“FLEXIBLE HARMONIZATION”
•
This compromise solution focuses on the handset view, rather than a fixed
bandplan view.• It enables administrations to choose between PPDR and SDL in the duplexgap on a national level, depending on their needs.
• It enables administrations to choose the type of network to roll-out PPDR: ondedicated spectrum, on commercial networks, or use a hybrid solution.
•
The use of spectrum below 698 MHz by PPDR (688-698 MHz /743-753 MHz)is optional. This compromise solution provides a “reservoir” of additionalPPDR spectrum into which administrations can tap, in case of a majordisaster. PPDR spectrum needs can be highly variable.
•
The PPDR handsets can be global ones, including a shifted APT bandplan,band 27 (850 SMR), band 14 (700 PS), and possibly a band around 450 MHz.
• The PPDR handsets can roam on the public mobile networks for non-missioncritical (data) transmissions: 2*30 MHz at 700 MHz, or on other bands.

CONCLUSION
! The European bandplan for 700 MHz will be 2*30 MHz (703-733 MHz /758-788 MHz), aligned with the lower duplexer of the APT700 MHz band.
! Administrations will be able to choose between SDL and PPDR in the duplexgap, depending on their needs.
!
Future broadband public protection and disaster relief networks will be basedon LTE.
! Various forms of co-operation between public mobile network operators(MNOs) and professional mobile radio (PMR/PPDR): use of commercialnetworks for PPDR, ad hoc networks for disaster relief, public private
partnerships, network sharing, local spectrum leasing, secure-MVNO, hybridsolutions.
