THE 3rd GOVERNING BOARD MEETING

The 3rd Governing Board Meeting of SEAMEO QITEP in Science was convened in Jakarta, 14 - 16 September 2012. The official opening was remarked by the Vice Minister for Education, Ministry of Education and Culture of Indonesia, Prof. Dr.

Musliar Kasim MS. The meeting was also attended by the Director of SEAMEO Secretariat, Dr. Witaya Jeradechakul. As formerly held by Mr. Giri Suryatmana (board member of Indonesia), the new chair elected in the meeting was Dato' Dr. Haili bin Dolhan, board member of Malaysia, for the next third year terms of leadership. Other board members present in the meeting were board member of Brunei Darussalam (Ms. Nadia Lee Siew Hoon), representative member of Lao PDR (Mr. Khet Phanlack), member of Philippinnes (Dr. Carolina Guerero), member of Singapore (Dr. Charles Chew), member of Thailand (Dr. Pornpun Waitayangkoon) and member of Vietnam (Prof. Le Puoc Minh), and representative member of Myanmar (Dr. Mya Mya Aye). Prof. Ismunandar, the Director of SEAMEO QITEP in Science, reported the progress of center activities during fiscal year 2011-2012 which covered organization structure, policy, capacity building programs and other collaboration programs which in line with the mandate given by SEAMEO. The members praised the director and his staff on achievement that has been made so far, then conveyed their comments, advise, suggestion as well as supporting the proposed program for fiscal year 2012-2013 and wishing for another success in development of regional science education, especially in science teacher professional development. More detailed, they discussed some several things listed in working paper, they are: (i) the chang-es at ministerial and high official levels in the Ministries of Education of SEAMEO Member Coun-tries and personnel changes in SEAMEO Regional Centre for QITEP in Science. (ii) the Follow-up Actions on the Decisions of the 2nd GB Meeting. (iii) propose conducting three out of its six train-ing courses as in-country training in SEAMEO member countries outside Indonesia. (iv) a strategic planning process in formulating the Centre’s 2nd FYDP. (v) the next FYDP and a few new pilot col-laborative programmes. (vi) the progress of the Centre’s capacity building for inquiry approach in science education and professional development. (vii) SEAMEO Science Teacher Award,

On the subject of other matters discussions, SEAMEO College and date and venue for the next GB Meeting are also became as equal as importance with the working paper.

The closing ceremony was held on Sunday, 16 September 2012, at Dikti Ballroom, Building D, Min-

istry of Education and Culture, Jalan Sudirman, Jakarta, Indonesia. The closing ceremony of the GB

Meeting was in parallel with the opening of the 3rd International Conference on Science Education

and Teacher Professional Development (ICon 2012). Prof Djoko Santoso, Director General of High-

er Education Ministry of Education and Culture of Indonesia attended the occasion and gave his

remarks as well .

THE 3rd INTERNATIONAL CONFERENCE ON SCIENCE EDUCATION FOR THE BEST SCIENCE TEACHERS.

