The unique and newly built Southdene Street Soccer Park is a place where the com- munity can be active and benefit through means of creativity, boosting self-esteem, promoting good health and life skills. The Park was unveiled on Thursday 30 May to parents who will be cheering on the sidelines, defenders who will become obsta- cles, teammates who may become best friends, with goals as ambitions and missed shots as failures. Unemployed Before construction, the space was a mere gravel pitch, a hub for the unemployed, drug addicts and school drop-outs. Now many may learn about life with a ball at their feet. The auspicious occasion was supported by several community leaders and members of the public. Mayor Patricia de Lille, who could not attend the festivities, was acknow- ledged in spirit and highly praised for avai- ling funds for the construction of the soccer park. The inspiration behind the development of the park was sparked, when ward council- lor for the area Cynthia Claasen passed a si- milar park in the Canal Walk vicinity. However, she noted that the calibre of the park was not close to that of the one in Wes- bank.Councillor Claasen’s heart is in Wes- bank, looking after the needs of people by in- spiring them to be motivated. “No obstacles stood in the way of the con- struction of the park as the commitment from the community was high. It was through their initiative and involvement that it was made possible,” said Claasen. The street soccer park, which will be used to play five-a-side soccer, forms part of the City of Cape Town’s efforts to build a Caring and Inclusive City, providing R500 000 through the Mayoral Redress Programme. Known as the R2D2, the strategy of the mayor is one of the key developing factors in the community to reconcile, redress, pro- mote delivery and diversity. Edith van Wyk, who spoke in absence of Mayor de Lille said: “Vandalism will not be tolerated and we are challenging the Mayor to return in 10 years to see that the park will still be standing.” Commitment Subcouncil 21 chairperson, Steven Vuba said: “Everything should not always be a po- litical issue but people should take owner- ship of services provided and the park is an entity that beautifies the area.” Vuba has enlisted the help of the residents who surround the park, appealing for their commitment to look after it by allowing it to grow and be sustained.“The jobs of the project managers and planners are done. It is the responsibility of the community in as- sisting Councillor Claasen to look after it,” Vuba said. Designed and carried out by Project Mana- gers, Ivan Camfer and Johan Swarts, the soc- cer facility started on 15 January 2013. Boasting a stylish new 28 x 18m synthetic pitch, seating bollards, trees, 350 m2 of brick paving it is also surrounded by a high fence which will prevent soccer balls from dama- ging nearby property. The park will be a beacon of hope and a means of dribbling any negativity away. Tiffany Goliath, Liezel Adams, Fe- licia Samson, Heydelende Adams, Bernadine Snyders and Carlos Charles joined in on the festivities at the unveiling of the Southdene Street Soccer Park. Blikkiesdorp want to go big for theirchildren on Youth Day, but they needour help.

The Caregivers of Blikkiesdorp feelvery strongly about showcasing the im-mense talent they have in the area tosend out a strong message of hope to theworld.

They’re already hosting a series of au-ditions for the talented youth and onMonday 17 June the finalists will go neckto neck to win the Grand Prize of a schol-arship at an Arts and Culture Academy.

Even though they are already workingon the programme for the day, they arestill in need of help with specific re-quirements.

They issued a request for NGOs whocan do campaigns to actively engagewith the youth who will be at the event.

The sponsorship of a sound systemand services of a sound engineer for theday would also help, and they are alsolooking for persons who want to help MCon the day.

Artists are also invited to be in actionon the day to produce some murals in thearea.

Make friends with the angels, who thoughinvisible are always with you and makegood use of their help and assistance in allyour affairs.

The Free to Grow Educare Centre inWesbank was recently re-built, re-vampedand re-established upon this very vision.

It was made possible by Woolworths andnon-profit organisation, New Kidz on theBlock on 29 and 30 May.

The two-day project consisted of a newpaint job with exciting wall murals, extend-ed play area and built in cupboards to namea few, giving the children a safe and brightlearning environment to interact in.

Principal of the Free to Grow EducareCentre, Belinda Daniels started out in 2005when the centre was first found, in a two-bedroom house with a mere five childrenenrolled.

“My love for children has allowed me tocare for them,” Belinda said.

Hailing from an impoverished back-ground, Belinda was forced to be the bread-winner for her family, for more than 11years.

Her decision to resign from a position atHome Choice in Blackheath in 2004 motivat-ed her to set out for greener pastures.

“I wanted to do something that I have alove and passion for,” she said.

