PESCATOURISM: An activity to diversify the fishing sector to serve the needs of marine coastal areas – the experience of the Taza National Park (Algeria)Remi Bellia / Ceres Consultant
Speaker for WWF MediterraneanTaza National Park Sea-Med Project
Workshop OB3b – “Small-scale fisheries and MPAs/fishery reserves: how to achieve successful management and sustainable livelihoods”
Organised by:
Context• Pescatourism: an ancient practice more or less allowed,
depending on the areas;
• Increasing difficulties have led to a search foralternative activities to diversify the fishing sector;
• The preservation of a resource and human heritage: ashift from a quantitative to a qualitative approach?
• A challenge in both the north and the south of theMediterranean;
• A major objective for a marine national park: thenational park of Taza in Algeria;
• A demand from the professional fishing sector;
• The wilaya of Jijel, a popular tourist area which is stillpreserved from mass tourism.
Organised by:
Actions / Results
• A two-year project;
• A representative sample of pilot vessels representative for all fishing activities: vessels less than 12m length and over 12m length;
• A port-based development strategy: Ziama, El Aouna and Jijel;
• The definition of operating principles: safety, communication, etc.
• Other complementary activities: catering, accommodation, recreational fisheries.
Organised by:
Actions / Results
• Direct involvement of State central services: ministry of fisheries, transport and tourism;
• Planning of tests for the final development of the activity;
• Field study carried out in Corsica and Sardinia;
• Adoption of a national regulation on 27 July 2016 “setting the terms and conditions to carry out urban and recreational for-profit maritime transport activities”;
• Pescatourism recognized as a fishing activity to“introduce the profession of fisher or aquaculture farmer and show the marine environment ”;
• The discovery of the marine environment, an exclusive prerogative of fisheries.
Organised by:
Challenges / Prospects
• Pescatourism: a sustainable local development approach above all;
• Strong local involvement: a multi-stakeholder project;
• A process in several phases that requires time;
• An increasing demand from the fishing sector and growing concerns for the future: what will it be working as a fisherman in 30 years?
• Many other options for high added value activities:
− Tasting of fisheries products;
− Guest housing in fishermen villages;
− Discovery of marine wildlife (whale watching);
− Discovery of the fisheries cultural heritage.
Organised by:
Recommendations
• To develop marine ecotourism activities within MPAs;
• To give a crucial role to small-scale fisheries within the context of marine ecotourism: “ambassadors of the sea”;
• To monitor and assess the impacts of activities aimed at diversifying fisheries in MPAs: example of the natural reserve in the Strait of Bonifacio;
• To acknowledge the great potential for income-generating activities that benefit both the professional fishing sector and fisheries-dependent communities;
• To upgrade fisheries regulations;
• To promote the exchange of experiences in the whole Mediterranean coastal area.
• Increasing the level of enforcement is now easier given the low cost of new technologies (e.g. drones, AIS)
• No co-management: institutional arrangements represent major barriers to formal power sharing between public authorities and stakeholders
• 32% of the investigated MPAs did not have a SSF management plan
Organised by:
Recommendations
• Key-features require significant economic and social commitment but can allow to support thriving of coastal communities and satisfy the demand of responsible seafood consumption
• 505 million euro/year for “bad” subsidies to fisheries in the Mediterranean. Part of it could be allocated to MPAs and key features implementation

