Dear Sirs,

We, the undersigned, offer to provide the consulting services for Environmental Impact Assessment of Lahore Ring Road (Package 9) Interchange at Hurbanspura Canal Crossing Project in accordance with your Request for Proposal dated 20 th March 2010 and our Proposal. We are hereby submitting our Proposal, which includes this Technical Proposal, and a Financial Proposal sealed under a separate envelope.

We hereby declare that all the information and statements made in this Proposal are true and accept that any misinterpretation contained in it may lead to our disqualification.

If negotiations are held during the period of validity of the Proposal, i.e., 3 months or

90days, we undertake to negotiate on the basis of the Proposed Staff. Our Proposal is

binding upon us and subject to the modifications resulting from contract negotiations.

We undertake, if our Proposal is accepted, to initiate the consulting services related to the assignment not later than 09 August 2010.

Narrative Description of the Project:The East Los Angeles Interchange complex is the busiest freeway interchange in the world, with its southern portion handling over 550,000 vehicles per day (2008 AADT). At the time of its construction in the early 1960s it was considered a civil engineering marvel. Located about one mile (1.6 km) east of downtown Los Angeles, California along the east bank of the Los Angeles River, the interchange

comprises six freeway segments.

4 . APPROACH, METHODOLOGY & WORK PLAN

4.0General

This section contains the methodology of proposed EIA study of Lahore ring road (package-9) interchange at Harbanspura canal crossing, which will be carried out by our consultants for the Feasibility Phase of the proposed project of Harbanspura Interchange, in accordance with the requirements of Pakistan Environmental Protection Act (PEPA), 1997. At EIA stage of the project, each aspect of the impacts will be studied in all three components of Harbanspura Interchange Project (mentioned in TOR) in detail.

The project includes Construction of 3-Lane dual carriageway along with 7.3 meter wide service road, drains and footpath on either side.

Keeping in view the quantum of work and international practice, to ensure better utilization of public investment and to ensure the quality of work as per international standards the agency tends to hire most capable people with national and international experience.

Understanding of the Objectives of the Project

Broadly, the project focuses on five major areas which needs to be covered by project management Consultants (PMC).As per Terms of Reference (TOR), following environmental studies are required to be carried out:

1. Environmental Impact Assessment (EIA)2. Environmental Management Plan (EMP)3. Resettlement Action Plan (RAP)4. Waste and Traffic management plan

The EIA processes results in a detailed study of potential environmental effects their significance identification of procedures that may be used to mitigate them.

4.1 Work Methodology

The Consultant’s methodology for effective and efficient implementation and management of the project, contracting and procurement, financial management, compliance of environmental and social safeguards and monitoring and evaluation of project activities, Consultants general approach to undertake the work shall be based on detailed review and perusal of the TOR objectives provided by the client National Highway Authority and Government of Punjab (GOP) for the environmental Impact Assessment of Harbanspura Interchange Project, the consultants formulated their approach and methodology for achieving the study objectives and fulfilling the TOR as under:

The following considerations will be taken for approach for the work:

Clear understanding of Term of reference (TOR) and of the requirements of the project with a critical appreciation of local conditions and problems based on current experience of working in Pakistan.

Devising an appropriate and well considered work plan based on the collective experience gained on similar projects and on the awareness of constraints that can affect implementation, and the time frames applicable for deliverables, ensuring a sequential finalization of review.

Establishing proficient monitoring and control systems for ensuring completion of work within the required time frame, without delays and disputes and in the most cost effective manner.

4.1.1 Environmental Impact Assessment (EIA)

The methodology for EIA study is mentioned below:

4.1.1.1 Collection and collation of Secondary Information

Prior to the start of field activities, available secondary data and reports will be reviewed in detail.

4.1.1.2 Reconnaissance of the Project Area

After review of the available project documents, a reconnaissance of the project area will be carried out. It will be helpful to plan the project activities during field surveys and investigations required for environmental assessment. During this visit, sensitive environmental issues will also be identified which may require further investigations. Relevant maps provided by the client will be used during the site visit.

4.1.1.2.1 Analysis of Alternative

Suitable site alternative will be suggested, if required, by the review of relevant maps, available secondary data and legal review.

4.1.1.2.2 Location Alternative

Alternative site will be suggested, if required, by using relevant maps and GPS during area visits.

