IT’S A PERENNIAL problem. With energy demand still rising rapidlyin the region, there is an urgent need for new power generation,transmission and distribution systems, especially in majorgrowth markets such as Saudi Arabia, Qatar and the UAE.According to bankers, Standard Chartered, the total infrastructureproject pipeline in the Gulf Co-operation Council (GCC) countriesmay be worth US$172 billion this year alone. Saudi Arabia alonecould account for about US$61 billion of this total, StandardChartered said in a recent MENA Focus report. The oil-richkingdom is likely to remain the region's busiest market across allkey sectors, from infrastructure to electricity and gas. But it is notall about new projects, with the region’s biggest power utilityfacing up to even greater challenges, notably the need for reform.Saudi Electricity Company (SEC), is in the process of managingcritical new reform measures. QATAR ELECTRICITY & Water Company(QEWC) signed a MoU with Qatar SolarTechnologies (QSTec) to explore ways ofof developing power generation usingsolar energy in Qatar as the governmentaims to replace over 10 percent of itsconventional forms of energy used toproduce electricity and water with solarpower by 2018.General manager of QEWC Fahad HamadAl Mohannadi said, "The interest inalternative energy sources and solarenergy in Qatar is present and growing.The development and advancement ofsolar cell technology and the relatedindustry should be the corner stone forthe future strategy on alternativeenergy resources."Mohannadi said that QEWC believed thatQatar had both the geographic andclimate advantages suitable for thedevelopment of solar energy. Solarenergy will provide a sustainablealternative source of energy to conserveand protect Qatar's natural resources forthe future. QSTec is building a brand new solarenergy industry in Qatar and has beenallotted about 1.2mn sqm of land for thesolar energy plant in Ras Laffan
Industrial City that would produce over45,000 tones of high-purity solar gradepolysilicon. QSTec will soon be producing highquality, solar grade polysilicon, the keyingredient that goes into making solartechnologies such as solar cells andmodules that convert the power of thesun into energy. QSTec's US$1 billion polysiliconmanufacturing plant, located in RasLaffan Industrial City, will initially
produce 8,000 metric tonnes per year ofpolysilicon. By the time this istransformed into solar modules, thesesolar modules will capture enough solarenergy to power around 240,000 homesfor an entire year. The plant is scheduledto start operations in 2013. QSTec is a joint venture formed betweenQatar Solar (a wholly owned subsidiary ofQatar Foundation for Education, Scienceand Community Development), SolarWorldAG and Qatar Development Bank.

Bahrain to focuson renewablesBAHRAIN'S MINISTER OFenergy, Abdul Hussain binAli Mirza, has unveiled theKingdom's plans toimplement renewableenergy projects based onsolar and wind technology.Ali Mirza said that thecountry will introduce tworenewable energy pilotprojects which willgenerate 5MW ofelectricity each.He added that work wouldstart on the smart solarproject after signing a MoUwith US-based firm PetraSolar to build the project.Petra Solar has entered intoan agreement with NOGA,the Bahrain PetroleumCompany (BAPCO) andCaspian Energy Holdings tobuild the solar project.
Shoaiba III power plant completed earlyALSTOM HAS COMPLETED the final unit of the 1.2 GW Shoaiba III steam power plant early and hashanded it over to the Saudi Electricity Company (SEC).Work on the Shoaiba III project began in September 2008 and the plant has three individual 400 MWblocks built around Alstom's proven STF40 steam turbines and GIGATOP 2-pole turbogenerators.The third plant is part of the giant Shoaiba facility and is located on the Red Sea coast 100km southof Jeddah. It generates a total of 5,600 MW of output to Saudi Arabia’s grid from its fourteen units,making it not only the largest power plant in the Kingdom, but also the biggest in the region, Alstomsaid in a statement.
The plant uses the latest ALSPA power controlsystems to ensure efficient management of theplant so that it can meet the varying demandsplaced on the grid in a region.Importantly, Shoaiba III will be a cleaner electricityprovider as it will use Alstom's environmentalcontrol systems. The company's seawater flue gasdesulphurisation (SWFGD) system helps cutsemissions by using brine to strip sulphur oxidesfrom the flue gas, while NOx-reducing tangentialfiring technology has been employed in the boilersto mitigate nitrogen oxides.
The Alstom-led consortium, with support from local contractor Saudi Archirodon, executed thethree-stage Shoaiba project over 13 years on a turnkey basis, with the Alstrom designing,supplying, installing and commissioning all aspects of the complex. SEC CEO Ali Saleh Al-Barrak has said he believes Shoaiba III will be instrumental in helpingSaudi Arabia meet rising demands for electricity and crucial for the development of theKingdom's economy.

DEWA invites proposals forSmart Grid implementationDUBAI ELECTRICITY AND Water Authority (DEWA) has invitedconsulting companies to submit their proposals and tenders forimplementing a Smart Grid strategy to increase its electricalnetwork's output while reducing energy consumption.
The utilitycompanyplans toconnectrenewableenergyresourcesto the gridand reduceits carbonfootprint.
DEWA has been looking at improving grid operations so that itcan manage infrastructure investments more efficiently. Itsstrategy has been focused on incorporating automated decisionmaking and interoperability in the system and optimising thecity's generation, transmission and distribution networks.
DEWA will also launch a 'Smart Grid System Strategy' reportthat will cover its present monitoring, control and communicationcapabilities of the electrical network and suggest the best courseof action for Smart Grid implementation. Findings from the reportare expected to help identify additional facilities required.

