TECHNICAL SPECIFICATION
1. Purchaser:
The Israel Electric Corporation (hereinafter called IECo).
2. Definition of equipment
Dry, window type measuring current transformer (hereinafter called “MCT”) for low
voltage electricity metering.
3. Location of equipment
MCT's shall be suitable for indoor installation.
4. Scope
4.1 Scope of supply
Design, manufacture, test, storage, pack and furnish MCT's approved by Purchaser.
Changes in the Purchaser’s approved design are normally unaccepted. However,
should such changes become necessary on an exceptional basis, Bidder shall obtain
the Purchaser’s approval prior introducing any change.
4.2 Contractor services
Not Applicable.
4.3 Special equipment, tools and instruments
Bidders are requested to quote for special equipment, tools and instruments if they
are needed to properly install and operate the proposed equipment.
4.4 Documentation
Manufacturer shall provide all documentation required by this specification and by
applicable Standards and Codes, in the required format and form and on a schedule
as required herein.
All documentation shall be in English or Hebrew language only.
4.5 Standards
4.5.1 MCT must fully comply with requirements of:
4.5.1.1 IEC Standard 60044-1, Ed. 1.2, 2003-02 or IEC 61869-1 and IEC 61869-2.
4.5.1.2 IEC Standard 61000-4-8, Edition 1.1 2001-03. EMC. Testing and
measurement techniques – Power frequency magnetic field immunity test.
4.5.2 Standards reference in this specification and in Supplements to this specification
form an integral part of this Specification unless otherwise provided. All such
Standards refer to the most current issue, including al amendments etc., as of date
of Contract, unless otherwise indicated.
4.5.3 The equipment, which is provided under this Specification, including all
appurtenances and accessories, shall be designed, fabricated, inspected and
preserved in compliance with the Standards as specified herein, unless otherwise
indicated.
In the event that no reference to Standards is made herein, all components and
parts shall be designed, fabricated, inspected, tested and preserved, so as to
insure their fitness for use and for the purpose they are designed.
4.5.4 If the present Specification contains requirements which differ from those of the
above mentioned Standards, the requirements of this Specification shall take
precedence.
4.6 Documents and Samples to be submitted with the proposal:
4.6.1 Bidder shall submit to the IECo two (2) copies of the following:
4.6.1.1 Detailed description of the proposed MCT's.

4.6.1.2 A certificate, demonstrating that the Quality Management System (QMS) of the
Manufacturer complies with ISO 9001(2008) requirements (or any other
Management System standard specifically indicating that it implements the
requirements of ISO 9001:2008), and is granted by a Certification Body (CB)
which is a part of or belong to an International Certification Network of CB's.
The CB should be accredited by an Accreditation Body which is a member of the
International Accreditation Forum Multilateral Arrangement (IAF MLA).
The certificate should bare the marks of the CB, the above indicated
Certification Network of CB', the Accreditation Body and indicate the scope of
activities subjected to the certification.
4.6.1.3 Type tests certificate and results of proposed MCT's as per paragraph 12.1,
issued and performed by a laboratory complying with Preliminary /
Threshold conditions of this Tender (clause 1), proving its full compliance
with Standard IEC 60044-1 ed. 1.2, or IEC 61869-1 and IEC 61869-2.
4.6.1.4 Calibration certificate of manufacturer test equipment (Bridge, reference
CT and burden), performed by a laboratory complying with
Preliminary/Threshold conditions of this Tender (clause 4).
4.6.1.5 Routine tests results as per paragraph 12.2 of the provided samples of MCT's
for each rated primary current.
4.6.1.6 Declaration of full conformity or deviations
4.6.1.7 Declaration of manufacturing experience requirement.
4.6.1.8 A customer list with the sold quantities of the offered or similar MCT's
which have been supplied in the last 3 years.
4.6.1.9 Drawings showing dimensions and structure of proposed MCT's.
4.6.1.10 Drawings of terminal markings.
4.6.1.11 Drawings of nameplates.
4.6.1.12 Complete and filled-in Summary of Data (Appendix A1).
4.6.1.13 Completed and filled-in of Manufacturer Qualification Questionnaire
(Appendix A5).