SEAMEO QITEP in Science has just finished conducting the 3rd International Conference on Science Education and Teacher Professional Development on 16 - 19 September in Hotel Millennium Sirih, Jakarta, Indonesia. The conference was officially opened at the auditorium of Higher Education Office, Ministry of Education and Culture Republic Indonesia and remarked by Director General of Higher Education of the Ministry of Education and Culture of Republic Indonesia, Prof. Dr. Djoko Santoso. It was attended by 30 best science teachers which then inaugurated to receive SEAMEO Science Teacher Award in form of travel grant to participate the conference. The best teachers came from various institutions, such as Ministry of Education of SEAMEO member countries, Provincial Education Office of several provinces in Indonesia (Bangka Belitung Islands, South Sumatra, West Java, West Nusa Tenggara and East Nusa Tenggara), also private companies which allocate their Community Social Responsibility on teacher development, namely PT Total E&P Indonesie, PT Indosat and PT Telkom Tbk. The criteria of selection includes achievements of professional knowledge, learning practices, engagement and personal values. The award was instituted by SEAMEO Regional Centre for QITEP in Science under the Indonesian Government and it covered all areas of research in science education, innovative science teaching methodologies and practices. The international conference was also aimed to foster fruitful exchange of concerns and experiences in the learning, teaching and assessment of science, which are relevant to the needs and development of the science education community around the world. There were plenary sessions in the 3rd International Conference with keynote speakers: Ms. Sonia Ortega (USA), Mr. Charles Chew (Singapore), Mr. Rodolfo Treyes (Philippinnes), and Mr. Sinichiro Takamatsu (Japan), Ms. Ng Khar Thoe (Malaysia) as well as Prof. Ismunandar represented of host institution. A complementary workshop in Biology, Chemistry, Physics and ICT were also attended by science teachers of secondary schools around Jakarta. The format of the workshop provided ample opportunities for general and informal discussions in implementing the inquiry-based science learning in the classroom. During conference, the awardees presented their works through poster and oral presentation. From the evaluation, it was selected the three best presenters, namely Ms. Endah Sulistyowati from Klaten Indonesia won 1st Prize, while Ms. Genga Devi Rasiah from Pahang Malaysia as the 2nd and Mr. M. Miftakhul Falah from Kudus Indonesia as the 3rd best presenters. Mr. Nanang Adi Prayitno from Palembang Indonesia voted by participants as the favourite presenter. The SEAMEO Science Teacher Award will become annual event of SEAMEO QITEP in Science.

International Conference on Science Education 2013

Learning Objectives Scope

Icon 2013 will be an International Forum presented as the award especially given to best science

teachers of Secondary School of SEAMEO member countries to participate in the conference to

present their projects and innovations, having also the opportunity to discuss the main aspects

and the latest results in the field of Science Education. The name of the award is SEAMEO Science

Teacher Award.

The Conference will cover following topic :

1 WORKSHOPS AND TRAINING

In the period of August 2012—April 2013, SEAMEO Regional Centre for QITEP in

Science conducted some trainings and workshops as foll ows:

MEGUMI SUGIMOTO, Ph.D DISPATCHED BY MEXT JAPAN TO SHARE HER EXPERTISE IN DISASTER MANAGEMENT FOR SEAMEO QITEP IN SCIENCE

One of the efforts of SEAMEO QITEP in Science to improve the quality of science learning and its implementation is to invite expert speakers from various countries for the internal and external forums. In 2013, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) Japan is pleased to help bring Megumi Sugimoto, Ph.D., who also works as a researcher at the ICH-ARM (International Center for Water Hazard and Risk Manage-ment) UNESCO from Japan. During her 25 to 28 March 2013

visit in Bandung, Ms. Sugimoto had internal discussions at SEAMEO QITEP in Science, especially in terms of the evaluation of the impact of education and training. She was also a speaker at the workshop and as well as a public lecturer on mitigation and evacuation disasters, especially earthquakes and tsunamis for science teachers, teacher trainers and representatives of NGOs in education. Educational institutions have a strategic role in disseminating information and fostering voluntary

movement and alert disaster. With the provision of adequate knowledge for teachers and stu-

dents in schools on disaster mitigation efforts and evacuation, it is expected that the victims of

the disaster can be minimized.

QITEP IN SCIENCE JOINING THE 47th SEAMEO COUNCIL CONFERENCE IN HANOI, VIETNAM

The Director of SEAMEO QITEP in Science Prof. Ismunandar along with the Acting Deputy Director for Administration, Dr. Maman Wijaya joined the 47th SEAMEO Council Conference on 19-21 March 2013. Since one of the regulation of SEAMEO Council Conference (SEAMEC) is hosted by the Member Countries on a rotation basis, this year the SEAMEC held in Hanoi, Vietnam. This was the first SEAMEC in two year term period after 2011. By 2011 the Presidency of the SEAMEO Council would extend the SEAMEO Council Conference from a

one-year to a two-year term period. As a consequence, the SEAMEO Council Conference would be held every two years with the conduct of the ASEAN Education Ministers Meeting in the intervening year. This has been the third time of SEAMEO Council Conference that the Centre joining since the establishment in year 2009. The SEAMEO Council Conference is the summit of all SEAMEO meetings. It is the assembly of the SEAMEO Council which is the Organization’s governing body and comprises the 11 Ministers of Education of the SEAMEO Member Countries. The SEAMEO Council determines the general policies and strategic directions of the Organization. And also has been the highest level of all SEAMEO meetings where the SEAMEO Council sets the direction of programmes and projects of SEAMEO and its units such as the SEAMEO Regional Centres and SEAMEO Secretariat.

