LEGISLATIVE UPDATE (AS OF 5/25/12)

State Affairs Committee

On Tuesday, June 5, NJBPU President Robert M. Hanna, Esq., spoke to Chamber members about the BPU’s work to foster innovation, competition and consumer choice in the energy and telecommunications markets. Pictured (L to R) are: CCSNJ Executive Vice President & COO Kathleen Davis; Michael Tuosto, PSEG Nuclear LLC; CCSNJ Board member Joseph Forline, PSE&G; Jeff DuBois, South Jersey Gas; Jordan Mersky, Esq., New Jersey American Water; Robert M. Hanna, Esq.; CCSNJ Government Action Division Chairman William Kettleson, Comcast; Harvey Johnson, Duane Morris LLP; Rhea Brekke, New Jersey Board of Public Utilities; and CCSNJ Board member Gina LaPlaca, Verizon New Jersey. This event was sponsored by Horizon Blue Cross Blue Shield of New Jersey, Atlantic City Electric, Constellation Energy, Duane Morris, New Jersey American Water, PSEG Nuclear LLC, South Jersey Industries, and Verizon.

On Tuesday, June 12, New Jersey State Treasurer Andrew Sidamon-Eristoff (pictured) spoke to Chamber members regarding New Jersey’s Fiscal Year 2013 State Budget just days before the passage deadline. MINIMUM WAGE HIKE PASSES ASSEMBLY On May 24, the Assembly passed A-2162 (Oliver/Greenwald/Spencer/Green/Johnson/Prieto/ Wisniewski) by a vote of 46-33-0 after two hours of debate on the bill. The bill increases the minimum wage from $7.25 to $8.50 per hour starting July 1, 2012, with future annual increases tied to the Consumer Price Index starting in 2013. Every Republican voted against the bill, and every Democrat voted for the bill, except for District 1 Assemblyman Matthew Milam. We extend our gratitude to Assemblyman Milam for supporting the business community on this very important

issue! Click here to see how each legislator voted. Assembly Speaker Sheila Oliver said that she did not believe that businesses would shut down overnight or would flee the state because of the minimum wage increase. “This is economic stimulus and a recognition that thousands of households in New Jersey are struggling to subsist on minimum wage jobs that do not allow them to support their families,” Speaker Oliver stated. Republicans argued that the increase would hurt the economic recovery. The Chamber has been working since January to oppose this bill, including testifying before both the Assembly and Senate Labor

Committees and joining a coalition of business organizations that presented a united front against the increase. Click here to view the desk letter sent by business groups to members of the Assembly. The Chamber also formed a focus group comprised of Chamber members most impacted by a minimum wage increase. The focus group consisted of a supermarket, restaurant, manufacturing, service and retail businesses. Members of the focus group met with Majority Leader Greenwald and Senate President Sweeney to outline their concerns and how the minimum wage increase will impact their business. It was clear that the increased labor cost, in addition

Expert Guest Column Commercial Card Payment Solutions Save Money, Improve Analysis By Tony LaMarca, Senior Vice President, Regional Manager-South Jersey, Sun National Bank

Business leaders continue to seek ways to improve cash flow, reduce operating costs, and enhance the financial control, compliance and management oversight within their organizations.

Business owners are increasingly turning to advanced, secure tools for managing procurement, payables and travel spending, including commercial card payment solutions. Solutions such as Purchasing Cards (P-Cards) and Corporate Travel and Entertainment Cards (Commercial T&E Cards) are supported by rapid advances in online technology and have become preferred methods among business leaders.

P-Cards Merging both payments and financing has made the P-Card an

effective tool for managing indirect spend – the purchase of goods and services not directly incorporated into a product being manufactured, such as office equipment, supplies, computer software and maintenance – across the supply chain without having to surrender control or convenience. The use of P-Cards has been shown to lower the cost and improve the efficiency of both invoice and check processing and to reduce the procurement cycle time, enabling employees to get what they need and get on with their work.

