THE TIMES OF LEAGUEA Harmony of Hearts Monthly

On 5 June 2011, on the 116th Birth Anniversary of the founder of theIUML Qaid-e-Millath Muhammed Ismail Sahib we witnessed the leadersfrom the ruling, ruled and would be ruling parties paid their homage atthe mazhar of Qaid-e-Millath at Wallaja Big Mosque, Chennai.

Muslim League leaders, ulemas, personalities from all walks of lifevisited his mazhar, performed ziyarath and prayed for the founder of theIUML, Qaid-e-Millath Ismail Sahib.

Though it is a novel practice among the muslims, this practice has beenaccepted and adopted and has assumed political importance among thepeople of Tamil Nadu. The credit of this practice goes to Dr.Kalaingerwhose love for Qaid-e-Millath is well known. Since 1973 paying homageat Qaid-e-Milleth mazhar has been practised by Dr.Kalainger.

This practice was observed on 5 June, 2011. The Tamil Nadu Chief Minister Selvi Jayalalitha visited his mazhar, spread chaddar and paid

oral tribute to him on behalf of the State Government. It was duringthe AIADMK Rule the then Chief Minister M.G.R. Declared the Quaid-e-millath birth anniversary as a state event. Further the credit of foundingQuaid-e-millath memorial goes to the present CM Jayalalitha duringwhos rejime the memorial was declared open. The Central Governmentalso did not lag behind in honouring its patriotic and noble son of thesoil Quaid-e-millath. It released a commorative stamp on his birthanniversary in recognition of his service to the nation and its people. The former Dy.Chief Minister M.K.Stalin paid homage on behalf of theD.M.K.party.

Since IUML is one of the partners in the D.M.K.led alliance its leadersand workers joined with DMK and prayed for him at his mazhar.

The word Qaid-e-Millath has occupied a prominent place in the historyof Tamil Nadu. As the popular titles like Periyar, Anna, Purathi Thalaivar,Kalzainger, Karma Veerar, Mudaringer, Muttamil Kavalar and TamilThendral point to to their possessor the title Qaid-e-Milleth points to thefounder of the IUML Muhammad Ismail Sahib.

Qaid-e-Millath is always remembered by the people for his honesty, dignity, and duty. His strong argument for the cause of Tamil languageas the lingua franca of the Nation in the Constituent Assembly earnedhim the love and affection of the people of Tamil Nadu. He was afreedom ghter and he also fought for the cause of communal amity, social justice and national integration. In spite of heavy odds after thepartition he founded The IUML . He relentlessly fought for the cause of sharia and strived to establish and protect the separate religious andcultural identity of Muslims.

No doubt the path he has laid down is based on democracy, social justice , peace and communal amity and it is accepted by one and all asthe right and honest path.

As the late leader Shirajul Millath Abdul Samad stated that Qaid-e-Millath led the community on the stony and thorny political path smoothlyand harmlessly. He did not ride on the shoulder of the community but hedid guide the community rightly, wisely and effectively.

On his Birth Anniversary we should not stop just remembering himbut we should strive to implement the ideals for which he dedicated hislife.

He serves as a light house for the service of nation. He is a mirrorof patriotism and a beacon of light for social service. He shines in theIndian politics as a castle of crystal with spiritual illumination.

The message of honesty should blow every where in the society, inthe nation and should be the talk of every one. We need the blessingsof good, pious and spiritual people and for this purpose the MuslimLeaguers assembled on 5 June 2011 in the premises of Wallajah NawabBig Mosque, Chennai.

Minister indicated that the UDFgovernment was preparing fora major shift in industrial development priorities, with emphasison employment generation ratherthan promoting manufacturing

industries. Basic structure of thispolicy had been laid out in the UDFmanifesto and the governmentproposed to carry this conceptforward. Development will focuson setting up environment-friendlyindustries that are suitable for theState, he said.

With regard to State-ownedpublic sector undertakings, hesaid the emphasis would no morebe on privatisation. The PSUswould be strengthened with theoverall social objectives in mind.He did not propose to bring out aWhite Paper at this point of time

Thiruvananthapuram, Jun 14- Sharply reacting to former Chief

Minister V.S.Achuthanandansallegation that he was beingvictimised by the new government,Kerala Industry Minister and IUMLLeader P K Kunhalikutty said,

While hunting, the hunter doesnot know the pain suffered by theprey; The hunter will know the painonly when the arrow hits him.

