Dear Professors,
After our long drawn struggle the UGC in consultation with the Ministry of Human
Resources development (MHRD) has constituted the pay review committee for pay
revision of academic staff of Universities and colleges.The chairman of the committee is
Prof.V.S.CHAUHAN (former Director of UGC) and Prof.P.DURAISAMY(Madras
institute of Development studies) is one of the members of the committee.The pay review
committee shall initiate necessary studies in the light of 7th CPC recommendations and
submit its report with in six months of its constitution.
Now it is the duty of the AIFRUCTO to get a better deal to our members. AIFRUCTO
has already started its work in consolidating the various suggestions given by state
units.It will try to get an appointment with the committee to express our views regarding
the revision of pension.
The governing council of TANRECTA met at PALANI on 14thJune and consolidated
all the suggestions submitted by our units regarding pension revision.It has also been
forward it fo the AIFRUCTO. All the sub committees have been formed for the 16th
conference on 11th September 2016.The Governing council requests all the unit
secretaries to mobilize and bring more members for the conference.
We are shocked to see in the media that Tamilnadu school education department
did not utilize the amount sanctioned by the Central government to upgrade the infrastructure
facilities in government schools .It is strange to see that the Chief Minister says that she
is trying her best to get more funds for Tamilnadu welfare schemes from the Central
Government,but the authorities fail to utilize them and send back the unutilized amount.
In continuation of my unit visit I visited Thoothukudi unit on 18th June.Nearly 40
members,attended the meeting.The members were keen to hear the latest activities of
our Association.But in cuddalur, in spite of the serious efforts taken by the unit secretary
only three members were present at the unit meeting on 7th June.The monthly unit
meeting is the only place where members can interact and express their grievances.
So,our unit members should take the unit meetings seriously and attend them regularly.
The AIFRUCTO secretariat met at Dehradhun on 25th June and nominated our GS
as the Editor of our journal for the second term.Please enlistmore members for the
AIFRUCTO life membership.

Subject:- Parity of Pension of Pre-2016 Pensioners with Post-2016 Pensioners- as perRecommendations of Seventh Pay Commission. Reference: Para 10.1.67 of Seventh PayCommission Report
1. We are deeply anguished and shocked to learn from the Secretary Staff Side, JCM,that you had indicated in the meeting with the representatives of JCM Staff Side on 26-5-2016, that the Departments of Pension and Defence were of the view that the firstoption recommended by the 7th Cl’C to bring about the parity with the past pensionersis unfeasible and impracticable - due to the non- availability of the requisite records.
2. Denial of Parity to Past Pensioners is going to cause a major financial loss to he PastPensioners and would naturally agitate them seriously. The issue, therefore, needsreconsideration especially in view of the following points:
i) Service Records are protected documents and cannot be destroyed without specificorders of the competent authority.
ii) The views of the DOP&PW & Defence about the non-availability of the equisite recordsare too vague, unfounded and unjustified;
iii) Even if the Service Records of some ofthe Pensioners were not available, the samecan be reconstructed/recast as per prescribed procedures and as per directions ofvarious courts issued from time to time in such cases.
iv) All the Past Pensioners cannot be made to suffer heavy financial loss due to somemissing records - which can in any way be reconstructed as stated above.
v) 5th & 6th Pay Commissions had recommended for grant of Modified Parity to pastPensioners. the orders were implemented on the basis of service records.
vi) Fifth CPC while evolving the norm of modified parity had mentioned in its Report thatfurther improvements could be brought about by future Pay Commissions. It is after 20years that 7th CPC taking a step in this direction recommended consideration of numberof increments earned in that level while in service. The recommendation cannot be setaside on the plea of non- availability of record.
vii) Recommendations of the 7th CPC in Para 10.1.67 (option 1) for Parity of Pension ofPast (Pre-2016) Pensioners were based on legal and Constitutional grounds and, assuch, the same may please be implemented.
3. It is, therefore, requested that : a) Recommendation of the Seventh CPC regardingoption I for fixation of Pension of Pre-2016 Pensioners may please be implemented -keeping in view he above submissions.