Manufacturers who have already submitted it in during the last 5 years do not
have to submit it again, unless they are asked to do it in particular.
4.6.1.14 A preliminary Test and Inspection Plan.
4.6.1.15 A Quality Assurance Manual including Quality Control’s Procedures.
4.6.2 One sample of each type identical to the proposed MCT's accompanied by
routine test protocol as per 4.6.1.5 and 12.2.
4.6.3 The manufacturer's statement that the proposed transformers comply with the
requirements of this specification. If there are deviations, the manufacturer shall
definitely inform the purchaser about them and receive the purchaser written
agreement to these deviations.
4.6.4 The manufacturer's statement on manufacturing capacity of the proposed MCT's
in terms of pcs/year.
4.6.5 The manufacturer's statement on tests capacity of the proposed MCT's in terms of
pcs/day. Remark: In the context of this paragraph, a "similar type" means a MCT which:
Has the same accuracy class, rated current, rated output (burden) as defined in
Standard IEC 60044-1 and IEC 61869-1 and the same dimensions;
Is manufactured at the same plant, with the same technology and the same materials;

Is designed to operate at the same environmental conditions.
4.7.3 Rated primary currents (In): 500 Amps, or 1000 Amps, or 2500 Amps.
4.7.4 Rated secondary current: 5 Amps.
4.7.5 The rated insulation voltage is 800 V.
4.7.6 The rated frequency is 50 Hz.
4.7.7 Accuracy class according to clause 11.1 in Standard IEC 60044-1 and clause
5.6.201.2 in Standard IEC 61869-2: 0.2s.
4.7.8 Rated output:
For MCT's with rated primary current 500A – 5VA at PF=0.8,
For MCT's with rated primary current 2500A – 10VA at PF=0.8.
For MCT's with rated primary current 1000A rated output value may be either
7.5VA or 5VA at PF=0.8.
4.7.9 Extended current ratings: 1.2 In.
4.7.10 Instrument security factor: FS 10 or smaller.
4.8 Service conditions
4.8.1 The maximum ambient air temperature is 50 C, and its average value measured
over a period of 24 hr is up to 35 C. The minimum ambient air temperature is
-5 C. Maximum temperature difference between day and night: 25 C.
Ambient temperature specified as for very hot climates. Sudden changes of
temperature may occur (IEC 60044-1, clause 3.2.1, IEC 61869-1, clause 4.3.3).
4.8.2 The installation altitude is up to 1000m.
4.8.3 The average value of the relative humidity, measured during a period of 24 hr is
up to 95%. The average value of the humidity for a period of one month does not
exceed 90%.
4.8.4 Solidly earthed neutral system.
4.9 Design and construction
4.9.1 The MCT must have the casing made of double insulation thermoplastic material. 4.9.1.1 The insulating material shall be of class E, according to table 2 in clause 4.6 of
Standard IEC 60044-1 or table 5 in clause 6.4.1 of Standard IEC 61869-1. 4.9.1.2 The casing must be heat and impact resistant. 4.9.1.3 The casing must be of self-extinguishing classes HB40 and V-0 according to
IEC 60695-11-10. 4.9.1.4 The casing should have the uniform surface. Significant apertures (larger than
0.3 mm) or cavities on the surface are not acceptable. 4.9.2 Dimensions:
Height: total – 110mm maximum; MCT's with primary current of 2500 A may
have height of 150mm maximum.
Distance between base and center of aperture of MCT's with primary currents of
500 and 1000 A - 64 mm maximum.
Width: 110 mm maximum
Depth: 70 mm maximum.
4.9.3 Two screws for fixing the MCT to the primary bus-bar shall be provided. The
screws shall be either inseparable from the MCT's body, or be supplied separately
in plastic bag in a carton box together with MCT. The screws must cause neither

their displacement from the transformer body nor contortion whatsoever while
tightening to the primary bus-bar in order to achieve transformer's effective
anchorage.
