E-pos: [email protected]Woensdag 13 Junie 2012 Tel: 021 910 6500 Faks: 021 910 6501 EERSTE RIVER / BLUE DOWNS Burger CARMEN JACOBS The installation of CCTV camer- as at the Buttskop level-crossing are possibly in the pipeline for later this year. The announcement was made last week by Hector Elliot, head of ministry, Department of Transport and Public Works. Elliot made men- tion of this during an on-site visit and progress report by Minister Robin Carlisle of the CCTV camera system at the White Road level- crossing in Retreat on Internation- al Level-Crossing Awareness Day (ILCAD) celebrated on Thursday 7 June. According to Elliot, drivers in the province using level-crossings are still ignoring stop signs, flashing lights and even booms. The purpose of this camera system would be to record these offences and bring of- fenders to book. The system in Retreat is a pilot project, the first of its kind in the country, and Elliot says that should this prove to be an effective safety measure at this crossing, it would also be implemented at the Buttskop level-crossing in Black- heath. Replying to how the department will evaluate the success of the sys- tem, Elliot said: “We will compare the number of boom violations to previous periods, which will pro- vide a good indicator of if people are taking the protection measures at the crossing seriously. “We will also track the summons- es that we issue and see if they de- cline in number over time. Finally we can analyse the footage itself and see if we are getting better com- pliance.” Driver behaviour and lawless- ness at the Buttskop level-crossing were brought under the spotlight when 10 children lost their lives on 25 August 2010, during an horrific train and taxi accident. Jacob Humphreys, driver of the taxi, who has since been convicted of 10 charges of murder and four of attempted murder has been sen- tenced to 20 years. He has appealed his sentence and is currently in the process of application for bail. His bail hearing is scheduled for Wednesday 13 June at the Cape High Court. At the time of the incident wit- nesses reported that he had ignored the lowered booms. In reviewing motorists’ beha- viour during ILCAD last week, El- liot said driver behaviour at level- crossings has improved. “There was only one fatality at a level-crossing in the Western Cape during the 2010/11 financial year.” Last year TygerBurger reported on the short term safety measures implemented at the level-crossing after the accident, which included new booms, new signage and new road markings. The camera system will be a medium term solution to improve safety, while the ultimate goal, says Elliot, is still to perma- nently eliminate the crossing. “However, the closure would be for a combination of safety and mo- bility reasons and will not take place for some years, as it involves a significant bridge and road-build- ing project.” Motorists using the Buttskop level- crossing will possibly soon be under surveillance with plans to install a CCTV camera system at this busy crossing. The City of Cape Town’s fire andrescue service urges all resi-dents to take precautions to pre-vent fire break-outs during thewinter months.
Since the beginning of the year 1508 structural fire incidents havebeen dealt with (448 informal struc-tures and 514 formal houses). Firesare mainly caused due to careless-
ness and cigarettes, candles, cook-ingappliances andelectric blanketscan all be very lethal.
Three specialised off-road water/foam tankers have been added tothe fire and rescue fleet so firefight-
ers can gain access to fires in infor-mal areas much quicker. These ve-hicles also use less water than con-ventional fire engines.
The service also makes use of astate-of-the-art camera system
which detects possible fires towhich the response vehicles arethen dispatched.
The cameras are also capable offocusing in on fires and determin-ing whether additional vehicles are
required. Vehicles can then be dis-patched before the first vehicle ar-rives at the incident. Cameras havebeen installed in Khayelitsha(9SAI, Military Base), Cape TownInternational Airport, Muizenberg,Tygerberg Hill, Cape Town Har-bour’s port control building and Pa-pegaaiberg in Stellenbosch. To re-port a fire, call 107 from a landlineor 021 480 7700 from a cellphone.
Keeping eye on winter fires
Capetonians are urged to exerciseextreme caution during the verycold and wet conditions that haveset in last week and that we will of-ten see throughout the wintermonths.
The disaster risk managementcentre of the City of Cape Town ison high alert.
. Motorists should please slowdown and maintain safe followingdistances on roadways.
. Keep a careful eye on openflames and extinguish fires (includ-
ing candles, lamps, gas heaters andparaffin stoves) before going to bed.
Residents can reduce their floodrisk by implementing the followingmeasures:
. Check that the drainage facili-ties on your property are in goodworking order.
. Check for dead and burnt treesthat could fall onto the property,
and notify the authorities if there isa danger.
. Listen to weather warnings.
. Check the terms of your insur-ance policy with regard to flood andmud damage.
Report any emergencies to thecity’s 107 line, or 021 480 7700 froma cellphone.