Siemens breaks ground on gas turbinemanufacturing plantBUILDING WORKHAS begun onSiemens' first gasturbinemanufacturingfacility in theMiddle East. Theplant will be basedin the SaudiArabian city ofDamman and hasbeen scheduled tobe completed inlate 2013.The facility will be constructed on a 220,000 sqm site inDammam. The power equipment manufactured at the plantwill be supplied to the local Saudi market, which will helpmeet growing local demand for energy. The plant is designed for Siemens major customers in theKingdom, including Saudi Electricity Company.Siemens and its local partner EA Juffali and Brothers willinvest US$160mn in building the facility.The centre will also create job opportunities for youngSaudis and serve as a knowledge transfer hub for Siemenstechnology.
PHOENIX POWER COMPANY, which is constructing Oman'slargest power station, has chosen Mott MacDonald as theowner's engineer for the US$1.5 billion project.
According to the agreement, Mott MacDonald will take overthe design review, construction supervision, inspection,testing and commissioning for the remaining two years of theproject's design and construction phase.
When completed the combined cycle power plant, which islocated near the town of Sur in the east of the country, will beable to generate 2,000MW. It is being built to meet thegrowing commercial and consumer demand for electricity inthe Sultanate.
Mott MacDonald project manager Grant Willis said, "Earlypower of 433MW is scheduled to be available from April 2013,with the remainder of the capacity scheduled for commercialoperation in April 2014.
"Once built, some older, less efficient power plants inOman will be decommissioned."
Capable of firing on both natural gas and distillate fuel oil,the power station will be equipped with three Siemens 'Fclass' gas turbines and a dry low-NOx combustion system.
There are a total of three CCGT units; two of these willcomprise of two gas turbines, two heat recovery steamgenerators (HRSG) and a steam turbine while the third CCGTunit will include a gas turbine, HRSG and steam turbine. Theexhaust gas from each gas turbine will be fed to the HRSG,which will then be condensed via sea water cooled wetsurface condensers. HRSGs are of horizontal triple pressuredesign, natural circulation and with reheat firing.

Bahrain inaugurates Al Dur plantBAHRAIN'S LARGESTINDEPENDENT power andwater desalination plant,Al Dur, was inauguratedby King Hamad Bin Isa Al-Khalifa. The plant canproduce 1,234MW ofpower and 48 milliongallons of desalinatedwater. Al Dur has been developed at a total cost of US$2.1 billionby International Power GDF SUEZ and Gulf InvestmentCorporation. It was built by Hyundai Heavy Industries and usesGeneral Electric turbines for the two power blocks.
The Al Dur plant began full commercial operations in February2012 and has been designed to help Bahrain meet growing localdemand for both energy and water. The Bahraini Electricity andWater Authority (EWA) will take all of the output under a 25-yearpower and water purchase agreement.
Bahrain minister of energy Abdulhussain bin Ali Mirza said,“We are confident that the launch of Al Dur will ensure the stableand secure supply of power and water to the country.”
According to International Power chief executive, Phillip Cox,the Al Dur plant will be the first in the region to use ReverseOsmosis technology, which is both more efficient andenvironment friendly than traditional desalination technologies.
■ FG WILSON (ENGINEERING) facility located in Jebel Ali Free Zone (JAFZA)received a visit from Northern Ireland’s department of Enterprise, Trade andInvestment with a high level delegation led by enterprise, trade & investmentminister, Arlene Foster. During the visit, the delegation received a presentationby members of the Dubai and Belfast - FG Wilson teams as well as a tour ofthe 160,000 sq ft facility. From its strategic location in JAFZA, FG Wilson FZEhas been able to grow into an industry leader in the field of power generationthroughout the Middle East. Commenting on the growth of the FG Wilson brand, Roger Kennedy, MiddleEast area sales manager of FG Wilson (Engineering), said, “FG Wilson FZE hasshown unprecedented commitment to growth and to the FG Wilson brand. Inaddition to their progress in the Middle East, they have established a strongpresence in traditionally complex markets such as Iraq and Afghanistan."The FG Wilson brand of generator is manufactured at the Northern Irelandbased FG Wilson Engineering, a fully owned subsidiary of Caterpillar.
■ THE MIDDLE EAST and North Africa (MENA) region has been tipped to becomethe upcoming solar power investment destinations for major market players,according to a new report by GlobalData. In the report, entitled GlobalRenewable Power Investment Outlook for 2012–Key Factors InfluencingInvestment Decisions, energy experts said the countries to look out for in theregion would be the UAE, Saudi Arabia, Morocco, Algeria and Jordan.The report stated that global renewable energy investments reached a recordUS$209 billion in 2011 as the solar industry seized a 49 per cent share ofrenewable power investments. With solar power prices approaching grid parity, asset financing investmentshave witnessed a higher growth rate than other renewable generationtechnologies, GlobalData revealed.

