Dear Professors,

TamilNadu chief Minister Jayalalithaa is admitted in Apollo hospital,

Chennai and is under observation and treatment for the past one

month.TANRECTA wishes her speedy recovery and hopes that she would

return to normal functioning at the earliest.

The Central Government has convened a meeting at Delhi on 25th

October to discuss and finalise the new Education policy report submitted

by the subcommittee .At the same time the convener of the state forum of

public schools has opposed to this meeting,because several organisations

(including AIFRUCTO) did not approve the document released by the Central

Government .

I hope that all the units would have completed the unit office bearers

election for the years 2017-19.While congratulatings the new office bearers,I

appreciate their dedication and willingness to serve for the welfare of our

members.

I began my unit visits from PALANI in 2014 and completed it at

Thiruvannamalai on14th October 2016.At Thiruvannamalai 13 members

attended the meeting.Our vice-President Prof.T.G.N and myself explained

the members the developments after our conference and the status of the

7th UGC pay revision. On 8th October ,I visited the newly formed Krishnagiri

unit and explained them about the functioning of our Association .

AIFUCTO holds its Academic conference at Guwahati on 7,8,9th

December 2016. It is going to finalise the struggle programme to pressurise

the Government to implement the 7th UGC pay revision.The AIFRUCTO

secretariat which is meeting on 8th December at Guwahati may fall in line

with AIFUCTO .So we request all our units to be alert and ready for any

kind of action programme.Our demands are very important and it is our

bounden duty to fight for ensuring justice in the implementation for our

members.

RECOMMENDATIONS SUBMITTED TO THE 7th UGC PAY REVIEWCOMMITTEE BY ALL INDIA FEDERATION OF RETIRED UNIVERSITY AND

COLLEGE TEACHERS’ ORGANISATIONS (AIFRUCTO)

PREAMBLE:

Since (All India Federation of University and College Teachers’ Organisations)AIFUCTO submits its recommendations on all issues related to the matters given as termsof reference for the 7th UGC PRC, AIFRUCTO takes the responsibility of proposingrecommendations related to “Superannuation / Pension / Retirement benefits on the basisof its experience with respect to issues regarding the age of retirement, pension fixation,pension parity, Leave encashment, gratuity, medical benefits after retirement etc.,

4. Pension parity given to all pre 2006 retirees of Central Universities and of CentralGovernment employees on the basis of the judgment given by the Supreme Courtis still a dream for pre 2006 retirees of State Universities and colleges (Copy of thisorder is enclosed-AnnexureII).

5. Order of sanctioning full pension for those completed 20 years of servicerecommended by 6th CPC & 6th UGCPRC and approved by CAT is yet anotherdream for those retired / retiring from State Universities and colleges (Copy of theorder is enclosed-Annexure III).

6. Age of retirement varies from state to state. This is yet another solid example for thenon-uniformity in implementing UGC regulations in states.

7. On the basis of date or retirement family pension varies in a big way. For examplefamily pensioners in 4th and 5th CPC under selection grade scale of pay are gettingtheir basic family pension at the maximum of 11530/- where as under 6th CPC theyare getting about more than 20000/ with a gross difference taking dearness reliefamounting to about 22000/-

OUR REQUEST: We can give a lot of examples on disparities existing between states,between the different types of colleges and on the basis of date of retirement. So werequest the committee

1. To recommend in STRONG terms that UGC and Central Government mustimplement uniform pension rules for all state universities and colleges on a par withthe central universities and issue necessary orders to implement pension schemein states where pension is not granted.

2. To recommend that these rules must be made MANDATORY AND NO STATEOR UNIVERSITY BE PERMITTED TO ALTER THESE RULES. and

3. To recommend that the expenditure on providing pension to the teachers must alsobe brought under the grant assessment done by UGC and Central Government tosanction the grant to states Cor implementation of its recommendations. This grantmust also be 100% as recommended by the 6th UGC PRe.

ON ANOMALIES:1. UGC has removed the cadre of tutor / demonstrator. But there are teachers retired

long back (may be in small number in each state) as Tutor / demonstrator. Some ofthem retired as Graduate Tutor / Demonstrator also. Since the PRC does notrecommend any scale for this category, pension fixation for these retirees becomesvery difficult and hence injustice is done to them. So we request the PRC to recommenda scale for this cadre for the purpose of fixing their pension only.