4.9.4 Window Opening:
For MCT's with primary current up to 1000A cable or one bus-bar 60 x 10mm
will be used. Therefore, the MCT must have a rectangular opening of about
61x11 mm and an opening with diameter of 40mm at least.
MCT's with primary current of 2500 A must have a rectangular opening of
about 61x 21mm.
4.9.5 Secondary terminals shall have two pinch screws for each terminal. Each
terminal shall ensure good contact pressure on two exposed tips of secondary
wire of 4mm2. The screws shall withstand the tightening torque of at least 4.0
Nm. The screws shall be made of nickel plated or passivated brass.
4.9.6 A protective terminals cover shall be provided. Provision shall be made for the
cover sealing.
4.9.7 Terminals shall be marked as per Standard IEC 60044-1 or IEC 61869-1,2. The
polarity markings P1, P2 and terminals markings S1 and S2 shall be placed on
the top surface of MCT and be clear and readable.
4.9.8 The rating label shall bear all the data as per Standard IEC 60044-1 or IEC
61869-1,2, including serial number and IECo catalog number. It will be steadily
fixed on the top surface of MCT with acrylic adhesive.
4.9.9 The rating label shall include bar-code mark done in code 128C with 12 digits,
the first four digits for the transformer code and 8 digits for the serial number,
adding leading zeros if necessary, and the IECo logo as per Appendix A2. The
winner of the tender will be informed regarding transformer code.
4.9.10 The rating label shall be protected against environmental impacts.
4.9.11 Mounting brackets
The construction of MCT 's with primary current 500A will have apart from the
bus bar installation capability, mounting brackets as per Appendix A4. These
brackets' sets may reach about 5% of the total quantity of MCT's with primary
current 500A. The packing method of the brackets will be discussed with the
winner of the tender.
5. Supplements
Not Applicable.
6. Standards and Codes
6.1 Standards and codes referenced in this Specification, and in supplements to this
Specification to the extent specified herein. All such standards and codes are to the
issue, including all amendments, supplements etc., current as of the Contract, unless
otherwise indicated.
6.2 The Equipment that is provided under this specification, including all
appurtenances and accessories, shall be designed, fabricated, inspected, tested and
preserved to the extent indicated and to the standards and codes as specified herein.
All components parts not so specified shall be designed, fabricated, inspected,
tested and preserved, as applicable to currently recognized Industrial and/or
Supplier’s Standards.
6.3 The Manufacturer shall be responsible for assuring that his subcontractors
Quality Management Systems indeed meet IEC’s Quality Requirements and ISO

9001(2008), including their organizations, procedures, personnel qualification etc.,
are certified, approved and consistent with the specific requirements imposed by the
Purchaser in this Specification.
7. Quality assurance
The Purchaser shall have the right to audit if the Manufacturer's Quality Management
System complies to ISO 9001(2008) requirements, regardless of whether it was previously
audited by a CB or any other body and request information or clarifications about his
QMS.
8. Quality control
8.1 A mutually agreed inspection plan, including witness points, shall be agreed
between the Purchaser and the Contractor. Any subsequent alteration to this program
shall require the purchaser’s agreement, prior to start any work affected by these
alterations.
8.2 Test and Inspection certificates as required in the Specification and the applicable
Standards, shall be submitted immediately following their generation. The
certificates shall be original, signed by the Manufacturer, and contain actual
measured values. The generation of certificates, shall bar no extra cost to Purchaser.
8.3 Proficient, approved organizations or individuals shall conduct source
inspection, including inspection of local manufacturing, using documented
procedures. Any, such independent inspector shall be subject to Purchase’s approval.
8.4 Any equipment non-conformance to drawings, specifications or any other
purchase order requirements which are considered by the Contractor as
“acceptable as is” or "for repair", shall be submitted to the Purchaser for approval,
with their recommended dispositions. All such non-conformances shall be approved
by the Purchaser, shall be documented, and a copy of the approval shall accompany
each shipment.
8.5 All Materials used in the manufacture of the equipment shall conform to the
Specification, approved drawings and accepted Standards.
