In an attempt to stamp out thescourge of illegal dumping, theCity of Cape Town is offering areward for information leadingto the arrest of illegal dumpers.It costs the City about R350
million per year to deal with il-legal dumping,which places anenormous burden on the City’sresources and ability to deliverservices, as highlighted bymayor Patricia de Lille at thelaunch of the illegal dumpingcampaign in February.The new policy allows for
payments of up to R1 000 for in-formation leading to an arrestor fine issued for illegal dump-ing.Informants need to submit as
much evidence as possible, in-cluding swornaffidavits, photo-graphs or video footage, as well
as clear identification of vehi-cles and/or persons involved.Witnesses are only required

Authorities will now monitor clean-upefforts after a Joostenbergvlaktetrucking company was bust for oil
pollution by City inspectors.Environmental health officials from the
City of Cape Town recently inspected West-ern Logistix’s premises inWaarburghRoadafter neighbours complained about oil seep-ing from the ground.“A winter ago we first noticed the oil sur-
facing from the soil, leaving a thick darkoily residue on the grass,” said one neig-bour who wants to remain anonymous.“It clung to the grass and nothing we did
got rid of it, leaving our animals to grazethe polluted grass,” she added.Another neighbour told TygerBurger he
saw workers on the company’s premisesdigging trenches in which to deposit usedmotor oil.“As a consequence, trees and grass on our
properties died. This company is operatingin an equestrian area with a natural wet-land close by. Winter is coming and moreof the samewith the rainwill lead to poison-ous contamination of epic proportions. Wehave animals at risk. The wetlands are atrisk, the water table is at risk as we believeit has already been affected at 120m,” thisparticular neighbour said.
Foul liquidCity mayco member for health, Siyabu-
lela Mamkeli, said officials carried out an
inspection at the Western Logistix’s prem-ises on 19 March.“An environmental health practitioner
(EHP) found a foul liquid – used oil and sew-age water – running directly onto the prem-ises and into the stormwater channel,which also affects the abutting premises,”he said.“These activities are unacceptable and
defined as a health nuisance, and definitelyin contravention of the City’s by-laws andother legislation,” he added.Mamkeli said the level of pollution must
now be determined by environmental con-sultants, which the owners of company re-sponsible for the pollution must appoint toremedy the situation.“Notices were served on the owner by the
City’s environmental health and water pol-lution control sections to immediatelycease the pollution and to remedy the sitethat is polluted.”Mamkeli said the owners must provide
the City with their plan of action to remedythe situation by tomorrow (9 April).“After thementioned date, a follow-up in-
spection will be conducted and if noprogress has beenmade, legal actionwill betaken against the offender,” he said.

oil was buried in trenches on the property.He explains the oil spills as follows:“All the old oil in our trucks gets decanted
into a 1000F flexitanker for collection by theRose Foundation, a non-profit organisationin Cape Town that collects, stores, recyclesand correctly disposes of used oil,” saidKrumm.“During the last year it happened on one
or two occasions that oil spilled on the soilwhile being piped out,” he explained.He said the company will hire a consult-
ant to conduct a full study to determine thebest way in which to rehabilitate the soiland then see to it that it gets done.“We are also planning to move the opera-
tion to another location on the other side ofthe N1, but have in the meantime appliedfor the departure from the normal zoningactivities of the area,” he said.Western Logistix is one of tens of compa-
nies in Joostenbergvlakte slapped withcompliance notices earlier this year for ille-gal land use.City councillor Gerhard Fourie in Janu-
ary said semi-industrial activities in semi-rural areas had “gone on for far too long”.Fourie said diesel depots, trucking com-
panies and wedding venues were amongmany companies not legally zoned for busi-ness activity in Joostenbergvlakte, andwere given the the choice to close down orapply for zoning departure.These applications, said Fourie, will only

