Herman (44) and Candelaria (42), along with their four children Pampa (10), Tehue (8), Paloma (5) and Wallaby (4) have been sharing their unexpected journey with peo- ple from all over the world. Presentation Last night they continued this trend at Milnerton Aquatic Club and soon they will be on their way to Namibia and then boldly carry on through Africa. TygerBurger spoke to them before they gave their final presenta- tion in South Africa. “We are not special. We are just like every- one else, but we are doing something spe- cial,” exclaims Candelaria with a heavy Spanish accent. “If you have a dream you must not be afraid to follow it. Yes, there are many ups and downs – so many challenges – but you must just go, go, go!” Herman adds: “We know it will be tricky, but that is what we’re looking for! Adven- ture, challenges. Every day is exciting, eve- ry day we don’t know what will happen. That is what keeps us alive and in love, because we work together to overcome.” The couple left their world behind them in 2000 when they bought an old car and set off to Alaska. They wanted to travel through Africa in ayear, but our country was so fascinating forthe intrepid explorers that they have beenhere for more than eight months!
Candelaria explains: “You have it all here!The mountains, the beaches, the trees... Eve-ryone told us we will fall in love with CapeTown and I was worried about this, becauseif everyone tells you that then you expect toomuch and be disappointed. But Cape Townis even better than we thought!”
According to Herman people also toldthem that they will be robbed somewherealong their journey through South Africa –and indeed they were.
“They were right! But they never told meabout baboons! Baboons stole our medi-cine,” he laughs.
The family has been exceptionally fortu-nate, since they have never been the victimof a serious crime or illness on their 13-yearjourney.
When Herman and Candelaria were askedto name one (one!) highlight they struggled.
“One?” asks Candelaria. “I would say thebiggest highlight is people! Making friendswith the locals.”
Another part of the journey that sparkleswith wonder was when the family put the ve-hicle on a raft and rowed through the Ama-zon jungle.
She adds that the most difficult part oftheir travels wasn’t when they lost the rud-der of their raft on the Amazon river, butrather that very first day when they lefttheir lives behind.
“Your mind had so many questions andthere were no answers. It was very difficultto hear your heart. Everybody else also hadmany questions. The unknown is scary. Wewere so afraid and fragile the day we left. Butwe also felt powerful, because we were con-quering our fears. That first day our carbroke just 65 kilometres into our journey! Ithink it was very good that we didn’t returnback home to fix it, or we might never haveleft,” says Candelaria.
Two became three and then before theyknew it the Zapp family grew to six.
The children adhere to a strict homeschooling schedule, so they see the worldwhile learning about it. Perhaps the chil-dren will come to grips with this mercurial
world and embrace Ernie Harwell’s quote:“It’s time to say goodbye, but I think good-byes are sad and I’d much rather say hello.Hello to a new adventure!”

The pilot project to provide proper ablutionfacilities to those living in informal settle-ments was officially kicked off at Du Noonlast Thursday.
The male and female segmented facilityincludes nine full-flush toilets and alsomakes provision for people with disabili-ties.
Ward councillor Lubabalo Makelenielaborates: “Most of the shacks have abso-lutely no toilets at all, so it’s obvious thatthey are over the moon!”
It was installed in West Beach Fall area,which currently has about 150 shacks.
“The challenge now is to train the com-munity to use these ablution facilities sothat it can be properly maintained. We willtrain the parents, who in turn will train thechildren. We don’t want these toilets to beblocked by foreign objects being thrown in-to them,” adds Makeleni.
The janitors have been employedthrough the Expanded Public Works Pro-gramme (EPWP) to operate and maintainit. The city will provide toilet paper andcleaning products in order for them to doso. The EPWP workers who live in the com-munity will form part of the city’s monitor-ing system by informing the city of blockag-es, leaks or any other concerns.
Makeleni continues: “This is just a tem-porary facility, since the goal is to buildhouses with toilets in them. For now thisfacility is vital. There will always be oneperson on duty, who will hand out toilet pa-per to anyone who wants to use the facili-ty.”
Mayoral committee member for utilityservices, Councillor Ernest Sonnenberg,says that the city welcomes this pilotproject, which has enhanced service provi-sion, as it was co-ordinated with the com-munity leadership who took responsibilityfor their community.

