Natasha Petersen, a spokesperson for D1S, has expressed disappointment that the rea- sons given by the Air Force were not clear. She says the press statement issued by the Department of Defence’s corporate commu- nications does not give a direct reason for the cancellation of Ysterplaat Wings and Wheels 2013. The statement reads: “The compliance to pertinent security measures and planned ar- rangements that are underpinned by ap- proved regulatory policies and standard op- erating procedures is indispensable for stag- ing such a major activity on the Air Force Base. The Air Force instituted strict meas- ures in line with this earlier this year, which included scaling down on air show. involved.“It is a huge loss to motorsport fans, avia-
tion enthusiasts, and the families of thiscity,” she concludes.

ron, the mayoral committee memberfor transport for Cape Town, the newtaxi terminus will be located on thecorner of Potsdam Street and DumaniStreet.The terminus is currently in the de-
tailed design phase.“The detailed design phase is the fi-

drugs at Piet Grobler Street at about 08:00 onWednesday 27 November.“When police arrived at the place they
could smell dagga that was being burnt frominside the house,” says Warrant Officer Siya-bulela Vukubi, from Maitland SAPS.“They forced themselves inside the house
as the suspect was trying to destroy the evi-dence,” Vukubi adds.Police confiscated 4.5 kg of dagga with a
street value of R5 000.“Inside the house police also recovered an
unguarded firearm in the cupboard that be-longed to the suspect,” Vukubi says.The firearmwas confiscatedunder theFire-
arm and Ammunition Act that stipulates thesafeguarding of the firearms and ammuni-tion. The 45-year-old suspect, who is a retiredlaw enforcement officer, was arrested andcharged for possession of dagga, failing tosafeguard the firearm and defeating the endsof justice.He appeared in the Cape TownMagistrate’s

St Luke’s HospiceWest Coast celebratedtheir 20th Anniversary on Monday attheir annual volunteers’ lunch.The celebration was held at Mike’s
Kitchen in Milnerton where the organi-sation honoured the 160 volunteers whocurrently help them.“The majority of our volunteers work
in our shops,” says Audrey Barata, whohas been a St Luke’s volunteer for 12years.St Luke’sWest Coast have two charity
shops in the area, one in Table View andone in Milnerton and Barata explainsthat the income from the shops helps theprofessional sisters and social workersworking for the hospice.She says they have had great support
from the communitywhobuy from theirshops.The income generated also helps pay
for medical supplies needed by the hos-pice to continue their work.St Luke’s Hospice was started in 1980
to provide palliative care for improvedquality of life and to enable people to diewith dignity.TheWest Coast branch is based in Hof
Street in Table View where the team ofvolunteers and a handful of permanentstaff provide support for terminally illpatients and their families.Besides the volunteers who help man
the two charity shops, there are also vol-unteers who make up a bereavementteam and a caregivers team.“The volunteers are quite important
and we really couldn’t do it withoutthem,” says Kay Bailey from St Luke’sWest Coast.Barata started as a volunteer for St
Luke’s after her husband passed awayfrom cancer.“I always said when I retired I would
help a charity,” she says, adding that itwas an advert in the paper that led herto St Luke’s.Barata cites the opening of the organi-
sation’s two charity shops as some of thehighlights of her time as a volunteer.Another is a wedding held earlier this
year at their office in Hof Street for a pa-tient.She says St Luke’s arranged every-

Over 250 people took part at 11 different venues and 240 kg ofrubbish was collected off the beach, 585 kg collected in Joe Slovo Park, over 1.8 tons picked up at the train track cleanup in Mowbray and385 kg collected at ad hoc cleanups. A total of 387 bags and 3 089 kg of rubbish was collected in total. This was part of their “3tons in3days” beach cleanup. The City of Cape Town is ready for summerwith its seasonal preparedness plan for Ta-ble View, Milnerton and Melkbos beaches.
The city compiles a seasonal prepared-ness plan annually for all beaches and coast-al amenities.
The plan looks at lifesaving, facilities andhow the city will work with the authoritiesto ensure a safe beach experience.
The city’s Sport, Recreation and Ameni-ties Department have a service level agree-ment with Western Province Lifesaving toensure the presence of lifeguards on recrea-tional beaches.
Lifeguards will be on duty daily between10:00 and 18:00.
Milnerton Surf Livesaving Club will beproviding two rubber ducks, two lifesaving
boats, and torpedo buoys to be used duringemergencies throughout the festive season,while the Big Bay Surf Lifesaving Club, whoalso service Melkbosstrand, have made tworubber ducks, four lifesaving boats and tor-pedo buoys available.
Until 31 January 2014, the ablution blocksalong the coastline will be open from 07:30to 20:00 daily.
These ablutions will be serviced by stafffrom the City’s Expanded Public Works Pro-gram (EPWP) who will be on duty duringoperating hours.
Additional ablutions will be made availa-ble in Melkbos from 9 December until 26January.
Four mobile toilets will be placed at theNSRI building, four will be placed on thebeach at the end of 7th Avenue and four willbe placed on Beach Road, between 9th and10th Avenues.
Another four mobile toilets will be madeavailable at Slabbert se Klippe, while twowill be placed at the Sout River parking areaand the Strand Road parking area each.
The City’s Sport, Recreation and Ameni-ties Department will carry out minor re-pairs at different coastal facilities to ensurethey remain well maintained throughoutthe festive season.
The department says maintenance identi-fied will be acted on immediately throughthe city’s normal maintenance and emer-gency repairs processes.

