This presentation will focus on the Programs progress thus far,
and on the potential to replicate this collaborative model in other
jurisdictions throughout California. Specifically, the presentation
will: 2Energy Management in Small CitiesSmall cities (those with
less than 50,000 population) represent 25% of the population of
California, but 83% of the states jurisdictionsAB32 and other
factors demand that all cities address energy and climateHowever,
small communities often lack the staffing resources and economies
of scale necessary to plan for climate protection, access project
funds, and accelerate energy efficiency efforts.

If California is to significantly reduce its greenhouse gas
emissions, small communities throughout the state will need to take
action to reduce energy consumption in both municipal and community
activities. However, these communities often lack the staffing
resources and economies of scale necessary to plan for climate
protection, access project funds, and accelerate energy efficiency
efforts. It is our experience that you cant just scale down tools
and approaches that work for big cities. Small Cities need their
own approaches.
3
Staff capacity and knowledge. Staff have divided job
responsibilities and are unable to dedicate the amount of time
necessary to compile, collate, and analyze energy data, much less
pursue energy efficiency and/or clean energy projects.
- Maria Sanders, City of El Cerrito A Word From Our PartnersWhat
are the biggest barriers to energy management that your City
faces?
Lack of staffing I think there is a big learning curve and staff
just needs to put the time in at the beginning and it should be
easier.

4Barriers ExamplesBeniciaLack of communications between facilities,
operations and finance lead to missed opportunities and poorly
implemented solutionsSan PabloOld equipment, undertrained staff
result in deferred maintenance even with obvious
problems.OrindaRecords (and knowledge) depend on individual
approaches, so municipal layoffs lead to losses in key energy
information

Energy Management Program for Small CitiesIncludes seven small East
Bay local governments (Albany, Benicia, El Cerrito, Moraga, Orinda,
Piedmont and San Pablo) Currently implemented by Strategic Energy
Innovations, Inc. Technical support team composed of AmeriCorps
volunteers and a retired energy professional serving as an Encore
Fellow.

We believe the structure of the Small Cities Climate Action
Partnership support team allows us to provide high quality, cost
effective technical support for energy programs. We hope to
demonstrate that by working with AmeriCorps volunteers and
experienced encore talent we can realize an innovative way to
deliver technical support for energy programs at the same time as
it provides a career development pathway.

24Support Team Encore FellowYogi Berra said, "The future ain't
what it used to be"...the Encore program is giving me another
chance to help set the future straight. So far its been great to
work with the Climate Corps interns, they are engaged and show
progress at every turn. Working as a mentor is more fluid and
refreshing than working simply as a consultant. It allows more
creativity...I like that.
Ive also really enjoyed interacting with all of our City
Partners. The Citys understand that there is value in the program
and they are not taking it for granted, on the contrary, they are
taking all they can get and I don't blame them.

Replication Potential & DiscussionHow were going to share
outcomesWorkshops (2 live 1 webinar)Electronic sharing of
resourcesDiscussionHow to create a low/no-cost forum for engaging
cities? What of this would you like to see replicated and how? With
demonstrated results, generating support ought to be much simpler
when we can point to the results from other small agencies that
have succeeded. Then city or town managers can argue that energy
management and reinvestment is not only prudent, but required by
their fiduciary duties!! John Sherbert, Town of Moraga

Outline how the Small Cities Climate Action Partnership can be a
model for low-cost energy partnerships throughout California.
Provide time for discussion by audience members on establishing
similar partnerships in other regions of California.
Our hope for this session is that audience members will
understand the challenges and opportunities of establishing such
partnerships because with the right infrastructure, partnership
goals, terms and procedures, similar partnerships can be formed
elsewhere in California, helping to advance our collective energy
and climate goals.
Maybe these (EAP Reinvestment Mech, Model Policies) should be
called out separately? I think they are important for discusisng
how we plan to transition from SEI to cities.30Thank youKif
