Montréal
UNFCCC Seminar on adaptation technologiesTobago, 14 – 16 June 2005
UNFCCC Seminar -- June 2005 – Slide 3
CBD Objectives
• Conservation of biological diversity
• Sustainable use of its components
• Fair and equitable sharing of the benefits arising out of the utilization of genetic resources
UNFCCC Seminar -- June 2005 – Slide 4
CBD Objectives
Definition of biological diversity
Variability among living organisms from all sources; this includes diversity• within species,• between species, and• of ecosystems
UNFCCC Seminar -- June 2005 – Slide 5
CBD Objectives
The 2010 target
“to achieve by 2010 a significant reduction in the current rate of loss of biological diversity”
UNFCCC Seminar -- June 2005 – Slide 6
Technology transfer
Article 16 CBDParties to provide and/or facilitate access to and transfer of technologies that are relevant to• the conservation and• sustainable use of biological diversity or• make use of genetic resources
and do not cause significant harm to the environment.
UNFCCC Seminar -- June 2005 – Slide 7
Technology transfer
Article 16 CBD• Access and transfer to be provided under fair and
most favorable terms• Access to genetic resources in exchange for access
to, and transfer of, technology that makes use of those genetic resources
• Transfer includes technology protected by intellectual property rights
• Transfer in accordance with international law
UNFCCC Seminar -- June 2005 – Slide 8
Technology transfer
Examples• technologies for in-situ conservation• technologies for ex-situ conservation• technologies related to sustainable use• monitoring technologies
Many activities already ongoing through bilateral and multilateral cooperation…
• Second national reports; reports on technology transfer• Trondheim Conference 2003
UNFCCC Seminar -- June 2005 – Slide 9
Technology transfer
Programme of Work• adopted by decision VII/29 in February 2004• activities on the following programme
elements: • Technology assessments• Information systems• Creating enabling environments• Capacity building and enhancement
UNFCCC Seminar -- June 2005 – Slide 10
Technology transfer
Programme of Work: implementation
• First phase: analytical and conceptual work to be undertaken by the Secretariat
• assisted by• Expert group on technology transfer• Informal Advisory Committee of the clearing
house mechanism
• work will be considered by COP-8
UNFCCC Seminar -- June 2005 – Slide 11
Biodiversity & Climate Change
Activities under CBD• 2001 – 2003: Ad Hoc Technical Expert Group• Report on biodiversity considerations in design of
climate change strategies and activities• Now: supplementary assessment on integration of
biodiversity in the implementation of adaptation activities to climate change
• Meeting of technical experts in September 2005• Report will be submitted to SBSTTA-11, in
December 2005
UNFCCC Seminar -- June 2005 – Slide 12
Technologies for adaptation to
climate change
Biodiversity & Climate Change
Technologies of relevance under CBD
Two sets of technologies…
UNFCCC Seminar -- June 2005 – Slide 13
Biodiversity & Climate Change
Interlinkages I
CBD technologies: opportunities for adaptation to climate change technology for conservation and
sustainable use: Resilience of ecosystems and adaptive capacity
technology that makes use of genetic resources: crops with higher
resistance against extreme climate events
UNFCCC Seminar -- June 2005 – Slide 14
Biodiversity & Climate Change
Interlinkages II
UNFCCC adaptation technologies:
positive, neutral, negative effects for biodiversity possible Coastline protection and management
as an example
Synergy possible but also tradeoffs
UNFCCC Seminar -- June 2005 – Slide 15
Biodiversity & Climate Change
Interlinkages III
both sets of technologies notoriously difficult to define/conceptualize problem for designing an enabling
environment that is well-targeted Opportunities for sharing
experiences/good practices
UNFCCC Seminar -- June 2005 – Slide 16
Conclusions
Opportunities for synergy exist… in transferring technology in designing targeted processes for
fostering transfer of technology
…but each process also has its own issues… UNFCCC: mitigation technologies CBD: access and benefit sharing