2. The 7th CPC has recommended a second formula for pension fixation by taking intoconsideration the increments, the retiree has earned in the scale he/she got at thetime of hislher retirement. This formula must be there. But this will create anomaly incases who retired immediately after the implementation of all pay commissions’recommendations, in particular for those retiring after 2016. So we request the PRCto recommend that the total number of increments earned by the teacher in his totalservice be considered for fixing pension proportionately.

The 6th UGC PRC’s observation is:”issues of social security will go a longway in attracting fresh talent to teaching in colleges and universities”. Thisshows the importance of social security to be provided for the teachers retiring or thoseretired from all colleges and universities in all states.

We wish to draw the attention of this committee on the recommendations made bythe 6th UGC PRC on these matters as follows:

“However, keeping in mind the importance of uniform implementation of itsrecommendations and the past experience about such recommendations, ThePay Review Committee recommends the following:

5.5.2 Full Funding for Five Years

The Pay Review Committee recommends that the Central government providehundred per cent assistance to the state governments towards the additional expenditureinvolved in implementing the recommendations of the Pay Review Committee in to as apackage uniformly throughout the country. Such assistance should be made available tostates for a period of five years.

5,5.3 Additional Assistance on Successful Implementation of theRecommendations Package

The Pay Review Committee recommends further that those states that implementits recommendations fully as a package in toto within a reasonable time frame, may begiven additional assistance to the extent of fifty percent of the additional expenditure for afurther period of five years. For this, the Pay Review Committee recommends that theUniversity Grants Commission monitor and review the progress of implementation in thefifth year and make a recommendation in this regard to the central government.

5.5.4 Implementation from a Single Date”

FOR SERIOUS CONSIDERATION OF THE COMMITTEE;

1. The teachers retired / retiring from Government Aided colleges in Punjab, HimachalPradesh, Manipur, Jammu & Kashmir and Chandigarh (UT) have not been grantedpension at all so far, whereas the teachers retired / retiring from Government collegesand Government aided schools get pension. This is the best example of pensiondisparity existing between Government colleges and Aided Colleges. This is theworst example to show the status of pensioners differing from state to state. ‘Moreoverthis is a violation of fundamental rules established in ‘Nagara’s case’.

2. On 16th march, 2016 the Punjab Government passed an act in their Assembly,saying that” 3. The leave encashment and gratuity etc., being terminal benefitsshall not , be covered under the Scheme as expenditure of the StateGovernment and the Government shall not be responsible to compensateany management forexpenditure on account of such terminal benefits.” (Copyof the Act is enclosed-Annexure ‘I).

3. The retired teachers in Maharashtra, UP and West Bengal are not given any medicalbenefit, whereas in Tamilnadu they are eligible to get both monthly medical allowanceand medical insurance.

4. It was decided to authorise the National Secretariat to nominate proper persons to theEditorial Board of AIFRUCTO NEWS. Regarding Life membership for the Bulletin, itwas decided to place before the next General council meeting and the constitutionmay be amended if needed.

5. It was decided to convene the next Office bearers meeting at 3pm on 7th Dec, 2016at Guwahati (During AIFUCTO’s Academic Conference to be held from 7th

to 9th Dec).6. It was decided to place before the EC that our federation is to get ready to organize

some programs independently to convince the Government of India to concede ourgenuine demands. The meeting came to an end by 8pm.

The National Executive Committee met at lOam. EC members from 13 statesattended it. Since it was heavy rain, Telangana could not attend it. Due to ill health,Members from Gujarat, Manipur, Rajasthan and Jharkhand could not attend it.Prof.Balmiki, president AORUCTA presided over the inaugural session. Prof.GopalNanda, Gen.Secretary of AORUCTA welcomed the gathering. Prof.Dr.Rath, principal,Regional Institute of Education inaugurated the session.

Then NEC meeting started. Prof. Ramsingh, our president presided over themeeting. After that the general secretary presented the report during which he welcomedthe new affiliates from Assam, Jharkhand and from Andhra Pradesh. He also congratulatedthe RCTA AP who have enrolled 335 members as Life Members of AIFRUCTO. TheTreasurer presented his report expressing his gratitude to all states, who. have made goodnumber of Life members of AIFRUCTO. He insisted on strengthening AIFRUCTO financiallyin particular making more members as Life members of AIFRUCTO. He announced thatProf.Niranjan Padhy, our vice President from Odisha has donated Rs.5000 to AIFRUCTOand also his decision of donating the same amount every year. He mentioned the namesof Prof.Halesh and Prof.Meinya, M.P. who have also donated amount to AIFRUCTO. Allmembers of EC appreciated them.