4.1.1.4 Legal review compliance

All relevant local and international guidelines laws, and regulations applicable to the project . i.e. PEPA 1997, Antiquities Act 1975, Telegraphy Act 1010, Land Acquisition Act 1975, will be reviewed in order to ensure their compliance in project activities.

4.1.1.5 Collection of existing Environmental setting/data-baseline study

Based on the desk study and reconnaissance survey, checklist and questionnaires / Performa’s will be prepared for the baseline surveys. Consultants will proceed to the site and the collection of primary data / database on the environmental aspects will be done, which includes the following:

1 Physical resources (physiographic, topography and soils, atmosphere, climate, hydrology, surface water, ground water, geology, seismology etc) including environmental monitoring and testing.

2 Ecological resources (flora, fauna, livestock, reserved forest, if any etc): Identification of the number of tree species present in the project area, as well as, determination of tree density and area covered by them. Tree counting and their identification along with other vegetation and crops, if any, will be done by making field visits, and by the review of the available literature relevant to the study. Information about the fauna of the area will be collected to derive ecological these species with other organisms. Information of the type of the livestock in the area will be noted along with their density.

3 Socio-economic survey: Data on social and cultural conditions of the study area will be collected. Determination of the population density in the study area will be done by the review of district census report. Socio-economic survey includes:

I. Land status survey: land acquisition survey will be made to the revenue department.

II. Identification of Project Affected Persons (PAPs): Identification of vulnerable people/groups i.e. Project Affected People, if any, (in project area as well as in study area and in alternative site area, if suggested by our consultants) will be done by field surveys. Data about their population density, Infrastructure (electricity, sanitation/ drainage facilities, mode of transportation), health and education status will be collected. Data collection about number of schools and hospitals in the area, if any; no. of graveyards in the area, if any; no. of recreational and commercial areas, if any; availability of utilities; and strata of socio-economic group of people dominant in the area will be kept in focus during baseline study. All the information will be gathered by making field visits as well as by review of available literature.

4.1.1.6 Evaluation / identification of potential impacts

Prediction and assessment of the proposed Project’s likely negative impacts during the construction and operational stages will be carried out by conducting the field visits of project and study area. The impacts need to be discussed in three sectors with reference to the following parameters:

1) Physical environment Under physical environment, impacts on following areas will be measured.

I. Land resources: evolution of the environmental effects of the project on land use in the immediate vicinity of the project (i.e. within the identified boundaries of the project) will be done, e.g. Agriculture, Archaeological, Historical and Cultural monuments,

II. Water resources (precipitation, surface water resources, ground water resources).III. Amount of Rainfall Received and Flood attenuation.IV. Sedimentation.

V. Air quality: levels of particulate matter and other parameters and their adverse impacts, if any, on the surrounding environment will be determined to evaluate its effects.

VI. Noise levels will be evaluated for the construction and operational phase of the dam.

2) Ecological environment Impacts on ecological environment may include:

I. Impacts on fauna of area, livestock and migratory birds ( if any)II. Reserved forests, if any.

III. Relocation/resettlement issues etc.IV. Impacts on flora

3) Socio-economic Impacts

I. Impacts on livelihood of Project Affected Persons (PAPs): Questionnaires will be developed and prepared and filled during the field visits to know about the public perception of the study area.

II. Impacts on social settings of the project area.III. Relocation/ resettlement issues etc.IV. Impacts of the project on local property values and insurance rates will be taken in to

consideration.V. Disruption archaeological, historic, religious, and unique natural values in the project area if

any.

Review of Traffic Studies and Pavement Design

Traffic survey of counts, speed tests, traffic growth parameters, diverted traffic and generated traffic will be reviewed. The economic analysis already carried out will be evaluated and updated again.

Methodology for Hydraulic Studies

Based on the design discharge from hydrological studies the design capacity of each cross discharge structure and its design depth will be worked out. Related features such as erosion and sedimentation characteristics and recommendations will also be considered. Especial note will be taken here as an improper design may lead to disruption of irrigation water supplies, rural water drainage etc.

