Dragages Singapore Pte Ltd, a subsidiary of Bouygues Construction, in joint venture with SPA Project Management Pte Ltd, has been awarded a €74 million contract by Thanlyin Estate Development Ltd to design and build the second phase of Star City, a prominent residential estate featuring 4,980 apartments, car parks and communal facilities located along the Bago River in the outskirts of Yangon, Myanmar.

The Dragages Singapore led joint venture, BYMA, combines the development expertise and local knowledge of SPA Project Management with the large-scale international construction experience of Bouygues Construction. BYMA will undertake the engineering and construction of three blocks of eighth-storey buildings, and two blocks of 12-storey buildings totalling 114,000 sq m of gross floor area together with associated infrastructure.

Thanlyin Estate Development and SPA Project Management are part of Yoma Strategic Holdings Ltd, a leading business corporation with real estate, agriculture and automotive dealership interests in Myanmar listed on the main board of the Singapore Securities Exchange Trading Limited (SGX-ST). Work was planned to start at the end of April 2013, and the project is due to be completed in 33 months.

More than 500 staff and workers are expected to be employed on the project and will be trained to modern construction techniques. Know-how transfer will be one of the key factors to success of the project, as part of BYMA’s contribution to the development of this emerging country. The construction project is subject to final approval by the Myanmar government.

This is the first contract of Bouygues Construction in Myanmar following the opening of the country and the suspension of international economic sanctions. “Our partnership with Yoma Strategic Holdings Ltd is an exciting venture in a country with great

opportunities. Building on the strong capabilities in development and construction of our partnership, we will be able to offer a high quality and cost effective product to new home owners in Myanmar,” said Ludwig Reichhold, managing director of Dragages Singapore.

This new contract illustrates Bouygues Construction’s dynamic growth in the Asia Pacific region. Since its first venture in Hong Kong 25 years ago, the group has progressively grown its business through successes in building and civil works, mainly in Singapore, Thailand, Australia, Korea and Vietnam. The group is currently involved in a number of large-scale design and construction projects, most notably the Kai Tak Cruise Terminal Building and Express Rail Link in Hong Kong and the SportsHub in Singapore. n

Two subsidiaries of Bouygues Construction, Bouygues Thai and Bouygues Energies & Services, have also signed a contract worth approximately €38 million for the design, construction and maintenance of three photovoltaic power plants in the Tak and Sukhothai provinces of northeast Thailand for Soleq Solar Thailand, a solar energy producer. The three solar farms will be equipped with more than 100,000 photovoltaic panels over 60 ha and will deliver annual production of around 45 GWh. Each site will have peak power of 10 MW.

Bouygues Energies & Services and Bouygues Thai will be responsible for operating and maintaining the solar farms for a period of five years. The design and construction works, which will involve 450 people onsite at peak periods, was scheduled to

begin in May 2013. Handover is scheduled for the end of 2013. With rapidly growing energy needs, Thailand is one of the most promising markets in Asia for the renewable energies sector. The country’s government has reportedly set itself the target of covering 25 percent of the territory’s energy consumption with renewable energies by 2021.

Bouygues Construction won the contract by emphasising the complementary nature of its specialist design-build skills and its energy operation and maintenance services. Its experience in Asia, where it has been active for several decades, was also a decisive factor. The group is currently engaged on building several large residential complexes in Thailand, as well as the country’s highest skyscraper, which will feature 314 m high. n

Bouygues to build photovoltaic power plants in Thailand

Limitless has signed a new joint venture agreement for the construction of Halong Star, a mixed-use residential and tourism project in Vietnam. The Dubai-based developer has partnered with Hanoi-based Sovico Holdings to develop the project, which includes homes, retail facilities and a hotel, all overlooking the UNESCO World Heritage Site of Halong Bay on Vietnam’s northeast coast. “We are moving forward with our project in Vietnam. Halong Star

is key to Limitless’ portfolio, and we are delighted to partner with Sovico Holdings – a high-profile and trusted name in Vietnam and southeast Asia – in order to turn the project from a vision into a reality,” said Ibrahim Al Fardan, managing director of Limitless.

Sovico Holdings will now, on behalf of the joint venture, complete the necessary formalities in order for the project to get underway. n

Sin Heng meets demand in Asia with new Kobelco TK750FS

In response to increasing demand for multi-purpose cranes in Asia, Sin Heng Heavy Machinery Limited has added a new Kobelco TK750FS telescopic crawler crane to its machinery fleet. The formal handover of the machine was celebrated at the recent bauma exhibition that took place from 15 to 21 April 2013 in Munich, Germany.