Kunhalikutty denied the allegation and said he was not aware of any such action by the then newgovernment against the formerchief minister.

I was hunted, especially inthe last one year of the previousLeft government, by then chief minister V.S. Achuthanandanwhose only aim was to trap me asan accused in a case and despitehis best efforts which continuedeven after the last assembly polls,he failed to do so. And it was thisclandestine operation which ledto voters reaction in favour of us and we came out successful, said Kunhalikutty while addressing

a Meet-the-Press Programme, organised by the Press Club here.

The hunter will know the pain only whenthe arrow hits him : Kunhalikutty

but would conduct a review of thefunctioning of the PSUs under the

auspices of the Reconstructionand Internal Audit Board underthe Industry Department. Hesaid there would be a generalpolicy related to concessions andsubsidies available to prospectiveinvestments in the industrialsector.

The focus of the IT sector wouldbe on industry promotion ande-governance.

The State had lost a majoropportunity in the last ve yearssitting on projects like Smart Cityby Previous LDF Government. When asked whether theagreement signed by the previousLDF government in their last dayswith the Smart City promoterswould be reviewed, he said thegovernment would like to hear thecurrent position of the promotersat a meeting proposed on June23.

Kunhalikutty, who holds theUrban Development portfolio, identi ed solid waste management

as a major challenge. He wouldrather give more responsibilities to

local bodies in relation to proposingindustries, with the government

giving the guidelines. This wouldensure local-level participation inthe development process and helpthe State avoid those proposalsthat were unsuitable.

When asked wheather thee-governance initiatives of the LDFgovernment would be reviewed,Kunhalikutty admitted thate-governance proposals had runinto several problems. For example, the Information TechnologyMission, which had been run withbare minimum employees, was nowoverstaffed, while the functioningof Technopark had gone out of thehands of the State government.

Referring to cases in whichprospective apartment ownerswere cheated by builders, Kunhalikutty said that the governmentwould hence forth verify the statusof the builders prior to issuingsanction.

In response to a questionon whether the IUML wouldhave a fth slot in the Cabinet,

Kunhalikutty expres sed con dencethat the issue would be amicablysettled through discussions.

Criticism may harm and warm.It may affect or reform and people

may disregard or analyze it.If criticism emanates notfrom an individual but from acommunity magazine and if criticism is not made againstan individual but against thecommunity leadership it deservesto be analyzed.

I do not intend to answer tothe unwanted , unhealthy anduncivilized criticism. Such criticismdoes not deserve our attentionnor our comments.

    Criticism by Muslim magazine

Samanilai samudayamHowever we can not ignore

the criticism published by thestandard magazine. The magazineenjoys quality writings and quality

readers. I intend to analyze thecriticism made on the IUML and itsleader Prof:K.M.Khader Mohideen.I spent 40 years in IUML out of 55years of life.

I have been serving in the partyHead Quarters and serve as theparty propaganda secretary.Ialso serve as the News Editor of the community daily Manichudar.

Above all I remain as a critic frommy school days.I do not hesitateto state what is right and what iswrong.

I therefore solicit all those whocriticized the party leadership and

all those who read such criticismto read my analysis with patienceand ponder over it.

    The strength and Weaknessesof IUML

The weakness of the party is thatit has not publicized its achievements and has not advertisedthem in the media.

The main allegation beingthat the party does not deal withmuslim problems and it has nobasic programme for the same. But this allegation is against thetruth.

All problems brought to thenotice of the party were attended

to promptly. But the party didnot bring out wall posters toblow its own trumpet. The otherallegation being that the partyhas no functional programmeto attract the youth. After thedemolition of Babri Mosque atremendous change took place infree India. People exploited theemotion of the muslim youth fortheir self aggrandizement, oatedorganizations, collected funds andamazed wealth.

    Emotionally incited youth lost

their prime youth, they weredriven to jails and their familieswere destroyed.

who doesnt even quality asa third rate historian. Batraheads the Vidya Bharati ShikshaSansthan, a well known RSSfront with a foul reputation. Hisvillains are Macaulay, Marx andMadrasas, whom he, incredibly.Lumps together! Rajput personallydistributes and approvingly quotes

this saffron tract as a fount of wisdom. It carries three of hisown articles! Hindutva is absessedwith obliterating one central truthabout Indian culture and civilizationfor 2000 years its plural, mult-ethnic, multi-religious character.