SEAMEO Secretariat held the SEAMEO Service

Award Program on 19-22 March 2013 in Hanoi,

Vietnam. One of the awardees was Ms. Lili

Indarti, the secretary of SEAMEO QITEP in

Science. She was awarded for her dedication

and achievement of working. The award plaque

was delivered by the Minister of Education and

Training of Vietnam, H.E. Pham Vu Luan on 20

March 2013. The Awardee was privileged to

attend the 47th SEAMEO Council Conference at

Daewoo Hotel, Hanoi - Vietnam and have the

local trip.

SEAMEO QITEP IN SCIENCE TOOK PART IN THE FEASTH OF NATIONAL TEACHER

DAY 2012

The official feast day of the National Teacher in

Indonesia (25th November) were held on 4th

December 2012 at Sentul International

Convention Centre with the theme, *Memacu

Profesionalisasi Guru Melalui Peningkatan

Kompetensi dan Penegakan Kode Etik

(Stimulating Teachers Professionalism Through

Competence Enhancement and Ethics

Enforcement). The event was attended by the

President and Vice President of Republic of

Indonesia,the Minister of Education and Culture, the Minister of Religion, the Governor of West

Java, the Head of PB PGRI, about 9000 teachers from all over Indonesia, and personnel of some

Institutions and Education Centres. SEAMEO Regional Centre for QITEP in Science as the centre

took part in the event by promoting i'ts function as the centre of excellence with the expertise

on improving science teachers and education personnel in Southeast Asian region. The event

was very suitable to socialize programmes, such as annual trainings (Earth and Space Science

Training, Environmental Education Training, Science Classroom Supervision Training, Science

Laboratory management Training, ICT-Based Science Learning Training, Research and

Development Training), International Conference, workshops, seminars, and other customized

training, by distributing published newsletters, displaying posters and facilitating any questions

of curiousity from visitors in the exhibition stand. Mr. Apep Nurjaman and Mr. Moch. Firman

Sudjana were the centre representatives in the event. By this event, it is much expected that the

centre will be more widely known by education personnel, especially in Indonesia. Therefore,

there will be more and more teachers and education personnel who will be well informed and

be able to participate in the centre’s programmes.

QITEP IN SCIENCE IN JOINING SHORT COURSE NISTEP SCIENCE,

TECHNOLOGY AND INNOVATION POLICY 2013

Mr. Reza Setiawan, the Head Division for Programme and Training of SEAMEO QITEP in Science was awarded for the Spring Short Course for Science, Technology and Innovation Policy 2013 in Tokyo Japan from the 11th to 14th March 2013. This programme was organized by Japan’s National Institute for Science and Technology Policy (NISTEP) of the Ministry of Education, Culture, Sport, Science, and Technology (MEXT) and participated by 12 researchers and officials

from 11 SEAMEO Centres The purpose was to provide young researchers an opportunity to learn the basic of science, technology, and innovation policy research. It focused mainly in Foresighting, a method used to build long-term policies to enables a nation to get in line with the rapid change of human knowledge and technology development and also to cope with the environmental challenge

SIGNING THE MOA OF PRAISE PROJECT BETWEEN

SEAMEO QITEP IN SCIENCE AND AUSAID

SEAMEO QITEP in Science once again created an innovation project in science education. Together with Science by Doing, the centre runs the Promoting Real Australian – Indonesian Science Education: A Collaboration Indonesia – Australia Pilot (PRAISE) Project with the full support of the Government of Australia. It was innitiated by signing the Memorandum of Agreement between the Director of the Centre, Prof. Dr. Ismunandar and the Counselor of Education and Research for Indonesia of the Department of Industry, Innovation, Science, Research and Tertiary Education, Marie Grealy on 14 March 2013. The PRAISE Project intends to implement science-inquiry-based method which has been proves as an effective model in science teaching and learning process. The Project will involve 10 schools in western Bandung including 50 science teacher and 2800 students. The term of project implementation will be on March to December 2013.