There is a unique clinic atthe Stikland Hospital thathelps to slowly wean hero-
in and other opiate addicts offdrugs by offering substitutesubstances.
The Opiod Substitution Ther-apy (OST) Clinic treats outpa-tients and offers a brief admis-sion for heroin detoxification.
Professor Liezl Koen, head ofclinical services at StiklandHospital, said the “highly un-pleasant withdrawal syn-drome” makes it very hard foraddicts to stop using heroin.
Ailments such as abdominalcramps, anxiety, irritability,muscle aches, diarrhoea and araised pulse and blood pressureoften makes detoxing unbeara-ble.
“The Heroin DetoxificationUnit offers heroin users a one-week admission to help themthrough this withdrawal peri-od,” Koen said.
When more conventional de-tox methods failed, substitutiondrugs were employed.
“Opioid substitution involvesthe use of a medication such asMethadone or Suboxone as asubstitute to heroin use,” saidKoen.
She said the medication pre-vented withdrawal symptoms,reduced cravings and gave pa-tients the chance to “stabilisetheir social functioning and re-duce drug related activities”.
“It is considered a safe and ef-fective treatment for a heroinuse disorder,” she said.
The OST Clinic takes place atthe hospital on a Monday morn-ing from 08:00.
“Prior to being admitted tothis unit all clients are expected
to have had an adequate assess-ment, provided with psycho-ed-ucation around the detoxifica-tion process and on dischargeare expected to join a rehabilita-tion centre that will assist cli-ents in maintaining a drug freelifestyle,” said Koen.
The clinic is open to all andbefore starting the process, cli-ents are informed of the side ef-fects associated with substitu-tion therapies, that these treat-ments are currently onlyavailable at certain privatepharmacies, and of the costs ofthese medications.
Koen said only clients whohave been referred by a socialworker or doctor are allowed touse the clinic’s services and areseen weekly. The clinic has twoin-house psychiatrists and apsychiatric registrar.
“Appointment of a full multi-disciplinary team is availableand is done when appropriate.”
Edna Lambrechts, a socialworker in private practice whospecialises in psychiatric servi-ces and addiction care, often as-sists local social developmentorganisation Metro EvangelicalServices and lauded the clinic’sservices.
She spoke to Bellville role-players at a recent meeting.
“The Stikland OST Clinic isvery successful. It has the high-est success rate in South Africafor these kind of services,” Lam-brechts said.
The cost differs per patientper medication and Lambrechtscalled on churches and othercommunity organisations andNGOs to support the clinic, orsponsor patients requiringtreatment.
“We need to get clients intothis service and help sponsorthem,” she said.

Volgens Lourens is die arrestasies egternié in Brackenfell gemaak nie, maar het ditdie vermoedeverskerpdat ’n tendensvange-organiseerde misdaad wel posgevat het on-der hawelose mense in die noordelike voor-stede.
“Die haweloses is in Bellville gearresteeren daar is genoeg dwelms in hul besit gevindom te bevestig dat hulle wel handel dryf metdwelms. In een geval in Tygervallei is daarsowat 200 tiklollies in die besit van ’n hawe-lose man gevind.
Lourens sê dat van dié haweloses gewesebendelede is wat onlangs uit die tronk ge-kom het en weens verwerping uit hul ge-meenskappe op straat geëindig het.
Wapens“In ander gevalle in Kraaifontein is hawe-
loses gearresteer wat in besit was van messeen ander gevaarlike wapens,” sê Lourens envoeg by dat dit ook ’n aanduiding is dat diehaweloses by misdaad betrokke is.
Sean McClelland, voorsitter van die Brac-kenfell-GPF, het tydens die gemelde verga-dering gesê dat daar veral probleme onder-

Die Brackenfell-polisie werk nóú saammet die BBID, die spoorwegpolisie, Metro-rail en die buurtwagte om die probleem aante spreek,” sê sy, en voeg by dat daar in dieafgelope twee maande agt mense by die sta-sie in hegtenis geneem is, van wie net tweehaweloses mense was.
“Die grootste misdaadprobleem wat diepolisie tans ervaar is dié van motordiefstal,wat ons vermoed deur mense uit ander stre-ke gepleeg word,” sê sy.
Nabye inwoners en pendelaars het intus-sen ook hul lot bekla – nie net oor veiligheid
by die stasie nie, maar ook oor die gemorswat elke dag daar gelos word deur die hawe-loses.
Volgens ’n inwoner, Sandra van denBergh, is almal wat die stasie gebruik, in-
sluitende skoolkinderswat smiddae oor die brugmoet stap, uitgelewer aankriminele elemente.
“Die inwoners van Pro-teahoogte het hulp nodig.
“Niemand is meer vei-lig by die stasie nie – min-ste van almal die skool-kinders wat daagliks oordie brugmoet stap,” het sygesê.
Stasiemeester’n Ander anonieme in-
woner het by ’n onlangsevergadering met die sta-siemeester, gesê die toe-stand by die stasie is
“walglik”.“Ons het genoeg gehad! So kan dit nie aan-
gaan nie. Die sypaadjies word daagliks be-mors, so ergdat ’nmensniemeerdaaropkanloop nie,” sê hy.
Nog ’n ander inwoner meen die houdingvan Spoornet en Metrorail se hoofde is een-voudig “slapgat”.
“Klagtes moet ingedien word by die Stadse wetstoepassingseenheid wat dan inspek-sie doen en vir Spoornet ’n kennisgewing enaanmaning moet gee om binne ’n sekere tyd-perk iets omtrentdie saak tedoen, voorhullebeboet word. Daar is so baie keer klagtes bydie regte instansies ingedien, maar dit wordsoms eenvoudig geïgnoreer. Ons is nou keel-vol. Ons gebruik die regte kanale, maar ie-wers is die kanale verstop,” sê dié inwoner.