Based in Singapore, Sin Heng is one of the leading crane providers in Asia. The company has been appointed as Kobelco’s authorised dealer to distribute new cranes and parts in Singapore and West Malaysia. Its main business activities are rental and trading of cranes, aerial lifts and other lifting equipment. In addition, the company undertakes sale and distribution of parts for cranes and aerial lifts. As part of its equipment rental business, Sin Heng also specialises in turnkey project engineering services which are currently being carried out mainly in Singapore.

Speaking to Southeast Asia Construction during bauma, Tan Cheng Guan, director of Sin Heng Heavy Machinery Limited, opined that “Kobelco and Sin Heng have always been good partners in many ways. Mutual consultation and exchange of ideas with Kobelco have always been the basic platform for us to improve on the product. As it is now, Kobelco machines have excellent up-to-date features, especially the green engine and the safety system.” This is one of the reasons why Sin Heng chooses Kobelco cranes.

The Kobelco TK750FS is a 75 t heavy-duty machine with a 30.5 m telescopic boom, powered by a 235 kW diesel engine. It has 208 kN maximum line pull and 107.9 kN rated line pull on the main, auxiliary and third winch and an operating weight of 74.8 t. The Kobelco TK-series cranes provide many advantages, such as boom length adjustable to work conditions from 9.99 up to 30.1 m; automatic boom extenders/retractors; compact design and excellent manoeuvrability; on-site rough terrain ability and mobility; and safety and efficiency features.

Mr Tan explained that the Kobelco TK750FS is ideal for countries like Singapore, where work sites are usually located in confined areas and restricted by the local traffic situation and other urban factors. “The TK750FS, which has a dual function for lifting and foundation usage, only needs a small working space and a short time for assembly,” he said. Sin Heng has deployed its Kobelco cranes on various projects, including infrastructure, oil and gas as well as offshore and marine.

In the face of global uncertainty, Mr Tan believes the future of the construction industry in Asia is bright. “Our sales have been quite good for the last few years. These days, there is also a change of mindset among users in the region - more and more customers are requiring new and younger machines. This new phenomenon will provide many opportunities for us,” said Mr Tan. n

Changi Airport Group (CAG) has appointed an architect and design consortium to pilot the overall architecture, design concept and construction of Changi Airport’s Terminal 4 (T4). Members of the consortium include SAA Architects Pte Ltd (lead agency), Benoy Ltd, AECOM Singapore Pte Ltd and Beca Carter Hollings & Ferner (SEA) Pte Ltd.

SAA Architects is one of Singapore’s leading architecture firms. International design firm Benoy is recognised for works such as ION Orchard. AECOM Singapore and Beca Carter Hollings & Ferner (SEA) are renowned civil and structural engineering, and mechanical and electrical engineering consultants respectively.

The consortium is now working closely with CAG’s operations and development teams to integrate operational requirements into the design of T4 to ensure that the unique Changi Experience is preserved and further enhanced for travellers and staff working in the terminal.

to meet the operational needs of both regional full service and low cost carriers. Demolition of the previous Budget Terminal is almost complete and groundbreaking for T4 is scheduled for the fourth quarter of this year, with operations to begin in 2017. The plans and designs for T4 are being fine-tuned and will be released when ready.

“Architecturally, the design of T4 will be functional and yet has its own distinct character compared to the other three terminals at Changi Airport,” said Yam Kum Weng, CAG’s executive vice president for air hub and development. “Due to height restrictions and the area of the site available, T4 will be smaller in terms of physical space and handling capacity. Our focus for the development of T4 will be on its interior and ensuring that the design and layout continues to be passenger-centric and user-friendly. It will offer what passengers want – a good range of leisure amenities, convenient facilities and attractive commercial offerings.” n

PT Gaya Makmur Tractors (GM Tractors) has been appointed as Sennebogen’s new dealer in Indonesia. The company is now able to offer Sennebogen’s Green Line and Crane Line machines.

The ASEAN Infrastructure Fund Limited (AIF) is set to begin its lending operations in the second half of 2013, with a pipeline of around US$1 billion in projects for the next three years.

