(Koeberg), was nie beskikbaar vir kommen-taar nie.Moosa Raise, voorsitter van die Morning-
star-belastingbetalersvereniging, asook lidvan die wyk 103-wykskomitee en lid van diestuurkomitee van die Morningstar-behui-singsprojek, het gesê die Stad is bewus vandie onwettige storting. Volgens Raise sal ditreeds vandeesweek en in volgende week op-geruim word. ’n Sekerheidswag sal aange-
stelwordomverdere storting te verhoed.Ditword ook oorweeg om stappe te doen om on-gemagtigde toegang vanuit Langebergwegna die stuk grond te verhoed, het hy gesê.Wat die behuisingsprojekbetref, het hy ge-

neelbesigheid op sy woonerf in Aurora inDurbanville, is hy al weer in die sop.Dié keer oor twee reuse-wendyhuise wat
hy op die erf op die hoek van Aurorastraaten St. John’s-weg, wat hy by die huiseienaarhuur, opgerig het sonder enige toestemmingvan die Stad.TygerBurger het in Oktober 2013 berig oor
die onwettige sonpaneelonderneming watvanuit die huis bedryf is. Die eienaar vandieonderneming het nie voldoen aan die voor-waardes vir diewettige bedryf van ’n tuison-derneming nie. Hy moes die huis, wat ge-deeltelik lemmetjiegroen geverf was, ookgrys soos die res van die huis verf en die ken-nisgewingbord om hul onderneming te ad-verteer, verwyder.Dié woonerf was tevore ook in die sper-
vuur toe ’n korttermynversekeringsmaat-skappy vir meer as twee jaar daar onwettigsake gedoen het. Op navrae aan die Stad hetdit geblyk die tweewendyhuisewat voorver-lede week op die erf opgerig is, is onwettig

banville-gemeenskapsforum, het gesê St.John’s-weg is deel vanDurbanville se toeris-me-roete en het historiese en geskiedkundi-ge waarde. Die twee wendy-huise is onvan-pas, het hy gesê.“Hoe kan die Stad dit hoegenaamd toelaat
dat die inwoner aansoek hiervoor doen?Hierdie strukturemoet verwyderword,” hethy gesê.Van der Merwe het hierop gesê die Stad
moet ingevolge wetgewing sekere prosedu-res volg. “Die Stad moet aan die oortrederdie geleentheid bied tot korrektiewe optre-de,” het hy gesê. A well-known Italian cooking masterwas killed in a collision with a truckon the M5 at about 13:00 last Monday.
Ester Ranzani (73) from Rosedale Estatein Goedemoed, Durbanville was well-known in the northern suburbs for her andher husband’s Italian deli,Italian Cuisine, in DuminyStreet in Boston.
Many people will remem-ber her for the cookingclasses she presented in thedeli kitchen after hours.
The deli was well-knownfor its lasagne, filled ravioliand fresh pasta. Ester start-ed giving Italian languagelessons and taught studentsin the deli.
Ester and her husbandEnio immigrated from Italyabout 45 years ago andstayed in Tygerberg Hillsfor many years. All three oftheir children were born inSouth Africa and went toschools in Tygerberg.
When Ester’s husband died about sevenyears ago, she sold the shop and started giv-ing private cooking and Italian languagelessons from her home in Goedemoed.
She also presented Italian cooking class-es tomembers of theUniversity of theThirdAge (U3A), of which she was a member.
“Ester had a great interest in life and anenquiring mind. She loved to travel andwas due to take a trip to Vietnam and Cam-bodia this past Saturday, which shewas re-ally looking forward to, said Penny MacK-
enzie, a close friend and student from Dur-banville.
“Shewasalso anavid reader andadevoutChristian,” she said.
Another friend, Liz Fourie from Boston,said Ester was widely known and loved. “Istill picture going into the shop to buy pas-ta, Italian tomatoes, dried porcini mush-rooms or Parmesan cheese,” said Fourie.
“One left the shop withyour purchases, good con-versation and loads of pos-itivity and cheerfulness.She also read widely andwhen the shop was quietshe would sit at the littleround table in the after-noon sun reading. Her leg-endary cooking classeswere great fun, very socia-ble and dramaticallychangedmany people’s ap-proach to food, ingredi-ents and what Italian foodwas all about.
“We pay tribute to a spe-cial friend, cooking men-tor and mother. She left alegacy of wonderful foodand positivity to all her
friends. Our condolences go to her chil-dren.”
Ester leaves behind a daughter, Julienne,and two sons, Christian andAllan Ranzani,and three grandchildren.