The need in Wesbank was greater thanwhat she expected, accumulating more than20 children in the time of a mere ninemonths.

“I was not always financially stable to runthe centre, but I was enjoying what I wasdoing,” Belinda said.

Her hard work and efforts put into the ed-ucare affected her family life which was suf-fered.

However, her husband Jonathan, son Jer-maine and daughter Jasmine unknowinglybecame her support system.

As did the team from Woolworths andNew Kidz on the Block with their calibre ofstaff and excellent work ethic.

“I don’t have words to describe how I feel.This is the first time that something likethis was done for me,” she said.

CEO of New Kidz on the Block Hilda deBeer, tightly clutches the hand of Belindaas tears stream down her face, enough toleave a huge lump in anyone’s throat.

It was a lasting relationship that wassparked last year, during a visit by Hilda tothe centre.

“What I found was that when we visitplaces such as this, it tends to be clean. Butwhen we carry out unexpected visits, thingsare otherwise.”

Their passion for leadership has motivat-ed Hilda and her team to approach the De-partment of Social Development to screenmany other projects such as this in theWestern Cape.

“It is important that we show integrity,honesty and transparency to start withsomething and not give up.

“Our focus is with people who are underthe radar,” Hilda said.

Volunteers from Woolworths MarketingDepartment gladly sacrificed their timeduring work hours to put their DIY skillsto good use.

A humbled Ashnee Rothquel from Dur-banville said: “It’s amazing for us to be al-lowed to contribute.

“It’s part of the vision of our country asa whole to make a difference and it is all ofour responsibility to try and challenge oth-ers to do the same.”

Corporate Social Investment (CSI) spe-cialist for the Woolworths trust, Katy Hayessaid that it is vital for the company to in-volve employees.

“We want to get involved in the communi-ty and have a passion to give back,” Katysaid.

The project has since established manyconnections in communities which do notoften gather such opportunities.

“From a CSI point of view, I am lovingthe opportunity,” Katy concluded.

The project has since enriched the livesof over 500 people through identifying theirneeds.

al corporate social investment event held inSouth Africa since 2003.Companies involved organise for female

learners (school pupils), usually fromdisad-vantaged backgrounds, to spend the day attheir place of work on the last Thursday ofMay.This year, theMfuleni police, with the as-

sistance of Wesbank and Mfuleni HighSchool, identified four girls from eachschool.

They spent a day at the police station, in-teracting and gaining first-hand experienceon a day in the life of a police officer.Spokeswoman for the Mfuleni police,

Captain Nomathemba Muavha, said: “Itwas an experience to teach them each com-ponent and try to impart what I have beenlearning for years.”For the pupils it was a blessing to come

to the station, learning that it is not justdriving a patrol car, but also about being onthe wrong side of law.Sesethu Hotele, Grade 8 at Mfuleni High

spoke intensely of her experience at the po-lice station.“It not only opened my eyes to things I

once took for granted but also to what thepolice have done for us,” she said.

Although Sesethu’s chosen career is tojoin the men and women in blue, making adifference in the community, she has had achange of heart.“It’s too risky and I’m not so willing to

risk my life any more.”Jaquelinne Opperman, Grade 11 pupil at

WesbankHigh School, however highlightedthe obviouswhichmany often simply brushoff.“Inside prisoners are treated as normal

humanbeings andnot acknowledged for thecrimes which they committed.”Captain Muavha emphasised that the pu-

pils now know that it is not good for themto have a criminal record, as it opens theireyes to living in a jail cell and doing thingsbased on uninformed decisions.

Eerste River-born, Jeromy Andreas hasstepped out of obscurity into the spotlightafter winning the national elite 10 km roadtitle.

The track specialist even surprised him-self, after beating seasoned road runners tothe title in Durban earlier in May.

“I just went there to run for fun as partof the USSA (national student) team. Itwasn’t my intention to win at all,” said 21-year-old Jeromy, who has already qualifiedfor the world university championships inRussia in July.

But when he saw the pace in the closingkilometre, the u-23 national 1 500 m champi-on said he knew he could take the win.

The second-year transport managementstudent has a personal best of 3:48 over1 500m.

“On track we run much faster and finishmuch stronger. So when I saw what theseroad guys were doing with a kilometre togo, I knew there was no way they would out-sprint me.”

Andreas said the victory had now thrusthim into the spotlight. “People are now ask-ing, ‘Who’s Jeromy and where does he comefrom?’”