At the meeting of the AIF board of directors, which took place on the sidelines of the 46th annual meeting of the board of governors of the ADB, the AIF board reconfirmed the full operationalisation, and also discussed progress on infrastructure projects identified for the pipeline, the development of financial-policy and risk-management frameworks, and efforts to support public-private partnerships (PPP) in infrastructure development. Key areas of progress include receipt of all first tranche equity contributions from the shareholders; completion of all legal exemptions and privileges from the government of Malaysia; and completion of all necessary administrative arrangements for the full operations.

The AIF board approved the project pipeline, whose details will be announced as loan negotiations draw to a close.

ASEAN Infrastructure Fund set to begin lending operations

The AIF board also authorised consultations with Myanmar as a possible new member to be carried out by the ADB.

The AIF was incorporated in April 2012 in Malaysia, and is initially expected to provide loans of up to US$300 million a year. Shareholders include Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, Vietnam, and ADB. In addition to its investment of US$150 million, ADB co-finances with and administers the AIF and provides technical support.

Southeast Asia has enjoyed decades of strong growth, but even with recent economic gains, its infrastructure coverage lags behind the Asian average and is only a fraction of that of advanced economies. ASEAN’s infrastructure needs are estimated to be at US$60 billion a year from 2010-2020, and this is in addition to national projects with significant cross-border impacts such as airports, seaports, and roads to borders. n

BBR Holdings, through its subsidiary BBR Construction Systems (M) Sdn Bhd, has secured RM286 million contracts to build two bridges in Terengganu and Sarawak, Malaysia.

The first contract is for the Pulau Sekati Bridge at Kuala Terengganu, Terengganu, which was awarded by Zainal @ Shariff Ibrahim Sdn Bhd. The bridge will span across Sungai Terengganu and Pulau Sekati, providing an access link from Kuala Terengganu to Telok Pasu and Jeram. It will comprise two bridges side by side; each bridge consists of a 280 m box girder bridge and two approach T-shaped girder bridges, with bridge lengths of 174 m on Telok Pasu side and 600 m on Kuala Terengganu side. The 11.9 m wide box girder bridge carries a three-traffic lane carriageway while the T-shaped girder bridge carries a four-traffic lane carriageway. Work on the Pulau Sekati Bridge has started and is expected to be completed at the end of 2015.

The second contract is for the construction of the Batang Sadong Bridge at Kampung Buloh, Samarahan Division, Sarawak, which was awarded by Pekerjaan Piasau Konkerit Sdn Bhd. When completed, it is believed to be the longest bridge in Sarawak, which will be part of the coastal link project initiated by the Sarawak State Government. The bridge will span across Sadong River connecting the two neighbouring villages of Sungai Buloh and Sebangan.

The 1.48 km long and 11.5 m wide Batang Sadong Bridge will carry a two-way traffic lane carriageway. This bridge consists of 10 spans with length ranging from 140 to 200 m, which will be constructed using in-situ balanced cantilevering method. Other than post-tensioning works for the entire bridge, the group is involved in the superstructure construction for four out of the 10 spans using two sets of form travellers. Work has started and is scheduled for completion in the second quarter of 2016. n

BBR to build two bridges in Malaysia

Bauer Technologies Far East Ltd, a subsidiary of Bauer Maschinen GmbH, has moved to a new office building in Singapore. Occupying an approximately 6,000 sq m site, it is 2,000 sq m larger than the previous building and includes an office complex, a warehouse, a workshop and an open-air area.

Dieter Stetter, chairman of Bauer Maschinen GmbH, said of the new office, “With this new Bauer regional service centre, we can offer our clients optimum service and even BG operator training.”

According to Bauer, Singapore is an important market for its business in Southeast Asia. More than 100 Bauer rotary drilling rigs and 25 trench cutters are currently working in the country. n

rough terrain crane to Mashhor General Contractor Sdn Bhd in Brunei. The SR-300L has a maximum lifting capacity of 30 t x 3 m. The crane’s maximum lifting height is 31.2 m with a boom length of 30.5 m; it can lift up to 44.8 m with a fly jib length of 13 m. Powered by a 200 kW Mitsubishi 6M60-TLE3A engine, the SR-300L can travel up to 49 km/hr, said to be one of the fastest in the world. The low position of the boom foot pin and small front overhang are meant to ensure safety during travelling.