Saudi government spending on non-oilinfrastructure projects is tipped to be
more than seven per cent higher in 2012than last year, the bank stated.
But the power segment is clearly one ofthe nation’s top priorities.
The world's biggest oil exporter isstruggling to keep up with rising electricitydemand of up to eight per cent a year,fuelled by high population growth andgrowing industrial diversification,including the creation of moredownstream industries.
Saudi Electricity Company’s (SEC)installed capacity of 50,000 MW needsto rise to at least 80,000 MW by 2020,officials at the state utility havepreviously said.
A major challenge for Riyadh’s energyplanners, perhaps, but it also represents ahuge growth opportunity for local andinternational power companies.
Financial challengesBut the challenge of providing all thisnew power infrastructure comes at atricky time, despite the cushion ofinflated oil receipts.
The Gulf’s subsidised energy marketmeans that the sector is largely beingunderwritten by the state, a costlyexercise as the demand for electricityaccelerates.
It has pushed issues such as reform andrestructuring to the fore at a time whenthere is an urgent need to invest in newpower stations, transmission anddistribution systems.
In readiness for the impending reforms,utilities such as SEC are taking innovativesteps to shore up their finances in order tocontinue the investment surge.
In March, SEC launched a US$1.75
billion two-part Islamic bond amidperceived strong market demand tosupport its substantial investment needs.
It marked the inaugural internationalSukuk issuance by SEC, and the largestinternational debt capital marketsissuance from Saudi Arabia, a sign ofchanging times.
The dual-tranche Sukuk issue, led byDeutsche Bank and HSBC, comprisedUS$500mn with a five year maturity andUS$1.25 billion with a 10 year maturity.
SEC chief executive Ali al-Barrak saidthe issue would be important forstrengthening the utility’s funding mix,accessing longer-tenor financing,broadening its investor base and helpingit become more in line with its globalpeers, all the while, supporting its prioritycapital spending plans.
In addition to massive public spending,the Gulf economies are also starting tothink more in regional terms, to offsetsome of the financial burden.

connects Kuwait in the north withOman in the south; it became fullyoperational last year.
Though trade flows remain modest fornow the project underlines a heightenedinterest in energy co-operation, an areathat could take some of the pain off thecurrent investment spending.
The demands for more power alsocomes at a time when Gulf states arereaching out into alternative energy,including renewables, as well asnuclear power.
Despite the prevalence ofhydrocarbons, there is a desire to diversifyenergy sources and shift power systems tocleaner generation types, with fuel oil stillcommonly used in many plants.
Ambitious growthRiyadh has also welcomed foreigninvestment into the power sector tosupport its growth ambitions, inparticular, the massive need for newgeneration.
This includes what will be the world’slargest independent power generationproject, the Qurayyah Independent PowerProject (IPP), which was sanctioned for
development at the end of 2011.The 3,927 MW project is being
developed by a consortium led by ACWAPower, together with Samsung C&T andthe MENA Fund, alongside SEC.
The project, to be developed on a BOO(build, own, operate) basis, will be sited atQurayyah, on Saudi Arabia’s eastern coastof adjacent to existing SEC facilities.
The project company, HajrElectricity Production Company, wasestablished with the winningconsortium owning 50 per cent andSEC owning the remaining half.
Financing is coming from a wide rangeof domestic and foreign bankinginstitutions.
The Qurayyah IPP will comprise sixidentical groups of equipment, eachdelivering net output of 654.5 MW.
Each group comprises two gas turbines,two heat recovery steam generators andone steam turbine.
Electricity will be supplied to SEC undera 20-year Power Purchase Agreement(PPA) starting in June 2014.
The project is one of a large number ofIPPs now underway and already inexistence across the dynamic Gulf power
market, which continues to attractinternational investor interest.
With demand rising equally fastelsewhere, other Gulf utilities such as AbuDhabi Water and Electricity Company(ADWEA), Dubai Electricity & WaterAuthority (DEWA), and Oman Power &Water Procurement Company (OPWPC) arefollowing a similar path.
All are investing greatly in expandingcapacity, supported by the privatesector against the constraints ofsubsidised tariffs.
In Abu Dhabi, ADWEA director generalAbdullah Saif Al Nuaimi confirmedrecently that there are no imminent plansto raise water and electricity prices,despite soaring investment costs.