“My goal is to go to the 2016 Olympics anddo the 5 000 m or 10 000 m events. Then Iwant to medal at the next one, possibly inthe marathon.”

“I’m focusing on track for now. But by theage of 25 or 26 I’d preferably move on to theroad and try to improve my times there.”

He said road running presented a freshtactical challenge for him.

“On track we just run fast and qualify.But on road you must wait and have pa-tience and analyse your race very careful-ly.”

Although he has been likened to 10 000 mrecord holder Hendrick Ramaala and thelate Beijing Marathon winner Ian Syster,Andreas is unfazed by the comparison.

And work hard he does, getting up to train

at 05:00 every morning, then attending lec-tures before wrapping up the day with anevening training session.

“It gets hectic. I usually also race on Sat-urdays and then I have time for friends andfamily.

“But I want to get a master’s or doctoraldegree and then I want to focus my energyon becoming a world-class athlete. But rightnow my studies are my first priority.”

Andreas has come a long way from the un-trained Eerste River schoolboy who simplyfell into the sport through an inter-houseathletics meet.

“The running bug bit me and I started toget more and more interested in the sport.I can do more, I’m unique in God’s eyes.We’re all different, so I can work hard andreach for higher goals,” Jeromy said.

Youth across the peninsula are getting thechance to become positive role models intheir communities.The Cape TownMetro Police launched its

Youth Academy at a ceremony on Saturday25 May at the Glencairn Rotary campsite.Six city high schools were invited to par-

ticipate in the pilot phase of the project.They were Bishop Lavis, Lotus, Crystal,Phoenix, Oscar Mpheta and Isilimela.The initiative is aimed at reaching out to

youth at risk, where they engage in activi-ties which will encompass positive role-modelling, life skills development and funactivities including a ride-along in a MetroPolice patrol vehicle.According to the city’smayoral executive

member for safety and security, JP Smith,the idea is to expose the 180 learners to posi-tive interactions with the police and affordthem the opportunity to participate in posi-tive programmes of character building anddefining their role as positive contributorsin society.

“Peer pressure leads many of our youngpeople astray and in some instances just loi-tering on the street corners can be a careerpath straight into crime.”“We don’t want our youth hanging out on

the street corners. We want them to hangout with positive role-models like the po-lice.”“The police officer can be described as the

person in the best position to identify theneeds of young people in a communitytherefore they have a first-hand opportuni-ty to be a positive force in their lives,” hesaid.Metro Police spokesperson, Nowellen Pe-

tersen added that the pilot phase of theproject will consist of three weekend campswhere 60 learners were identified from twoschools per weekend.“We also have plans to involve the learn-

ers in after school programmes where criti-cal youth issues will be addressed in theirrespective communities through the imple-mentation of projects and programmes de-signed to improve their quality of life,” hesaid.

The City of Cape Town’s Rates and Tariffpolicies are designed to ensure all citizenshave access to basic services.

This policy enables individuals whomeet the criteria to have access to free ba-sic services and a rates rebate.

Johan van der Merwe, Portfolio Chair-man: Finance, says there are certain crite-ria stipulated by the City of Cape Town,that the applicants for indigent benefitsmust meet.

Applicants can apply for indigent bene-fits at municipal offices by completing therelevant form and submit it with otherrelevant documentation; such as, copy ofidentity document(s) and proof of grossmonthly household income.

Every residential property will receivea 100% rebate on the rates levied on thefirst R200 000 of the municipal value of theproperty.

A monthly indigent grant of R67,42 willbe credited to every residential propertyvalued at R300 000 or below, and in addi-tion to the 6 kilolitres (kl) of water alreadyallocated, an extra 4.5 kl Z totalling 10.5 klof water free of charge.

This grant also covers the sewage costrelated to the extra free allocation of wa-ter.

The charges for the 240 litre refuse binsprovided to residential properties are sub-sidised as follows: properties valued up toR100 000 receive a 100% rebate; those val-ued between R100 001 and up to R150 000receive a 75% rebate; those valued be-tween R150 001 and R350 000 receive a 50%rebate and those valued between R350 001and R400 000 receive a 25% rebate.

For residential properties purchasingless than 250 kWh of electricity per

month, the first 60 kWh will be free andthose purchasing between 250 kWh and450 kWh per month will receive the first25 kWh for free.

In addition to these property valuationrebates, owners of residential propertiesmay apply for further indigent assistanceto reduce their municipal bills.