Workshop OB3b – “Small-scale fisheries and MPAs/fishery reserves: how to achieve successful management and sustainable livelihoods”
Organised by:
I. LIFE’s presentation
- Grouping of organizations, led by fishermen, for fishermen.
- A pan-European small-scale fisheries representation organization offering a dedicated and coherent voice at EU and Member State level.
A. LIFE’s missions
- Contribute to the sustainable development of the sector in its economic, social and environmental dimensions.
- Provide services, promote networking and support its members.
Organised by:
B. LIFE’s main activities
- Promote the union of small-scale fishermen (and help with its organization if necessary).
- Participation in policy-making and decision-making (Member States, EU, MEDAC, GFCM).
- Support on the ground to help with project development (and identify / acquire funds).
- Promote networking, coordination, mediation, facilitation, exchange of information and knowledge, share experiences and best practices.
- Promote capacity building.
Organised by:
II. Example of an AMP – Fishermen relationship
2004: Creation of a non-harvest zone of 450h2: the marine area of CAP ROUX (Var, France) promoted by local small-scale fishermen
Organised by:
A. Context of its creation
Association of relevant actors:
Small-scale Fishermen + Administration +
scientific community + NGOs
CO-GESTION.
Scientific follow-up in collaboration with fishermen;
Marking out, communication;
Monitoring by fishermen and the administration.
Organised by:
B. Results
Effective restoration of marine biodiversity:
- Rapid observation of a reserve effect (3 years);
- Confirmation by scientific studies of the increase in biomass within the reserve.
Positive changes for local small-scale fishermen:
- Improving the image of fishermen concerned about their future;
- Diversification of fishing activity (pescatourism).
Public involvement and interest for the reserve:Diving club, boat owners, citizens, tourists.

Organised by:
B. Recommendations
Small-scale fishermen: stakeholders who are able to promote and lead projects committed to sustainability:
- From the creation of an MPA;
- In the scientific component;
- In the surveillance.
Need to help small-scale fishermen take ownership of the benefits of these projects:
- Financial profit (through monitoring, pescatourism, fishing in neighboring areas).
- Profit in terms of image.

Workshop OB3b – “Small-scale fisheries and MPAs/fishery reserves: how to achieve successful management and sustainable livelihoods”
Organised by:
Maghreb Sustainable Small-scale Fisheries Platform and Gender issue in the context of MPAs :
- The development of the gender approach in small-scale fisheries
- The responsible participation of fishermen / women in the sustainable management of the coastal ecosystem on which their activities depend.
- The adoption of the principles of sustainable development in order to improve food security on the basis of an effective quality criteria.
Context
Organised by:
Situation of small-scale fisheries
women in Maghreb • Information about women in fisheries :
- One (1) worker in two is a woman in the world in the fisheries sector (fishing, aquaculture,
processing, trade, industries)
- Women represent 47% of Fishworkers (Source: Word Bank, 2012; OECD, 2014). This
percentage varies by country:Nigeria (73%), Cambodia (57%), Senegal (32%),
Bangladesh (5%), Europe (12%) Maghreb Arabe (7%),
• Situation of small-scale fisheries women :
- Small-scale fisheries women are timidly represented throughout the value chain:
Preharvesting, Harvesting; post harvesting,fish trade, fish processing ,shellfish
extraction, prepare nets …..
Organised by:
Situation of small-scalefisheries women
in Maghreb -The rules and standards governing the activities and their situations are often developed outside them.-women are little or not at all represented in decision-spheres (weak or non- participation)-Women suffer from a lack of recognition and appreciation of their situation and their interests-Women's access to significant and appropriate funding is difficult.-Women have no control of means of exploitation of the resource-Women suffer from a lack of understanding of the PMAs concept
Organised by:
Challenges / Perspectives- Create platforms to share experience and learning
- Capacity building at the organisational, financial and technical levels
- Example: - Training and information workshop on the role of MPAs and the design and assembly of fishing nets / scheduling of excursions to reconcile tourism and sustainable fishing in the MPA (As part of the MEDPAN South – Tunisia pilot project "creation of the MPA in the Cap / Negro Cap / Serrat region")
Organised by:
RecommendationsInterventions in favor of women within the framework of this strategy will
aim on the one hand to equip them to work better in order to strengthen their financial autonomy either individually or in association, and on the other hand to engage in the efficient management of artisanal fisheries, which includes ecological and socio-cultural components.
• Establishing the responsible participation of women in activities within the context of MPAs.
• Improving the incomes of artisanal fishermen wives’ to minimize the causes of poverty, marginalization and exclusion
• Promoting environmental education
• Developping the role of small-scalefisheries women through the implementation of projects using the technical guidelines for responsible fishing, including the ecosystem approach.
• Improving the visibility of small-scalefisheries women’s work throughout networking at the national, regional and international level in the context of MPAs