An emerging IraqOutside of Saudi Arabia and the other oil-rich Gulf states, theIraqi market is also starting to wake up.
Baghdad plans to boost grid capacity by 1,500 MW in the nextfew months and to add 22,000 MW of new generating capacityacross Iraq, except for the semi-autonomous region of Kurdistan,by the end of 2015, officials have said.
Iraq's power availability has ranged between 7,000-8,000 MWbut is due to increase to 9,000-9,500 MW this summer as newprojects come online and others are upgraded.
Iraqi demand for electricity peaked at 15,000 MW last year, butthe oil-producing nation managed to supply less than half of that.
In one of the latest projects, Iraq's electricity ministry signed aUS$363mn deal with Egypt's Orascom Construction to build a1,014 MW gas-fired plant in northern Iraq.
The plant in Baiji, 180-km north of Baghdad, will include sixSiemens gas units, each with a capacity of 169 MW.
The project is expected to be completed within two years.The growth of the oil and gas industry is also generating itsown demand for new power infrastructure, underlining therise of a new, emerging Iraq.
A local unit of Shell, for instance, is pushing ahead witha new power plant as part of the huge South Gas Project, agas collection initiative to monetise flared gas from someof the country’s huge southern oilfields.
The 50MW power plant will be operated by the BasrahGas Company, a joint venture company to be set up as partof the South Gas Project.
Other shareholders include Iraq’s South Gas Company(51 per cent) and Diamond Gas Iraq, a subsidiary ofJapan’s Mitsubishi Corporation (five per cent).
It will provide the company with the electricity it needsto power its production processes.
Shell Gas Iraq this year commissioned work on theproject, which includes a US$60mn award for power andautomation specialist ABB.
The project, scheduled for completion in the thirdquarter of 2013, includes the rehabilitation of existinginfrastructure and the addition of new facilities.
Nearly nine years since the US-led invasion that oustedSaddam Hussein, Iraq's power grid still supplies thecountry with only a few hours of electricity a day.
Services bonanzaThe infrastructure spend is good business forinternational energy companies.
In three consecutive days at the end of April, forinstance, ABB announced three separate multi-milliondollar awards from three of the region’s high growtheconomies keen to bolster their infrastructure andtransmission grids.
In Saudi Arabia, it booked orders worth US$70mn forSEC sub-station projects.
ABB will design, supply, install and commission a new132/13.8 kilovolt (kV) sub-station at al-Raas in the al-Qassim province and extend an existing 380 kVsub-station at the Princess Nourah bint AbdulrahmanUniversity in Riyadh.
The projects are scheduled for completion by 2014, and includedelivery of products such as switchgear, transformers, auxiliarysystems and cables.
The company will also work on a 110/13.8 kV sub-station at al-Fareeda, which will provide power to a new residentialdevelopment, north of Jeddah.
“The sub-stations will boost power capacity to address growingelectricity demand in the central region,” said Brice Koch, head ofABB’s Power Systems division. “They will also help to improve gridreliability and power quality while ensuring energy efficiency.”
The following two days in April, ABB unveiled two US$16mnorders to supply power to industrial users in Qatar and Iraq.
In Qatar, this means upgrading the power distribution networkat the Qatalum aluminum smelter in Mesaieed Industrial City,approximately 50-km south of the capital Doha.
It will also help provide electricity to a new melt shop and steelrolling mill in northern Iraq.
The Saudi order also followed a US$70mn contract the monthearlier to build five other new sub-stations on behalf of SEC.
This, in turn, followed the announcement of similar orders worthmore than US$250mn for new sub-stations and the reinforcement ofexisting ones in Saudi’s eastern and central regions. ■

The project will create a road map todevelop energy trade and energy securityfor countries in the Arab League andprovide an outlook for a single energymarket by 2030. This roadmap willspecifically target the need for newphysical infrastructures for natural gastransport and electricity transmission. Infact, an integrated energy market will bepossible and efficient only provided thatadequate gas pipeline and transmissionlines are built. Hence, optimising theinvestments in the gas and electricityinfrastructures is a further challengeaddressed within this study.Schulze felt that the award of such aproject from the Arab League represented“quite a commitment from the ArabLeague and it is a challenging project totry and integrate a single energy marketacross the whole MENA region.”

CESI will be undertaking the studyalong side its Danish’s partner Ramboll,who will be looking into the gasinterconnections side. CESI will befocused on the electrical part of theproject, whilst Ramboll will address thegas sector. Indeed, “Gas is going to bekey to the Middle East energy future,”said Schulze.
Schulze explained that CESI had over50 years of experience in smart grids andinterconnectivity projects and had beeninvolved in several interconnectionprojects in the region. “We have alsobeen involved in these interconnectionjobs in Egypt, Saudi Arabia, U.A.E., Yemenand the Maghreb Countries.”
The study will last 18 months and it hasbeen divided into several steps. Theproject looks into the feasibility ofproposed infrastructure developmentsand identifies implementation methods.
The first phase will examine thepresent status and future scenarios inthe energy sector. The final part of thestudy will also recommend a timeschedule and provide a cost estimationfor the implementation plan.
“We will present our findings at each
step to the Arab League as we havecertain milestones we need to meetduring the 18 months. These milestonesare very important to make sure that wekeep on track and to get consensus of theproposed solutions from the countryrepresentatives,” added Schulze.
The project involves between 50 and 60stakeholders that CESI and Ramboll willhave to manage when assessingpotential, available natural gas resourcesand electrical exchanges.
Schulze explained: “We need thesupport of utilities as they will be vitalin helping provide essential data thatwill used in the study.”
To come up with an optimal trademodel, CESI will study all the availableenergy resources. When optimising thenatural gas and electricity trade, thisambitious project will take into accountthe whole range of primary energyresources, such as nuclear, solar, windand waste energy, which will be used asinputs for the optimisation model.
Schulze concluded: “I am very confidentthat this project will succeed and that wewill be able to come up with a final modelthat benefits all countries.” ■