Some of the criteria for the applicationprocess are the following:

V The property involved must only beused for residential purposes,

V The applicant must be the registeredowner of the property or resident in achild headed household where the proper-ty is registered in the name of the de-ceased parent(s),

V A divorcee who received the propertyby means of his or her divorce settlement,

V Applicants must be full-time occu-pants of property, and

V The applicant must have a prepay-ment electricity meter and a water man-agement device installed.

Successful applicants with a grossmonthly household income of R3 500 orless, will irrespective of the valuation oftheir properties, receive a 100% rates re-bate, the indigent grant of R67,42 for waterand sanitation and a 100% rebate of thecharge for the refuse bin.

Backyarders on council owned proper-ties provided with direct access to water,sanitation and refuse removal serviceswill also receive the R67,42 indigent grantfor water and sanitation charges to pro-vide 10.5 kl of water free of charge as wellas a free 240 l refuse bin service.

World-renowned Mozambican painter Se-bastiao Matsinhe has transformed the bedhe slept in at the University of the WesternCape’s (UWC) residence, where he residedduring his studies, into a creative master-piece.

The artwork can be seen at the new Resi-dence Life Centre Building at UWC that wasopened on Monday 3 June and will remainon campus for future generations to admire.

Love and tragedy have been Matsinhe’sartistic inspirations. His artwork has beenpraised by presidents Jacob Zuma and Nel-son Mandela and one of his paintings,which depicts Nelson Mandela’s struggle,hangs proudly in the home of the formerpresident.

Matsinhe (45) uses crutches as a walkingaid but this did not deter him from attaininghis Master’s degree in Arts from UWC inMarch 2012. He funded his studies by sellinghis artwork at various exhibitions.

“I came from Mozambique to UWC in 2001with nothing but my ability. I could affordno other place to paint from, except myroom,” says Matsinhe.

His work has been exhibited at the BMWPavilion and the V&A Waterfront, the Art-scape, at the Baxter theatre, and abroad inAngola, Italy, Portugal, Japan, Spain, Swa-

ziland and in his native country, Mozam-bique.

He was a keen athlete at school, but in1985, at the age of 17, tragedy ended his ath-letic career. He suffered an inexplicable pa-ralysis while he was training. “I rememberfeeling tired during training. When Istopped, I fell and I never could stand unsup-ported again,” says Matsinhe. To this daydoctors do not know what caused the paral-ysis, although some suspect it could be po-lio.

The long stays in hospital gave Matsinhetime to reflect on what he wanted from life.“If God allowed me to be like this, perhapsHe wanted to use me as an ‘instrument’ forothers to learn from. I have lived life as aso-called ‘normal’ person and today I livelife as a so-called ‘disabled’ person. The ex-perience has enriched my personality andmy art,” he says.

The Residence Life Centre stems from thedemolition of an ageing, stand-alone dininghall and study facility situated on the exist-ing residence construction site at the fur-thest edge of campus.

The new centre offers a unique opportuni-ty to combine the need to feed residence stu-dents and help meet their social and person-al needs.

1.1 Residensiële eiendomme – R0,005900 (Die Stad sal geen belasting hef opdie eerste waarde tot en met R200 000 van die markwaarde soos op diewaardasielys nie.)

1.2 Industriële/kommersiële eiendomme – wat alle onontwikkelde grond insluit –R0,011800.

1.7 Spesiale kortings sal vir bepaalde eiendomskategorieë oorweeg word, mitsdaar voor 31 Augustus 2013 aansoek gedoen word soos per bylae 5 van diebegrotingsdokument.

• Omskrywing van gastehuise en bed-en-ontbyt-ondernemings.• Wysiging van ‘senior burger’-maatstawwe vir trusts.• Aanspreeklikheid vir eiendomsbelasting indien munisipale eiendomme

gekoop word.• Kwalifiseringskriteria vir deernistoelae op grond van bruto maandelikse

huishoudelike inkomste is verhoog van R3 000 tot R3 500.• Korting op eiendomsbelasting vir bruto maandelikse huishoudelike inkomste

• Geen aansoek om korting vir ’n senior burger sal oorweeg word indiensodanige persoon nog as ’n deernisgeval op die Stad se rekeningstelselverskyn nie.

• Die drumpel vir die bruto maandelikse huishoudelike inkomste vir seniorburgers en gestremde persone is van R10 500 tot R12 000 verhoog.