CHEMISTRY WITH PROF. BRIAN COPPOLA

On 9th August 2012 SEAMEO QITEP in

Science in collaboration with Institut

Teknologi Bandung (Bandung Institute

of Technology) conducted Public

Lecturer on the Chemistry Education

Practices: Some Modern Ideas in

Teaching Chemistry with Prof. Brian

Coppola. He shared the educational

system of K-12 student in the US

specifically on science subject which had

serious problem. By the number of

percentage between students entered

higher level of education after their completion in high school, it seemed that their willingness

on having higher education level were still under expectation. The indicators of their readiness

were by the two tests that they must pass, SAT and CAT. Those who did not pass the both tests

were joining the community college. He also gave the chemistry teachers participants some use-

ful points in teaching, such as: a) point out that we should know how well the students making

the teaching; b) teach the students to ask three basic things while they are having new issues to

discuss with (do I believe in that?; is there any evidence?; and do mistakes lay there?) c) always

deliver science subject mainly chemistry as the real life, at least try to find not more than six

month evidence to be related to the subject delivered; d) have the subjects and translate them

into things (diorama, song, etc). Not just shared his teaching method, he also elaborated the

difference of needs between US Schools and Asia Schools, by his own research: US Schools Asia

Schools Partnership between chemistry faculty, teacher education and schools Identity and

value the real life skill activities and benefits not jus testing skills Prof. Coppola said that some

important competences of students are difficult to be detected and measured only by written

test, but it can determine the great achievement in the future (even after school ages), such are:

independency, self management, team-based skills, time management and explanation skills. By

good scenarios of teaching and learning, those competences can be developed and improved,

and lead the students outperform ordinary treated students. The enthusiasm of the 138

participants was very high, it is shown by their continuous question during session, and Prof.

Brian was very excited with the questions on the session. On the second session, Ms.Rita

Anggraini, Lecturer from Institut Teknology Bandung (Bandung Institute of Technology) gave the

participant a blast of chemical substances and its change while they mixed the substances. She

shared her experience of teaching in ITB. In the first year of Chemistry Students, that most of her

students college were unfamiliar with the chemical substances and its change while it mixed.

This has been a great concerns for her. Together with her graduated student, she presented how

to teach chemistry in high school students in a fun and easy way without leaving the principles of

chemistry it self.

KAB. BANDUNG BARAT AND KERLIP FOUNDATION

Bandung City and its surrounding is one of the area

with high earthquake potential mainly related to

the presence of Lembang Fault, or better known as

Lembang Fault, which has an active status, located

at West Bandung regency. SEAMEO Regional

Centre for QITEP in Science played its role to

increase the capacity of teacher as agent to

socialize potential earthquake hazards and

attempts risk reduction in schools. One program

that was implemented in this regard conducted by

collaboration with the Research Centre for Disaster Mitigation (PPMB) ITB and Disaster

Management Agency (BPBD) Kabupaten Bandung Barat is organizing seminars. The first seminar

was held in 2011 in Lembang for teachers in Kabupaten Bandung Barat (West Bandung Regency).

The second seminar titled "Socialization on The Impact Reduction of Earthquake Disaster ", held

on October 18, 2012 at the Hall of Science banner, Jalan Diponegoro 12 Bandung. The second

seminar was intended for principals and geography teachers from the local schools near the

Lembang Fault area, such as; Kota Bandung, Kabupaten Bandung, Kota Cimahi and Kabupaten

Bandung Barat. The composition of the representative was expected to support real efforts up to

reducing the impact of disasters in their respective schools after following the seminar. Given

the strategic role of school in society, this activity might be expected to be the basis for the

movement of school-based disaster awareness. To reinforce this, in this second seminar Yayasan

Keluarga Peduli Pendidikan (Kerlip Foundation) which has one of the Safe Schools program

related disasters (Gera Shiaga), was invited to give inspirations and examples of application. The

best practices presented in this seminar are the integrated school programs to reduce risk

disaster of SMP Negeri 11 Kota Bandung. After an introduction from Mr. Maman Wijaya, M Ed,

Deputy Administrative SEAMEO QITEP in Science, the event opened officially by Mr. H. Teddy

Chaerawan, SH, S.Pd., M.Pd, Head of Secondary School Education Primary Education Department

of West Java Province, representing Head of Education Department of West Java Province.

