International certification services in welding, inspection and NDT

TWI Certification Ltd (TWI CL) is a TWI Group company formed in 1993 to exemplify the independence and impartiality required to deliver certification in accordance with International standards. TWI CL provides client confidence and industry compliance on a worldwide scale.

TWI CL establishes and implements certification schemes, approves training courses and authorises examination bodies and assessors. These activities are all in accordance with strict criteria established by the Certification Management Board which is made up of representatives from industry and other relevant stakeholders.

TWI CL continued to grow in 2011 and saw the appointment of a Compliance Verification Engineer and an Administration Apprentice to assist with the increasing work load.

International AccreditationThe 2011 re-assessment by UKAS reaffirmed the competence of TWI CL in delivering personnel certification in accordance with ISO/IEC 17024 and manufacturer certification in accordance with EN 45011/ISO/IEC Guide 65. TWICL notification as a Recognised Third Party Organisation under the Pressure Equipment Directive (PED) was also renewed.

Ian Hogarth Compliance Verification Engineer

Ian has over 37 years’ experience in welding and construction. He started his working career as an apprentice

welder and after gaining an Advanced City & Guilds in Welding Inspection and Quality Control, CSWIP and BGAS Welding Inspection, and other CSWIP qualifications, he also studied for an ONC in Welding Engineering. He worked as a Welding Engineer in the UK and overseas and also completed an HNC in Welding Engineering.

Ian joined TWI about 10 years ago working in Training & Examination Services, initially as a Welding Inspector Lecturer then Programme Manager and finally Operations Manager of the Group. In January 2011 he joined TWI Certification Ltd as the Compliance Verification Engineer

He is an Approved CSWIP Examiner and Lead Assessor for ISO 3834 and EN 1090, European Engineer, Chartered Engineer and Fellow of The Welding Institute.

Daniel Moss Administration Apprentice

Daniel completed his A levels at Mildenhall College of Technology where, as a Senior Prefect and Peer

Mentor, he was seen as an influential member of the year group. He applied for the Apprentice Administrator position with TWI Certification Ltd through the National Apprenticeship Service website and impressed everyone with his enthusiasm and professionalism.

He is currently studying for an NVQ Level 2 in Business and Administration and hopes to continue on to a Level 3.

Certification Scheme for Personnel (CSWIP)

Compliance through Competence

• An internationally recognised mark of competence for people engaged in a wide range of critical engineering occupations.

• Successful track record spanning over 40 years.

• Accredited scheme: the UK government has accredited CSWIP for personnel certification in accordance with ISO/IEC 17024

through the United Kingdom Accreditation Service (UKAS).

In conjunction with the Association for Welding Distribution the CSWIP Welding Technical Representative scheme was reinstated.

The CSWIP website has been widely used for the verification of both CSWIP and BGAS qualifications. Online verification is a crucial tool for employers and contractors to ensure that competent personnel are engaged in critical work. This is available for all certification categories (except employer-specific) and includes a photograph of the candidate.2011 was a record year with over 8200 new CSWIP certificates issued and over 1200 CSWIP certificates renewed.

TWI Certification Ltd is authorised by the UK Department for Business, Innovation and Skills and UKAS as a Recognised Third Party Organisation for the approval of welders, welding procedures and NDT personnel as required by the Pressure Equipment Directive (97/23/EC) (UK Pressure Equipment Regulations (1999)).

TWI Certification Ltd is the Authorised National Body for both the International Authorisation Board of the International Institute of Welding (IAB/IIW) and the European Federation for Welding, Joining & Cutting (EWF) for the award of the following qualifications:

The Diplomas are life-long qualifications whereas the Personnel Certification Scheme confirms practical application of knowledge to a specified scope of work on a renewable basis.

The revised IAB guideline for the IIW diplomas IWE, IWT, IWS and IWP was approved, introducing UK-led changes to general access conditions that incorporated the principles of progression and recognition of experiential learning, introduction of international benchmarks to enable equivalence of national access condition proposals to be more readily established,

and updating of syllabus content and expected learning outcomes. Chris Eady, Chief Executive of TWI CL was elected to the IIW Board of Directors as Vice President, to the EWF Board of Directors and to the International Authorisation Board as the European Representative.

Company Certification

Welding Fabricator Certification Scheme

This scheme is designed to assess and certify compliance with ISO 3834 ‘Quality requirements for fusion welding of metallic materials’. The scheme is accredited by UKAS in accordance with EN 45011, and also satisfies IIW/EWF criteria. TWI Certification Ltd is the Authorised National Body for Company Certification (ANBCC) for the IIW/EWF ISO 3834 Manufacturer Certification Scheme.

Independent certification to EN ISO 3834 benefits manufacturers by providing an authoritative third party statement of competence.

The benefits for certificated companies are:• Clear, high profile

independent verification of compliance with EN ISO 3834.

• Independent confirmation of competence for its welding and fabricating capabilities and staff in a defined scope of activity.

• Welding quality management and fabrication capability assessments carried out by specialist assessors.

The ISO 3834 scheme was again a key area of growth for TWI Certification Ltd during 2011 with 26 companies certified and a further six going through the application process.

Certification of Welding for Railway Vehicles and Components

In order to support UK industry, TWI Certification Ltd (TWICL) became the UK Manufacturer Certification Body in accordance with BS EN 15085, Railway applications - welding of railway vehicles and components. Building on the experience

gained in delivering the EN ISO 3834 scheme and utilising highly competent assessors, the CWRVC provides certification that satisfies international multi-lateral recognition agreements.

The Certification Scheme for Welding of Railway Vehicles and Components is accredited by the United Kingdom Accreditation Service (UKAS) on behalf of the Office of Rail Regulation (ORR), the independent safety regulator for Britain’s railways. This company certification scheme provides:• Independent and impartial

confirmation of competence for your welding and fabricating capabilities and staff.

• Welding quality management and fabrication capability assessments carried out by specialist assessors registered by TWI Certification Ltd.

• Increased national and international business potential through demonstrated compliance with internationally recognised welding quality requirements.

National Welder Training Standard (NWTS)

NWTS is the only National Occupational Standard that is harmonised with the EWF

European (EW) and IIW International Welder (IW) diplomas.

NWTS leads to Vocationally Related Qualification (VRQ) at Level 1, 2 and 3 from EMTA Awards Ltd (EAL) and a Licence to Practice from TWI Certification Ltd based on industry-recognised welder qualification standards.

As the welding pathway in an engineering apprenticeship, NWTS meets all UK Government expectations for industry relevance, progression and recognition.