*Source: Old Mutual Product Management. Costs based on current educationcost with expected annual increase of education inflation at 9% each year.
TIPS1. Keep up with education inflation.Because the cost of school fees will grow quickerthan your average salary, it’s important to investin a combination of asset classes or funds with thepotential to outperform inflation, e.g. equity andproperty.
2. Diversify your funds and increase yourpremium annually. This will help you keep up witheducation inflation. The SmartMAX education planwill help you achieve this.
3. Remember, you can’t count on fundperformance alone – it’s vitally important toincrease your premiums every year, in line witheducation inflation. This keeps you ahead of therising costs.
What does your child dream of becoming one day? A doctor, a pilot, an artist? Children havewonderful dreams and the financial decisions you make today will make all the difference toyour child’s future. Which is why it’s so important to start planning for your child’s educationas soon as possible.
No matter what your child dreams of becoming oneday, keeping up with the rising cost of education ischallenging. For example, if your child starts grade 1 ata public school this year, you can expect to spend overR450 000 for their primary and high school career. That cost is likely to shoot up to over R1.5 million if youchoose to send your child to a private school. And if yourchild embarks on a 3-year degree at a university, youwould potentially need to add on an extra R350 000.* Thebottom line is that while giving your child a good educationis an achievable goal, investing in an education fund hasbecome a necessity.
One of the main reasons we struggle to save enough tocover the cost of school and tertiary fees (and all thoseextras) is because of education inflation. Essentially, education inflation is higher than SA’s officialinflation rate. This gap has widened from around 2%in the early 2000s to as high as 4% recently.
SmartMAX, Old Mutual’s education plan, allows you tosplit your capital across a number of funds managedby leading fund managers. This diversified spreading offunds, and an annual premium increase in line witheducation inflation, will help you get returns in excessof education inflation. With a SmartMAX educationplan, you can be sure you’re doing everything in yourpower to give your child the head start in life he or shedeserves. The worldwide economic cri-sis has had its effect on the in-augural World UniversityNetball Championships(WUNC) to be held at the GoodHope Centre in July.
Initially, 18 countries indicat-ed that they would send teams tothe tournament, which is beingheldunder the auspices of the In-ternational University SportsFederation (FISU), the biggestmulti-code sports organisationafter the International OlympicCommittee.
However, because of financialconstraints, only seven haveconfirmed that they will takepart.
Tournament Director HeleneBotha said the tournamentwould now be played on a roundrobin basis, with the top four
teams qualifying for the semi-fi-nals.
“It is disappointing, but it isnot a train smash,” said Botha.
“It means that each team willplay a minimum of six matches, with one bye, so they will all begetting a lot of time on court. Each team will have a bye.
Those who have dropped outinclude the two netball power-houses, Australia and New Zea-land.
The seven teams taking partare hosts South Africa, GreatBritain, Ireland, Jamaica, Na-mibia, the United States andUganda.
The draw for the tourna-ment’s matches was set to beconducted today, and the compe-tition itself will be taking placefrom Monday 2 to Saturday 7 Ju-ly.

Beide is veelvuldige WP-kampioene in eie reg.
Sy navigator was Grant Martin.

The Cape Town office of the South AfricanFootball Association (SAFA) has been forcedto delay the start of the Coca Cola Cup dueto a backlog of player registration cards.
Several clubs, across all the local footballassociations (LFA) affiliated to SAFA CapeTown, are yet to receive registration cardsfor some or all of their players, despite sub-mitting the forms they are required to andpaying the fees before the start of the seasonin April.
The tournament was set to start on Sundaybut SAFA Cape Town was forced to postponeit until Sunday 24 June. This was to allow forplayer registration to be completed as anyplayers without cards would not have beenallowed to compete.
Norman Arendse, president of SAFA CapeTown, says that the backlog of registrationcards has been worse this year due to thehosting of the 8-Nations U-20 Championship.
“What was happening, virtually for threeweeks, is that the people in the office wereengaged in organising the 8-Nations tourna-ment,” said Arendse.
“So a lot of people in the office were work-ing on the tournament. People know that, they were told that there is a backlog.”
The Cape Town Tygerberg, Cape Districtand Mitchells Plain LFAs – three of the larg-est associations affiliated to SAFA CapeTown – are some of the hardest hit by the de-lays.
All still have several clubs who have notreceived their registration cards, but theproblem has not prevented any clubs fromfielding players or playing games.
However, players without registrationcards will be prevented from playing ingames or tournaments involving teams fromdifferent LFAs, such as the Coca Cola Cup.
Arendse says SAFA Cape Town staff willalso be working overtime to ensure that thebacklog is cleared in time.