A 24-year-old tourist’s car collided head-onwith a bus on Otto du Plessis Drive on Mon-day morning after she allegedly tried toovertake another vehicle. She died on im-pact.
According to Table View Police spokes-person, Lt Elizabeth Munro, the womanfrom Bloemfontein was supposed to be ona month-long holiday in the vicinity ofMelkbosstrand.
“She was trying to overtake a car and
smashed into an oncoming bus. The buscrushed her vehicle. It is very sad,” sheadds.
Several injured occupants of the buswere transported to hospitals in the area.TygerBurger has reported on numerous
occasions before on accidents along thisroad, which are indeed rife.
Melkbosstrand Neighbourhood Watch’sJohn Taylor is just one of the many con-cerned residents who have highlightedtheir concerns to authorities.
“It’s meant to be a scenic road along atourist route going through a conservation
area. There are also many beach parkingareas along this road. These factors alongwith double parking and a lack of warningsigns make speeding along this road partic-ularly dangerous,” he explains.
The most recent accident was apparentlycaused by recklessness and not speeding,but Taylor and the community’s concernstays until authorities do something aboutit.
In the meantime, especially with the fes-tive season about to swing into full gear,the police are warning drivers to stay vigi-lant.
Concludes Munro: “Table View policeensure motorists that over the comingweeks there will be an increase in visibili-ty through combine operations betweenus, armed response companies and TableView Neighbourhood Watch.
“Regular vehicle check points will bedone to ensure the safety of those using theroads. There will be pre-emptive checks ofestablishments dispensing alcohol bever-ages and unlicensed vehicles and unli-censed drivers will be fined. Driving drunkand failure to use seat belts or child safetyrestraints will result in fines.”

After 32 years with the City of Cape Town,Blaauwberg Subcouncil will bid farewell tosenior health officer (principal environ-mental health practitioner), Leon Cillié atthe end of December.In her chairperson’s report at a recent
subcouncil meeting, Heather Brenner said:“Cillié who has taken early retirement hasbeen in municipal service since 1982, start-ingasahealth inspectorwith theCapeDivi-sional Council after graduating from theCape Town Technikon, and he is registeredwith the Health Professions Council ofSouth Africa for independent practice.”In 1983 Cillié married Robbie and they
have twobeautiful daughters ofwhomLeonis very proud. The couple live in TableView.In 1988 Cillié was promoted to food con-
trol co-ordinator for CMC and in 1993 hewas promoted to regional health inspectorin the Elsies River office.
In the 1995 re-structuring process he wastransferred toMilnertonoffice as a regionalenvironmental officer, now known as aprincipal environmental health practition-er.Speaking about his career, Brenner told
the subcouncil about how Cillié has servedon various committees, among others theKoeberg Public Safety Information Forum;FFS Refiners and Vissershok Landfill siteand Koeberg Potassium Iodate Workgroup.“Cillié has a definite interest and passionfor food control,” Brenner said.Other than spending time with his fami-
ly, Cillié is a passionate golf player, has agreat love for the oceanwhich startedwhenhewas in the navy and in his younger yearshewas a good surfer, favouringElandsbaai.“Known as someone that always speaks
his mind, or rather as he likes to call it“shoot from the hip”, throughout his careerLeon has not been afraid to take on seniormanagement if hebelieved itwas in thebestinterests of the community that he served,”Brenner said, adding: “His staffwill tell youthat he is a ‘brilliant boss’ who supportsthem as best he can.”“He is excellent at developing systems
and always passionate about service deliv-ery. Throughout his service Leon has re-ceived a number of commendations andawards and is a dear friend to many,” shesaid.Brenner stated: “Certainly in my terms
as chairperson of this subcouncil Leon hasbeen a tower of strength and gonemany ex-tra miles to assist me and I thank himmostsincerely for that.”“Officials like you don’t grow on trees –
we will miss you and we wish you a longand happy retirement,” Brenner told Cillié.

