    The One-World-scholarshipprogramme

    Target group:The One-World-scholarship programme isdesigned for students from Africa, Asia(including Turkey) and Latin America, whohave come on their own initiative to Aus-tria for educational purposes.

    General conditions and requirements:

    Citizenship of a non-European develop-ing country or of Turkey (except forofcially recognised refugees andasylum seekers)

    application in Austria after enrol-ment and registration at an Austrianuniversity or

    a relevant organisation of civic society nancial need good study results age limit 30 years at beginning of

    grant readiness to return to the countryof origin or to another developingcountry

    One-World-Scholarship fordoctoral studies

    This programme is designed for doctoralstudents with developmental- and socio-political relevant research projects, whichare carried out in close cooperation withpartners from inside and outside the univer-sity such as NGOs in their region of origin.

    Doctoral students who accomplished a largepart of their basic studies in Austria cangenerally not be supported.

    Together with the general requirements,the criteria for granting the scholarship area detailed project description, a positiveappraisal by the scientic supervisors, andan age limit of 35 years at the beginning ofthe grant period.

    Your chances improve if you prepare your-self during your studies for a later job in

    a developing country (e.g., internships inyour home country, specialisation or selec-tion of a developmental-political topic foryour diploma thesis).

    Scholarship amount:Doctoral study: EUR 550/month

    Maximum duration of support:For doctoral studies: up to 36 months ac-cording to progress report by supervisor.Exceptions only in special cases.

    North-South-DialogueScholarship

    The aim of this scholarship programme isbuilding and strengthening human and insti-tutional resources in developing countries.Applications can be submitted by post-graduates of scientic, technical, social andeconomic elds of study from non-Europeandeveloping countries who aim to do re-search or a doctoral study in Austria.There must be evidence of an existingscientic contact with Austria as well as ofa job in the home country (with a univer-sity or a governmental institution), whichcan be taken up after the end of the studyproject. Project approval by the employermust be presented.

    Age limit for doctoral studies:35 years.

    Financial assistancePersons without Austrian citizenship areentitled to nancial assistance if they aregranted equality of status with Austriancitizens.

    The following groups of non-Austriancitizens are entitled to nancial support:

    A. Citizens of EEA countriesB. Third-country citizensC. Stateless persons

    D. Refugees

    Citizens of EEA countries

    Principles and regulations:

    For students in Austria, EEA citizenshipas such does not confer an entitlementto nancial assistance.

    Equality of status can be derived fromthe migrant worker status of one orboth parents or from ones own mi-grant worker status.

    Children of parents who are workingin Austria (migrant workers) areentitled to nancial assistance if theylive and work in Austria.

    Students with EEA citizenship who are

    working must have entered Austria notfor study purposes; they must havebeen working here before taking uptheir studies; their study must be anelement of continuing education basedon their former job. This rule does notapply if the job was not voluntarilygiven up.

    Persons from EEA countries who havebeen in the Austrian educational sys-tem are also granted equality of status.

    Several years of school attendance andacquisition of a school-leaving certi-cate in Austria are required.

    Since 1 January 2006, EEA-citizenswho have acquired a claim to perma-nent residency are also granted equal-ity of status. The claim to permanentresidency is conferred upon personsthat have been living in the countryfor at least ve years without inter-ruption.

    EEA countries:EU countries: Belgium, Bulgaria, Den-mark, Germany, Estonia, Finland, France,Greece, Great Britain, Ireland, Italy, Latvia,Lithuania, Luxemburg, Malta, Netherlands,Austria, Poland, Portugal, Rumania, Sweden,Slovakia, Slovenia, Spain, Czech Republic,Hungary, Cyprus.

    Additionally: Iceland, Liechtenstein,Norway.

    Third-country citizens

    Third-country citizens are all citizens of acountry that is not a member of the Euro-pean Economic Area. These persons can begranted equality of status if they have theright of long-term residency in Austria.This requires for a person to have lived inAustria for at least ve consecutive years,

    whereby only fty percent of the timededicated to study and professional trainingis recognised.

    Stateless persons

    To obtain equality of status, statelesspersons together with at least one parentmust have been fully subject to paymentof income taxes in Austria for at least veyears and they must have had their centreof life in Austria in this period.

    Refugees

    Refugees according to Article 1 of the UNConvention Relating to the Status of Refu-gees (Geneva Refugee Convention) are

    granted equal status with Austrian citizens(evidence: administrative decision).

    Foreigners who do not belong to any of thefour groups indicated above are not entitledto nancial assistance for students.

    Foreign citizens have a legal right to claimfamily allowance for their children if

    they are living in Austria with the rightto stay pursuant to the Austrian Set-tlement and Residence Act or if

    they were granted asylum.

    Persons that are entitled to similar foreignsupport (e.g., child benets, additional

    allowances for children) cannot claim familyallowance.

    Austrian citizens have a right to com-pensation payment if the similar foreignallowance is less than the family allow-ance they would receive according to theAustrian Families Equalization of BurdensAct (FLAG).

    Please Note

    Family allowance entitlement is onlypossible if the child is a member of thehousehold of the family that appliesfor family allowance. If the child is nota member of the applicants household,family allowance is possible only if theapplicant is the main supporter of thechild and if no other person is entitled

    to family allowance for the child.

    Household membership is not nullied ifthe child has a second residence at anotherplace where he or she holds a job.

    Also, the child is not supposed to staypredominantly or permanently abroad,except he or she stays in an EU or EEAmember state. Another exception pertainsto students who can demonstrate that they

    are staying abroad solely for professionaltraining purposes. If the entitled personpredominantly supports the child, he or sheis entitled to family allowance because thestudent/trainee is still considered a house-hold member of the applicant.

    The OeH is the legal representative body ofthe students interests. If you are a studentat an Austrian university, university ofthe arts, university of applied sciences ora university of education, you become anOeH member and you pay each semesteran amount of EUR 16.86 to the OeH duringregistration for a new semester.

    OeH is set up on four levels to facilitate anAustria-wide united political representa-

    tion on one hand, and to offer studentslocal ofces for the day-to-day problems ofuniversity life on the other hand. Thus, itrepresents the Austrian university landscape.

    Below, we introduce you to the individuallevels of the OeH with their most importantfunctions:

    National Delegation (BV). This is thenational body of the OeH. As publicbody, it is assigned to evaluate laws

    Structure and Membershipand to represent your interests at theFederal Ministry for Education, Artsand Culture, at university institutions,in parliament and in public.

    Representations at the individualuniversities. As the highest OeH-levelat each university, they represent thespecic interests of the students. Tocope with the great variety of duties,there are similar ofces like on the

    BV-level, (e.g., education policy, socialpolicy, international students).

    Faculty representations (FV). Amongtheir duties are the representation ofinterests of the students within thefaculty, where important topics arebeing dealt with; the distribution ofbudgetary means for teaching andresearch; the establishment of newinstitutes; the appointment of newprofessors; and the employment of

    All students in Austria have the right tovote in OeH-elections!

    This means, you can voice your opinion byvoting. Unfortunately, voter participationhas been low lately.

    It depends on you to decide which areaof activities should be emphasised by theOeHby taking part in the elections andby being active in university politics. OeH

    elections, in which the members of theindividual ofces are elected, take placeevery two years.

    International students from non-EU coun-tries have the right to vote, but, unfortu-nately, cannot be elected, or in legal terms:you have the active, but not the passiveright of vote.
