Nov. 30th 2012 presentation to the Learning Partnership. The focus of the presentation was a review of the process for the development and implementation of the Ottawa Catholic School Board Social Media Policy.

In order to understand how our Social Media policy came into effect, it is important to look at the policy within the context of the Boards vision of learning in the 21st Century

In 2009 a series of consultations took place, and we eliminated our Tech Plan and replaced it with a discussion paper entitled, Towards 2020 Connecting with Our Students – one component of this plan addressed the need for a social media policy, along with other significant changes in the system

Focus on Governance in Original Plan

Within the BluePrint for Change document – we addressed Governance and highlighted that our current policies and procedures were restrictive and prevented student and staff access to digital resources that had the potential to impact their learning. We agreed to create a policy that would allow staff use of social media for instructional purposes We also highlighted the need to teach students the appropriate use of social media and safe online activity

In order to have a better perspective of the environment within which we launched our social media policy, I’ll highlight some of the activities that took place around that time Early in 2009 we launched pilots on the use of laptops and a wireless learning environment - Running pilots allowed us to gain momentum in the system on the impact of technology on learning - Ran focus groups for feedback visited other Boards to learn from their strategies - what began as a laptop project was changed in scope to a 21st Century Learning Plan to change the focus from technology to a focus on learning - we then began building communities and capacity by introducing SmartBoard and LCD projectors to school teams of English and French teachers working together

Our Draft plan of 21st Century Learning- or our BluePrint for Change was then shared for refinement in an interdepartmental approach, including feedback from our various unions We reviewed what was happening in other provinces, with New Brunswick being a key influencer on our work - We continued to model the use of technology by our senior exec and our principals - We worked with industry vendors like IBM to leverage research and best practices across North America

As we invested more funds on the infrastructure we focused on the skill sets like collaboration that we wanted to develop and how some tools like Google Docs could assist in this process Continued with pilots, smartboards, LCD projectors, Wireless - Continued to gather feedback and build capacity -Created a Board committee for 21st Century Design for our new school - Focus Groups and feedback - Created a demand in the system for more tools and more access

Alignment of projects with Board priorities and cancellation of projects that were not aligned, including a Lead-IT cart project that focused on laptops as opposed to focusing in skills or numeracy or literacy Development of Policy of Social Media was an easy adaptation because it was one of many initiatives all aligned to our BluePrint for Change - Presentations extended to various groups including managers, coordinators, support staff, - 2009/2010 the popularity of iPods was taking off and we were in a great position to take advantage of these tools and promote their use for learning - continued presentations to Parent Councils and Trustees One year after beginning our various initiatives we passed the social media policy

I’m not going to take you through all of the initiatives up to today, but I will share the initial implementation after the social media policy was passed Changed the IT department to Learning Technologies and moved the SO and Coordinator into the Student Success Department so that the focus was on learning and not technology became part of the framework of our Board Priorities, and now it has been changed to Learning in the 21st Century on our board priorities 21st Century Learning Cancelled additional projects that were not aligned - Continued focus on PD - Focus on collaboration skills - Development of new leadership courses focused on 21st Century Learning - Continued training and capacity building cross-curricular

Full system wide PD day focused on 21st Century Learner – and need to have changes in pedagogy Sessions for parents - Strategic planning and alignment of budgets - Trustee retreat with discussions on 21st Century learning and financial pressures - Creation of on-going committee to review and monitor our progress - Moved on to other areas of the BluePrint such as the need to revision school libraries
