The festivities were something to experience, as cart horses and their owners all put their best foot forward. There were, of course, not only cart horses, but cart donkeys as well. The crime statistics for the period from April 2011 to March this year were released last week and despite the disconcerting rise in drug-related crime, the statistics have been greeted in general by quiet optimism. In Goodwood drug-related crime rose from 359 to 436 and driving under the influence was up from 276 to 401 cases. The noteworthy “victories” are that theft out of motor vehicles have dropped from 309 cases to 283, shoplift- ing from 407 to 387 and robbery at non- residential premises from 19 to six. There have, however, been dramatic increases in burglary at residential premises, where the figure has risen by more than a 100 cases from 510 to 611. One of the only police stations that showed a drop in drug-related crime was Bothasig, where the number of cases came down from 256 to 208. Driving under the influence also more or less stagnated in this precinct where cases rose from 129 to 134. Ian Gray, the chairperson of the community policing cluster, which in- cludes Goodwood and Bothasig, says he is quite happy with the stats as a whole, especially that house break-ins seem to be under control. The drug situation concerns him though, but he remains positive that the police’s vigilance will pay off. “The public need to get more in- volved in this fight. They must notify the police if they suspect someone might be involved in drugs!” he ex- claims. As for the decrease in theft out of mo- tor vehicles, he is happy that people are finally learning not to leave valua- bles in their cars. “How can anyone leave a DVD play- er in their vehicle? It boggles the mind. The negligence of the public is such a strain on our resources,” he adds. In the Western Cape, the murder rate is slightly down from 2 311 cases in 2010/11 to 2 300 in 2011/12. Attempted murder, however, has increased from 2 162 to 2 328 in the same period. A total of 13,1 % of murders and 22,2 % of attempted murders in the province during this period were gang related. Provincial MEC of Community Safe- ty, Dan Plato, says: “We need drastic changes to the criminal justice system so that we can ensure a high conviction rate, based on solid investigation and detective work.” He concludes by saying that the overall figures can be lowered by spe- cialised policing units, which are need- ed to curb gang and drug crimes; well trained detectives that have workable caseloads, and strong leadership.     The fifth Annual Working Cart Horse Show was held at the K9 Training Centre and Kennels in Epping

    on Heritage Day. The festivities were something to experience, as cart horses and their owners all

    put their best foot forward. There were, of course, not only cart horses, but cart donkeys as well.

    Om die mense in jou eie gemeenskap te

    dien, is die doel van Solidariteit Helpen-

    de Hand en geen persoon leef di ideaal

    meer uit as Erika Botha-Rossouw nie.

    Erika, wat in Melkbosstrand bly, is die

    streekorganiseerder vir di hulp-organisa-

    sie se Wes-Kaapse tak.

    Ons help mense om hulself te help. Soli-

    dariteit Helpende Hand is nie n welsynsor-

    ganisasie nie, dit is n hulp-organisa-

    sie, beklemtoon Erika.

    Die 120 takke wat Solidariteit Hel-

    pendeHand reg oor die land het, fokus

    daarop omAfrikaanssprekendes op n

    selfonderhoudende manier by te

    staan.

    Ons doen dit deur projekte soos die

    Kosblikkie-projek, Skooltassie-projek

    en Borg-n-kind-projek, waar ons met

    laasgenoemde kinders beurse gee om

    skool toe te gaan en naskool te gaan

    studeer. So wil ons n pad stapmet die

    kind vandiewieg tot die graf, verdui-

    delik sy.

    Erika s armoede onder wit, Afri-

    kaanse gemeenskappe is minder oog-

    lopend as onder ander bevolkings-

    groepe.

    Navorsing, wat ek van 2000 tot 2008

    gedoen het oor waar armoede l, het

    gewys daar is baie min nie-regerings-

    organisasies wat in die wit gemeen-

    skap werk. Ek noem dit die stil ar-

    moede, want die arm Afrikaners

    kruip weg en baie van hulle is in die

    middelklas.

    Sy s hulle maak staat op kerke en

    anderwelsynorganisasies om diegene

    in nood aan hulle uit te wys.

    Ons probeer hulle help voordat hulle by

    n verkeerslig gaan staan om te bedel, want

    dan is dit al te laat. Dan het hulle baie keer

    reeds n probleem met dwelm- of drankaf-

    hanklikheid.

    Hoewel hulle konsentreer op die behoeftes

    van die armes in di gemeenskap is hulle nie

    n eksklusiewe organisasie nie.

    Ons bou voortdurend netwerkemet orga-

    nisasies wat in ander gemeenskappe werk

    en daarwaar onsmense tekomwat hulp no-

    dig het, verwys ons hulle, s Erika en voeg

    by dat hulle werk met die ACVV, Badisa en

    kerke semaatskaplike werkers, asookmaat-

    skaplike werkers in private praktyke.

