Operations: Budget and Finance
We continue to do what we said we would do:
• Apply for State and County Grants:
• We have received $135k in LSA grants for an generator for the
Whispering Pines so it can serve as a Red Cross
• We have been working with the Monroe County Conservation District
(MCCD) and have been awarded Dirt and Gravel Road Grants for 3
years in a row. We anticipate nearly $100,000 in grants in 2018.
• The State has reinstated Recycling Grants; we can now apply up to
$350k (over the last 5 years, we have received over $1.2mm in
grants.)
• We have reapplied for a $3,000,000 Multi-model grant from the
Department of Transportation
• We have applied for Grants to expand our sewer system to assist
and foster new development

• We continue to see an increase in income
from commercial growth and there is much
interest in our LERTA zones now
• Earned Income is improving throughout our
township (in 2017, EIT increased 3% from the
same period in 2016)
• Real estate transactions are improving (In
2017, Transfer Tax income was $350,000.) 16

Operations: Sewer Goals for 2018: Operational Efficiency; Grant Applications
• 2017 was a good year for the Sewer Department, which
remains in good financial health. Sewer fund expenses are
primarily Operating Costs and Debt Service.
• Based on operational efficiencies experienced since 2015 and
better than expected collections of past due amounts, a sewer
fee increase is not anticipated in 2018, and there will be a
healthy fund balance.
• As you will note in the 2018 budget, much of this healthy fund
balance will be needed to fund capital improvements that are
desperately needed and long overdue for our aging sewer
system. 19

Capital Improvements 2018
• Rehabilitation of Pump Station
#1;Equalization Tank at
Fernwood Treatment Plant:
This project has been awarded to
Blooming Glen, and scheduled for
completion by 12/31/2017. This project
involves providing and installing all
equipment, materials and labor to
replace the existing 150,000 gallon Steel
Equalization Tank/Pumping Station #1 at
the Fernwood Wastewater Treatment
Plant. The estimated cost is $678,201.

Capital Improvements 2018
• Pump Station # 6 at Route 209 & Sellersville: This upgrade
awarded to Pioneer Construction. This project involves
replacement of the piping in the wet well and valve vault.
Estimated cost is $39,264.00. This project was awarded to
Pioneer Construction and should be completed by end of
January.
• Frutchey Extension: This project involves extending the
Municipal Sewer line through the Commercial Zone on
Frutchey Dr. Bids were opened November 2017 and the
project was awarded to Pioneer Construction. The estimated
cost is $194,786. A portion of this project will be funded with
the LSA grant the Township received. This project will begin in
Spring 2018.

Operations: Municipal Golf Course
The golf course continues to capitalize on it’s successes from the
previous 6 seasons, although 2017 weather was challenging.
We plan to continue with our 5-5-5 Goals.*
The well maintained golf course and its operations continue to be
a source of township pride, dedication, and enjoyment. The
banquet hall is a terrific asset for community events.
The course and banquet hall contribute to the local economy by
providing employment and income for peripheral businesses, such
as food service, supplies, gas, etc.

The Whispering Pines Banquet Hall had its best year
ever in 2017 with 65 non-golf events.
• $29,593 in rental fees, up from $18,954 in 2016.
9 out of this year’s 24 golf events (16+ golfers) also
included a banquet, for a total of 74 banquets.
Whispering Pines hosted and estimated 6,389 people
at all of its golf and non-golf events.
• 5,129 people attended events in 2016.

Subdivision and Land Development Ordinance
(“SALDO”) that has been in effect since 1994 and
provided recommendations to the Board of
Supervisors for the purposes of amending the
ordinance. The Board of Supervisors adopted the
amended “SALDO” on December 4, 2017.

Public Works: Overview Over the last 5 years, MST Public Works Department has
improved over 30 miles of township roads.
In addition to the road maintenance and improvements, parks have been built and
maintained, a leaf recycling facility was developed and has become one of the
busiest in the County, and our winter maintenance program is second to none.

Public Works: Roads: New Facility In 2018, our Public Works Department is operating even more
efficiently and at less cost to the taxpayers because of the
development of a NEW material storage facility in the Wooddale
section of our township.
On July 13, 2017, the Board of Supervisors approved the purchase
of an approximate 5.038 acre parcel of land on Dancing Ridge
Road.
With winter maintenance materials available in Wooddale, our snow
plowing and cindering / salting of the roads in Wooddale is
completed at less expense .
In Spring 2018, we look forward to finishing the construction of the
new facility.

INCREASING IN POPULARITY!!
2017 was a very busy year: We have almost tripled our
receiving and outgoing materials since our grand opening in May
2015.
• Processed 10,304 yards of material over the year!
• A little more than half of that was brush,
• a little less than half was leaves,
• and about 5% was wood chips.
The material was turned into free mulch and compost for your
garden. In fact Oak Grove took in enough material to mulch and
compost over 30 acres of gardens!

Projects: Update on Oak Grove Facility Paving will continue – grant funded
Facility is located at 3305 Oak Grove Road and is open Monday -Saturday
7AM-2PM. Closed Holidays. This is a self-serve facility, but if loading
