Balangiga bounces backBalangigas recovery.These groups have visitedthe town even before the ty-phoon came, De Lira explained.
As soon as the superty-phoons onslaught landed thenews, the US-based organiza-tions coordinated efforts to pro-
vide assistance for Balangiga,which was among the hardesthit towns in central Philippines.
Ten days after Yolanda, rice,clothes and water purifiers weresent to Balangiga by thesegroups, De Lira related.
Peregrine also funded theimmediate reconstruction ofseveral public infrastructures.
In just around three months,the group was able to restorethe town hall, which nowshowed no signs of being lev-eled down by Yolanda.
The mayor said his townsrecovery came much faster thanthe nearby towns because of theBalangiga Massacre. The inci-
dent, he said, created a strongbond between them and the
Americans.He also said he did not solely
rely on the support of the na-tional government, citing the in-tricacies of collecting fundsfrom the national coffers nowthat the administration has im-plemented stricter guidelinesfor disbursement as a way toprevent possible corruption.
De Lira also told INQUIRERLI-
BREthat when the national gov-ernment terminated the imple-mentation of the Disbursement
Acceleration Program (DAP) fol-lowing questions on its constitu-tionality last year, they found it
even harder to receive fundingfrom the national government.In July, the Supreme Court
declared several provisions ofthe DAP unconstitutional.
De Lira said internationalgroups have been quick to pro-
vide assistance to the town alsobecause they have seen thefruits of their earlier funding.
De Lira cited his corporatebackground as the key in initiat-ing action in the local govern-ment, and delivering the resultsexpected by the non-govern-ment organizations.
Before his foray into publicservice, De Lira worked forZuellig Pharmas warehouse inTacloban City in the nearbyprovince of Leyte.
But aside from imbibing anon-conventional approach togovernance, De Liras stint withZuellig Pharma also helped himprovide basic services to histownspeople.

ARAY of hope glimmers on the Eastern Samar
skies at the town of Balangiga after over acentury has passed since the United States
military took the bells from the belfry of the townschurch as part of its retaliation from an earlier attackstaged by the Samareos against the foreign forces.
To commemorate theBalangiga Massacres 113th an-niversary on Sept. 28, the townsMayor Viscuso De Lira shared
with INQUIRERLIBREpositive newsrelated to efforts in retrieving thebells, which are now displayed ina military base in Wyoming.
The Peregrine [Develop-ment International] is workingon it and they relayed positiveprogress, De Lira said.
He said negotiations involv-ing the bells retrieval are notpassing through any governmentinstitutions, which made it easi-er for the US-based Peregrine toachieve positive results. He alsoadded that US soldiers are alsoinvolved in the talks, and havegiven favorable feedback.
A church group is also work-ing for the retrieval, De Liraadded.
Through backdoor channels,we were able to gain ground,De Lira confessed, saying hehopes to see the bells back inBalangiga before the end of histhird term in 2016.
Based on historical accounts
of the Philippine-American War,dozens of American soldiersperished in an attack by bolo-
wielding Samareos on Sept.28, 1901, just as the locals werebeing summoned for hard labor.
The American soldiers whosurvived retreated to the townof Basey where they gathered aretaliation force that struck the
next day, and wreaked havoc onthe town and its residents. Thechurch bells were taken, too.
We are not celebrating thevictory [of the Sept. 28 attack],but commemorating the eventfor the younger generation, ex-plained De Lira.
De Lira cited this bit of histo-ry as badge of courage for histown. A superpower like theUS suffered one of its worst de-feats in this town, he said.
He also noted that becauseof the incident, Americans wereable to establish a deep connec-tion with Balangiga. This, De Li-ra noted, made it faster for thetown to receive assistance fromthe US after SupertyphoonYolanda hit the town inNovember of last year.
Peregrines efforts forBalangiga do not only revolvearound the retrieval of churchbells. The US-based group alsoprovided funds for the towns
recovery efforts.Several other US-based orga-
nizations, which De Lira sur-mised have established a con-nection with the town, also pro-
vided additional assistance for
He was able to includeBalangiga in Zuellig FamilyFoundations (ZFF) recovery as-sistance program which aimedto address the rise in maternalmortality rate (MMR) and in-fant mortality rate) in 12 Yolan-da-hit towns in two provinces.I saw the initial list and Ididnt see Balangiga, De Lirarecounted. So I asked [ZFF] toinclude us, too.
Through funding from theUnited States Philippines Soci-ety (USPS), ZFF provided mon-etary incentives to pregnantmothers every time they under-
went a prenatal checkup. If theychose to give birth to a local
health facility, they were givenadditional subsidy, plus a kiteach for the mother and thenew-born child.
The program ran from Febru-ary to July.
The local ZFF coordinatornoted that no incidences of ma-ternal and infant mortality werereported in Balangiga duringthe implementation of its pro-gram and even up to the latestrecords in September.