Bloubergstrand shoreline was once againpeppered with controlled blasts last week,anddespite continuouswreck reduction op-erations and rough seas, it is still standing.Authorities were alerted when oil leaked
from the wreckage on Wednesday, but thisincident posed no significant threat accord-ing to disaster risk management centrespokesperson, Wilfred Solomons-Johan-nes.“One of the underwater tanks ruptured
and it released oil that was onboard thewreck. That has been completely cleanedand cleared out.”The SouthernAfrican Foundation for the
Conservation of Coastal Birds (Sanccob)was ready to assist with any birds whichhad been oiled or polluted, but this possibil-ity never materialised.Oil-scare apart, the blasts emanating
from the Turkish ship scared many locals,despite the City of Cape Townwarning resi-dents that blasts would continue.One Table View resident had the fright
of his life when he thought Koeberg powerstation exploded.One of the managers at the KFC opposite
the shipwreck said she panicked when sheheard the first blast.“But it turned out it was nothing to be

sa Strauss, says that theywork closely withthe Multi-Agency Task Team that is tryingto rid the shoreline of oneof its primaryeye-sores.“Even though there are risks involved for
the environment when doing these blasts,Sanccob is very supportive of the operation.Wemust get rid of thatwreck byweakeningit. The sooner the better!”Before last week’s blasts, follow-up as-
sessments undertaken by the ODT haveidentified additional areas that require in-tervention, and a decision was made toresume wreck reduction activities.

When the authorities arrived at a house inKings Road in Brooklyn, their suspicionswere vindicated.People started throwing cellphones out of
the windows of the premises.Maitland police spokesperson,W/O Siya-
bulela Vukubi, says that this “suspiciousactivity” was all they needed to enter thehouse.After an elaborate search they arrested
five suspects (of which four are Nigeriannationals) for fraud.“Last week Wednesday at approximately
11:40 our crime prevention unit was alertedby a member of the public that somethingsuspicious was going on at the house. Wesearched the house and discovered two lap-tops, 12 cellphones, four Neotel cellphones,various documents with ID numbers andbank details belonging to different people.When accessing the laptops we saw letter-heads of different companies and organisa-tions as well as proof of payment emails.”Five suspects aged between 26 and 32
were arrested for fraud and will appear be-fore theCapeTownMagistrate’s Court oncethey are formally charged.The investigation is continuing at full
steam.Vukubi also adds that it doesn’t matter if
one throws items away such as cellphonesbefore the policemake theirmove – provid-ed that the authorities see this happening.“We will make a statement in which we
report seeing this, so them throwing cell-phones out of their windows achieved verylittle,” he explains.Hardly a week goes by that a Maitland or
Brooklyn community member’s tip-offdoesn’t lead to an arrest.Vukubi has been quoted numerous times
where he sends out his appreciation to “theeyes and the ears of the police”.