Prof. Arun Kumar, General Secretary of AIFUCTO gave special address. In hisaddress he gave the details of the meeting with 7th UGC PRC held on 21st and urged theneed to collect information from all states and give the data to them for their considerationand necessary recommendation. He also expressed that AIFUCTO would extend allsupport and help to retired teachers and AIFRUCTO. Further he insisted on that therelation between AIFUCTO leaders and the leaders of AIFRUCTO affiliates at the statelevel also must be promoted to protect the interests of all categories of teachers.

Then Prof. Ashok Barman, our patron and Ex.Gen.Secretary of AIFUCTO spokeon the dangers of New Education Policy being promoted by the present Government.He also insisted on the role of all teachers including the retired teachers in this regard.Then discussion by the state leaders started. They gave the report of the problems andactivities of their state which was very useful and informative. Problems to be presentedbefore the UGC PRC were also enumerated.

AIFRUCTO NATIONAL EXECUTIVE MEETING HELD ON

25-9-2016 AT BHUBANESWAR

On 24th Sep, by 5pm Office bearers’ meeting was held at EC meeting venue itself.

General secretary presented his report. In addition to it he presented a report on themeeting with the UGC PRC held on 21st Sep at UGC office, New Delhi. After a longdiscussion, the meeting authorised to present the report in the NEC on behalf of the Officebearers since all the office bearers were involved in all the activities of the federation. Thefollowing decisions were taken in that meeting::1. It was decided to present the nomination of Prof. Dr. Promod Chakravarty as zonal

secretary for that zone as sponsored by the Assam Retired College Teachers’Association and the nomination of Prof. Ramakrishna Reddy as Zonal Secretary ofthat zone as sponsored by the Retired College Teachers Association, Andhra Pradeshand get them ratified by the NEC.

2. Regarding the request of RCTA, AP for accommodating their representative asnational Secretary/vice president, it was decided to wait till next secretariat meetingfor the response from Kerala, Pondicherry and Madhya Pradesh and then takedecision on it. The request from TamilNadu for accommodating one from theirAssociation as Zonal secretary from that Zone was accepted and TANRECTA wasasked to sponsor proper person for that office, which may be approved in the nextSecretariat meeting.

3. Retired professors from Dharwad represented the specific problems of Karnataka.It ‘was decide to take necessary steps for them in consultation with Prof.Halesh,National Secretary from Karnataka. They were also asked to affiliate their Associationto AIFRUCTO soon.

3. The multiplication factor, as proposed by the 7th CPC, i.e., 2.57 will not protect theAcademic grade pay, the teachers got during the 6th CPC implementation becauseof the importance of the teaching profession,. AIFUCTO has given their suggestionsregarding the multiplication factor for teachers in service. (Details are given in therepresentation of AIFUCTO). The same multiplication factor must be used for fixingthe pension of retirees also, if they choose the second formula suggested by theGovernment ofIndia on the basis of the i.e., CPC, for Pension fixation.

4. Modifications made by the UGC in the rules regarding pension and its implementationare not adopted by state governments unless they get specific orders from MHRD.This delays the process of implementation in states. So we request the PRC torecommend that the UGC and MHRD must send letters to the state secretaries aswell, when they issue orders to the central universities in this regard.

5. Additional quantum of pension to senior pensioners including family pensionersshould be initiated from the age of 70 years with the increment of 2% every yearinstead of giving 20% increase at the age of 80 years and continue the same.

