environment.
One can even just be a “buddy” and supporta child that way.

charity organisations in her personal capac-ity, “but it becomes challenging becausemany are in need of assistance and one per-son doesn’t always have the resources tohelp everyone,” Horn says.She and her daughters believe that when
people rally together for a good cause greatthings happen.“People are generally supportive if they
knowwhere theirmoney is going,” she adds.This is why it is important for the family
to be hands-on with the organisation to en-sure that donations and money are chan-nelled exactly where it is needed most.Celeste, the youngest daughter, remem-
bers their humble beginnings and says thefamily lived through difficult times. “Westruggled a lot, nothing came easy.”
Older sister, Elishia, echoes this as she re-calls once sleeping on the bathroom floor ofthe guesthouse she managed to ensure aguest had a bed to sleep in.It is witnessing difficulty and having lived
through it that inspires Celeste toworkhardand give even more. She is also running aseparate charity project, called ChristmasShoebox Project, which entails the filling upof shoebox-size containers with essentialsand toys as Christmas gifts for disadvan-taged children.The family urges people to come on board

The telecommunication system which re-ports on traffic light failures in the City ofCapeTown is in jeopardydue to posters andbills pasted over these devices.As a result it nullifies the innovative new
system says Subcouncil chairman andBothasig ward councillor James Vos.Control boxes are aimed at speeding up
the responses of repair crews whereby thetraffic light faults and failures can be re-ported to a 24-hour call centre.“How can anyone read the identification
numberwhen it is obliterated by a bill past-ed over it?” Vos asks.He adds that posters and bills pasted to
electricity substations, meter boxes andtraffic light control boxes are on the in-crease, and he condemns these as effective-ly acts of vandalism.He says together with staked advertising
signs, and those tied to lampposts, these de-grade the environment, create the percep-tion that matters are out of control and, asa result, property values deteriorate.“As if the situation wasn’t already bad
enough, poster pollution now poses a life-threatening consequence because illegallypasted bills hamper identification of poten-tially dangerous intersections; just one ofthese posters could result in the loss of life,”said Vos, “and action must be taken.”Traffic light failures impact adversely on
all road users. A new system just intro-duced by theCity of CapeTown’s TransportDepartment empowers both motorists andpedestrians by giving them the opportunityto reduce the life-threatening consequenc-es of such occurrences.“The City now operates a 24-hour Traffic
Signal Fault Call Centre, share-call number0860 00 1948, which enables the public to re-port faulty traffic lights” says Vos.The control box at each of the more than
1 300 intersections controlled by trafficlights, has recently been fitted with, andnow displays a unique identificationnumber. This enables the city to identifythe intersection which in turn speeds upthe process of getting a repair crew to at-tend to the problem.

An interest in stones and rocks as a child inNamibia, a book she read years ago and thenfinally, a TV programme she watched onStonehenge, the prehistoric monument inEngland, sparked a light for local resident,Faith Booysen (69).
According toWikipedia, Stonehenge is theremains of a ring of standing stones set with-in earthworks.Archaeologists believe itwasbuilt anywhere from 3000 BC to 2000 BC.
Faith realised there was a direct link be-tween the way Stonehenge was built and theEgyptian solar calendar. These calendarsare the origin of the calendar we use today.
She then wrote her first non-fiction book,Stonehenge: Times Square BC, on her theoryof the purpose of Stonehenge, which hasbeen debated for hundreds of years.
One need only to Google Stonehenge andits purpose to realise its many theories– from being a burial ground to a place ofhealing, none of which has been proved.
Faith has been honoured with interna-tional recognition by being invited to theLondon Book Festival in January 2012. Shereceived an honourable mention in the gen-eral non-fiction category for her first book.
She later discovered a link between thecalendars in Britain and the Sphinx Templein Egypt and her latest book, followed.
This book is titled The Sphinx and Stone-henge connection – 4500 year old mysterysolved.
The book was published in March thisyear. Once again she was invited to the ParisBook Festival in May, where she again re-ceived an honourable mention in the gener-al non-fiction category.
ShevisitedStonehenge inEngland in 1994.“Surrounding the Stonehenge monument, isa circle of 56 postholes, which once heldwooden posts.
“Today the circle is referred to as The Au-
brey Postholes. I found this interesting – justfour more than 52, the number of weeks ina year. I realised that the ancients wouldhave divided the circle in four, using fourof the postholes.
“Each of the four quarters now represent-ed a season of 13 weeks. At sunrise each day,a marker would be placed in front of eachpost until there were seven markers in linewith each of the 52 posts – 13 in each season.
“On the last day of the year, a markerwould be placed in the centre giving a totalof 365, the exact number of days in a year.
“I realised the circle of 56 postholes repre-sented a precise solar calendar,” she ex-plained – this calendar is similar to theChichen Itza pyramid in Mexico.
It, too, consists of four sides with 91 stepsleading to a platform on top of the pyramid.
This totals 364 steps. “As with the AubreyPosts, the last day was marked by using theplatform as the last day of the year,” shesaid.
She went on to discover a further six pre-cise solar calendars in Europe. She builtmodels of the calendars, photographedthem, and included them inher book to illus-trate how the calendars work.
Then, after her first book was published,she discovered that three of the temples onthe Giza Plateau were also solar calendars,hence her second book, The Sphinx andStonehenge Connection.