The crane’s cab has been designed with a wide front view, fatigue free adjustable seat and joystick control levers, increasing operator comfort. In addition, the crane has a new ACS Moment Limiter Compuload (MS-200) with outrigger width detector and working range limiting function.

The Future Cities Laboratory (FCL), set up by Singapore’s National Research Foundation and the Swiss Federal Institute of Technology (ETH) Zurich, has embarked on the research of digital fabrication to investigate the implications of robotic fabrication processes on the design and construction of high rises.

“High rises are here to stay, and while we have gotten used to their presence in our cities, it is now pertinent for us to start investing in innovative, sustainable and more importantly, integrated ways of constructing these high rises,” said Professor Gramazio, principal investigator of the architecture and digital fabrication research module at the Future Citites Laboratory, who also co-leads the robotics team at FCL.

Robotic and automatic productions have taken over large parts of many industrial sectors. However, the potentials of robotic fabrication are not fully exploited if only in used for the execution of purely repetitive mass fabrication processes. Robots can be controlled individually and thus offer the potential for variety, differentiated assembly and mass customisation - at a large scale.

“It is time to think about customised robotic processes, products and planning methods for architecture at larger scales,” highlighted Professor Gramazio.

Professor Ralph Eichler, president of ETH Zurich, added that the accelerating rate of urbanisation is a great global challenge.

Underpinned by robust private consumption and improving investment performance, Indonesia’s economy is well positioned to maintain resilience and even achieve higher growth rates this year and in 2014, according to a recent major Asian Development Bank (ADB) report.

The Asian Development Outlook (ADO 2013), which forecasts economic trends in the region, says Indonesia’s economy will pick up to 6.4 percent in 2013 and accelerate to 6.6 percent in 2014. The forecast assumes that private consumption will quicken in 2013, fuelled by rising employment, increase in average minimum wages, and rise in public service wages. Election-related spending during the upcoming parliamentary and presidential elections in 2014 is also predicted to contribute to consumption from the second half of 2013.

Investment, both private and public, looks likely to maintain healthy expansion. Support for this projection comes from the upgrades in sovereign credit ratings, lower interest rates, increased budget allocations for infrastructure, and a lengthening record of good GDP growth.

ADO 2013 notes that the country recorded growth of 6.2 percent in 2012, based on sustained private consumption and stronger investment. Private consumption picked up by 5.3 percent, the strongest in four years, and it contributed almost half of the total GDP growth on the expenditure growth. It is boosted by increases in employment and wages, as well as lower inflation.

Fixed investment accelerated to 9.8 percent in 2012, driven by an improved investment climate, a record of solid economic growth over recent years, and the expansion of credit. As a result, the ratio of fixed capital formation to GDP rose to 33.2 percent, the highest in at least 20 years. In the public investment sector, the government’s renewed effort can be seen from the rise in capital spending.

The country’s exports are projected to recover moderately in 2013, supported by stronger growth in China and some other markets.

Investment and private consumption to boost Indonesia’s growthExports are expected to accelerate further in 2014, as the prospect for growth in other major industrial economies brightens.

The poverty incidence declined by 0.7 percentage point to 11.7 percent in the 12 months to September 2012, supported by higher wages for agricultural and construction workers, as well as better incomes for farmers. Last year about 2.7 million jobs in the formal sector were generated while jobs in informal sector fell by 1.5 million, indicating continued improvement in the quality of employment.

Meanwhile, inflation is predicted to remain moderate at the level of 5.2 percent in 2013 and 4.7 percent in 2014. This forecast is based on the assumption that the government does not raise fuel price in those two years. Inflation would be higher if fuel prices were increased to ease the high cost to the budget of fuel subsidies.

However, some significant challenges for the country’s development remain, including how to ensure that the economic gains benefit all. The report notes that while the six-year strong economic growth has helped lift 6.4 million people out of poverty, there are still 29 million Indonesians living below the government’s poverty line. In the event of even a slight reduction in their incomes, another 30 million would become poor.

To overcome such challenge, policies must focus on reducing inequality, including sustained efforts to improve public infrastructure, particularly infrastructure that support connectivity and inclusive growth. Weak infrastructure in rural areas and the eastern provinces have hindered economic activity and the growth of employment.

According to ADO 2013, the Indonesian government has a good start in removing obstacles in infrastructure developments. These include the recent completion of regulations for the Land Acquisition law, a significant increase in the central budget allocation for infrastructure development in the eastern provinces, and expansion of some major ports. n