GGERMAN-BASED SIEMENS HASbeen reshaping its globalenergy strategy and over thelast few years, the energy giant
has made some significant decisionsthat place the Middle East at the centreof the company’s global energy policy.“We have a long-term history in theregion, in particular in Abu Dhabi. Wehave also grown within the region andhope to expand our presence evenfurther,” said Siersdorfer.
This past history and prospectivegrowth in the region was one reasonbehind Siemens decision to expand itsrelationships with Abu Dhabi-basedMasdar, according to Siersdorfer.“This is really a big deal and is the firsttime that we have moved a globaldivision HQ out of Germany,” he added.
Siemens new regional headquarterswill be based in Masdar City and willopen in late 2013. The new facility will be12,000 sqm in size and is in the middle ofthe initial phase of construction.Siersdorfer said: “The building will beconstructed this year and next year wewill work on the interior.”
The agreement with Masdar comprisesa long term R&D programme for smartgrids, smart buildings, and carboncapture and storage, as well aseducational programmes for theadvancement of the knowledge economyin the UAE. The new facility in Masdar citywill also host major facilities including aCentre of Excellence for Smart Buildingsand a Leadership Development Centre.
Siemens Energy is present in theregion with all its businesses covering awide range of sectors including, oil and
gas, power regeneration, transmissionand distribution, renewables and all theservices related to that, including thelong term services to the power plants.“The energy sector is a real focus for us.We have strong electrical capabilities,sales capabilities and also the executioncapabilities for any of these sectors herein the region,” said Siersdorfer.
A major part of the company’s strategicapproach is to first localise the team,which means creating local jobs. AsSiersdorfer explained, the idea is toreally have as much local presence aspossible and execute their operationsout of the region.
“We have a very large powergeneration business in the region. We arehere in Abu Dhabi and we are wellestablished in Dubai as well with DEWA,and we have equipped the bulk of theemirate’s power plants,” he said.
“Saudi is the biggest single market wehave targeted. We have sold more than50 turbines over the last two years,mainly large-scale utility turbines for the
Saudi market. So from that side we arequite established and it helps us growour local exposure in the region,”remarked Siersdorfer.
Looking at capabilities for the futureLibya and Iraq will be growth markets inyears to come for Siemens. Iraq will be animportant market and the energy gianthas a number of projects underway in thecountry. They have a very largetransmission business in Iraq and a lot ofthe power plants in the country areconnected to the Siemens transmissionsubstations.
Siersdorfer used Saudi as an exampleof the energy challenges that the regionwill face in the future. If Saudi continuesto grow at the rate it currently is then itwill be a challenge meeting domesticenergy demand by 2020-25 in terms oflocal consumption. This is not asustainable model and it is why Saudimust move towards greater energyefficiency.Siemens has the power plant technologythat can improve the regions energyefficiency with a number of new gasturbines, which will transform the powerhungry region.
In 2011, the company launched its H-class gas turbine which has achieved aworld record with an output of more than578 MW at an efficiency level of 60.75 percent. This new generation of gas turbinesconsumes one-third less natural gas pergenerated kilowatt-hour and emits one-third less CO2.
“When you look at the sheer size ofprojects in the region they are all beingbuilt on a large scale and this combinedcycle power plant technology is a perfectfit. Three of these turbines can generateenough electricity for the whole Riyadharea,” remarked Siersdorfer.
At the start of the year Siemens signeda huge power plant deal in Saudi to builda 4,000 MW combined-cycle power plantin Qurayyah. Siemens will supply keycomponents for the plant, which willsupply enough electrical energy to meetapproximately one tenth of theKingdom’s current power demand for its28mn inhabitants. ■