4.1.1.7 Mitigation/contingency Measures

The main objective of this activity is to ensure the proper implementation of mitigation measures, compliance of applicable legislations and standards, and to provide the feedback on effectiveness of mitigation measures.To supervise the implementation and monitoring of EMP, checklist will be developed based on clear environmental indicators.

Based on the findings of the environmental and social surveys / investigations and impacts identified, viable mitigation measures will be worked out to minimize the negative impacts and to enhance the positive impacts both on construction and operational stages of the project.

Implementation of these measures is aimed at making the Project more environmental friendly. Mitigation measures will be recommended for the parameters covered in following sectors:

I. PhysicalII. Ecological

III. Socio-economic

A checklist will be developed for monitoring of environmental indicators. In case of the location of the Contractor’s Camp, e.g. following are the main indicators.

Camp should be located preferably at barren or non-productive land.

If it is unavoidable, minimum vegetation should be cleared.

Camp should be located at least 500 m from settlement, community water sources, ecological sensitive area.

Arrangement of potable water without affecting available community water sources.

Arrangement for disposal of waste water i.e. provision of septic tank, treatment.

Location of machinery, Pit sites, and Waste Materials Site

Quarry area and plants (if required) in particular, will be located at least 1000m downwind from population areas and Contractor’s camp to minimize the hazards of gaseous emissions, smoke and the dust pollution. The Contractor is also responsible fo preparing a sampling analysis plan for monitoring air quantity, noise levels, and water and soil contamination as a result of project facility operation. Consultant will ensure that all these activities are being carried out by the Contractor.

Protection of Cultural and Community-Owned Assets

Consultants will ensure that Contractors will locate project facilities at a minimum distance of 500m from and cultural monuments (if any)

Consultant will also devise checklist which will cover the environmental indicators at construction stage. The checklist will cover that the Contractor will; be responsible for protecting topsoil from erosion by carrying out the following measures.

The excavation of the earth fills to be limited to a specific depth

Ditches or borrowed pits 5that cant be fully rehabilitated will be landscaped to minimize erosion and to avoid creating hazards for people and livestock.

Landowners will be compensated accordintg to the terms of the lease agreements negotiated with the landowners, and the restoration actions agreed upon by the Contractor will be duly carried out.

4.1.1.8 Environmental Management Plan (EMP)

The main objective of this activity is to ensure the proper implementation of mitigation measures, compliance of applicable legislations and standards, and to provide the feedback on effectiveness of mitigation measures. This will also be helpful to take corrective measures in case mitigation measures being taken during the project implementation have not been proven fruitful and project is unable to achieve desired environmental and social objectives.

An Environmental Management Plan (EMP) both for the construction and operational phases of the project will be proposed/ developed. EMP will propose an effective plan of action to indicate responsibilities and required measures to minimize the negative environmental effects both during the construction and operational stages and assurance of the perusal of environmental protection regulations will be made by suggesting the monitoring frequencies for different parameters called in mentioned sectors. Monitoring frequencies (might be one time, on quarterly basis or in 24 hours etc) will be suggested according to the intensities of the identified impacts of different parameters as per National Environmental Standards (NEQs), World Bank guidelines and in the perusal of Pakistan Environmental Protection Act (PEPA), 1997, as no guidelines are given about monitoring frequencies by the client in TOR. EMP will include institutional analysis and brief cost estimation. To supervise the implementation and monitoring of EMP, checklist will be developed based on clear environmental indicarors. Mitigation Management Matrix (MMM) and directed graphs will be prepared.

Following two segments will be discussed in the proposed EMP:1. Physical resources.2. Ecological resources.

4.1.1.8.1 Institutional Arrangements & Capacity Building

A strong institutional arrangement will be suggested, if required for the implementation and monitoring of environment related actions. This would include the review of existing institutional set-up and to fill up the gaps for the proper implementation of the required environmental tasks. To enhance the capacity of implementing agency, a training program will be evolved, if required. It is clarified that the company will provide only technical assistance (as required in TOR), no managerial or administrative assistance will be provided by the company to the client.

4.1.1.8.2 Estimation / Preparation of Environmental Costs

The consultants would prepare cost estimates for the actions recommended for environmental mitigation and monitoring. These cost estimation will include institutional, training, mitigation and auditing costs.

