SHRM Medina County Receives Two Prestigious Awards

By: Karen Sating, President SHRM - Medina County is excited to announce that we have received two prestigious awards from national

SHRM for efforts made in 2012!

As a result of our chapter’s fundraising efforts in 2012, our chapter has been designated as a 2012 SHRM

Foundation Champion.

The support provided by SHRM local chapters and councils allows the Foundation the ability to provide opportunities available to our fellow HR professionals that

they may not have had otherwise, including:

Research grants for cutting-edge academic studies

More than 140 education and certification scholarships to HR professionals and

students

Educational resources including Effective Practice Guidelines reports, DVDs and

Executive Briefings

These resources are making a big difference in the professional lives of our fellow SHRM members!

The Membership Star and Superstar Awards recognize achievement in SHRM membership growth. All chapters and state councils are eligible for this program. Award levels recognize membership growth during the calen-dar year. The 2012 award parameters were: Star: 0% - 2.9% growth and Su-

perstar: 3%+ growth.

SHRM Medina County has achieved Membership Superstar status for 2012!

Even though our economy continues to be challenging, our chapter was able to overcome these challenges and still advance SHRM membership in 2012. Many chapters experienced declining membership during the year, so our chapter's ability to maintain or realize growth is highly commended. Special congratulations to Dan Csaky, current President-Elect and 2012 VP Membership for his achieve-ment of growing our chapter’s membership by 10.34% in 2012, which resulted in the Membership Superstar

award!

SHRM – Medina County takes great pride in our achievements and would like to thank the 2012 Board of Di-

rectors and for their efforts in 2012.

Also, we would like to thank all of our members! Your membership and active participation from the mem-

bership will continue to make our organization strong and a viable resource.

What are the Benefits of Being HR Certified?

By: Pam Giguere, HRCI Certification Chair If you find yourself wondering what the benefits are of being HR Certified---keep reading.

For Employers:

Per the Human Resources Certification Institute (HRCI) “Smart business leaders know that organizations spend up

to 70% of their revenue on human resources. Decisions on workforce planning, labor relations, risk management

and employee benefits such as health care and payroll can make or break an organization. So you need the most

qualified professionals to make those decisions.”

In order for businesses to meet their needs, many companies specifically seek HR professionals who possess HR

Certification because, according to a HRCI business survey of top business leaders, “50% said that certified HR

professionals show better motivation, HR knowledge, and performance than non-certified HR professionals do.

For HR Professionals:

Bottom line…R HR certified professionals tend to be more motivated and self-assured in their positions as result

of mastering the HR body of knowledge.

Look at the Statistics:

As of August 2012, Ohio has 5,175 HR certified professionals, making Ohio one of the top ten states with HR

certified professionals.

What is the Workforce Investment Act?

By: Mark Dzurec, Workforce Readiness Chair On August 7, 1998, President Clinton signed the Workforce Investment Act of 1998-more com-monly known as WIA. It was comprehensive reform legislation that overhauled the Job Training Partnership Act (JTPA) of 1982 WIA offers partnerships that includes the Wagner-Peyser em-ployment services act of 1933 (also known as unemployment services). Since the merger of the-se two individual programs, increased efficiencies and quality of services have greatly im-proved. WIA is currently under review for reauthorization with competing plans both in the House and Senate addressing both mandated spending cuts and the changing dynamic of

workforce needs of both the employer and jobseeker.

WIA reformed Federal job training programs and created a new, comprehensive workforce in-vestment system. The reformed system is intended to be more customer-focused, to help both dislocated and adult workers access the tools they need to manage their careers through infor-mation and high quality services, and to help employers find skilled workers—all at no cost to

the jobseeker or employer. According to the 1998 Act, the key principles of WIA are:

Streamlining services through better integration at the local level in the One-Stop delivery sys-tem. Programs and providers co-located, coordinated and integrated activities and infor-mation, so that the system as a whole is much more accessible for individuals and businesses

alike.

Empowering individuals in several ways. First, jobseekers are given financial opportunities to use Individual Training Accounts (ITA's) at qualified training institutions. These ITA's supplement financial aid already available through other sources, or, if no other financial aid is availa-ble, they may pay for all the costs of training. Second, jobseekers are empowered with greater levels of information and guidance, through a system of consumer reports providing key labor market information on the performance outcomes of training and education pro-viders. Third, jobseekers are empowered through the advice, guidance, and support availa-ble through their One-Stop career staff, as well as other services provided by One-Stop partners agencies. For example at Medina Works the Bureau of Vocational Resources (BVR), Veteran Representation, and Manpower make up the One-Stop services here in Medi-

na County.

Universal access- Who can utilize these services? Anyone can access to the One-Stop system to utilize core re-employment services to learn about job opportunities in their area, career op-tions, possible student financial aid, current employment trends, and instruction on how to conduct an effective job search, learn how to write a resume, or interview successfully with an employer is available to any jobseeker., or anyone who wants to advance his or her ca-

reer.

What is the Workforce Investment Act?

By: Mark Dzurec, Workforce Readiness Chair Increased accountability-The goal of the Act is to increase employment, retention, and earnings

of participants, and in doing so, improve the quality of the workforce to sustain economic growth, enhance productivity and competitiveness, and reduce the need for public assistance. Consistent with this goal, the Act identifies core indicators of performance that State and lo-cal entities managing the workforce investment system must meet--or suffer sanctions. Howev-er, State and local entities exceeding the performance levels can receive incentive funds. Training providers and their programs also have to demonstrate successful performance to remain eligible to receive funds under the Act. And participants, with their ITA's, have the op-portunity to make training choices based on program outcomes. To survive in the market, training providers must make accountability for performance and customer satisfaction a top

priority.

Strong role for local workforce investment boards and the private sector, with local, business-led boards acting as "boards of directors,'' focusing on strategic planning, policy development and oversight of the local workforce investment system. Business and labor have an immedi-ate and direct stake in the quality of the workforce investment system. Their active involve-ment is critical to the provision of essential data on what skills are in demand, what jobs are available, what career fields are expanding, and the identification and development of

programs that best meet local employer needs.

State and local flexibility- States and localities have increased flexibility, with significant authori-ty reserved for the Governor and chief elected officials, to build on existing reforms in order to implement innovative and comprehensive workforce investment systems tailored to meet

the particular needs of local and regional labor markets.

Improved youth programs linked more closely to local labor mar-ket needs and community youth programs and services, and with strong connections between academic and occupational learning. Youth programs, such as Medina’s Next Step pro-gram, include activities that promote youth development and citizenship, such as leader-ship development through vol-untary community service op-portunities; adult mentoring and follow-up; and targeted oppor-

tunities for youth.