    Ons werk ook saam met ander geregi-

    streerde nie-winsgewende organisasies in

    dieWes-Kaap, asook politieke partye en poli-

    tieke besluitnemers in die Wes-Kaap wan-

    neer dit nodig is.

    skool het sybydieSuid-AfrikaanseReserwe-

    bank gaanwerk, en deur die bank n verskei-

    denheid bemarkingskursusse afgel.

    Daarna het sy vir die department openba-

    re werke gewerk en was later in diens van

    die ministerie van onderwys, kuns en kul-

    tuur.

    Haar passie vir gemeenskapswerk het sy

    geleer by die destydse minister van di por-

    tefeulje, Eileen Nkosi-Shandu. Ek het by

    haar geleer hoe om jou eie gemeenskap te

    dien, s sy. In 1998 en 1999 het Erika die mi-

    nister vergesel na Duitsland en Amerika,

    waar hulle kursusse bygewoon het oor ge-

    meenskapsontwikkeling. Met hul terugkeer

    het hulle inKwaZulu-Natal onder die Zoeloe-

    gemeenskap gewerk. Ek het in die swart

    kultuur geleer wat dit beteken om mekaar

    te help sodat jy jouself kan help.

    Toe sy in 2000 siek word, het sy die

    ministerie verlaat, maar steeds met ge-

    meenskapswerk voortgegaan. Nadat

    ek diens verlaat het, het ek teruggekeer

    na die Wes-Kaap en n besluit geneem

    om voortaan gemeenskapswerk onder

    minderbevoorregte witmense in die

    Wes-Kaap te doen, vertel Erika.

    In 2008 het Helpende Hand hoofsaak-

    lik op armoedeverligting inGauteng ge-

    fokus. Ek het met die (voormalige)

    hoof van die organisasie, dr. Dawie

    Theron, kontak gemaak om wit armoe-

    de in die Wes-Kaap onder sy aandag te

    bring. In samewerkingmetTheron,wat

    indaardie stadiumnabyaftredewas, en

    die nuwe hoof, dr. Danie Langner, het

    ek as vrywilliger die eerste streekkan-

    toor van die Helpende Hand in dieWes-

    Kaap begin en bestuur. Ek het vrywilli-

    gers begin mobiliseer ommy in takver-

    band by te staan.

    Haar doel was (en bly) om ondersteu-

    nende opheffings- en werkskeppings-

    planne daar te stelwat kanbydra tot die

    verbetering van die wit behoeftiges se

    lewenstandaarde.

    Di roeping gee my die geleentheid

    om in my eie gemeenskap betrokke te raak

    en n verskil in behoeftige kinders en vol-

    wassenes se lewens te maak. Dis vervullend

    om te sien hoe die onregte wat teen wit ar-

    mes gepleeg word deur die regte kanale op

    politieke en burgerlike vlak hanteer word.

    Uys Streets on 30 September from 10:00 to

    Goodwood holistic fair

    The rates rebate deadline has been ex-

    tended to 31 October.

    This is the deadline for those in need who

    wish to take advantage of the rates rebate of-

    fered to registered homeowners, whose total

    household income is R10 500 amonth or less,

    where the occupants are aged 60 years or

    more, or if they are the recipients of a disa-

    bility pension/grant.

    De Grendel Subcouncil chairperson,

    James Vos, highlighted this during the last

    subcouncil meeting.

    Among many other topics he also touched

    on the cost of false alarms.

    He startedwith elaboratingon the rates re-

    bates: More than 20 000 people who met

    these requirements successfully registered

    for this relief last year, but to date only 12 000

    applications have been received.

    We are concerned about this, hence the

    extension of the due date. I believe that there

    are otherpotential beneficiaries that themu-

    nicipality would like to help, but who have

    not yet registered.

    Various rates rebates are also available to

    bona-fide farming operations, non-govern-

    ment organisations, public benefit organisa-

    tions, religious organisations, health and

    welfare institutions, educational institu-

    tions, historical monuments, charitable in-

    stitutions, sporting bodies, cultural institu-

    tions, youth development organisations and

    animal protection organisations.

    Vos also touched on the cost of false

    alarms.

    The Fire and Rescue service has apparent-

    ly registered over 160 false alarm incidents

    over the periodApril to June this year ... and

    costs the ratepayer approximately R2 000 to

    R3 000 per call, depending on the distances

    travelled and vehicles being mobilised.