As Professor Amartya Sen says: it is futile to try to understandIndian art, literature, music, food or politics without seeingthe extensive interactions acrossbarriers of religious communities. These include Hindus and

Muslims, Buddhists, Jains, Sikhs,Parsee, Christians and evenatheists and agnostics. Sanskrithas a larger atheistic literaturethan exists in any other classicaland the Vajpayee government, simply cannot stomach this. Theirmortal fear of facts is rooted inignorance, hatred(of other) anda deep inferiority complete aboutIndianness itself. This complexdemands that everything inIndias past must be presentedas a continuous Golden Age onlyinterrupted by external or melchcha

aggression. This dogma runscounter to facts. Ancient Indiaundoubtedly had many remarkableaccomplishments: in literature, linguistics, dance, dramaturgy, mathematics (although not

vedic Mathematics), astronomy, architecture and sculpture. Butmany other civilizations Chinese,

Arab, Persian, Greek, Roman etc.also had great achievements.

But there were very ugly thingsto: casteism, Dalit oppression, entrenched social inequalitiesand hierarchies, extremegender discriminations, rampantsuperstition and deprivation anddisease widespread these. Again,India received a great deal fromthe world. From the Arabs, it

learned administrative systems, land and revenue management, music, architecture, chemistry, medicine, even couture. Similarly,it gave a great deal to the rest of

    Asia, and Europe.Sanctifying Superstitions

There is much in Indias pastthat we should be proud of from

Ajanta to Khajuraho, Konark tothe Taj Mahal, Srawana Belagolato Qutb Minar, from the Cochinsynagogue to Armenian or Syrian

Churches. But there are thingsthat we ought to be ashamed of too; sati, oppressive priesthood, widespread illiteracy, tyrannicalvillage life, religious strife Historymust confront truth, not suppressit.

If the educational seems to begiving up its scienti c orientation(and the impression so of coursewell-founded). The reason is thetotal reversal of educational policyfrom investing in the future tospeculating in the present. This

vicious shift has to do with thepower politics that has short theextreme right into the centre of Indian politics. Now educationis being led backwards into thepast rather than forwards intothe future. Our of cial educationsystem is sanctifying superstitions. The University Grants Commissionchairman Hari Gautam, handpickedby Minister Murali Manohar Joshi, has already introduced Vedic

    Astrology in may universities.

Soon they will start awardingdegrees in karmakand (life-cycle ritual) and astrology. It isan insult to any religion if todaysuperstition is being promoted inits name. Astrology is no science. It has failed over three thousandyears to standardize itself. Itsnumerous schools dont even

agree on the relevant planets ortheir number. For instances, Rahuand Ketu dont exist in nature.Neither the Sun nor the Moon is a

planet. Astrology East and Westwas developed before planetsUranus, Neptune and Pluto werediscovered. Astrologers agree onno standard reference: none of the three Vedanga Jyotishas orthe 18 Siddhaantas. Astronomicalknowledge is individual practitioner-speci c and non-repeatable. Eachastrologer follows a closed system.

No two systems interact. One of the strongest ever refutationsof astrology was provided by alarge number of scientists andastrologers participating in a1985 US experiment reported inthe prestigious journal Nature. The experiment involved in 116subjects with irrefutable recordsof their time of birth. Twentyeight participating astrologersnominated by a representativeprofessional organisaton preparedtheir horoscopes. They were asked

to pick out each subjects correctpersonality pro led from a choice of three. These were all based on 18attributes pro led in the standardCalifornia Personality InventoryTest. The astrologers claimswould be taken seriously only if they correctly matched horoscopeswith traits in a statistical probabilitymuch higher than (the random)33 percent. In the experiment, they failed to raise above thatlevel. The DPEP was a good idea

presented and implemented in abad way and shouted down beforeit could get a fair trail. Its basicstudent-centred approach militateagainst the traditional orientationof the teachers, parents andgovernment. Besides, it wasseen to be part of a foreign-aidedscheme. It got very bad publicity

and the government was not ableto sell the idea by convincing thepeople. It was also defeated bythe fact that only minuscule part of the teaching community was givenproper training and motivationto implement it. The generalfailure of our educational systemalso created anxiety among theparents and they were not willingto risk the future of their childrenin a programme that was beingexecuted by an insincere politicalleadership and incompetent

educational structure. Although theimplementation left many thingsto be desired, the concept of child

centred education was basicallyvery sound. Instead of discardingthe whole thing it would have beenbetter to preserve its concept andimprove its implementation, withdue consideration given to parentsconcerns.