Construction work on the R10 millionproject to upgrade the Pampoenkraaloutspan to a heritage town square is in
full swing.The Pampoenkraal outspan is situated on
the open space between Voortrekker Road,Main Road, Wellington Road and ChurchStreet. It also accommodates the town hall.Bulldozers moved in on 10 March for the
first phase of the project, which will contin-ue for approximately five months.This phase entails replacing the paving on

ments. The idea of the tracks left behind byold oxwagons has been interpreted as curvi-
linear surface elements.The introduction of water as a major fea-
ture on site celebrates the historic fountainandpresence ofwater as a founding element.Focushas also beenplaced onhuman com-
fort and scale by introducing sheltered areasto sit and steps and ramps to allow easymovement through the site together withtree planting and lighting.The adjacent Voortrekker Road has been
incorporated into the space to allow busi-ness to relate more directly to the site. Thearea in front of the townhall has been re-con-ceptualised as an amphitheatre. Provisionhas beenmade for a number of security cam-eras, according to the report.

Illegal dumpers ought to watch out nowthat there’s a bounty out on their heads.
In an attempt to stamp out the scourgeof illegal dumping, the City of Cape Town re-cently established an informant reward sys-tem.
It costs the City an estimated R350 millionper year to dealwith this issue,which placesan enormous burden on the City’s resourcesand ability to deliver services, as highlight-ed by Cape Town mayor Patricia de Lille atthe launch of the illegal dumping campaignin February.
This new informant reward policy allows
for payments of up to R1000 for informationleading to an arrest or fine being issued forillegal dumping.
Informants are required to submit asmuch evidence as possible, including swornaffidavits, photographs or video footage, aswell as clear identification of vehicles and/or persons involved.
Witnesses are only required to testify incourt if the suspects contest the matter andopt for a trial instead of paying an admissionof guilt fine.
“However, I am under no illusion thatmanypeople simply turnablind eyebecausethey donotwant to get involved, are apathet-ic, or don’t know that we are losing morethan a quarter of a billion rand a year clean-
ingupafter culpritswhenwecouldbe spend-ing that money on other, more crucial servi-ces,” said mayco member for safety and se-curity, JP Smith.
He said he hopes the reward system willresult in more people coming forward withuseful information.
There are more than 1 000 large dumpinghotspots across the city – some tens of thoseinBergdal subcouncilwhich includesKraai-fontein and parts of Brackenfell.
Subcouncil chairman Grant Twigg saidneighbourhoods such as Northpine, Scotts-dene and Scottsville are especially targetedin this regard.
“I can only hope that this campaign willsuccessfully address theproblem in these ar-
eas, as it costs us many millions per year toclean up after these illegal dumpers,” hesaid.
Some sites are popular for the dumping ofhousehold waste, while others are common-ly used for the dumping of building rubble.
“As the problem escalated over the pastfew years residents did start to report perpe-trators but often did not record registrationnumbers or take photos, making it hard forthe City to prosecute culprits. This newproject will provide the incentive for resi-dents to keep their eyes and ears open, andreport illegal dumping with the necessaryphotos and other information,” he said.V Members of the public can report illegal dumpingto the City’s call centre on 0860 103 089.