Evacuation briefing at the site of socialization carried out later by the Security Unit of PPPPTK

IPA. The event was followed by the explanation of Dr. Irwan Meilano from PPMB ITB about the

Lembang Fault and risks that may result from the activity of the fault. Ir. H. Dani Prianto Hadi,

MM from BPBD Kabupaten Bandung then presents a variety of potential disasters that could

occur in Indonesia and the efforts of the government in reducing its risk exposures. Kerlip

Foundation with representatives of teachers and students of SMP 11 Bandung perform and

provide examples of how to apply for Disaster Safe Schools program for the audience. The 68

attended participants were then asked to design their draft of Standard Operating Procedures

disaster reduction in their respective schools. Thus, the event is expected to be followed up later

with a real effort in the school of each participant.

TRAINING COURSE ON EARTH AND SPACE SCIENCE

With the total number of 28 science teachers of SEAMEO member countries gathered at the Regional Centre for QITEP in Science, Jl. Diponegoro No. 12 Bandung, West Java. They were 20 Indonesian teachers, 2 Brunei teachers, and one teacher representing Malaysia, Lao, Thailand, Cambodia, Philippine, and Vietnam. Their existence were to attend the Earth and Space Science training course, held from 16 to 25 October 2012. The course program was carrying the purpose to improve the comprehension and

skill in using data source and equipments related to earth and space science, which were used by teachers to improve the quality of learning process of earth and space science in classroom. The resource persons were experts from related field, namely; Dr. Irwan Meilano and Dr. Dhani Herdiwijaya, from ITB, Evan Irawan from Bosca, Judhistira from UPI, Muh. Rayhan and Rommy Syamara from Planetarium and Observatorium Jakarta. During the course, there was also a one day seminar on Disaster Risk Reduction, and all participants joined the program that was held on Thursday, 18 October 2012 at the Centre auditorium.

6 TRAINING COURSE ON INQUIRY-BASED SCIENCE LEARNING IN ATAMBUA

In order to implement the philosophy of SEAMEO

that is Reaching to the Unreached SEAMEO Qitep

in Science has successfully conducted the in-

country training in Atambua, West Nusa Tenggara

from 19-23 November 2012, a border area

between Indonesia and Timor Leste. The training

titled 'Inquiry-Based Science Learning' participated

by 30 local elementary school teachers. This

training was acknowledged by Head of Education,

Youth and Sport of Agency of Atambua District

which officially opened the training. The goal of the training was not only to promote the

concept of inquiry-based learning and to enhance the teacher skill in delivering science topics in

class, but more importantly was to distribute the message of SEAMEO as international

organization to promote regional cooperation in education, science and culture in Southeast

Asia. It was a comprehensive topic which covered the Introduction to Inquiry-Based Science

Learning, Effective Questioning, Inquiry-Based Learning Assessment, and Developing Lesson

Plan. The participants were also introduced to some simple hands-on activities using readily

available materials to overcome the limitation of science laboratory equipment in the area. This

program could be seen as an initiative of SEAMEO Qitep in Science towards the ASEAN

Community in 2015 through education realms, where Indonesia has actively engaged in this

multilateral cooperation.

PUBLIC LECTURE ON SCIENCE EDUCATION IN ASIAN AFRICAN COUNTRIES

WITH PROF. HIDEO IKEDA

More than 50 teachers got benefits from the Public Lecture presented by Professor Hideo Ikeda on October 18th 2012. The distinguished resource person was from the Departement of Educational Development and Dean for Graduate School for International Development and Cooperation (IDEC) of Hiroshima University, Japan. At the beginning of his lecture, Prof Ikeda extended the history of Hiroshima University and how it grew to be one of the best University in the world. One of the flagship international program was a collaboration project

with JICA in the Asian and African countries, where Professor Ikeda shared the new scheme for International Cooperation between Asian-African Countries. He mentioned also other education issues and innovation in Japan, such as; curriculum improvement, lesson study and text book development. In his lecture, Prof Ikeda emphasized his opinion that science and mathematics are the universal language in education, which were relatively less on bias and subjectivity. Therefore, it would influence culture of democracy and transparency. Before ended his lecture, Prof Ikeda presented some inspiring simple science experiments to be implemented at school.