Pet theft is on the rise, warns Jennifer Da-vies of Fisantekraal Animal Welfare(FAW).Top breeds targeted are Boerboels, Ger-
manShepherds,Huskies,Malamutes,Wolfhybrids,Rottweilers, PitBull Terrier,Bull-terriers, Staffordshire Bullterriers andGreyhounds.Yorkshire Terriers and other toy breeds
are increasingly popular. Persian and Sia-mese cats are also sometimes taken, Da-vies says.“Many people still don’t realise pet theft
is a very real problem. Stolen animals, usu-ally purebred dogs, are taken mainly forbreeding, guarding or dog fighting.“By not taking proper precautions, you
areputtingyour animals at risk, especiallyif you’ve chosen to keep a high risk breed.It’s very sad because most stolen dog casescould be prevented,” Davies says.According to the National Animal Wel-
fare Task Team, the main reason dogs arestolen is for breeding. Therefore, unneu-tered male dogs, lactating or pregnant fe-males or those on heat, and puppies are atparticular risk.“These ‘puppy mill’ dogs live in horrific
conditions and usually meet an equallyhorrific end,” Davies says.Thieves even lure unneuteredmale dogs
bywalkinganon-heat bitch throughneigh-bourhoods.“By having your pet sterilised, you re-
duce the risk of their theft and save everyanimal yourpetwould otherwisehave end-ed up giving birth to.“Responsible, caring pet owners who ar-
en’t registered breeders should have theirpets sterilised,” Davies says.Most dogs are stolen from their homes
–many are opportunistic crimes, but oftenthieves have been watching for a while.“Never leave dogs – especially puppies
or toy breeds – alone and visible, especiallyif you’re out all day. Consider ‘doggy day-care’ or leave them indoors.“Dogshave evenbeen stolenwhen let out
to ‘do their business’, so accompany them.If need be, separate front and back yardsand hide your dogs at the back. Even ifyour dog avoids strangers, it could still bedrugged or snagged with a catch pole,” shewarns.“Be aware of strangers in the area, in-
cluding children, especially if they arepeering into yards, watching dog walkersor questioning you about your dog.“Never allow dogs to roam the street or
leave them in your car or tied up in frontof a shop,” she says.Davies suggested pet owners put a collar

Die Departement van Gemeenskapsveiligheid nooi godsdienstige organisasies (geregistreerde OSW’s)uit om voorstelle in te dien vir veiligheidsbevorderingsprogramme vir jeug wat in gebiede met hoëmisdaadsyfers woon. Die Department onderneem om hierdie aktiwiteite te ondersteun teen ’n tariefvan tot R50 per dag per deelnemer. Die enigste voorwaarde is dat hierdie aktiwiteite ten minste 8uur per programdag in beslag moet neem en ten minste een maaltyd moet elke programdag aan elkedeelnemer voorsien word.
Aansoeke moet op die voorgeskrewe aansoekvorm ingedien word en vergesel word van ’n PowerPoint-aanbieding (maksimum 5 skyfies). Hierdie aanbieding moet jou organisasie, sy prestasies totdusver in gemeenskapsveiligheid, die program wat jy beplan, programdoelwitte, ’n begroting en ’ngedetaileerde skedule van voorgestelde aktiwiteite bekendstel. Aansoekers moet hul voorstelle voorlêby ’n Departementele Evalueringspaneel-vergadering. Die Departement mag versoek dat aansoekersdeelneem aan verdere veiligheidsbevorderingsaktiwiteite. Organisasies wat daarin belangstel omveiligheidsbevorderingsaktiwiteite te fasiliteer tydens die Junie- en Desembervakansies moet ’n aparteaansoek voltooi op die voorgeskrewe vorm vir elke tydperk.