Lohann Roelofse was born with extratoes and webbed fingers. But now thisextraordinary young man intends put-
ting his money where his feet are, in a longwalk for charity.The young leader aims to raise funds for
the Chaeli Foundation by walking fromStruisbaai to Bloubergstrand on a quest hecalls the Coast to Coast Walk, which startedyesterday.As a deputy head boy in Grade 12 at Stel-
lenberg High, Lohann’s adventure beganlong before his plans for this bigwalk,whichhe hopes to finish at his school on 13 April.It startedwith a dream. And awheelchair.His father, Pierre, tells the story.“Lohannwas born with an extra big toe on
each foot and all his toes joined. He also hada tiny extra small finger on both hands andhis middle finger and ring finger on bothhands were joined.”At birth the extra fingers were removed
and by age two, Lohann had had a numberof operations to separate his fingers. By agethree his extra big toes were amputated.“When he was 10 years old, it was discov-
ered that the bones in his feetwere not grow-ing,” Pierre says.
“By cutting the bone in halfand then inserting steel pins in-to each piece of bone, the bonewas ‘stretched manually’ – wehad to turn the screws on thepins four times a day to ‘pull thepieces of bone apart’,” Pierresays.“It was a long and painful
process and he was in a wheel-chair for almost six months.During that time he realised thehardships of being in a wheel-chair anddiscoveredwhat it feltlike not being able to do every-thing as easily as he used to.”Lohann soon heard adventur-
er and philanthropist DavidGrier talk about his own adven-tures and decided he wanted to do a triparound the Western Cape – in his wheel-chair. This remained a dream, however,says Pierre, because of practicalities likedangerous road, passes and rocky beach-fronts, among others.But a seed had been planted.“When he was appointed deputy head
leader at Stellenberg High School last yearhe again started talking about this dream,”Pierre says.In a school environment where learners
are encouraged to become involved in com-munity services and projects, his son decid-ed to start pursuing his dream.“He then decided to walk and use his
wheelchair where possible, and to go fromone place along the coast and end at anothercity or town along the coast. So he came upwith the slogan – Coast to Coast:Walking forWheelchairs,” Pierre says.Lohann’s quest will see him raise funds
for the Chaeli Foundation, which uses themoney for wheelchairs for children.
About 20% will go towards hisschool’s own charitable causes,Pierre says.School principal Theo Boonz-
aaier voiced their support in astatement: “(Lohann) will walkfor charity... from Struisbaai. Weexpect him at Stellenberg HighSchool on Monday 13 April at10:00.”The Chaeli Foundation’s
Shelly Stedman says: “Due to Lo-hann’s own personal history herealised first-hand the hardshipsthat peoplewithdisabilities expe-rience on a daily basis.”She adds the campaign runs
eight programmes in support ofchildren with disabilities and is
actively involved in mobilising the mindsand bodies of children.“There is a great need within the field of
disability, not only for assistive devices,equipment and treatment programmes, butalso for community education, understand-ing of disability and the normalisation of so-ciety through the inclusion of people withdisabilities,” Shelly says.

Heroin substitutes break addiction
A clinic at Stikland Hospital helps heroin addicts break their addiction by employing substitutiondrugs as part of therapy.

There is a unique clinic at the StiklandHospital that helps to slowly wean her-oin and other opiate addicts off drugs
by offering substitute substances.The Opiod Substitution Therapy (OST)
Clinic treats outpatients and offers a briefadmission for heroin detoxification.Prof Liezl Koen, head of clinical services
at Stikland Hospital, said the “highly un-pleasant withdrawal syndrome” makes itvery hard for addicts to stop using heroin.Ailments suchas abdominal cramps, anxi-
ety, irritability, muscle aches, diarrhoeaand a raised pulse and blood pressure oftenmakes detoxing unbearable.“The Heroin Detoxification Unit offers
heroin users a one-week admission to helpthem through this withdrawal period,”Koen said.When more conventional detox methods
failed, substitution drugs were employed.“Opioid substitution involves the use of a
medication such asMethadone or Suboxoneas a substitute to heroin use,” said Koen.She said these medications prevented
withdrawal symptoms, reduced cravingsand gave patients the chance to “stabilisetheir social functioning and reduce drug re-
lated activities”.“It is considered a safe and effective treat-
ment for a heroin use disorder,” she said.TheOSTClinic is an outpatient clinic that
takes place at the hospital on a Mondaymorning from 08:00.So how to get admitted to the clinic?Koen said this depended on various fac-
tors.
“Prior to being admitted to this unit all cli-ents are expected to have had an adequateassessment, provided with psycho-educa-tion around the detoxification process andon discharge are expected to join a rehabili-tation centre that will assist clients inmain-taining a drug free lifestyle.”The clinic is open to all and before starting
the process, clients are informed of the side
effects associated with substitution thera-pies, that these treatments are currently on-ly available at certain private pharmacies,and of the costs of these medications.Koen said only clients who have been re-
ferred by a social worker or doctor are al-lowed to use the clinic’s services and areseen weekly. The clinic has two in-housepsychiatrists and a psychiatric registrar.“Appointment of a full multidisciplinary
team is available and is donewhenappropri-ate.”Edna Lambrechts, a social worker in pri-
vate practice who specialises in psychiatricservices and addiction care, often assists lo-cal social development organisation MetroEvangelical Services and lauded the clinic’sservices. She spoke to Bellville role-playersat a recentmeeting duringwhich the seriousvagrancy challengers in the area were high-lighted.“The Stikland OST Clinic is very success-
ful. It has the highest success rate in SouthAfrica for these kind of services,” Lam-brechts said.The cost per patient permedicationdiffers
and Lambrechts called on churches and oth-er community organisations and NGOs tosupport the clinic, or sponsor patients re-quiring treatment. “We need to get clientsinto this service and help sponsor them.”