    Education free from politics

A better educational systemis possible only when it gets

liberated from political interests. But unfortunately education isgetting more and more politicized.Centralized educational systemshould go, leaving space fordiversi cation and decentralization.

And jobs should be de-linkedfrom university degrees, so thatemployers who wish to test jobseekers do not depend on thehighly unreliable universities. Jobsshould be earned by candidateswho pass the respective test.

A majority of Pakistanis favourthe government taking steps forthe Islamisation of society andalmost a third of them believe theprocess should be completed inone go, according to new survey.

A total of 67 per cent replied inthe af rmative when they wereasked during the survey carriedout by Gallup Pakistan whether

the government should take stepsto Islamise the society.

Only 13 per cent said theybelieved there is no need for

Majority in Pakistan for Islamization : Poll Islamisation while 20 per centgave no response.

Forty eight per cent of respondents said steps to Islamisethe society should be taken oneby one while 31 per cent saidthe steps should be taken atonce. Twenty one per cent gaveno response to a question on the

process of Islamisation. The study was carried out by

Gallup Pakistan, the af liate of Gallup International.

The survey was carried outamong a sample of 2,738 men andwomen in rural and urban areasof all four provinces of Pakistanduring January.

Rights activists and civil societygroups have expressed concernover the perceived growth of in uence of Islamist and radical

groups in recent months. The police guard who

assassinated Punjab governorSalmaan Taseer for opposing thecontroversial blasphemy law in

January was feted by Islamistgroups as a hero and hundreds of lawyers offered to represent himfor free.

Former federal minister SherryRehman virtually stopped makingpublic appearances after beingthreatened by hardliners for hercall for changes in the blasphemylaw.

Qaid-e Mille th Mohamed Ismail Sahib

    K . T.K ize r Mo h a m e d

    Thou givest power

To whom thou pleastest And thou strippest off powerFrom whom Thou pleasestThou enduest with honourWhom Thou pleasest

And Thou bringest lowWhom Thou pleasestIn Thy hand is all good

Verily over all thingsThou hast power (Quran 3-26)

This glorious passage of Quran has full of meaning both obvious

and mystic. What is the standard by which we may judge good?It is Gods will. Therefore when we submit to Gods will and realIslam illuminates us, we see the highest good. True to this Quranicmessage Qaid-e- Millath submitted himself to the will of God andhis life remained as an illuminating example for the highest good.

Qaid-e Milleth Muhammed Ismail sahib, whose 116th Birth Anniversary was celebrated on 5 June 2011 was revered by oneand all as an embodiment of virtue, honesty, and integrity. His lovefor the nation and community was boundless and he served as abeacon of light to his followers.

In the present modern world the hydra of corruption has spreadits tentacles in all walks of public life, and it has engulfed andswallowed many so called mighty leaders of the modern world. Not only ancient empires like the Egypt, Greek, Roman and Persiawere destroyed due to corruption but many modern regimes wererouted because of the corrupt practices by their rulers.

The World Bank de nes corruption as the use of public of cefor private gain. The late Rajiv Gandhi once observed that out of every rupee meant for the anti-poverty programme only 15 paisereached the bene ceries.

Corruption has become part and parcel of Indian politics. Thereare more than 550 political parties in India. Almost all politicalparties have one common ideology Hunt for Power. Indianpolitical parties are personality centered rather than ideologycentered. Party leaders are being surrounded and guided by the

Hippocrates, idiots, egoists, perverts, crooks and scoundrels. Forwant of good counsel such leaders often humble and tumble inpolitics and ultimately fall in political deception. All their action isdictated by egoism and love for their kith and kin.

In the corruption infested Indian politics, Qaid-e-Millath lived apuritanical life and he taught and practiced the value of virtues inpolitics. He did not favor hero worship nor did he indulge in thedevelopment of personality cult . As a humble muslim he alwayspreached and practised the teachings of Prophet Muhammed(Sal). Qaid-e-Milleth was gentle, humble, honest, modest and neverallowed anyone to block the light of reason. He proved that WillPower is more stronger and valuable than Will to Power. Everyhonest citizen of this country is longing to see a corruption freeIndia. Is it possible? Of course, if politicians in our country willbecome Qaid-e-Millath Muhammed Ismail Sahib.

