Over the next four years we will:

1: Ensure that no NHS patient will wait more than 26 weeksfrom referral to treatment – with most people waiting far less.Guarantee the future of Prince Charles Hospital and the RoyalGlamorgan, and open new community hospitals in Cynon Valley,Ystrad Mynach, Llwynypia and Ebbw Vale.

2: Provide at least 1,500 new affordable homes for rent and purchaseacross the Valleys.

3: Continue to increase the number of new NHS dental places inthe Valleys – with more than 10,000 new places next year alone.

4: Reopen the Ebbw Vale railway line with its 6 new stations,complete a £20 million road, linking towns across the RhymneyValley, and invest £500 million to upgrade the Heads of theValleys road.

5: Continue to increase the number of Police Community SupportOfficers: 280 extra in the last four years, and 60 more to come.

6: Ensure that sprinklers are provided in all new schools and fitted inexisting schools on the advice of the Fire Service.

7: Improve the quality of Valleys towns and villages – tackling litter andgraffiti, extra support for youth services, and safer routes for walkingand cycling.

8: Provide nearly £16 million extra money for 5,700 Valleys childrenand their families to get a Flying Start in life.

9: Ensure that directly employed NHS staff rather than privatecompanies are responsible for cleaning NHS hospitals.

10: Expand our free breakfasts in primary schools, building on the136 Valley schools already taking part.

11: Provide a £100 million fund for safer local roads, building on morethan 150 safer routes to schools and 20 mph zones already createdin the Valleys.

Four years ago, I campaigned for as

many Labour Assembly Members to be

returned from the Valleys as possible –

so that there would be a strong voice

for the Valleys right in the heart of the

Assembly Government. I'm happy to

report that four years on, the promises

we made then have been delivered and,

in many areas, we have achieved even

more than we had hoped.

Prescription charges in Wales are now a thing ofthe past – the only part of the United Kingdomwhere that has been delivered. Labour is theparty of fairness and social justice.

As we promised in 2003, new hospitals in MountainAsh and the Rhondda are now being built and willopen during the next Assembly term. Ysbyty AneurinBevan at Ebbw Vale, Ystrad Mynach and the new£20 million Merthyr Town Hospital will not be farbehind. Labour is the party of public services.

Unemployment in the Valleys continues to fall. Ithas fallen faster than in other parts of Wales andfaster than the rest of the United Kingdom.Labour is the party of a successful economy,

delivering ten years of stability and prosperitythrough strong partnership between Labour inWales, and Labour in Westminster.

Transport links for the Valleys are better than everbefore. The Ebbw Vale railway line, with its 6 newstations will reopen in the summer of 2007providing an hourly service between Ebbw Vale andCardiff. The £500 million investment in upgradingthe Heads of the Valleys road will continue. Workon the Church Village by-pass will begin in 2008.Only Labour is the party of the whole of Wales.

None of this could happen without your supportand help. Labour has a strong team of AssemblyMembers from the Valleys, fighting for what theValleys need. I want to see that continue.

But, if you want a Labour Government – you’ve

got to vote for it. Don’t wake up on the 4 May to

find the Tories running Wales. Vote Labour – and

then vote Labour again on 3 May, to keep Wales

safe, strong and successful.

First steps

We have:

• Invested in healthservices right acrossthe Valleys, including£65m at Prince CharlesHospital. Over £200mbeing invested in newhospitals in Ebbw Vale,Ystrad Mynach, Rhonddaand Merthyr Tydfil.

• Transformed the faceof dentistry in Wales,with 175 more dentistsworking for the NHS inWales than when theAssembly started.

• Increased the numberof Police CommunitySupport Officers in SouthWales and Gwent from110 at the last Assemblyelections to nearly 400this year.

• Allocated £1 million tothe Safer CommunitiesFund in the Valleys,supporting schemessuch as in Caerau,Bridgend which workswith young peopleto reduce crime andanti-social behaviour.

• Improved public transport,for example by investing£2 million to improve busand train links in Cwmbranand modernising theBlackwood Bus Station,with better informationfor passengers, modernwaiting facilities and anew café, all due to openthis spring.

• Continue to invest£8.5 million in improvingtown centres at Ferndale,Merthyr, Bargoed,Abertillery and Blaenavon.

• Provided a £2.5 millionprogramme to improveRail Stations throughoutthe Valleys, improvingsafety, waiting rooms,providing CCTV, lightingand car parking.

• Worked to improvehousing for olderpeople with a £5 millionExtracare Schemeacross the Valleys.

• Provided more affordablehousing, such as theClarence Hotel schemein Pontypool, with 14 newflats, 10 at affordablerents and 4 for sale

through the Homebuyscheme.

• Included RCT, MerthyrTydfil, Caerphilly,Torfaen and BlaenauGwent in Wales’ leadingregeneration projectacross the Heads ofthe Valleys.

• Used over £12 millionEuropean funding toprovide new child careplaces.

• Created more than40,000 extra jobs inObjective One Wales,with faster growth than inthe rest of Wales and theUK. £68m of ObjectiveOne grants awarded to75 projects in Neath PortTalbot.

• Driven the £200 millionreclamation andredevelopment of theEbbw Vale Steelworks site,including £40 million forthe new hospital, YsbytyAneurin Bevan.

• Extended broadbandcoverage across theValleys, so that, forexample, every secondary

school, primary school,library and ICT learningcentre can be connectedto the internet.

• Opened the newAssembly Governmentoffice in Merthyr Tydfil.

• Invested more than£10 million in Valleycommunity projects –repairing church hallsand chapels, sportshalls, youth projects, daycentres and playing fields.

• Issued more than180,000 free bus passesto older people and thedisabled in Valleyscommunities.

• Opened nine integratedChildren’s Centres inValley communities,providing high qualitychildcare, playgroups,and after school andholiday clubs.