has put several fund-raising projects in
place since being crowned on 31 January.“I entered the competition with the sole
purpose of raising themost funds and collect-ing the most food,” she said.The main goal of the event was to raise
funds forElephantsAlive and dog food for theLucky Lucy Foundation.At the end of the evening a cheque of R20
000 was handed over to Elephants Alive andmore than 1 000 tins and several bags of dogfood were handed to the Lucky Lucy Founda-tion.“I am incredibly passionate about animals
and dogs are my life. I wanted to raise moneyto help these causes. I also entered to honourthe memory of my little boy who had to beeuthanised four months earlier,” said Lyn-dall.She walked away with the following
awards: senior philanthropist for the mostdog food collected; senior debutant for themost money raised; overall philanthropistand debutant winner.In her category, she also won awards for
best introduction.“The whole idea now is to continue this
charity work and to raise funds for variousanimal charities.“I believe we have a responsibility to con-

Pet theft is on the rise, warns Jennifer Da-vies of Fisantekraal Animal Welfare(FAW).Top breeds targeted are Boerboels, Ger-
manShepherds,Huskies,Malamutes,Wolfhybrids,Rottweilers, PitBull Terrier,Bull-terriers, Staffordshire Bullterriers andGreyhounds.Yorkshire Terriers and other toy breeds
are increasingly popular. Persian and Sia-mese cats are also sometimes taken, Da-vies says.“Many people still don’t realise pet theft
is a very real problem. Stolen animals, usu-ally purebred dogs, are taken mainly forbreeding, guarding or dog fighting.“By not taking proper precautions, you
areputtingyour animals at risk, especiallyif you’ve chosen to keep a high risk breed.It’s very sad because most stolen dog casescould be prevented,” Davies says.According to the National Animal Wel-
fare Task Team, the main reason dogs arestolen is for breeding. Therefore, unneu-tered male dogs, lactating or pregnant fe-males or those on heat, and puppies are atparticular risk.“These ‘puppy mill’ dogs live in horrific
conditions and usually meet an equallyhorrific end,” Davies says.Thieves even lure unneuteredmale dogs
bywalkinganon-heat bitch throughneigh-bourhoods.“By having your pet sterilised, you re-
duce the risk of their theft and save everyanimal yourpetwould otherwisehave end-ed up giving birth to.“Responsible, caring pet owners who ar-
en’t registered breeders should have theirpets sterilised,” Davies says.Most dogs are stolen from their homes
–many are opportunistic crimes, but oftenthieves have been watching for a while.“Never leave dogs – especially puppies
or toy breeds – alone and visible, especiallyif you’re out all day. Consider ‘doggy day-care’ or leave them indoors.“Dogshave evenbeen stolenwhen let out
to ‘do their business’, so accompany them.If need be, separate front and back yardsand hide your dogs at the back. Even ifyour dog avoids strangers, it could still bedrugged or snagged with a catch pole,” shewarns.“Be aware of strangers in the area, in-
cluding children, especially if they arepeering into yards, watching dog walkersor questioning you about your dog.“Never allow dogs to roam the street or
leave them in your car or tied up in frontof a shop,” she says.Davies suggested pet owners put a collar
and tag on their pet and have them micro-chipped.The FAW, which works in the township