Urdu is the mother of Hindi

New Delhi: Jamia Millia Islamias dept of Hindi organized Devdas GandhiMemorial lecture on 21 Dec.2010. Speaking on this occasion, Rajendra

Yadav, noted Hindi author and editor of Hans, said that normally Urduis called younger sister of Hindi, but the fact is otherwise as Urdu Is theMother of Hindi,or at least elder sister of Hindi. He said that if we studythe earliest literary works of Hindi, these can be called neither Urdunor Hindi. In support of this he talked about the works of Insha AllahKhan Insha,Mullah Wajhi and Wali Dakkhini. He said that it would notbe wrong to say that Urdu and Hindi are one and same language, withthe difference that Hindi to a large extent has been in uenced by localdialects whereas Urduwalas avoided this, adding that the history of Urduliterature is four or ve centuries old .

Speaking about the talk of change of Hindi script, he said that because

of SMS, Hindi and Urdu today are being written on a large scale in Ro-man script, instead of Devnagri and Persian scripts. He said that be-cause of modern techniques their exists the possibility of a great changein matters of script. He said that cinemas role has been very powerful inthe propagation and popularization of Hindi.

He said one of the characteristics of West has been that there is notradition of discouraging different ideologies and theories. Rather effortis made to encourage them but this is not the case in India.Whetherit is science, literature or any other eld of knowledge,we are alwaysindebted to West and that is why we have a very small number of origi-nal theorists, ideologues and thinkers and more of copycats because of which almost our entire Indian literature is a copy of the West. He saidthat Urdu and Hindi literatures should give up this habit of copying thewest and only then the survival of any language can be guaranteed.

Devdas Gandhi was the rst Hindi teacher of Jamia Milia Islamia whowas sent by Gandhiji to teach Hindi at the Jamia and hence the signi -cance of this lecture in his memory.

Death penalty for fakeencounter cops :SC

In a stern message to policemen specializing in encounters or involvedin fake encounters the Supreme Court has said on 14 May that policemenwho do so are cold blooded murders and deserve only one punishment

    KALEIDOSCOPE

that is the death penalty . A bench comprising of justices MarkandeyKatju and Gyan Sudha Mishra said that if any case of fake encounter is

proved against policemen in a trial then they must be subjected to thedeath sentence while treating it as the rarest of rare cases. The benchsaid, The encounter philosophy is a criminal philosophy, and all policemen must know this. Trigger happy policemen who think they can killpeople in the name of encounter and get away with it should know thatthe gallows await them. The bench also observed that fake encountersare brutal murder by those who are supposed to uphold the law. Crimecommitted by an ordinary man deserves ordinary punishment but if it iscommitted by policemen then a stringent punishment should be givenbecause their act can be said to be in contravention of their responsibili-ty and duty. If a policeman is given an illegal order by any superior to doa fake encounter, it is his duty to refuse to carry out such an illegal orderotherwise he will be charged for murder and if found guilty sentenced todeath. The supreme court made this observation while rejecting the bailplea of Mumbai policemen involved in the fake encounter at nana nanipark which involved Pradeep Sharma, encounter specialist and others.Suryawanshi,Kadam and about a dozen policemen had kidnapped a realestate operator Ramnaryan Gupta on 11 November 2006 and shot himdead in an encounter.

    What Price Freedom?Early years

Maruthanayagam (or Mathuranayagam ) alias Yusuf Khan was borncirca 1725 in the village of Panaiyur, in Rammnad country in a Hindu [1]farming family of the Pillai Vellala caste. Being too restless in his youth,he left his native village, and converted to Islam.[2][3] To make a living,he served as a domestic hand at the residence of the French GovernorMonsr Jacques Law in Pondicherry. It was here he befriended anotherFrench, Marchand (a subordinate of Jacques Law), who later becamecaptain of the French force under Yusuf Khan in Madurai. Whether Yusuf Khan was dismissed from this job or left on his own is unclear now. Heleft Pondicherry, for Tanjore and joined the Tanjorean army as a sepoy(foot soldier).