2. VERBRUIKSTARIEWE EN -HEFFINGSBTW teen 14% word by die volgende dienste bygevoeg: water, sanitasie,elektrisiteit en vaste-afvalbestuur.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, saldít die tarief wees wat geld. Dit kan egter later na gelang van verdere vereistebeperkings hersien word.

2.1.1 Volledig huishoudelik – water wat hoofsaaklik vir huishoudelike doeleindesgebruik en aan enkelresidensiële eiendomme voorsien word.

2.1.6 Huishoudelike groep – woonstelle met massameters, trosontwikkelingswat enkel- en deeltiteleenhede insluit, sowel as raadseiendom. ’n Gratistoewysing van 6 kℓ per eenheid per maand by voorlegging en aanvaardingvan ’n beëdigde verklaring oor aantal eenhede – sien bylae 7 bybegrotingsdokument.

Slegs vir massavoorsiening aan ander munisipaliteite en vir kosteverhalingvan die departement waternetwerke van die Stad Kaapstad: R3,42 (R3,90met BTW) per kℓ

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur kwesbare groepe.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om’n gratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’nBeëdigde verklaring sal vereis word, en die aansoek sal op grond van diepersentasie van die hoofgebruik ondersoek en oorweeg word.

2.1.14 Bestaande skuilings vir haweloses – geakkrediteerde skuilings wat bydie Stad Kaapstad geregistreer is. Bygewerk om die verbruikstariewe virouetehuise (buiten dié wat as huishoudelike groepe geklassifiseer is)sowel as tehuise vir die gesondheid van diegene met fisiese of geestelikegestremdhede in te sluit.

Hoogtepunte

• Deernistoelae word verhoog van R53,27 tot R67,42 (d.w.s. R40,36 water +R27,06 sanitasie).

• 10,5 kℓ gratis water per maand vir eiendomme met ’n waardasie van totR300 000.

• 6 kℓ gratis water per maand vir alle inwoners.• Die persentasie stygings in blok 2 van die volledig huishoudelike

kategorie oorskry die standaardstyging weens die verlaging in diesubsidievlak in hierdie blok, wat op sy beurt deur verbruikspatrone en diewatervraagstrategie genoodsaak word.

• Die volgende fase om die aantal blokke in die huishoudelike groepskategorieuit te brei ten einde dit verder met die volledig huishoudelike kategorie teversoen, soos wat kliënte gedurende die oorlegplegingsproses vir 2012/13versoek het, het ’n aanvang geneem.

• Veranderinge in diverse tariewe en prosedures, met inbegrip van stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane), industriëleafvalwater en brandkrane, word in bylae 4 by die begrotingsdokumentuiteengesit.

2.2. SANITASIE

Throughprayer and excellent medicalassistance from the emergencyteam, dad recovered so wellthat he could transfer to Ward4B just three days later. He hasremained in 4B for rehabilita-tion and continues to receivethe best quality treatment.I will forever be grateful to

all the staff, especially DrJoubert at the emergencydepartment and Sister Mazengeat Ward 4B. I would love toname everyone that wasinvolved with my dad’s carebut I remember their names.

house where they found mydaughter and held a gun to herhead too. They then proceededto ransack our house continual-ly threatening death and injuryto keep us co-operating. We aregrateful that we escaped withour lives and no physicalinjuries.The loss of possessions is

meaningless as we continue totry and cope with the mentalscars. In the days after theincident, the SAPS dropped byregularly to update us on theinvestigation and check on ourwelfare.In these times, the SAPS is

day.Over 2 000 young footballers braved the icy

conditions in the hopes of securing their placein the finals of the 10th annual Engen Knock-out Challenge.People’s Post is the event’s printmedia sponsor.

The first play-off round of the tournamentsaw over 100 teams battle it out in almost 60matches, but the teams will still have toprogress through several more qualificationrounds to join tournament hosts Santos FC, de-fending champions Ajax Cape Town and Pre-mier Soccer League side Chippa United at thefinals in August.

With prize money of R10 000, tons of otherprizes and the bragging rights up for grabs, thecompetition should be tough.

Ajax will be looking to make it three-out-of-three this year, and five titles in total, after de-throning then champions ASD Academy inthe 2011 final and holding on to their crownwith a victory over Santos in 2012.

While Old Mutual, Hellenic and Vasco daGama will be hoping to take it one step furtherand win the tournament this time around, af-ter finishing in third, fourth and fifth placesrespectively last year.