This is an open letter to allbusinesses within the greaterBellville and Parow areas thatsell or serve liquor to membersof the public, especially tothose who are already underthe influence. Having been inoperation for the past 12months, the Voortrekker RoadCorridor Improvement District(VRCID) needs to voice itsconcern regarding the illegalsale of alcohol to personsalready under the influence ofalcohol.
The law is clear; no businessmay sell or serve alcohol toanother person who is alreadyunder the influence of alcohol.
By doing so, businesses arecontributing towards alcohol-ism, anti-social behaviour andpossibly even sexual violenceagainst women and children.
From the VRCID’s point ofview, we are adamant thatbusinesses within the VRCIDmust take note and stop thispractice immediately. Theirstaff need to be informed thatthey may not sell liquor if theperson buying the liquor isalready under the influence;ignorance of the law is noexcuse. The end result of thispractice is that the VRCIDmust spend of its time andbudget finances to attend toanti-social behaviour andpublic violence (fighting). It isunfair to law abiding VRCIDlevy payers that the minoritytakes advantage of thoseaddicted to alcohol.
In most instances, it is thepoorest of the poor who aretaken advantage of by suchbusinesses. The secondphase for applications for enrol-ment at some Western Cape schools is nowopen for parents and their children.
Schools enrol learners in two rounds, toenable parents to apply to other schools ifthey are unsuccessful during the firstround of applications.
The first phase between March and Junesaw thousands of learners finalise their en-rolment at schools for the 2014 school year.
The Western Cape Education Depart-ment (WCED) is aware that many schoolsare now full. This means that they will nolonger accept applications for the 2014school year.
Parents can ask to be placed on a waitinglist. However, this does not guaranteeplacement in the school.
Therefore, the education departmentstrongly advise these parents to registertheir child at another school to avoid disap-pointment in the New Year.
The deadline for the second round is atthe end of the third term, on Friday 20 Sep-tember.
Should a parent experience difficulties inhaving their child admitted to a school, theWCED has officials in every district to helpparents to find places for their children.
The officials work closely with schools toidentify available places, and then withparents to match children to these places.
They will try to find the most suitableplaces, but cannot guarantee places atschools of choice.
Parents should also be aware that schoolscannot charge fees such as a registrationfee, a deposit, re-admission or pre-admis-sion testing fees, or any other fees at thetime of application. School fees become ac-ceptable only after the learner has been in-formed in writing of his or her acceptanceto the school. If a parent is asked topay sucha fee, it should be reported to the nearestdistrict office.
Parents must also realise that the admis-sion policy of a public school is determinedby the school governing body, and not bythe WCED.
“A school can refuse admission if thelearner does not meet the requirements ofthe admission policy. However, if parentsbelieve their child has been excluded froma school without justification they have theright of appeal tomeviamyministry,” saysWCED’s Minister Donald Grant.

Thisyear’s participants in the 23rdBergRiv-er CHOC Challenge have three million rea-sons to smile!Their actions helped raise over R3million
for children who have been diagnosed withcancer.The challenge,which involvedaboat-driv-
en river cruise along the Berg River fromPaarl to Laaiplek on the West Coast, kickedoff on 24 July and ended on a high note on28 July, when a record R360 000 was raisedby way of three concerts and auctions onthat day.This substantial amount was however a
fraction of the total amount of over R3 mil-lion raised in similar fashion for the dura-tion of the challenge in its entirety.The 21 participants, mostly from Cape
Town’s northern suburbs, kicked the raceoff in nine inflatable boats and made stopsat three farms along the Berg River to dis-tribute fruit and stationery to over 600 un-derprivileged children.Three of the nine teams that participated
withdrew from the race due to mechanicalproblems with their boats.According to Hardus Zevenster, General
Manager of Radio Tygerberg, it is the pas-sion that Attie Laubscher, organiser of theCHOC Challenge project and his team dis-play in tackling this project that inspires
him and his team at Radio Tygerberg tocome on board each year as one of the mainmedia sponsors.Among the participants this year were