Education & early career Around this time, an English Captain named Brunton educated Yusuf

Khan, making him a learned man well-versed in several languages. FromTanjore he moved to Nellore (in present day Andhra Pradesh), to try hishand as a native physician under Mohammed Kamal, in addition to hiscareer in the army. He moved up the ranks as Thandalgar (tax collector),Havildar and nally as a Subedar and that is how he is referred to inthe English records (Nellore Subedar or just Nellore). He later enlistedunder Chanda Sahib who was then the Nawab of Arcot. While stayingin Arcot he fell in love with a Portuguese Christian (a loose term for aperson of mixed Indo-European descent) girl named Maasa (?Marsha

    /?Marcia), and married her.

    Carnatic wars

In 1 751, there was an ongoing scuf e between Muhammed Ali KhanWallajah, (who was the son of the previous Nawab of Arcot AnwaruddinMuhammed Khan hence the rightful claimant) and Chanda Sahib hisrelative and a pretender, for the throne of Arcot. The former soughtthe help of British and the latter the French. Chanda Sahib initiallysucceeded and became the Nawab, forcing Muhammed Ali to escape tothe rock-fort in Tiruchirapalli. Chanda Sahib followed and with the helpof the French, besieged Trichy. Muhammed Ali and the English forcesupporting him were in a grim position. Ensign Robert Clive, (who hadearlier joined the East India Company as a writer) with a small English

force of 300 soldiers made a diversionary attack on Arcot to draw awayChanda Sahibs army from Trichy. Chanda Sahib dispatched a 10,000strong force under his son Raza Sahib to retake Arcot. Raza Sahib wasaided by the Nellore Army and Yusuf Khan as a Subedar must havebeen in this force. At Arcot, and later at Kaveripakkam, Chanda Sahibsson was badly defeated by Robert Clive, and it was now Chanda Sahibsturn to escape to Tanjore where he was killed by Mankoji, a Tanjoreangeneral. The English quickly installed Muhammed Ali as the Nawab of

Arcot and most of Chanda Sahibs native forces defected to the English.

    Establishment of military career

Yusuf Khans military career started during the Carnatic Wars. Hebecame a mercenary and fought alongside the French in the siege of

Arcot in 1751. Robert Clive, impressed by the charges Yusuf Khan ledagainst the battlements of Arcot, recruited him and Yusuf Khan puthis Nellore sepoys and cavalry at the disposal of the English.

Under Major Stringer Lawrence, Yusuf Khan was trained in the

European method of warfare and his natural talent in military tactics and

strategy blossomed to its full potential.Over the next decade, as the Company fought the French in the Wars

of the Carnatic, it was Yusuf Khans guerrilla tactics, repeatedly cuttingthe French lines of supply, that did the French in, particularly duringLallys siege of Madras in 1758. Lally was to later describe the role of the Nellore Subedars sepoys in these words: They were like ies, nosooner beat off from one part, they came from another.

By 1760 Yusuf Khan had reached the zenith of his career as the all-conquering military commandant. (A few years earlier he had beengiven the rank of Commandant of Companys sepoys). His greatestsupporter during this period was George Pigot, the English governorin Madras. Yusuf Khan was held in very high esteem even after his

death by the English and in their opinion he was one of the two greatmilitary geniuses India had ever produced; the other being Hyder Ali of Mysore. Yusuf Khan was regarded for his strategy and Hyder Ali for hisspeed. Major General Sir. John Malcolm said of him almost a fty yearslater,Yusuf Khan was by far the bravest and ablest of all the nativesoldiers ever to serve the English in India.

    Control of Madurai

Going back to 1734, when the Madurai Nayak King Vijaya RangaChokkanatha Nayak died in 1731, he was succeeded by his widow,Queen Meenakshi, who acted as Queen-Regent on behalf of a young boyshe had adopted as the heir of her dead husband. She had only ruleda year or two when an insurrection was raised against her by BangaruThirumalai, the father of her adopted son, who pretended to have claimsof his own to the throne of Madurai approached Safdar Ali Khan, the sonof Dost Ali Khan, the Nawab of Arcot with a couple of millions, while thequeen sought Chanda Sahib, Safdar Ali Khans brother-in-law.

At this time the Madurai Nayak ruler was a feudatory to the Mughalemperor inDelhi, whose local representative was the Nawab of Arcot, and an intermediate authority was held by the Nizam of Hyderabad, who was in theory the subordinate of the emperor, but the superiorof the Nawab. The treacherous Chanda Sahib after extracting a hugeamount from the queen humbled Vangaru Tirumala and later murderedhim. After a few years Chanda Sahib breached the agreement with thequeen and assumed control of Madurai, keeping the helpless Queen

Meenakshi under house- arrest in the rock-fort at Trichy. The haplesqueen soon consumed poison. After the death of Chanda sahib in thelast of the Carnatic wars, Madurai kingdom came under Mohammed

Alis (the incumbent Nawab of Arcot) control, who in turn gave the taxcollection rights of the whole Madura kingdom to the British, from whomhe had borrowed huge sums of money.