IIN THE SANDS of North Africa, theDesertec Foundation’s vision for afuture where the world's desertssupply clean and sustainable energy
to the whole of humankind is beginning totake shape. That future begins in theSaharan deserts of Tunisia with a projectcalled "TuNur".
Using thousands of mirrors to track theTunisian sun to use its heat to generateelectricity, the TuNur Concentrating Solar-thermal Power (CSP) plants will ultimatelyproduce two Gigawatts of electricity,roughly double the average nuclear powerplant. Project developer Nur Energie andits Tunisian partners, led by Top OilfieldServices, plan to construct the project inseveral phases. The first phase isexpected to begin in 2014 and the firstelectricity exports are set to reach Europeby 2016 via a new low-loss transmissionline to Italy. The project has beendesigned to reduce water requirements toa bare minimum by using a dry, air-basedcooling system.
A blueprint for developmentThe Desertec Foundation is endorsingTuNur and believes that it can serve as ablueprint for the development of further
wind and solar projects in the Sahara. Thereasons for this are: ■ The project will focus on maximising
local value creation in Tunisia. Itprovides the country with theopportunity to begin building a newindustrial sector, bringing investment,jobs, and thus economic development.Investment will mainly benefit thesouthern and interior parts of thecountry, which look set to become apriority area for development for theTunisian government. The number ofjobs created directly and indirectly overthe project’s construction andoperational period will come to around20,000. As well as relying on localpartners and management for projectdevelopment and local engineeringfirms, the project will also create newmanufacturing industries. For example,around 825,000 flat plate mirrors andsteel structures known as heliostats willbe needed for the two Gigawatt projectand can be manufactured locally.
■ TuNur demonstrates Desertec’sconviction that investing in renewableswhere those energy sources are mostabundant is the most effective way ofprotecting the climate. In Tunisia,space is more abundant and the solarradiation is up to three times that ofCentral Europe. Plants built in suchoptimal locations produce moreelectricity and have the potential toreplace more conventional, carbon-
intensive forms of power. TuNur canprovide predictable power productionto electricity grids with fluctuatingenergy sources such as photovoltaicand wind power. Using heat storagetanks, TuNur can produce electricity ondemand day and night, deliveringenough clean electricity to power700,000 European homes.
"TuNur is going to be the blueprint forthings to come. It is a pioneering projectthat other governments, companies andindividuals can point to and say, “Solarenergy export from North Africa to Europeis possible, it’s worthwhile and theDesertec vision is attainable”. We areused to transporting exhaustible fuels likeoil and gas thousands of kilometres andthen burning them close to our cities withall the associated pollution problems andother risks to humans and ourenvironment. Now, with the TuNur project,we are turning away from these pollutingfuels to transmit clean and inexhaustibleenergy from the heart of the desert toEuropean homes whilst, at the same time,bringing jobs, economic development,and export revenue to Tunisia."

SSHARING EXPERIENCES WITH the construction andoperation of low-energy facilities – principally reverseosmosis (RO) and other membrane technologies basedon sea water –was the theme of the International
Desalination Association’s Sustainability conference inCasablanca at the beginning of March.
This was the IDA’s first technical event to be held in Morocco,specifically chosen as a venue this year because existing facilitiesthere operated by ONEP – and soon major industrial employers andirrigation officials, too – already rely heavily on renewable energy.
This matches closely with the Middle East Desalination ResearchCenter’s pioneer self-reliance programme now being implementedwith the Palestinian Water Authority. MEDRC is headquartered inMuscat. Contact details for both these centres ofexpertise/excellence are given below.
Best featuresThe groundbreaking event in the port city’s Royal Mansour Hotelwas organised in association with the local scientific group SMMD(membrane technologists), the European Desalination Society(organiser of the long-running Euromed technical consultationprogramme) and various local not-for-profits as well as the nationalutility itself. It was a logical follow-up to last year’s internationalISWEE (Water, Energy & Environment) seminar held across theborder in Algeria.
In promoting this two-day get-together of scientists, financiersand other specialists the Massachusetts-based IDA stressed thekey role that low-energy processes such as RO have to play in theMaghreb generally. Gulf states use them widely too, often in‘hybrid’ configurations that combine the best features of theworld’s two leading processes.
The authorities in Rabat now plan a nationwide series of new100,000mn cu m/d facilities at consumption concentrations suchas Agadir, while Tunisia is understood to be looking to install asingle plant of roughly twice this nameplate size.
Within the sub-region Algeria alone possesses the energyresources needed to base a new conventional large-scale flashdistillation on, as widely used in the Gulf.
Alternative technologiesSessions at the IDA event covered experience gained so far inAfrica’s northwest; individual plant design and operations; andfinancing/cost issues, all within an international context.Renewable-powered RO plants are now widely used in severalindustrialised countries, but thermal distillation remains themost mature and widely adopted technology worldwide.
It’s that word ‘powered’ that is critical. Most conventionalplants, including some of the really huge facilities such asTaweelah in the Gulf, use traditional vacuum distillation to lowerthe boiling point of the feed water and thereby save handsomelyon the use of fossil fuels.
A few of these even pump the potable water produced ahundred or more kilometres inland, expensively uphill in some

cases. The result is the delivery of drinking and industrialwater at a real cost that far exceeds that of borehole sources,and contributed to the greenhouse gas problem at the sametime.
So for years the search has been on for alternativetechnologies, and the most promising results so far havecome from the use of membranes to effectively remove thesalts and minerals found offshore. Producing better materialsfor these including the latest contributions fromnanotechnology, and processes that work at lowertemperatures, are key research objectives.
Already a wide range of ‘tweaked’ solutions has beendevised for making RO and the membranes used work moreeffectively, the Oman Center playing a key role in the searchfor these. Other objectives pursued there include lowering theimpact on the marine environment, a key necessity in atourism-dependent country like Morocco.
Of course the other way to keep production costs down is torely on co-generation of electrical power and potable water,using waste heat. This is the solution widely used at various ofthe IWPPs along the southern Gulf shore. At some locations,
notably on the Red Sea coast, hybrid facilities have beeninstalled as the Middle East has emerged as a key R&D centrefor desalination technologies and improved economics – withglobal implications. This was reflected in this year’s choice ofCasablanca as the venue for experience-sharing by the IDA. ■