An alleged brothel owner and her accom-plice have been arrested in Table View.The City of Cape Town’s Vice Squad has
given effect to its commitment to the 16Days of Activism campaign for No Vio-lence Against Women and Children byconducting several integrated operationswith the Hawks recently, resulting in anumber of successes, including the above-mentioned arrests.The suspects, twowomenaged 43 and 28,
were arrested on charges of prostitutionand operating a brothel.They appeared in the Cape TownMagis-
trate’s Court on Wednesday (27 Novem-ber). The alleged brothel owner has beena person of interest in previous investiga-tions conducted by the Vice Squad.“We hope that these arrests send out a
strongmessage to otherswhoare involvedin the sex trade that we are committed toclamping down on the exploitation ofwomen and will continue our operationswith other law enforcement agencies totrack down those involved,” says thecity’s mayoral committee member forsafety and security, JP Smith.
“Whilst it is noteworthy thatwe are cur-rently commemorating the 16 Days of Ac-tivism campaign for No Violence AgainstWomen and Children, the city is commit-ted to curbing illegal activities that affectthe most vulnerable in our city all yearround,” he says.The Vice Squad also carried out opera-

three young women aged between 19 and21 from a suspected brothel in Parklands.They have since been reunited with theirfamilies,” says Smith, adding: “We areaware that many young people are luredinto this nefarious trade and we will doeverything in our power to help them.”

Robertson from the Department of Healthin recognition of the role they played in res-cuing three passengers who were trappedunder the capsized tourist boat, theMirosh-ga, in Hout Bay in October 2012.Higgins and Uhde both travelled to the
United Kingdom recently to collect theircertificates at an award ceremony held in
London.Higgins and Uhde were also part of the
team that was recently nominated as a 2013Centrum Guardian Project finalist for thesame rescue incident.Although their team did not win this
year’s award, their bravery in very diffi-cult circumstances was recognised and ap-plauded.The IMO is a specialised agency of the

Our house in Bellville had beenbroken into and robbed onFriday afternoon. I received aphone call from my fiancé thathe had contacted the police at17:15, the time he arrivedhome.He told them that he was
afraid to enter the house as hethought the criminals couldstill be in there. I arrived homeat 17:45 and no sign of police.I contacted them again and
was told the team was busy andthey should be there anyminute.At 18:00 all lines were
engaged. At 18:10 I contactedthem, to be told they had justchanged shift and the previousshift have not informed themabout the complaint. I wasfurious. They eventuallypitched up at 19:10 and lookedvery uninterested.The two policeman didn’t
even go to all the rooms thathad been violated and startedtheir report. We were informedthat they know about a drughouse in the area but don’thave enough evidence to obtaina warrant. The law also statesif a person enters my property,I cannot harm them unless Iam being attacked.I know SAPS cannot change
the law but why let the crimi-nals get away with it becauseyou are changing shift?I have lost my trust in the