NOTIFICATIONThe UGC in consultation with the Ministry of Human Resource
Development (MHRD) hereby constitutes the Pay Review Committee for payrevision of academic staff of Universities and Colleges with the followingTerms of Reference (ToRs):i) To review the implementation of the previous decision of the Government/
UGC under the scheme of Revision of Pay Scales approved for Universityand College Teachers, Librarians, Physical Education Personnel and otheracademic staff in Universities and Colleges, and in the process, to evaluatethe extent to which the earlier recommendations in relation to qualifications,service conditions and pay-scales etc. have been implemented.
ii) To examine the present structure of emoluments and conditions of serviceof University and College Teachers, Librarians, Physical EducationPersonnel and other academic staff in Universities and Colleges and tosuggest revision in the structure, taking into account the minimumqualifications, career advancement opportunities, and total packet ofbenefits available to them (such as superannuation benefits, medical,housing facilities, etc.).
iii) To. make recommendations on the ways and means for attracting andretaining talented persons in the teaching profession, as well as forfurtherance of research in the University System and also for theircareeradvancement in teaching and equivalent positions in order to improve thequality of higher education.
b) Pay Matrix may please be modified so as to give equitable rise at all levels hroughsame Index for fixation of Pay & Pension ofPre-2016 Pensioners.
c) Pension ofPre-2016 Pensioners who were senior and retired in higher Level ofPosts may please be revised at par with the junior Post 2016 Pensioners who may
get higher pension due to merger of Pay scales or having longer years of service
in lower scale.

iv) To make recommendations on the ways and means for the furtheranceand improvement in the quality of research in the university system as wellas ways to encourage engagement with industry for their researchrequirements.
v) To make recommendations on ways and means to improve quality ofteaching and encouraging/incentivizing the use of Information Technologyin teaching.
vi) To look into the cases of anomalies, if any, in the matter of pay structure and/or career advancement opportunities for any categories of academic staff,consequent on revision of pay scales based on the recommendations ofthe preceding Pay Review Committee and to suggest remedial measures.

3. The Chairman and the Members of the Pay Review Committee shallperform their responsibility on part-time basis.
4. The Pay Review Committee will recommend the revision of pay ofacademic staff of Central Universities and Colleges there under and theInstitutions Deemed to be Universities whose maintenance expenditure ismet by the University Grants Commission.
5. The Pay Review Committee shall initiate necessary studies and analysiswith regard to the Terms of Reference and to make its finalrecommendations in the light of 7th CPC recommendations.
6. The pay/structure of emoluments for the non-academic officers and staffof Central Universities and Colleges there under and the InstitutionsDeemed to be Universities whose maintenance expenditure is met by UGCand officers & staff working in the UGC are concerned, it will be finalized,separately, in consultation with the Department of Expenditure, Ministry of

Finance, in light of the 7th CPC recommendations implemented by theGovernment of India, and therefore, shall be outside the purview of thePRC.
7. The Pay Review Committee should submit its report to the UGC within sixmonths of its constitution. The Pay Review Committee shall be serviced bythe UGC.

The formula of calculating the basic pension shall be (Basic pay in the revised scale + AGP + DA as on 31.12.2015)

b) For those who have Retired before 1.1.2006Count the number of annual increments one has received on the date of
his Retirement. Fix the basic pay after giving the same number of incrementsin the pay scales Recommended by sixth pay commission notionally. Arrive atthe Notional basic pay in the Revised scale by giving same number ofincrements. The formula for calculating the pension shall the

VII) The additional expenditure incurred by the sate government may fully bereimbursed for a pension of five years.

1. Avoid the entry of foreign universities in India.
2. Enforcee Uniform syllabus through out the country form Elementary to Higher Education.
3. Appoint Qualified Teachers with appropriate Uniform Salary.
4. Restrict appointing Guest, Contract and Temporary Lecturers.
5. Periodic Refersher and Orientation Courses for the Faculty members.
6. Incentive should be given for the Faculty members who contribute for the betterment of
Education. (Research Papers, Publications, innovative teching methods etc)
7. Establish Faculty members exchange Programme.
8. Emeritus Professors can be appointed with appropriate salary.
9. Distance Education syllabus, mode of Examinations and Evalutation must be the same
as that of the regular stream.
10. Insist on higher monetary allotment for higer Education.
11. Necessary steps to be taken to improve the standard of I.I.T; I.I.M; etc to the world
ranking standard.
12. Postpone the NEET Examination Until Uniform Syllabus is enfored.
