• UN-HABITAT is the United Nations agency for human
settlements (the built environment).
• The agency is mandated by the UN General Assembly
to promote:
• Sustainable urban development and
• Adequate shelter for all.
• UN-Habitat assists local, regional and national
authorities in their effort to increase access to modern
energy services.
• We promote energy efficiency measures through
proper urban planning and the integration of
renewable energy technologies in the urban energy
mix.

Urbanization and Urban Energy
• Cities in developed world consume more than 75 % of
the total national energy
• Cities in developing world consume more than 90 %
of total energy.
• Cities are responsible of over 70 % of GHG emission;
• Cities generate around 70 % of national GDP and are
the drivers of national economy.
• The built environment consumes more energy
compared to the transport and the industrial sector;
• Cities generate more wastes, much of which are not
recycled;
• In developing country, due to economic development,
urban energy demand increases annually by 7%.
• 75% of the world population will be living in cities in
2050.

Cities: Consumers and Producer of Energy

• As cities consume over 75 % of energy, they also have
the potential to address part of their energy demand
by adopting sustainable energy uses consisting in:
energy saving and conservation, energy efficiency,
renewable energy and energy storage.
• Promotion of energy efficiency in the built
environment, transport and industry can result in
significant reduction of energy demand.
• Proper urban planning that address urban sprawl
and traffic congestions also contribute to the
sustainable use of energy in cities.
• Cities are endowed with different sources of
renewable energy: from solar, wind, organic waste,
geothermal, that are not tapped.
• Proper development of these potentials could
transform cities into energy producers.

District Energy System

• The District Energy System (DES) moves
away from the traditional centralized
power production, transmission and
distribution system where a power utility
company is the only supplier of energy to
consumers (residential, industry,
transport, commercial sectors etc.)
• In the DES, there are a multiplicity of
actors. Consumers are also producers and
they all trade energy as a good.
•• The smart grid provides an optimal use an
management of both energy demand and
supply.
• District energy system addresses the
energy issues in a holistic manner.

• As demand for energy increases due to rapid urban
population growth and economic development, local
governments are phased with several energy
challenges: increase demand, less supply, high cost
of imported energy, pollution, climate change,
environmental degradation etc.
• UN-Habitat is currently helping municipalities to
develop their urban energy strategies to help them
planning in advance and manage their energy.
• The Municipal Energy Strategy (MES) is based on the
following criteria:
• Proper mapping of both energy demand and
supply (development of energy balance);
• Urban energy planning;
• Promotion of energy generation within municipal
boundaries;
• Development of energy demand managements
• Formulations of mandatory regulations etc.
• Establishment of a municipal energy office.

Promotion of Energy Efficiency in the built environment
• Majority of modern buildings in most developing
countries with tropical climates - are replica of buildings
designed from western countries with cold and temperate
climates.
• These buildings consume more energy than necessary.
• Through different interventions, UN-Habitat is assisting
five East African countries in: developing tools; building
the capacity of practitioners on green building measures,
and conducting awareness programs on energy efficient
buildings.
• We have reviewed building codes to integrate resources
efficiency measures;
• UN-Habitat is also promoting the concept of green
mortgage as an alternative housing finance system that
promotes energy efficiency in the built environment.

Conclusion
• There is a growing demand for sustainable energy systems in urban
areas for socio-economic development .
• District energy system provides an holistic approach to the sustainable
used of energy in cities.
• Examples of DES exist in different developed countries and should be
promoted and adapted to each context.
• For developing countries, local governments need to initiate their
Municipal Energy Strategies (MES) and allocate sufficient resources for
their development and implementation.
• Local Governments should set green requirements for resource efficient
buildings. Building permit requirements should include environmental
design strategies.
• Energy efficient building code should be made mandatory.
• Power utility companies should be engaged – as one of the principal
stakeholders- in the development of DES.
• DES is among the solutions that facilitate the decentralization and the
liberalization of the energy generation and distribution sector.
• All these measures can contribute to Sustainable Energy Access for All in
urban areas.