    The cart industry was gripped in show fe-

    ver during Heritage Day when the Cart-

    horseProtectionAgencyheld their 5thAn-

    nual Working Cart Horse Show in Epping.

    This was the day when those hard working

    horses, who spend their days hauling scrap

    metal have a chance to shine in several compe-

    titions!

    Adventurer, historian, horseman and sail-

    or, Barry Armitage of The Ride fame, also

    handed over the funds that he raised for the

    association on his Ride into the Unknown and

    the Mongol Derby.

    The working cart horses were celebrated as

    a proud part of Cape Towns heritage.

    Rooted inDistrict Six, horses and cartswere

    used to hawk fish, fruit, vegetables, bottles

    and bones.

    In the end of the show the Show Champion,

    Best Owner, Best Driver and Best Stableyard

    of the Year were announced.

    The agencys Megan White says there was

    a great vibe throughout the day.

    There were between 50 and 60 horses and

    many more spectators. We always hold this

    show onHeritage Day because of the role cart-

    horses play in our history, she explains.

    White adds that it is the perfect way to relax

    a little, because everyone involved work so

    hard during the year.

    In one category called Die beste lot, the

    participants used taditional carts and har-

    nesses.

    Classrooms filled with bubbly

    children who eagerly answer

    their teachers questions that is

    what you walk into at the Carel

    du Toit Centre in Parow.

    Something not many people

    would expect when walking into a

    school which cares for children

    who are deaf and have hearing disa-

    bilities.

    The centres aim is to teach deaf

    children and children with lan-

    guage problems to speak so that

    they can function optimally in a

    hearing world.

    The school was started in 1973 by

    Professor Carel du Toit, who was

    the head of the Ear, Nose and

    Throat Department of Tygerberg

    Hospital.

    To date 174 pupils are at the

    school and receive all the attention

    they need.

    Before admission the child is

    evaluated to see what is needed

    from the school to assist the child.

    Once a child is placedwe try and

    do everything practical to assist

    them, saysValerieVanderMerwe.

    Its so much easier when the

    children can identifywhat teachers

    are talking about by seeing a pic-

    ture and then learning the words.

    She says children could be identi-

    fied earlier.

    We need to get the child as early

    as possible to ensure that the proc-

    essworksquicker and that the child

    will be able to talk and head off to

    a mainstream school. Although we

    will help all children, the earlier the

    hearing problem is identified the

    better as childrenwill pick upmore

    things between birth and three.

    Manyof the children at the school

    are still in dire need of a cochlear

    implant which costs R200 000, and

    parents are always trying to raise

    funds.

    The Friends of the Bothasig Library and the

    Department of Social and Early ChildhoodDe-

    velopment will be celebrating Heritage Day

    during the school holidays.

    OnMonday 1 October there will be a Herita-

    ge Poetry competition, the planting of flowers

    at the library, DVDs, photo exhibition, moti-

    vational speeches and outside games.

    On the Tuesday one can decorate ones own

    cupcake during Cup Cake Fun.

    On the Wednesday the winner of the poetry

    competition will be announced and then there

    will also be an opportunity tomake an animal,

    bird or fish in a paper plate craft session.

    Games will also be played during the day.

    The programmewill start at the library dai-

    ly at 10:00 and finish at 13:00.

    The residents of Thornton are sleeping a

    little safer thanks to the localNeighbour-

    hood Watch, but their resources are

    spread very thin.

    In order for them to do the job which they

    feel is their duty as upstanding citizens, they

    need assistance from those they protect.

    They were in urgent need of more police

    radios in order for volunteers to be in con-

    tact with the patrolling police van - or Echo

    van - when they were out on patrol. Their

    call was heeded when a handful of radios

    were donated to them by local government.

    Chairperson for the watch, Nolan Smith,

    says the radios were very needed.

    We are the eyes and ears of the police.We

    observe and if we see a suspicious person or

    vehicle then we contact Echo vehicle. It is

    the police vehicle that is assigned to the area

    (which includes Epping Industria).

    The problem is that therewere not enough

    radios to alert the police.

    According to the watchs Elizabeth

    Leendertz, there has been an increase in

    crime recently, with the armed robbery at

    the Seven Eleven the most noteworthy.

    Extra radios might not see the crime rate

    dropping immediately, but it would un-

    doubtedly empower the good guys. The

    cost of a radio is approximately R1 500.

    The watch will also never turn away any-

    one who feels they want to join their noble

    cause.

    British clergyman, Thomas Fuller, said it

    misbruik en tweede hoogste moordsyfer

    in die land. Nyanga, met 233 moorde die

    afgelope boekjaar, is die moordmekka

    van die provinsie.