ACTUAL DIALOGUE IN NATIONAL TELEVISION OF REPUBLIC OF INDONESIA

To socialize the institution, especially in

Indonesia, SEAMEO QITEP in Science has a live

interview TV programme namely Dialog Aktual

(Actual Dialogue) that was aired nationally by

the Televisi Republik Indonesia (National

Television of Republic of Indonesia). The

programme was conducted on 11th December

2012 at 8 - 9 am. In the dialogue, QITEP in

Science was represented by Director, Head

Division of Trainning Programme and Head Division of Public Relation and Collaboration. The

historical background of the establishment of institution, implemented programmes, overview

of upcoming programmes and how to get access to QITEP in Science by online were conveyed in

the dialogue.

The attention and the enthusiasm of audiences ware great. It was shown by the number of

comments and questions via phone and short message service coming in during the session.

Through this event, QITEP in Science expected there would be more teachers and educational

staff who would be able to access the Centre's official website to get information, make a

contact and register to the programmes that are open to the public. Moreover, QITEP in Science

also expected proposals from related government or private parties to make productive

collaboration in science teacher improvement programmes.

8 COMMUNITY SERVICE PROGRAM FOR REMOTE SCHOOLS IN THE VICINITY OF

OPERATION AREA OF TOTAL E & P INDONESIE

A Collaboration Project between SEAMEO QITEP in Science and TOTAL E & P Indonesie

Education is a valuable investment that can determine the future of a nation. Education, partic-

ularly good science education, will help the improvement and the ability of communities to un-

derstand and utilize surrounding natural resources, as well as conserve nature in order to en-

hance the quality of life in the present and in the future. The Southeast Asian Ministers of Edu-

cation Organization (SEAMEO) Centre for Quality Improvement for Teachers and Education Per-

sonnel (QITEP) in Science in the collaboration with TOTAL E & P Indonesie undertook the pro-

gram of young scientists companionship in remote schools around the operation area of TOTAL

E & P Indonesie in Kutai Kartanegara, East Kalimantan Province, Indonesia.

Forms of Collaboration

The focuses of learning models which were developed by the young scientists in their compan-

ionships were inquiry-based learnings. The inquiry model in science learning has been devel-

oped in advanced countries and successfully proved at least in increasing the learners' interest

in science. The representatives from SEAMEO QITEP in Science sponsored by TOTAL E & P Indo-

nesie had attended the 3rd International Seminar La Main a la Pate on inquiry-based science

learning model in Sevres, France, in 2012. The interesting and inspiring program of La Main a la

Pate was the involvement of scientists to assist science teachers in schools in France. This con-

cept then adapted in the scheme of collaboration between SEAMEO QITEP in Science and TOTAL

E & P Indonesie. SEAMEO QITEP in Science recruited and fostered fresh graduate scientists from

college (named as young scientists in this program) to introduce inquiry-based learning model to

targeted schools, assist teachers in learning science and advocate the importance of education,

mainly science, in the targeted schools and surrounds. It is expected that the targeted schools

will continue to perform, develop, and disseminate the benefited of inquiry-based science learn-

ing even after the companionship program has ended. As a company with a strong commitment

to improve the quality of human resources, TOTAL E & P Indonesie fully has supported all activi-

ties in the program.

The Implementation

The program was conducted in six months (November 2012 - April 2013). It was initiated by the one-day workshop to introduce the inquiry-based science learning to local teachers, which was continued to the elementary school teachers in the sub District of Anggana. The representatives of QITEP in Science and the young scientists facilitated this activity. Five young scientists from different universities were placed in selected three public elementary schools (Sekolah Dasar Negeri/SDN) to be fostered in the collaboration program. The three tar-geted schools were in the remote areas of sub-district Anggana, Kutai Kartanegara, which can only be reached in 1-2 hours trip on the water along the Sungai Mahakam. The residential areas in the three villages are above tidal and scattered on a small delta islands. Most of the liveli-hoods of the population in these three villages are fishermen and shrimp farmers.

