Why We Need a Drafting Committee for the Next Strategic Plan
• Background
▫ The latest “Strategic Planning- Process Guide for Working Groups” from SCE3 held at Sep. 2011 has agreed that:
“When everyone participates in the strategic planning stages, all will work harder
to carry out the plans and projects. APEC can't buy or outsource this

kind of motivational interest, and working group leadership must
be an integral part of such vital activities. Therefore, the strategic
planning process should include a variety of people from the working group to
participate in any brainstorming sessions, including key stakeholders from private
and public sectors among member economies if that is possible.”

Chair of SMEWG will also host one of the two SMEWG meetings; the other will be hosted by SMEMM host
If endorsed by SMEWG, TOR of SMEWG will be amended and send to all SMEWG members for approval 2 weeks after the 30th SMEWG meeting.
Revised TOR will be uploaded onto APEC website within 1 month from the 30th SMEWG meeting.

If this option is adopted, SMEWG will have to seek SCE’s approval; Outcome of SCE’s deliberation will be known earliest in the first quarter of 2011 at the SCE1 meeting.
Assuming SCE approves the SMEWG’s proposal, the revised system can only be implemented in 2012 or 2013;

SMEWG Chair’s View – No need to formalise a Deputy Chair position. Chair can decide if a Deputy Chair is needed and would be responsible for identifying the suitable Economy or to approach the incoming Chair as Deputy.