DOW HAS successfully used its membranes technology in aproject in Dubai that reused wastewater at the Park Hyatthotel for the sustainable operation of the hotel’s coolingtowers.At the heart of this recycling project is Dow membranestechnology from Dow Water & Process Solutions, a businessunit within The Dow Chemical Company. Dow's membranesfilter and process 148,300 cubic meters of water annually forthe hotel that is later used to supply its HVAC (heating,ventilating, and air conditioning) towers which, in turn, helpscool the resort’s 225 rooms and suites.“At Dow, sustainability is at the heart of everything we do andit is always gratifying to see our solutions being used to drivechange. Water is a precious resource in the Middle East and
it’s important to recognise that wastewater will evolve into thenext big source of water along with desalination,” said Dr.Ilham Kadri, commercial director, Dow Water & ProcessSolutions, Europe, Middle East and Africa.The overall system, designed and built by Veolia WaterSolutions & Technologies, has helped the hotel save asmuch as 154,880 cubic meters of potable water since it waslaunched in 2010.The system has being used at the Park Hyatt Dubai and it hasnot only helped the hotel to reduce consumption of potablewater, which is such as scarce resource in the region, but alsoto improve the efficiency of the cooling system.Waste water effluent from the resort is pretreated using DOWUltrafiltration membrane technology and is further purifiedusing FILMTEC™ Reverse Osmosis membrane technologyfrom Dow. MEGGER HAS LAUNCHED new high-voltageinsulation resistance testers (IRTs) that offerexceptional versatility, improved productivity andgreater features than pervious versions.
There are three versions of the new IRTsavailable, the MIT515, 525 and1025. They are more compactand lighter, weighing littlemore than half as much as itspredecessors.
The instruments are capableof providing accuratemeasurements up to 10 T for 5kV versions and 20 T for 10 kVversions. The new instrumentsalso provide enhancedproductivity – they can beused from an AC source evenwhen their internal rechargeablebattery is fully discharged – and theyare capable of delivering dependable resultseven in noisy electrical environments, such aselectricity substations, with noise levels up to 3 mA.
The MIT515, 5 kV insulation resistance tester isan entry-level test set which offers insulationresistance (IR), timed insulation resistance (IRt),dielectric absorption ratio (DAR) and polarisation
index (PI) test modes. The MIT525, adds facilitiesfor dielectric discharge (DD), step voltage (SV) andramp diagnostic testing, as well as a large-capacityinternal memory for storing time and date stampedtest results. Real-time output of results during
tests is also supported. TheMIT1025 insulation resistancetester offers the same
facilities as the MIT525, butis a 10 kV unit.
The MIT515 and MIT525allow tests to be carried outat five pre-defined voltagesfrom 250 V to 5 kV, while theMIT1025 provides pre-defined test voltages from500 V to 10 kV. All modelsallow an additional user-
defined ‘lock’ voltage to be setto guard against excessive test
voltages being applied to sensitiveequipment.

RAMCO SYSTEMS, PRACTICE head for energy &utilities and asset management at RamcoSystem, spoke to Technical Review about howthe power generation operating (business andtechnical) environment has been undergoingsignificant transformation. He discussed a few examples of these changes.One area is deregulation which is resulting in agreater awareness of optimising operationsand maximising availability and safety. New operational environment is forcing firms toconstantly reconsider the generating assetsneeded to match demand based onexternalities such as environmentalconstraints, water supplies, and, perhaps inthe near future, the cost of carbon emissions.While, current and future operatingenvironment for power plants is far moresophisticated than before, plant functions suchas operation, maintenance, and managementare required to be tightly integrated across allplant functional areas. Enhancing the rate of return on plant assets willincreasingly require expertise beyond the
confines of the plant. More open automationsystems will help fuel an unprecedentedconvergence of OT-IT. This will allow generationcompanies, and their experts/partnersanywhere, to access information and real-timedata over cloud (data extracted fromautomation system) as automation systemsbecome open to connect to IT Systems.With maturing of Cloud Architecture anddelivery models, it is now possible to meetthese realities with a fully integrated range ofbusiness application that connects the controlroom (DCS/PLC) to the board room on cloud. There are vendors like Ramco Systems whohave mastered this “Automation to Analytics”on cloud which a power generation companycan deploy and can use on devices like iPad’sfrom anywhere. It dramatically reduces projectrisks (it can be deployed in weeks and notyears), investment risks (pay per use model –no huge upfront license payments), andprovides unmatched flexibility in connecting allstakeholders – both within the powergeneration company and outside.