Chick season has started at SANCCOB (theSouthern African Foundation for the Con-servation of Coastal Birds) as 89 abandonedAfrican penguin chicks have been admittedto their Table View and Cape St Francis re-habilitation centres.Every year from November to February,
Sanccob admits approximately 300 to 400abandoned African penguin chicks fromStonyPoint, BouldersBeach andRobben Is-land in the Western Cape and Bird Islandin the Eastern Cape.Numerous penguin chicks become aban-
doned at the end of the breeding season justbefore the parents start their annualmoult-ing cycle. During this time the parents re-place their “tuxedo” with a brand new setof waterproof feathers and are unable tohunt for fish and feed their young duringthe three to four week moulting process.As a result, the chicks that have yet to
fledge are abandoned and face starvationunless conservation managers intervene.Working together with the SANParks,
Overstrand Municipality and CapeNature,underweight and ill chicks are identified inthe colonies and brought to Sanccob for re-habilitation on a weekly basis.On 19 November, Sanccob sent out a spe-
cial rescue team to collect abandonedchicks from Robben Island.Once at the centres, the “Christmas
chicks” (as they are fondly named) are al-lowed to swim, fed “fish smoothies” andtaken care of by the dedicated staff and vol-unteerswhowork round the clock to ensurethat they get released back into the wild.Rehabilitation of these chicks can take
anything from six weeks to three monthsdepending on their size and condition.Once they are at a fledging age, the cor-
rect weight, healthy and their feathers arewaterproof, they are released back into thewild.Nicky Stander, Sanccob’s rehabilitation
manager at Table View, said: “... given therecent unseasonal storm, the various colo-nies were hit hard with chicks succumbingto hypothermia as their nests were flood-ed.”Research has proved that hand-reared
chicks fare as well as naturally-rearedchicks in the wild. Local songbird, Lucy Kruger has joinedforces with Andre Leo.The two will be heading to Gauteng
soon to tour as a duo.Lucy joined the band, The Very Wicked,
about a year ago, which is where she startedworking with Andre and that’s about howlong the two have been playing together.“Then we have another project called The
Ride,which is kind of amixture of thatmate-rial,” Lucy says.“It’s very open,”Andre says of theirmusic
as a duo, adding: “We are two people and wekind of like to think of the third person asthe kind of space.”“The music we make is, I guess, more
airy,” He explains, adding: “It’s a bit moreout there, in terms of not sitting here strum-ming away on acoustic guitars really hardand singing as loud as we can, trying to beMumford and Sons, or whatever people tryto be these days.“I think it’ nice because there’s a number
of avenues,” Lucy says, referring to the oth-er projects the two are involved in, pointingout that they don’t have to put all theirmusi-cal ideas into one outlet.
EvolvedAndre points out that they didn’t specifi-
cally set out to perform as a duo.“It’s come about very naturally because
we just have a lot of time formusic,” he says.He says they started playing together and
the music just evolved on it’s own.“The nice thing about playing together is
that we don’t have to label it and we don’thave toworry aboutmarketing it correctly,”Andre says.
The Very Wicked, which is the band An-dre and Lucy both play for, is a psychedelicrock band and it was spending time together
that saw them collaborating more.“I think it’s the nature of music,” Lucy
says, adding: “If you play music together,then you end up socialising together andthen when you’re socialising together,you're making music together.”Andre is part of an events and promotions
company called Psych Night who focus onevents that showcase psychedelicmusic andart.
The company is bringing down a bandfrom America called Night Beats thismonth.Lucy andAndrewere supposed to perform
with them in Johannesburg, but when theplan fell through and the two already hadtheir plane tickets, they decided to headnorth anyway.WhenTygerBurger last spoke to Lucy, she
had just released her debut album, Cut thoseStrings.She says she came toCapeTown,madeher
album and only then started playing.“Forme it’s been really cool to be working
with different people and other projects, andfinding myself as a musician,” she says.Andre and Lucy have just started record-
ing an album as The Very Wicked and Lucysays she is working towards her next soloalbum.“This time I just want it to be a lot more
organic,” Lucy says, adding that she thinksit will be, because of the music she has beenworking on while she’s been performing.While there are no definite dates for the

Milnerton Aquatic Club hosted the annualRadio Control Yachts Table Mountain Re-gatta on on Rietvlei in the Table Bay NatureReserve, Table View recently.
In spite of the wind roaring across the vleion the first day at 20 odd knots, the skipperskept their yachts on an even keel.
By day two the wind had dropped, but theheat was oppressive.
However, the group of contestants fromacross the country’s provinces, perseveredand ended the regatta with the prizegivingin the clubhouse.
John McKerchar, who came down fromJohannesburg to enter the race, is a retired
pilot and he certainly handled his radio con-trol yacht with the skill of a pilot, to comefirst overall.
Des Fairbank took second place, while Bri-an Buddell came in third.
“I always jokingly refer to the sport as‘boys and their toys’, but when watching theconcentration on the faces of the skippersand one sees the skill in which they manoeu-vre these small yachts, one only then realis-es that sailing them is more than a toygame,” says Pat Downing, from the Milner-ton Aquatic ClubV For more information about the sport, call PaulSchnider on 082 442 1080.

Black Belt Gradingupholds standards

History was set in motion as The Black BeltGrading Society held their first Black BeltKickboxing grading recently.
Instructors from various clubs around theCape were tested on their skills and knowl-edge by senior Black Belts Shihan Dewaldtdu Preez from Cape Town, Shihan GarySwart and Sensei Neil Swart from Pretoria.
The grading officially started at 08:00 andfinished at 15:00 with the certificate ceremo-ny afterward.
Serious attention was given on masteringof the basics and advanced techniques in-cluding the understanding and functioningof these techniques.
The grading was supported by the West-ern Province Kickboxing Association (WP-KA).
“Martial Arts as a black belt must be yourpassion and your lifestyle.
“Continued personal improvement must
be the goal, not only for yourself, but to thevalue of those you are teaching.”
“Therefore we are planning regular train-ing for these black belts and opening ourdoors to those who are willing to learn andstrive forward.
“A Black Belt must show honour, integri-ty and discipline and be a true example forothers,” Shihan Dewaldt said.
The Black Belt Grading Society plans touphold the true standards of being a blackbelt without being another “controllingbody”.
“We are not interested in the politics of thearts, we just want to offer new and currentblack belts structure and support for theirfurther development, as it is easy to getstuck in a routine of teaching, but not havingany further self-improvement,” Shihan De-waldt added.