A brief description of the three schools are as follows: 1. SDN 014 Anggana. Tani Baru village, where the school located is about 61 km from the district town of Anggana. The village area of 71.5 km2 is inhabited by about 3000 people, actually scattered around the delta area. This leads to the location of public facilities including schools which are quite difficult to reach by some villagers. The total of 149 students studying in the six classrooms at SDN Anggana 014 with 11 teachers including the principal. SDN 014 Anggana shares the same area with SMPN (public secondary school) 4 Anggana. They share facilities of laboratories, libraries and toilets. Two young scientists were commissioned to accompany teach-ers in elementary school and junior high school as well as assigned due to local people’s needs. The participation SMPN 4 Anggana in Science Olympiad which was organized by the University in Samarinda, Universitas Mulawarman, was also initiated and fully accompanied by these two young scientists. 2. SDN 015 Anggana. The school is located in the village of Muara Pantuan which is about 41 km from the sub-district town with a population of 5000 persons in the area of 513, 32 km2. This school has 332 students who are divided into 10 classes, with 14 teachers including the principal. There are only 7 governmental teachers (who has civil servants status with the payment from the government), while the rest are paid from schools' income. A young scientist was placed in this school . A variety of activities were developed to support science learning by this young sci-entist such as "Sains Ceria/Cheerful Science" quiz and planting mangroves program. 3. SDN 016 Anggana. The Sepatin village, the location of SDN 016 Anggana, is the furtest village from the town sub-district Anggana (about 79 km). This distance can only be reached by 2 -3 hours seatruck drive along the edge of Makassar Strait. The 628.87 km2 area of this village is in-habited by about 3,200 people which were dominated by the Bugis and Banjar tribes. SDN 015 Anggana has about 200 students in nine classrooms, and shares area with SMPN Sepatin. One major problem in this village is the difficulty to have communication signals via satellite. Two young scientists were given the task to develop the science learning and teach the students as the substitute teachers. In addition, young scientists were also the facilitator in the internal teacher training for kindergarten, elementary and secondary teachers in the Sepatin village. They mainly take part to teach inquiry learning and computer applications. To strenghten the understanding and invigorate the spirit of teachers to implement and socialize

inquiry learning model, Total E & P Indonesie, SKK Migas and the Education and Cultural Office of

District Kutai Kertanegara collaborate in carried out the Training of Inquiry-Based Science

Learning for elementary teachers in 3 sub district (Anggana, Samboja and Muara Jawa) on 2 -5

April 2013. In the training, the young scientists were taking part as the facilitators and SEAMEO

QITEP in Science provided training materials and guidance while the TOTAL E & P Indonesie

ensured the accomodation of participants and facilities required during the training. Based on

the interview with participant and coverage of the local media, the training has been successful

to gives the new perception and spirit for teachers to teach with inquiry models.

10 Outcome

This collaboration of SEAMEO QITEP in Science and TOTAL E & P Indonesie program was well-

accepted in the targeted schools, communities and the district government of Anggana and

Kutai Kartanegara. The determination to exploit the inquiry model of teaching is now spread not

only to science teachers, but also teachers of other subjects can master it. In addition, the in-

volvement of the students in science learning also improves the enthusiasm of the students and

increase the number of questions raised by the students. They also can conduct simple labora-

tory practices and utilize environment as their learning resources. Some of the proposed follow-

up program are the scholarship for the remote area teachers to continue their studies and the

Training for Trainer (ToT) to create local facilitators in the district. The long term planning to fol-

low-up the program as well as additional support from various parties will certainly increase the

positive impact of the success of this educational partnership program. We hope the outcomes

will be enjoyed by the present and the future generations.