CCHOOSING THE RIGHT static uninterruptible power supply(UPS) for your business can be complicated enough.Standby, double conversion on-line, delta conversion on-line, line interactive - depending on your application, you
have to trawl through a lot of data to get the best choice. Over thelast few years, however, an alternative has re-entered the market -rotary UPS.
What is a rotary UPS? It is a good question. You might think that any UPS with a flywheelwas a rotary UPS while a UPS with banks of batteries was a staticUPS. It's not an unreasonable start point but different UPSvendors and even different analysts make this a grey area.
One definition is that a rotary UPS is any UPS whose outputsine wave is the result of rotating generation such as a motor
generator. Under this definition a UPS using a flywheel to storeenergy would not necessarily be a rotary UPS.
Meanwhile, Wikipedia defines a rotary UPS as "a rotary UPSuses the inertia of a high-mass spinning flywheel to provideshort-term ride-through in the event of power loss. The flywheelalso acts as a buffer against power spikes and sags, since suchshort-term power events are not able to appreciably affect therotational speed of the high-mass flywheel. It is also one of theoldest designs, predating vacuum tubes and integrated circuits"
The Wikipedia definition is consistent with the majority (not all)UPS vendors whose catalogues clearly define a rotary UPS as onewhere a flywheel is a major component of the UPS. For thepurpose of this document, we will treat any UPS with a flywheel asa rotary UPS.
What are the advantages of a rotary UPS? The advantages of a rotary UPS are: ■ Long life. Most rotary UPS will last for up to 30 years. ■ There are no hazardous materials to manage. ■ Established technology dating back centuries. ■ Better isolation from excessive surge such as lightning strike as
there are fewer electronics susceptible to high voltage. ■ MTBF claimed to be up to 50 per cent better than battery UPS. ■ Less heat to dissipate so no power loss due to cooling.
What are the disadvantages of a rotary UPS? The disadvantages of a rotary UPS are: ■ Long life may lead to problems with getting parts such as
bearings and engineers when things go wrong. ■ Often built into fabric of data centre although newer
generation can be container based. ■ Long life and if built into data centre means it is hard to
upgrade to more powerful option. ■ Bearing replacement can be very expensive. ■ More regular maintenance schedules. ■ Much heavier than battery solution. ■ Much noisier than batteries. ■ If a diesel/rotary hybrid, exhaust fumes must be vented carefully.

capacity required, especially if modular. ■ Quiet. ■ Preventative maintenance is quick and
can be done quarterly or even halfyearly.
■ Can be housed in basement or in ownrack in data centre.
■ Batteries provide more power coverallowing greater time to start upstandby generator.
■ Often deployed as multiple layersproviding protection against a singlepoint of failure
■ Initial acquisition and running costsover six year cycle lower than rotary.
What are the disadvantages of a static UPS? The disadvantages of a static UPS are: ■ Batteries have limited life and should
be replaced on average for ten-year lifebattery every 8 years for five-year lifethree years should be considered asproblem area this also depends onbattery build quality.
■ Must be ventilated to remove heat fromcharging batteries.
■ Battery disposal at end of life can beexpensive and is subject to hazardousmaterial controls.
■ Electronics have a limited life. ■ If using multiple tiers of UPS, harmonics
can cause problems withsynchronisation.
Efficiency One issue that comes up frequently isefficiency of power conversion. Conversionrate here applies to the power from the gridto the UPS. In 2008, many manufacturerswere using conversion rates of around 95per cent for static UPS and 90 per cent forrotary UPS. As a result, it was easy for staticUPS vendors to produce lifecycle numbersto show that a rotary UPS would be muchmore expensive.
Today (2012), that gap has narrowed tojust one per cent and, depending on thesize of the UPS and the type of technologyinvolved, has even reversed so claims overefficiency need to be examined carefullyand not just taken at face value.
Which is better? This is a chicken and egg question. Above,we have listed some of the advantages anddisadvantages of rotary and static UPS.However, your choice of UPS may have tobe based on more than just the pros andcons we have outlined.
One serious question is whether this is anew build or an existing building/datacentre. If, for example, you are buildingfrom scratch and you like the idea of arotary UPS bear in mind that it will be hardto remove or replace the flywheel.
There will be noise which will requiresoundproofing and you will need to allowspace for engineers to replace bearings. Inaddition, your architect will need to allowfor any vibration caused by the flywheeland be able to vent exhaust fumes fromany diesel generator used to power theflywheel.
Placing the Rotary UPS outside in acontainer, irrespective of new build orexisting building may require permits forthe constant noise from the flywheel butnoise and fumes from any generator will beno different to any restrictions ongenerators required to support static,battery UPS solutions.
The ability of a rotary UPS to last for up to30 years, subject to parts and maintenancecan make it a cheaper long terminvestment than a static UPS where thebatteries need to be changed regularly.However, the higher servicingrequirements and the question of how toreplace when it is undersized have to beaddressed.
If the rotary is internal, replacement is asignificant issue. External is just a case ofswapping the UPS out for a new one soexternal rotary installation is actually amuch better solution than building it intothe fabric of the building.
In a very noisy electrical environment, on
a large industrial estate with engineeringworks, for example, a flywheel is likely tobe more robust than a static UPS. This isbecause the flywheel is more effective atabsorbing spikes in the power input,especially those associated with largeengineering equipment and lightningstrikes.
One last major issue to consider isredundancy. Rotary UPS are often installedas a single item, not in pairs. Static UPS aregenerally installed in a failover mechanismand in a tiered approach from modularcabinet to site sized systems. All criticalinfrastructure should be installed as aredundant solution otherwise you aresimply creating another risk for thebusiness.
ConclusionChoosing rotary or static depends on yourapplication, the availability of engineersand long term costing model. Rotary iscurrently playing the green card because itis, at its more basic, nothing more than abig chunk of spinning metal. However, thelong term implications of support andmaintenance means that many companieswill choose static over rotary. ■