4.1.1.9 Preparation of EIA report / documentation:

EIA report will be given in three steps i.e. inception report, then technical report and then a final detailed EIA report after receiving comments form the client. All of the three reports will be submitted according to the schedule given in TOR by the client. The EIA consultant team will be lead by team leader who will be responsible for the EIA report.

4.2 Social Monitoring and Implementation of Resettlement Action Plan (RAP)

The social monitoring will be undertaken to ensure the implementation of RAP at different stages of the project. It will be a continuous activity and will be managed by the consultants. Consultants will ensure that the project functionaries carry out the social monitoring transparently.

Based on the findings of EIA report, if required, RAP will be carried out by the consultant. To conduct the RAP, following activities will be carried out:

4.2.1 Review of Available Data

Review of all the available documents, drawings and environmental report will be made by the consultants. To prepare the RAP, high resolution satellite imageries of the project area etc, will be used to plan and assess the relocation of infrastructure and resettlement of effected population.

4.2.2 Inventory of Houses, Populace and other Assets

For preparation of inventory of houses and other infrastructure, Inventory Performa will be developed and will be filled through door to door survey by the assessment team.

On the basis of above data, preliminary assessment / evaluation will be made and at the same time, detailed assessment survey will be planned for collection of data regarding the affected population and impacts. Data collection will include the following:

1. Focused census of the affected population

2. Household income and living standard survey for assessment of lost and affected household, enterprises and community’s living standard level.

3. Building / houses valuation survey to assess the value of the houses and other infrastructural facilities.

4. Women status survey to establish the baseline data for ascertaining the women status.5. Consultation with affected population for effective mitigation measures and planning.6. Number of water irrigated land and the annual turnover from the agricultural lands.7. Number of livestock along with the availability of grazing land.8. Number of public facilities and utilities to be relocated.9. Number of mosques/shrines/graves to be relocated (if any)

4.2.3 Identification of Alternate Land

In order to resettle the affected population, alternate land for their resettlement will be identified through reconnaissance and field surveys, in consultation with concerned authorities. During these surveys affected people will be consulted in order to know their priorities for resettlement. Number of grievances will be recorded and redressed.

4.2.4 Identification of Resettlement Measures

In the light of data collected through field surveys, resettlement impacts will be studied and proper mitigation measures will be suggested in order to minimize negative impacts and to enhance positive impacts.

4.2.5 Resettlement Policy and compensation Framework

Resettlement policy framework will be developed on the basis of all above collected data and for compensation, resettlement and institution responsible for implementation of RAP.

4.2.6 Institutional Arrangement

For effective implementation of RAP, along with review of existing institutional set-up within the project proponent, further arrangements required for implementation and monitoring of RAP will be identified. To enhance the capacity of the client to handle the resettlement issues, role of non-governmental organizations (NGOs) or community based organizations (CBOs) will also be sorted out to ensure the prompt and fair compensation and resettlement of PAPs.

4.2.7 Compensation Payment Procedure and Resettlement Process

A compensation procedure and resettlement process will be evolved for an efficient and smooth implementation of RAP. A grievances readdressed mechanism will also be evolved to handle the concerns

related with compensation and resettlement at local level e.g. (downstream groups of farmer, shopkeepers, livestock owners, and pastoralists) without delaying the resettlement activities.

4.2.8 Cost Estimates

Tentative cost estimates will be made for compensation and estimated resettlement works. Additionally tentative cost of proposed institutional frame work, mitigation measures, monitoring, evaluation and reporting will also be estimated. However, such these will not include any detailed design or its related costs and tender documents.

4.2.9 Preparation of RAP

All above studies will be documented in a proper format as per local and international guidelines in the form of Resettlement Action Plan (RAP). Initially, the RAP document shall be submitted in the form of a draft. Subsequently, the final RAP will be prepared after incorporating the necessary comments from the client.

Work Plan

The consultants have proposed a well coordinated, sensible, workable and practicable work plan to conduct the project activities proposed under approach and methodology. Consultants have been proposed work plan in a way that any unforeseen delay may be accommodated in a way that these should not delay the overall project. To ensure this, in addition to effective and efficient planning of the project as whole, each and every activity to be performed will be minutely reviewed, discussed and a plan will be prepared for all activities. These plans will be periodically reviewed and analyzed and proper measures will be devised to ensure quality, quantity and timely completion of the activities.