The Implementation

Since this program involve the young scientists in giving their participation to improve science in school, this was named as Fresh Graduated Participation in School (FGPS). The FGPS is the ulti-mate flagship program of SEAMEO QITEP in Science. By the program, the inquiry approach can be intensely trialled in schools. The inquiry approach has been adopted and extended through centers routine training course programs. Moreover, our efforts to provide remote areas in the border with training courses to improve the local teachers' competence in teaching science hope-fully will helps Indonesian government to the improve quality science education. 12 PRAISE : PROMOTING REAL AUSTRALIAN INDONESIAN SCIENCE EDUCATION

In 7 – 13 April 2013 four SEAMEO QITEP in Science staffs; Dr. Maman Wijaya (Deputy Director for Ad-ministration), Reza Setiawan (Head Division of Training Program), Kandi (Head Division of ICT) and Eka Danti Agustiani (Head Division of Partner-ship and Collaboration), visited the Australian Academy of Science (AAS)� to work with the Sci-ence by Doing team in Canberra, Australia. Their visit is part of a collaborative Indonesian-Australian pilot project named Promoting Real Australian Indonesian Science Education (PRAISE), which is funded by the Australian Government and Indonesian Government. The Indonesian team is developing a science curriculum unit for Indonesian science teachers and students. The Academy representatives, led by the Science by Doing Executive Director, Profes-sor Denis Goodrum was sharing their knowledge and experiences gained developing Science by Doing program in Australia. Later in year, two members of Science by Doing team will travel to Indonesia to assist with an implementation workshop for Indonesian teachers involved in the trial of the curriculum unit.

IMPROVING ENGLISH SPEAKING SKILL THROUGH PUBLIC SPEAKING TRAINING

In improving their staff competence, SEAMEO QITEP in Science sent Ms. Lili Indarti and Ms. Retzy Noer Azizah to attend the English Public Speaking training in Lembaga Administrasi Negara (LAN) Ja-karta from 8 – 12 April 2013. This training was a free program held by Balai Diklat Bahasa LAN, in order to improve the English speaking skill of the participants, specially speaking in public. There were 20 participants in this training that comes from other governmental institutions. In the training, the participants learnt how to plan a

speech, including the principle of public speaking, analyzing the audience, techniques of devel-oping ideas, making a great introduction, making a powerful conclusion, conquering fear of pub-lic speaking, visual design, non verbal communication, handling questions, and language use. In the last meeting, all the participants must give individual speech based on their designed speech. Hopefully, after attending this training, the participants can deliver a speech properly in public using English.

13 COURSE ON ENGLISH REPORT WRITTING

Two staffs of SEAMEO QITEP in Science joined a course on English Report Writing held by the Lan-guage Education and Training Centre, National Institute of Public Administration, Jakarta for five days from 15 – 19 April 2013. It was attended by seventeen government employees coming from different Indonesian Ministries. The aims of the course was to upgrade and im-prove the participant’s knowledge of developing a formal report in English, and to give an opportuni-ty for participants to exchange ideas, information

and experience among them. There were discussions, lectures, presentations on good format of reporting, the advantages and disadvantages of using graphs, charts, and tables in a report, function of selecting and organizing the material for the final report, and also tips on eliminating deficiencies in writing, that partici-pants were reminded to use a variety of simple, compound, and complex sentences. The course was in general very important and interesting to follow, moreover by the involvement of well experienced instructors from the Language Education and Training Centre.

SEAMEO QITEP IN SCIENCE INVOLVED IN PRIMARY CONNECTIONS

COLLABORATION WITH ASIA WORKSHOP, IN SYDNEY

Primary Connection Program is innovative science education program which lingking the teaching of science with teaching literacy in Australian primary schools. The implementation of this method will give opportunity the students to develop their tal-ents and also to enhance their natural couricity more efective. To disseminate this program, Aus-tralian Academic of Science in Canberra, conducted an Asia colaboration workshop in Sydney, Australia from 25-27 Zmarch 2013. The workshop was atended by 17 participants from 12 Asean coun-

tries and 1 country from Pacific (Fiji) together with 20 Australian teachers has received strong support from Australian Government and also Global Inter Academy Planel Science Education Program (IAP-SEP). The SEAMEO QITEP in Science was represented by Deputy Director, Dr. R. Indarjani . She valued this workshop as a chance to learn the application of IBSE concept and phylosphy on primary level include the model, strategy and also the outcome. During this work-shop , there was also simulation activity how this program could implement in their own science education system. Another benefit by attending this workshop was that this activity could foster collaboration between Asia Pacific Region countries in the area of science education through networking that has been established during the program.