After the discussion, general Secretary gave his reply for discussion. He mentionedthat the first and foremost issue of AIFRUCTO is to get pension for Teachers of aidedcolleges in Punjab, Manipur, Himachal Pradesh, Chandigarh and J&k. Further headded that separate programs will be planned in the next Secretariat meeting at Guwahati.He endorsed the suggestion given by Prof.V.P.Singh that AIFRUCTO is to create astruggle fund to organise the programs individually. He added that the issues mentionedby the state leaders will be represented to UGC PRC and see that all pensioners in thewhole country get medical benefits including common health insurance for all. He alsoinsisted on that AIFRUCTO will see to it that New Pension Scheme is withdrawn totallyand the General Pension scheme (triple benefit scheme) is implemented for all.The following decisions were taken in that meeting:1. All the suggestions of the office bearers meeting were approved.2. It was decided to create struggle fund and each state Association was requested to

contribute-to struggle fund.3. The resolution moved by Prof Rajendrasingh Pawan, National secretary on issue of

pension for Punjab, the resolution moved by Karnataka leaders and the resolutionmoved by West Bengal Retired College and University Welfare Association werepassed.After that President gave his concluding remarks. He insisted on getting uniform

pension rules for all pensioners in the country through UGC and see that all retiredteachers in this country get the pension benefits irrespective of the date of joining job,irrespective of the date of retirement, irrespective of the state he/she belongs, irrespectiveof the type of college in which he/she worked.

Then Prof.Halesh, National Secretary proposed vote of thanks especially to theteam of retirees belonging to All Odisha retired University and College Teachers’Association, including Prof.Gopal Nanda, Prof.RabiRoy, Prof.Niranjan Padhy, and othersin that team. He also thanked the principal of the institution who provided all facilities toconduct our NEC meeting. After observing one minute silence for the death of belovedmother of Prof.Gopal Nanda, our National Secretary, the meeting came to an end.

KUMBAKONAM BRANCH

The monthly meeting of the Kumbakonam Branch of TANRECTA, held on

8th October, 2016, in the premises of Gopal Rao Library, at Town Hall Road,

Kumbakonam, by 5.30, in the evening. The following office bearers have been

elected unanimously for the next term. Dr.P.V.Kaliaperumal, senior member,

conducted the election and declared the results.

President : Prof.C.Rajasekaran, Vice President : Dr.C.Mani, Secretary :

Dr.D.Sukumar, Joint Secretary : Prof. P.Marimuthu, Treasurer :Dr.S.Thirunavukkarasu, The office bearers assumed their offices.

Prof Dr.P.V.Kaliaperumal has been elected unanimously as EC member of

the unit. For facilitating the unit members, to attend comfortably the 16th” State

level Conference of TANRECTA on 11th September, 2016, at Palani, the unit

had already decided to skip the monthly meeting of September, 2016. The erudite

discussions of the sessions during the State Conference brought temerity on

the office bearers of our centre unit. The delectable food offered were very

good. The guests ate it all down to the last morsel.

On 8th October, during the assembly of the Kumbakonam Branch,

Prof.C.Rajasekaran, chaired the gathering. The Secretary of the unit welcomed

the members. Professors who have attended the 16th State Level Conference

were found delighted and shared their pleasing experience, they enjoyed atPalani. Most of the unit members had visited the shrines and had the dharshanof Lord Palani Muruga, one of the six popular Abodes of Lord Muruga, on 10th”September itself after reaching Palani.

The unit members praised the office bearers of the 16th State levelConference, who have taken so much pains to arrange such a meticulous andsystematic State Conference. This Branch congratulates all the members whohave contributed their fullest efforts to achieve this success.

We learnt that the Chief Minister Jayalalitha is on the road to recovery.We wish her good health. Regarding the Cauvery water dispute, the attitudeof the Centre Government is a bolt from the blue. The Centre must comeforward to redress grievances of the people of Tamilnadu. We are awareof the fact that the surgical strikes were intended to negate the threat fromthe other side of LoC,

In the General Council Meeting of TAN RECTA held in Trichy, it hasbeen proposed and passed that thereafter the term ‘mavatta’ shouldhave to be avoided, instead the term’ Kilai’ has to be used for thebranches of TANRECTA. To our dismay that many units never care thatresolution, passed in the State Body. The State Treasurer himself offersscant recognition to this. The Treasurer frequently uses the term’ mavatta’ in his letters. It may kindly be brought to the kind notice of theCentre Unit.

Regarding our journal Tanrecta Speaks, it goes incorrigibly bad, withprinter’s devil, spelling mistakes and wrong framing of sentences. Being apublication of a teachers’ forum, we feel that it must be free from suchfailures. We suggest that even a proof-reader may be employed to checkand correct. Prof P.Marimuthu, Joint Secretary delivered vote of thanks.