    So pleks daarvan om brebors rond te

    loop oor geringe afnames in sekere mis-

    daadkategorie, moet die regering nou,

    meer as ooit, iets daadwerkliks aan mis-

    daad doen.

    Suid-Afrikaners kan nie meer in hul

    United front against

    our uncaring city

    It is with disgust and dismay that I read the

    front page article last week of yet another

    victim of the City of Cape Towns unjust and

    possibly unconstitutional bylaws.

    After visiting the house that homes 10 tax-

    is, it becomes evident that whoever reported

    this to James Vos and the authorities is

    guilty of gross overexaggeration to say the

    least. Firstly, there is no front lawn, but a

    neatly patterned concrete front garden

    which the owner had done at great expense.

    This has undoubtedly enhanced the value

    of the surrounding properties. Secondly,

    even the most skilful taxi driver could not

    fit more than five or six taxis in that space.

    Maybe the anonymous complainant had

    one too many and was seeing double.

    I have also been the victim of this type of

    witch hunt by the City of Cape Town and

    have had to suffer the loss of income due to

    this type of illegal invasion of my constitu-

    tional right to earn a living in the only possi-

    ble way available to me, i.e. working from

    my own home. I hereby call on our local poli-

    ticians to declare a moratorium on this type

    of action and work with the affected citizens

    who voted you to represent not only the mi-

    nority wealthy, such as the minority that

    complain, but what in reality is a majority

    that is suffering in the current economy.

    Maybe Helen Zille could tear herself away

    from leading protest marches in other prov-

    inces and lead a protest march against the

    repressive actions of the City of Cape Town.

    Consider that to be an open invitation.

    At this point, many others and I are recon-

    sidering our vote in the next elections. I just

    cannot bring myself to vote for a party that

    causes unemployment by enforcing draconi-

    an laws that do not reflect the needs of the

    broader electorate in these seriously unsta-

    ble times.Maybe because youhave suchwell

    paying jobs you have lost touchwith the real

    world.

    The constitution guarantees you the right

    to earn a living and the government lacks the

    political will to solve the chronic unemploy-

    ment problem. If theywont do their duty,we

    need to hold them accountable.

    Make your voice heard.

    Spring. Well it is Spring in South Africa.

    What are the numbers of break-ins on

    a yearly basis? Forget the percentage de-

    The officials say they are happy with

    the reduction in most categories, but the

    percentage change is so small, I would not

    mention it, I would be embarrassed!

    In my suburb we have had so many

    more this year, that it has a very negative

    Outreach Project are the last two projects to

    benefit from the Cape Culture and Heritage

    Foundation.

    Each organisation has received R250 000

    from the trust to keep their projects going.

    The Cape Culture and Heritage Founda-

    tion was started 10 years ago, with the aim

    of supporting local arts and culture projects.

    isations playing a meaningful role in their

    Some of the other organisations who have

    benefited from the Trust include the College

    The school holidays start this Friday and

    for parents who are unable to take time

    off work or leave their children in the

    care of someone they trust, any school

    holiday bringswith it the added stress of

    constantly wondering if your child is

    safe.

    RobDale,managing director of ADTSecu-

    rity in theWesternCape, says it is important

    that parents make sure youngsters know to

    keep all entry and exit doors locked and that

    no-one is to enter the home without their

    permission.

    If you have a home security system in-

    stalled teach themhow to activate and de-ac-

    tivate it andhowandwhen touse other secu-

    rity devices like panic buttons. Make a list

    of important telephone numbers including

    the 10111 number and the sector police vehi-

    cles number and show them that it has

    been placed near the telephone for use in

    emergencies. Better still, let them save it on

    their cellphones.

    Dale says there are also basic rules you

    can teach your child:

    If you usually drive your child to the

    homeof a friendwho lives in the sameneigh-

    bourhood, rather walk the route with them

    before they have to do it on their own. Ex-

    plain that it is better to walk a slightly long-

    er route down familiar streets, where there

    is more activity, than taking short-cuts

    across fields or deserted areas.

    On the day, let them call you when they

    leave home and once they have arrived at

    their destination. Advise your children that

    if they do happen to find themselves in an

    unfamiliar street, they should look out for

    a police or security officer to help them and

    never to accept advice or a ride from a

    stranger.

    usual during holidays, Dale says the risk of

    your childwanderingaway fromyouandbe-

    coming lost in the hustle and bustle is high-

    er. In a bid to keep them safe he advises that

    as a general safety precaution you help

    your child memorise their name, surname,

    home address and a contact number of at

    least one parent: Teach them that if they be-

    come separated fromyou they should imme-

    diately look for mall security and give them

    that information. If your child is readily

    able to give them these details, the time tak-

    en to track down a parent can be reduced

    dramatically.