Child Protection Week was more like“Crime Prevention Week” at Maitland po-lice last week Thursday.
About 30 scholars fromKoeberg Primaryand Ysterplaat Primary schools were takenon a hands-on experience as to what wouldhappen if they should stray from the rightroad.
Spokesperson for the local police, War-rant Officer Siyabulela Vukubi, stressedthat it is imperative to raise awarenesswith children not to involve themselves incriminal activities or, of course, fall vic-tims of crime.
“The programme consisted of a sequenceof demonstrations including person under-goes being arrested for committing a crime.The Child Justice Act and the consequenc-es of being involved in crimewas explainedto them,” Vukubi continued.
Child Protection Week is a national cam-paign whereby the focus falls on protectingthe children from any kind of harm. But
Maitland police and local community po-lice forum, while keeping to the concept,added a different slant to it.
The children were taken through the“harrowing” experience of getting arrested– even though the sessions always stayedjovial, if slightly serious.
An ex-drug addict and convict, AnthonyHall, was also invited to talk to the learnersabout his own life.
“Drugs do not discriminate,” he warns.Hall has a drug and alcohol rehabilita-
tion centre in Worcester called Real Ad-dicts Empowering Lives and his youngest“patient” is a seven-year-old boy who be-came addicted to tik. He have also spokento many, many children want to be a gang-sters when they grow up, so these sessionsof “forewarning” means a lot to Hall.
“I have often worked with Vukubi overthe last two years and he deserves a medalfor the work he does. During this time Ihave spoken to many children about thedangers of drugs and they are alwaysshocked when they hear my story.”
Prevention rather than cureDetective Sergeant Steven Pritchard explains the Child Justice Act to learners.
Councillor Bernadette le Roux, togetherwith the Social Development and EarlyChildhood Portfolio of the City of CapeTown will be holding an information ses-sion on Saturday, 8 June, at the Brooklynlibrary hall at 09:00.
The session, which will go on until 10:30,is held with the intent of starting a networkof care in the area. All non-governmentaland individuals are welcome to attend.
Those who attend are being asked to bringnotepads and a pen along.

Cape Town families are set to receive aspecial treatwith a special arts event thatwill be held in aid of Operation SmileSouthAfrica. Fun 4 Smileswill take placeon 9June from13:00 to 18:00 at theObserv-atory Community Centre, Cape Town.
All proceeds will go to Operation SmileSouth Africa and its mission of changinglives, one smile at a time.
“Fun 4 Smiles is about making the artspart of every family’s growing up andgrowing together. The event provides notonly high quality entertainment, but alsointeractive experiences and fun outside,”says Nenah Ploch, organiser of the event.
Operation Smile South Africa aims tocreate change, provide hope and give peo-ple whowould not otherwise have the op-portunity, the chance to live a normal lifethrough cleft surgeries.
“Clefts are one of the most commonbirth challenges throughout the world.Indeed every three minutes a child isborn with a cleft. If left without treat-
ment, cleft lips and cleft palates are debil-itating,” says Sarah Driver-Jowitt, re-gional director for Operation SmileSouthern Africa.
“More than one in 10 babies born witha cleft do not survive to reach their firstbirthday. Those that do, strugglewith nu-trition, speech, even hearing and are of-ten prevented from accessing education.
“The good news is that cleft lips andcleft palates are easily treatable, there-fore we urge individuals and corporatesto purchase tickets so that we reach asmany people as possible,’’ Sarah says.
Fun 4 Smiles is a five-hour perform-ance featuring Marimba Band, tradition-al dancers, a theatre play as well as vari-ous other entertaining and stimulatingactivities for the whole family.