The polygar system had evolved with the extension of Vijayanagarrule to Tamil Nadu by the Nayaks. It was the brain-child of AryanathaMudaliar (Thalavaai Mudaliar), the celebrated Tamil general and primeminister of Viswanatha Nayak, the rst Nayak ruler of Madurai. Thecountry was divided into provinces or Palayams (pronounced Paalayam). Each palayam usually consisting of a few villages, was placed under

the control of a Palayakkaran (Polygar or Poligar as mentioned in theEnglish records) who was expected to provide in return, an annualtribute and military service to the Madurai ruler. Given their numericalstrength, extensive resources, local in uence and independent attitude, the Polygars came to constitute a powerful force in the political system

of south India. They regarded themselves as independent, sovereignauthorities within their respective Palayams. The early strugglebetween the southern Polygars and the East India Company, althoughessentially a battle over tax collection, had a strong political dimension. The English perceived the polygars as a rival power and treated themas their inveterate enemies, allowing their hostility full expression intheir accounts. The East India Company, eager for revenue, opposedthe manner and scale in which the Polygars collected taxes from the

people. The issue of taxation, more speci cally, who was to collect it, thetraditional rulers or the rapacious new collectors from overseas lay atthe root of the subsequent uprising.

The Polygars from Tirunelveli, Madurai regions and Sivaganga andRamnad, were unwilling to pay taxes (kappam or Kist) to Mohammed

Ali, a weak Nawab, nor ever recognized the British in the guise of taxcollector. In 1755 the Nawab and British having valid reasons to quellthese rebellious Polygars dispatched a huge army to the south underCol. Heron and Arcot Nawabs brother Mahfuz Khan, accompanied by

Yusuf Khan as bodyguard. Mahfuz Khan and Col. Heron burnt severalvillages and razed down several temples, then ransacked and lootedlot of towns, melting several rare statues from Hindu temples. Thisinfuriated Yusuf Khan, who lodged a complaint with the British. LaterCol. Heron was courtmarshalled.

During this time the French under Thomas Arthur Lally surrounded theBritish fort in Madras. Yusuf Khan during the night launched a surpriseattack on the French troops packing them away.

    Sent to Madurai

In 1756, March Yusuf Khan was sent to Madurai to collect taxes andrestore order. But during that time Madurai was under control of oneBarkad thullah of Chanda Sahib days, with the support of Hyder Ali of Mysore. During this time an old Fakir climbed the top of the MaduraiMeenakshi Temple and was preparing to build a dargah for himself, which angered the locals. Barkadthullah justifying the Fakirs attempts

further added fuel to the re. During this time Yusuf Khan arrived withlittle as 400 troops to take control of Madurai, showing his brilliancein defeating Barkadthullahs large army, with Barkadthullah eeing toSivaganga Zamin and the Fakir, got whacked out of the town.

After assuming control of Madurai, the results were small. Disturbancesstill prevailed every where, the Kallars ravaged the country in everydirection, the Hyder Ali, the soldier of fortune, who was in Madura andwas with dif culty beaten off, and no revenue worth mentioning could becollected. The British tried in vain to induce the Nawab of Arcot to recallhis brother, Mahfuz Khan, who was undoubtedly the cause of all thetrouble, and soon afterwards to meet their needs elsewhere; compelledthem to withdraw Muhammad Yusuf. His departure was the signal forwilder anarchy than ever. The companys garrison in Madura could only

just collect, from the country directly under its walls, enough revenue tosupport themselves; on the north the Kallans, and in the south MahfuzKhan had thrown himself into the arms of the principal Polygars and wasbeyond the reach of argument or reason.

    Once again in Madurai

The Company accordingly sent back Muhammad Yusuf to the country, renting both Madurai and Tirunelveli to him for a very moderate sum of

ve lakhs annually. By then the Maduari Meenakshiamman temple was indire straits, with the temple lands occupied and plundered by hoodlums;looting and dacoity rampant in countryside. Yusuf Khan immediatelyrestored the lands back to the Temple, and by the spring of 1759 hebegan by teaching the Kallans a wholesome lesson. Cutting avenuesthrough their woods, he shot them down without mercy as they ed, orexecuted as malefactors any who were taken prisoners. He went on toreduce the rest of the country to order, and soon had sobered by variousmethods all the polygar and made himself extremely powerful. Also he

renovated the tanks, lakes and forts damaged by Hyder Ali, restoring lawand order. By now whatever he did increased revenue to the Nawabsand British coffers.

