Project Summary:
The Farmers Development Organization had implemented “Skills for Market project” in
collaboration with Punjab Skills Development Fund (PSDF) in district khanewal. The project
aimed to empower the rural women through provision of home based skills and by utilizing
these skills the women can earn money at their door step or nearby. The first batch of 520
trainees had completed their four months training course on 17th December 2014. While 500
trainees of Additional batch had completed their course on 27th March 2015 and 480 trainees
of batch 2 had completed their course on 30th April 2015. The duration of each batch was 04
month.
Following is the detail of trades and number of trainees in each trade.
Detail of Trades & Trainees:
There are two blocks specified for different trades, aimed to provide Skill Based Trainings to
Minimum of 1500 Females in following trades.
Block 1: Livestock/ Agriculture & Food
1. Home Based Livestock Farming: FDO had provided 19 numbers of trainings on
Home Based Livestock Farming in which minimum number of trainees was 380.
2. Kitchen Gardening & Off Season Vegetables Growing: FDO had provided 18
numbers of trainings on Kitchen Gardening & off Season Vegetables Growing in
which minimum number of trainees was 360.
Block 2: Textile/ Garments & Services
3. Industrial Stitching: FDO had provided 2 numbers of trainings on industrial
stitching in which minimum number of trainees was 40.
4. Embellished Textile & Related Products: FDO had provided 19 numbers numbers of trainings on Embellished Textile & Related Products in which
minimum number of trainees was 380.
5. Adda Work: FDO had provided 17 numbers of trainings on Adda Work in which
minimum number of trainees was 340.

Background & Introduction:
In the perseverance to further effectuate its efforts of need-based skills development, PSDF
launched third round of its Skills for Market scheme in June 2014. The Fund has awarded
contracts of Pkr 397 million, engaging 16 Training Service Providers in order to impart
vocational educational to the marginalized communities of Lahore, Faisalabad, Gujranwala,
Khanewal, Narowal, RahimYarKhan, Sargodha, Shiekhupura and Vehari.
The scheme was launched after comprehending the substantial social impact of its previous
two rounds. ‘Skills for Market’ was initially launched in 2012 to enable vocational training
opportunities for the rural communities in the trades demanded by the local market. In the first
round of Skills for Market scheme, 3,352 individuals belonging to the rural backgrounds of
districts Bahawalpur, Bahawalnagar, Lodhran and Muzaffargarh were imparted with vocational
trainings, whereas for the subsequent round it was launched in 2013, PSDF funded the trainings
of 4,000 women from target districts of the Punjab.
Skills for Market (2014 – 15) provided vocational skills to
women in various innovative trades such as; Home Based
Livestock Farming, Kitchen Gardening, Food Processing,
Commercial Bee-Keeping, Solar Drying of Fruits and
Tunnel Farming. From the trade group of textiles,
trainings were provided in courses like Textiles, Adda
Work, Industrial Stitching, Textile Product Delivery and
Marketing. While enabling better livelihood prospects for
the women belonging to lower income backgrounds, the Scheme also helped to increase in
increasing the women participation in labor force, which plays a major role in country’s
economic growth. For the intake of illiterate or less literate females, the training component
under Skills for Market Had had been inclusive of Urdu literacy, numeracy and basic financial
literacy.
Farmers Development Organization had implemented this project in district Khanewal. Over all
1500 number of females of rural areas from district khanewal were trained on two blocks
Block 1: Livestock/Agriculture/Food ( 740 female)

There are four Tehsil of district Khanewal and FDO had attempted to intervene in all four tehsils
(Khanewal, Mian Channu, Kabir Wala, and Janahnian). FDO implemented this project not only
as a skill training intervention but as a project for women economic development on the
principals of project cycle management.
Social Mobilization team developed linkages between trainees & stakeholders like fruit and
vegetable market, livestock market, hotel and restaurants, Nestle and Engro and other related
for trainees of Home based Livestock and Kitchen Gardening.
Similarly for the linkages development of Adda Work,
Embellished Textile and Industrial Stitching; a macro
level exhibition was organized at the end of project. In
which the products made by trainees were displayed
for stakeholder, shop keeper, sellers, buyers,
businessmen and community. The skills and work of
trainees were appreciated by visitors.
At the end of the project, a macro level exhibition has
been organized where all stakeholders had participated
and the work done by the beneficiaries throughout the project has displayed.

Selection of Area /Villages:
FDO had selected 38 villages in all 03 batches. During the implementation of the project, the
project team conducted meetings with targeted communities and representatives of the
selected Villages, in order to orientate them about the project and when the communities show
their need then Mobilization team selected the villages on need base for SFM project
interventions.

Selection of Training Location
Over all 38 centers for Skills Based Trainings were selected in all 03 batches. The centers were
selected on the base of Ideal training environment. Training centers were selected on following
criteria,
In easy approach and accessible for all interested
trainees
Having good physical condition and space for 25
persons
Electricity availability was ensured
Secured place for participants
Provision of good learning environment
Noise free
Availability of clean drinking water
Forwarding to PSDF:
Each training service provider has to send request to
proceed to PSDF on their specified format. After the
receipt of request, inspection of training site is arranged
by PSDF through Third Party Monitor (TPM). Then
Notice to Proceed is provided upon satisfactory training
location and facilities.
So, after selection of training location we(FDO)
established training centers and all necessary items
like; Furniture, White board, Equipments and
instruments and washroom cleaning material. All
inceptions were successful and FDO started classes of each batch as per schedule.
Selection of Trainees:
By the start of project the Social Mobilization team started to mobilize the targeted
communities in light of Social Mobilization strategy of the organization and conducted various
mobilization activities like Initial contacts, Community meetings, FGDs, BBCM for the purpose of
trainee’s enrolment. The training courses/trades were finalized according to the need and
desire of concerned community. There were two classes at each training location. So 40-50
students were enrolled from each training location as per following criteria. The SM team also
compiled trainee’s profiles to save and share this data with PSDF.