Keeping hope alive: After 16 years the “Ball of Hope” is still abig success. Over 300 people attended the event held in thecapacity filled Ballroom of the Westin Hotel Cape Town. Good foodand great entertainment included overwhelming applause for an actby the Holy Cross Convent School in Brooklyn. Event organisers HopeCape Town Association provides treatment for HIV and Aids. Hereare organisers Anja TambussoFerras and Rev Stefan Hippler.
The Carel du Toit Centre in Parow where hearing dis-abled learn to speak, recently celebrated its 40th anni-versary.
The event was celebrated by many including somespecial guests including three of the school’s firststaff members, the first learner at the centre, as wellas Minister of Education in the Western Cape, DonaldGrant.
According to Ruth Bourne, principal, some of thespeakers at the event included Christien CoetzeeKlingler (chairperson: School Governing Body),Mary Jourdan (one of the first teachers at the Careldu Toit Centre), Prof James Loock (head of ENT atTygerberg Hospital) and Minister Grant.
Mary Jourdan, one of the first teachers at theschool, said in her speech she is happy to see the cen-tre is still applying the same “experiential teaching”methods today, methods she also used when she start-ed teaching at the school 40 years ago.
Bourne says one learner’s mother shared a movingtestimonial about how her first child was diagnosedlate and is learning sign language in Worcester, andhow devastated she was when her second child wasalso born deaf.
The second child was diagnosed early and is nowa learner at the centre, and is busy learning naturalspoken language.
Guests were also entertained by the Carel du Toitlearners with a beautiful concert entitled “I have aDream”.
The Carel du Toit Centre is a school based at Tyger-berg Hospital, which helps deaf children acquirespeech and language through the use of appropriatehearing technology and enrolment in an auditory-oral programme.
With the early identification of hearing loss, a largepercentage of deaf children are able to acquire suffi-cient speech and language abilities for them to be ableto adapt intellectually, socially and emotionally in asociety of hearing people.

Die voorgestelde bruto maandelikse huishoudelike inkomste en kortings vir dieboekjaar 2013/14 is soos volg:
1.7 Spesiale kortings sal vir bepaalde eiendomskategorieë oorweeg word, mitsdaar voor 31 Augustus 2013 aansoek gedoen word soos per bylae 5 van diebegrotingsdokument.

2. VERBRUIKSTARIEWE EN -HEFFINGSBTW teen 14% word by die volgende dienste bygevoeg: water, sanitasie,elektrisiteit en vaste-afvalbestuur.
2.1 WATER
Drie stelle watertariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, saldít die tarief wees wat geld. Dit kan egter later na gelang van verdere vereistebeperkings hersien word.
2.1.1 Volledig huishoudelik – water wat hoofsaaklik vir huishoudelike doeleindesgebruik en aan enkelresidensiële eiendomme voorsien word.

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur kwesbare groepe.
2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om’n gratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’nBeëdigde verklaring sal vereis word, en die aansoek sal op grond van diepersentasie van die hoofgebruik ondersoek en oorweeg word.
2.1.14 Bestaande skuilings vir haweloses – geakkrediteerde skuilings wat bydie Stad Kaapstad geregistreer is. Bygewerk om die verbruikstariewe virouetehuise (buiten dié wat as huishoudelike groepe geklassifiseer is)sowel as tehuise vir die gesondheid van diegene met fisiese of geestelikegestremdhede in te sluit.