P-Cards also accelerate the collection of receivables; usage expedites transaction settlement, gives preferred vendor status and reduces days sales outstanding, credit risk and collection fees and check deposit and processing costs. Partnering with your customers to leverage savings benefits available through P-Card processing also creates a win-win situation for everyone.

Travel & Entertainment Cards More organizations are tapping into the services and benefits of sophisticated

online management reporting systems available through commercial T&E Cards. Today’s cards can add convenience, simplify expense reporting, generate spend rebates from card issuers and enhance negotiating positions with vendors.

Closer payment scrutiny available through T&E Card controls also enable business owners to lower average spending limits, reduce cash advances, engage employees in improving T&E management and mine data to identify travel policy violates/card misuse.

Overall, thanks to advanced Web-based tools that support commercial cards, more business owners are utilizing these products strategically to: •Streamline expense management, administration and analysis •Generate in-depth reports on procurement and travel spend •Support financial decision-making •Securely transact and manage commerce online.

A t first, it happens with a sneeze or a laugh. Then, the ‘leakage’ gets worse, and women gradually start scheduling their lives to accommodate the condition. By the time they make a physician appointment for incontinence issues, they may already be avoiding even the simplest activity for fear of an accident.

According to Joseph Maccarone, MD, head of Virtua’s Female Pelvic Medicine program, there’s no need to endure incontinence in silence, yet more than 60% of women with symptoms neglect to speak up. With more than half of women experiencing incontinence at some point in their lives, that’s a lot of unnecessary suffering. “If women knew how common the problem was, they’d realize there’s no need for embarrassment,” says Dr. Maccarone. “And once they become aware of how many options there are to improve their symptoms, they’re usually sorry they waited so long to get help.” There are countless reasons why women develop conditions like urinary incontinence. Virtua Female Pelvic Medicine offers sophisticated diagnostics and treatment in a compassionate setting for wide range of pelvic floor disorders including incontinence, organ prolapse, or congenital anomalies. Treatment can be as simple as physical therapy and exercises prescribed by a physical therapist specializing in pelvic floor care. When needed, advanced therapies such as biofeedback or minimally invasive procedures, can provide life-changing results.

Here’s a rule of healthy eating that will serve you well when picking out foods for your family: The shorter the ingredients list, the healthier the food. (One of the worst foods we’ve ever found, the Baskin-Robbins Heath Shake, has 73 ingredients—and, by the way, a whopping 2,310 calories and more than 3 days’ worth of saturated fat! What happened to the idea that a milk shake was, um, milk and ice cream? Let’s be grateful that Baskin-Robbins finally pulled this monstrosity from their menus.) The FDA maintains a list of more than 3,000 ingredients that

are considered safe to eat, but we’ve found reasons for concern for a number of the additives on that long list, and any one of them could wind up in your next box of mac ’n’ cheese. According to USDA reports, most of the sodium in the American diet comes from packaged and processed foods. Naturally occurring salt accounts for only 12 percent of total intake, while 77 percent is added by food manufacturers Source: Eat This, Not That

LEGISLATIVE UPDATE CONT’D FROM PG. 2. to the other high costs of doing business in our state, will make the state less attractive to businesses looking to locate or expand. Further, increasing the minimum wage will not create jobs, which the state so desperately needs; rather, it will result in fewer hours and less jobs. The Chamber also shared with the legislative leaders that, in a survey of our members, the number one reason identified for opposing a minimum wage increase was the impact on the cost to the customer. The focus group members agreed that an increase in labor costs will force them to pass on the increase to customers, making them less competitive. They also confirmed that wages of other employees now paid above the minimum wage would also have to be increased. The State Senate will likely take up the minimum wage increase in the coming weeks. In the meantime, the Chamber will continue its efforts to oppose this legislation. Click here to see the Chamber’s minimum wage testimony. If you have any questions please contact Kathleen A. Davis, Executive Vice President & COO of CCSNJ, at [email protected] or (856) 424-7776 ext. 115.