Criteria of selection:
The residency of candidates should be the resident
of District Khanewal determined by CNIC
Computerized National Identity Card or Form B
is of age 15 years or above
Must be holder of CNIC (B-Form for below 18
year aged trainees).
Must not have previously attended any course
funded by PSDF
Must meet the entry requirements as specified in
respective training curricula (of TEVTA or other
accredited body)
Must not be already registered in PSDF database (access to the data will be provided to the
training service provider at following link http://www.psdf.org.pk/login2.php)
Must not be enrolled in any other PSDF funded course at the same time
Attendance:
A minimum attendance of 80% will be required for each month of training. The TSP shall issue
warnings to trainees who have less than 80% attendance in a month and send a report to PSDF.
In case of less than 80% attendance in the subsequent month, the trainee shall be expelled.

Selection of Trainers:
FDO advertised the vacancies of Trainers & they were selected through interviews. The
technical members were also part of panel that tested the skills of candidates according to
relevant trades and candidates having good skills were selected. Trainer’s profiles were also
shared with PSDF.
The training of trainers (TOT) was also organized for trainers’ capacity building. The professional
trainers were hired for the TOT. Manuals of each trade were developed and same as financial
management, literacy manuals were also developed. Then classes have been started as per
given dates. Each Class has Code. It is a unique identifier of each class.

Commencement of Training Classes:
After receiving Notice to proceed (NTP) by PSDF the classes were initiated as per scheduled
dates. The duration of each class was four months and four hours per day. The session plans
were developed to conduct each session that included theory and practice having interactive
method of learning. Written tests were taken and results were announced at the end of each
course.
Stipend Distribution:
Stipend of Rs.1500/month was also awarded to trainees for their encouragement. As per
PSDF policy first stipend was awarded after completion of two month (Rs 3000) while remaining
was awarded at the completion of 3rd and 4th month subsequently.
Certificates Distribution:
The trainees were awarded certificates for successfully completing this four months course.
Linkages Development:
At the end of the project, a macro level exhibition was
arranged, having the purpose of two way linkages
development between trainees and stakeholders. So all
stakeholders were invited and products made by
trainees were displayed before them. The products
were organized in trade wise.
The total three stalls were organized one for Adda
Work, one for embellished textile & one for Industrial
Stitching.
The stakeholder including Whole sellers, boutiques owners,
AHAN, small industries owners, SEEP, women from chamber
of commerce and other small industries were invited for
linkages development. Experience sharing, booking orders
and developing communication channel between trained/
skilled workers and sellers/buyers were part of the activity
etc.
RSP, Kashaf foundation, PLYC and related organizations
were invited for financial support to the willing skilled workers. Departments like social welfare,
commerce, TEVETA, VTI, Sanatzar were also invited for linkages development.

The exhibition was inaugurated by EDO CD Mr. Malik Mohammad Younas and officials from
PSDF had also participated in the event. The stakeholders made visits of stalls and exchanged
their cell numbers with potential trainees for business activity
in future.
It was most potential activity for linkages development.
Achievements: More than 1500 females are trained on different
trades
Social Mobilization team has facilitated and supported
to develop CNICs/B-forms of more than 550 targeted
women.
Targeted women are trained on numeracy and literacy
and now they are able to read and write
Trainees were linked with stakeholders and
businessmen so that they can build business linkages
The socio-economic status of trainees is increasing
through home based businesses
Confidence level of trainees is improved
Trade wise Achievements:
Adda work:
More than 340 women were trained on Adda Work
These trainees are skillful in haute couture dress
making that includes Lehnga, Sherwani, Coution, and
fancy dresses.
These trainees have good skills of products Tracing,
Designing, Aar/Tilla work and Tie/Die.
Trainees are generating income at their homes after
building linkages with boutiques.
Beneficiaries are working on Adda.

Home Based Livestock Farming:
Awareness about literacy and importance of Livestock.
Trainees are aware of hygienic environment for animals and their diseases also.
Health status of animals have been improved in targeted villages
Trainees can check the temperature of animals and even know the name of medicines.
Practical demonstration of making silage at center and this was interesting activity.

Awareness has been developed about the Vaccination of different diseases.
Overall achievements:
1500 females of rural communities of district Khanewal were trained on different trade
like Adda Work, Embellished, Industrial Textile, Kitchen Gardening & off season
vegetables growing & home based livestock famring
Most of the females are now able to earning with the make use of these skills
Social Mobilization team facilitated & assisted the 680 trainees for developing CNIC/
Farm B & 680 CNIC / Form B were developed by Nadra.
Lessons Learned:
Timely provision of exact needed material only
Printing and distribution of handbooks before start of session
One month probation period for trainer & SM (can be fired without prior notice of
one month by organization).
Enrollment of student strategy

Challenges:
Training location selection is very difficult task
Most of the female don’t have CNIC/Form B
Enrollment of Trainees especially for home based livestock farming & Kitchen
gardening trade was very difficult
Late Arrival at centers due to Foggy weather during winter seasons
Regularity of trainees was serious issue due to cotton picking season; domestic issue
of females; lack of interest by trainer.
Trainees are reluctant due to delay in stipend
Trainers resignation/leaving job without any prior notice
Third party monitor has not fully aware about PSDF policies
Wrong penalties were reported by TPM