    Controversial wars with Palayakkars

During this time Yusuf Khan battled with Puli Thevar, (pronounced PooliThevar) a polygar of Nerkattumseval(Original Name was Nelkettaanseval), a small town to the south-west of Madurai. Puli Thevar was rebellingagainst the Nawab and the British. Yusuf Khan(marudhanayagam) quickly

separated Travancore Raja from Puli Thevars group after entering intoan agreement. Also to be remembered is that the Travancore Rajas werelong time feudatories of the Madurai Nayak kings, naturally becoming afeudatory to Delhi.

Yusuf Khan captured several of Puli Thevars forts which were earliertried unsuccessfully by the British. Later in a battle Puli Thevar wascaptured by Yusuf Khan, however Puli Thevar escaped in Sankarankovil(Is believed to be disappeared in Sankarankovil Gomathi Ambal Sanathi)where he was planned to be hanged. Puli Thevar remains a legend in thearea and no further details about him is available.(Puli Thevan is todayrecognized by the Government of Tamil Nadu as a freedom ghter).

Also during this time the Dutch captured the town of Alwartirunagari, towhich Yusuf Khan retaliated and chasing them back to their ships.

Alagumuthu Kon, another rebel leader was also captured at Perunaalli

Forests by Yusuf Khan and mercilessly killed by blowing him from theMouth of cannon. Alaguranmuthu Devar cane to limelight in 1962through a Communist magazineThamarai(Lotus), and in 1995 hisstatue was opened at Egmore, Chennai. These brutal and savage actsinstilled fear among other Polygars, who naturally paci ed before theBritish. He even, had the audacity to make war on the king of Travancorewithout the knowledge or consent of the company.

    Start of the dispute

Reports of Yusuf Khans brilliant victories now lled the Arcot Nawabwith jealousy and alarm that he might depose him. Yusuf Khan by nowinstructed all the traders to render taxes directly to Yusuf Khan, whilethe Arcot Nawab wanted to have taxes routed through him. The BritishGovernor (by now the British were good enough to have one) LordPigot, diplomatically advised Yusuf Khan to do as per Arcot Nawabsorder, also some British traders supported the same citing Yusuf Khan asNawabs employee. To make matters worse the Nawabs brother MahfuzKhan started planning to poison Yusuf Khan, with the whole heartedsupport of the Nawab.

In 1761, and again in 1762, he offered to lease Tinnevelly and Madurafor four years more at seven lakhs per annum. His offer was refused, and whether he was enraged at this, or whether he thought himself powerful enough to defy his masters, he shortly afterwards threw off his allegiance and began to collect troops in an ambition to be the lordof Madurai.

Around this time some British traders reported (or rumored), to theNawab and the Company, on Yusuf Khan as encouraging people with

anti-British sentiments, spending vast sums on his troops.Nawab, in turnwith the British sent Capt. Manson with orders to arrest Yusuf Khan.

Meanwhile Yusuf Khan sent a note to Sivaganga Zamindari remindingthem on their pending Tax arrears.Sivagangas Minister and General cameto meet Yusuf Khan in Madurai, and after not getting their expectedrespect, got a rude warning, citing annexure of certain territories for thefailure of arrears. The enraged Sivaganga Zamindar, immediately ordered

Yusuf Khan to be captured and hanged as like a dog. Meanwhile andRamnad Zamins general Damodar Pillai and Thandavarayan Pillai metthe Arcot Nawab in Trichy, complained on Yusuf Khans plunderings of Sivaganga villages, his cannon manufacturing plant in association with acertain French Marchaud, whom he a befriended earlier, with plans for awar against the Nawabs.

Arcot Nawab and the British quickly acted by amassing a huge army. Fora start they aroused Travancore Raja against Yusuf Khan (As by now theTravancore state fell smoothly into British charms). In the ensuring battlethe Travancore raja was defeated and the British ags in his domainswere chopped and burnt, and joined hands with the French and alsohoisted the French ag on the Madura Fort.