A festival with the purposeof recognising and cele-brating Tygerberg’s vi-brant cultural diversitywill be held over three daysin October.
The Tygerberg HeritageFestival takes place fromFriday 25 October untilSunday 27 October. Thisfestival is an initiative ofthe Greater TygerbergPartnership (GTP) and isan event for the entire fam-ily.
The theme, BuildingBridges, aims to do justthat between local people,businesses and organisa-tions, irrespective of race,sex, age, faith, sexual ori-entation or social, educa-tional, economic and cul-tural backgrounds.
“Wewant to connect SouthAf-rican citizens and locals fromdiverse cultures living, who areworking or studying in Bellvilleand the greater Tygerberg,”says Kemi Adebayo, executivedirector of the Tygerberg Herit-age Festival.

Construction study windfallAn year long opportunity to learn all aboutconstruction and architecture awaits 20 un-derprivileged learners within the next twomonths.
The best part is that, besides variousskills they will acquire, the students will al-so be paid a stipend over the 12 months oflearning.
This course was organised by the non-profit company KRH Community Training.They joined forces with the sector educa-tion training authority for construction,namely CETA, and the course, to be offeredat the CAD4ALL Architectural and CADTraining Academy, was initiated.
The community organisation said theirmain aim is the upliftment of marginalisedyouth through skills training. They raisefunds, donations and sponsorships towardsthis goal.
With these funds, they can then train andskill learners at the CAD4ALL Academy.
The academy in turn offers various ac-credited training programmes.
There is also a short-course programmestarting immediately, for 10 youths over
three months, and the course includes acluster of unit standards and soft skill prim-ers. There will be an emphasis on “green”(or environmental) economics to sharpenawareness of environmental impact in rela-tion to the industry.
The criteria for this training initiative isthat youths be between 16 and 25 years old,and half of the class must be female.

“Is was a realisation, the quintessen-tial epiphany.” This is how vocalistValentino van der Schyff describes
his band of the same name.“The name is exactly what the word is,”
adds Tina Gordon, who sings female vocalsin the band. “We came to the realisationthat we need to put together an originalband,” she says, adding “a band of our ownbasically, so we could do originals.”“We all come from different bands, that
do a lot of covers and stuff, ” she explainssaying that she and Valentino, who hadplayed in other bands together before, de-cided they wanted to play their own music.“We sort of sat down and we had this con-
versation, and we had the epiphany and wethought that would be the perfect name forthe band,” Tina says.
Hooking up“We hooked upwith Bradley Adams, who
in turn hooked us up with other musi-cians,” Valentino explains.Lead guitarist, Bradley, introduced them
to Angelo Bagley on keyboards/synth, Wal-do Samuels on bass and Julian D Maree ondrums and Epiphany was born.“It’s onlybeenacouple ofmonths,”Valen-
tino points out, but already the group havereleased their first single, “A Place calledHome”.“Because we are such a big band, we
couldn’t decide on what we wanted to do,”Tina says. “Wehad this idea thatwewantedto do a song that represents what we alllove,” she explains, adding: “That’s what ‘Aplace called Home’ is about”.“It’s not necessarily about your home, it’s
about the thing that you feel most comforta-ble with and the thing that you love themost,” Tina says.
She and Valentino wrote the lyrics to thesong and then took it to the rest of the band,who put the music to it.For the band, the thing that they feelmost
comfortable with is music, so Tina says,that’s what the song represents for them.“Angelo is the sound guy,” Valentino
says, adding that they all have very differ-ent music tastes that range from pop andjazz to more produced music.
IdentityValentino explains that all these elements
are mixed to create the band’s own sound.“In a very short space of time, we did a
lot to promote the band and we work hardat rehearsals, to write music and to createour own identity,” Julian says.“The band as we are, we work very well
together,” Tina adds. “A lot of people aresurprised to hear that we haven’t been to-gether that long,” she says.The band has been together for just under
a year and they are working hard at gettingtheir single play listed on local radio sta-tions and doing the marketing themselves.They have recorded a second single and
are plan on recording many more in thenear future. The music video for “A placecalled Home” is also in the works andshould be ready by the end of the August.In the meantime, fans can download the