Ratesand tariffpolicies:‘propoor’The City of Cape Town’s Rates and Tariffpolicies are designed to ensure all citizenshave access to basic services.
This policy enables individuals whomeet the criteria to have access to free ba-sic services and a rates rebate.
Johan van der Merwe, Portfolio Chair-man: Finance, says there are certain crite-ria stipulated by the City of Cape Town,that the applicants for indigent benefitsmust meet.
Applicants can apply for indigent bene-fits at municipal offices by completing therelevant form and submit it with other rel-evant documentation; such as, copy ofidentity document(s) and proof of grossmonthly household income.
Every residential property will receivea 100% rebate on the rates levied on thefirst R200 000 of the municipal value of theproperty.
A monthly indigent grant of R67,42 willbe credited to every residential propertyvalued at R300 000 or below, and in addi-tion to the 6 kilolitres (kl) of water alreadyallocated, an extra 4.5 kl Z totalling 10.5 klof water free of charge.
This grant also covers the sewage cost re-lated to the extra free allocation of water.
The charges for the 240 litre refuse binsprovided to residential properties are sub-sidised as follows: properties valued up toR100 000 receive a 100% rebate; those val-ued between R100 001 and up to R150 000 re-ceive a 75% rebate; those valued betweenR150 001 and R350 000 receive a 50% rebateand those valued between R350 001 andR400 000 receive a 25% rebate.
For residential properties purchasingless than 250 kWh of electricity per month,the first 60 kWh will be free and those pur-chasing between 250 kWh and 450 kWh permonth will receive the first 25 kWh forfree.
In addition to these property valuationrebates, owners of residential propertiesmay apply for further indigent assistanceto reduce their municipal bills.
Some of the criteria for the applicationprocess are the following:
V The property involved must only beused for residential purposes,
V The applicant must be the registeredowner of the property or resident in a childheaded household where the property isregistered in the name of the deceased par-ent(s),
V A divorcee who received the propertyby means of his or her divorce settlement,
V Applicants must be full-time occupantsof property, and
V The applicant must have a prepaymentelectricity meter and a water managementdevice installed.
Successful applicants with a grossmonthly household income of R3 500 orless, will irrespective of the valuation oftheir properties, receive a 100% rates re-bate, the indigent grant of R67,42 for waterand sanitation and a 100% rebate of thecharge for the refuse bin.
Backyarders on council owned proper-ties provided with direct access to water,sanitation and refuse removal serviceswill also receive the R67,42 indigent grantfor water and sanitation charges to provide10.5 kl of water free of charge as well as afree 240 l refuse bin service.
Successful applicants with a grossmonthly household income between R3 500and R4 000 will receive a 75% rates rebate,those with gross monthly household in-come between R4 000 and R4 500 will re-ceive a 50% rates rebate and those with agross monthly income between R4 500 andR5 000 will receive a 25% rates rebate.

Stormy rains a challenge for karts
The EBMAS International selfdefence seminar was recently held in Goodwood over aperiod of two days. DaiSifu Emin Boztepe, founder and world chief instructor with over600 clubs was leading the seminar. He teaches original scientific Wing Tzun not for sportbut as an effective selfdefence system, explaining the application with the mathematicsbehind the techniques. DaiSifu Emin gave demonstrations and all participating had achance to go oneonone with him. The seminar was hosted by Sensei Dewaldt du Preezof Core Martial Arts Academy and Sihing Ryan Gregory who is DaiSifu Emin’s representative in Cape Town. derberg, Disa en Brakkenjan sal deelneemteen Boland-klubs soos Goudini, Breërivier,Malmesbury en Paarl.
Kuilsrivier is op die oomblik die voorloperin die 580 kg-gewigsafdeling en as hy Sater-dag wen, sal die kern van die span die WPin Julie by die nasionale toutrek-kampioen-skapsbyeenkoms verteenwoordig.
Dit is die eerste senior toutrekklub watdeur ’n vrou, Lorraine de Villiers, afgerig salword.
Sy het Suid-Afrika verteenwoordig op bin-
nenshuise en buitenshuise vlak, sowel as bydie wêreldspele in 2005 in Duitsland.
Die klub hou die kompetisie om geld inte samel om die nasionale byeenkoms in Ju-lie op Oudtshoorn by te woon.

Manenberg on Sunday.Over 2 000 young footballers braved the
icy conditions in the hopes of securing theirplace in the finals of the 10th annual EngenKnockout Challenge. People’s Post is theevent’s print media sponsor.
The first play-off round of the tournamentsaw over 100 teams battle it out in almost 60matches, but the teams will still have toprogress through several more qualificationrounds to join tournament hosts Santos FC,defending champions Ajax Cape Town andPremier Soccer League side Chippa Unitedat the finals in August.
PrizesWith prize money of R10 000, tons of other
prizes and the bragging rights up for grabs,the competition should be tough.
Ajax will be looking to make it three-out-of-three this year, and five titles in total, af-ter dethroning then champions ASD Acade-my in the 2011 final and holding on to theircrown with a victory over Santos in 2012.
While Old Mutual, Hellenic and Vasco daGama will be hoping to take it one step fur-ther and win the tournament this timearound, after finishing in third, fourth andfifth places respectively last year.
