Our Annual Conference continues to grow for the 4th straight year. The schedule of events was altered slightly this year, upon the memberships request, to allow for ample time for committee meetings as well as enable more to network with peers during out annual golf tournament. Overall, the change was a good one and it will spill over to the 2015 Conference in Savannah, GA.

The schedule change along with the convenient and beautiful destination (San Diego, CA) also allowed us to draw the largest crowd to date for an annual conference! Thank you to all who attended and participated in the conference. We’d also like to thank our sponsors:

2013-2014 President’s Corner By Joan Stone

2013 has been a busy year for NASSCO and I have enjoyed being a part of it.

The staff continues to work with Sheila to get the website redone.

A Memo of Understanding was developed with WEF that included participation in two webinars each year. The Sewer History Exhibit that normally

exhibits at the UCT Conference in Houston each January was also displayed at the WEF Collections Show held in Baltimore in March under sponsorship of Chesapeake Water Environmental Association and NASSCO. After WEFTEC, the exhibit will reside at the new offices of NASSCO.

The Inspector Training Certification Program has expanded to now include Manhole Rehabilitation as well as CIPP. Pipebursting will be added in 2014. Classes have been well received and the trainers are having problems keeping up with the class demand.

NASSCO moved their office to a new location and hosted the Strategic Planning Board Meeting in July at the new facility. The training room is state of the art.

PACP (Pipeline Assessment Certification Program) is currently being reviewed and improved with an expected release of Version 7.0 in late 2014. Three International Agreements were reached for PACP with our neighboring countries. CERIU and CSA contracts were renewed for Canada and a new contract signed with ICTIS for Columbia. The PACP manual and classes are now available in Spanish and several classes have been held in Columbia and Puerto Rico this past year.

It has been my pleasure to serve as President of NASSCO for the past year and to work more closely with Ted and Heather. It’s always hard to hand over the reins, but I know that Stuart Tillery will do an amazing job as President. Enjoy it Stuart, it goes by fast. And I am looking forward to my next position, Past President.

While most of the country was under a winter weather advisory, NASSCO held their annual conference. Despite the severe weather and difficult travel conditions, we had another record attendance. President, Joan Stone, made opening remarks in our general meeting to a packed house. The committee and division chairs then updated the membership on their past accomplishments and their objectives for 2014. The membership elected a new board member and approved the Nominating Committee’s recommendation for our next member of the Executive Committee. I would like to personally congratulate Daniel Magill and Kay Doheny, respectively, on their new endeavors with NASSCO. There were several scholarships given out at this years meeting. Two Jeffrey D. Ralston Memorial Scholarships

and Two PACP Scholarships. Congratulations to these well deserving recipients. We look forward to you joining our industry after your studies are complete.

This winter has been relentless. I just came back from Indianapolis to another storm and only half of a PACP class (due to inclement weather).

San Diego was a welcome respite from the cold weather around the rest of the country. Congratulations to both of our award winners; Dick Schantz for acceptance into the Select Society of Sanitary Sewer Sleuths, and Gerry Muenchmeyer for the NASSCO Trainer of the Year. Both of these individuals have contributed, and continue to contribute a great deal to our industry. We also congratulate Gerry as Trenchless Technology’s Person of the Year for 2014. It is an honor to work with you both!

I want to thank Robert Carpenter as he helped us celebrate the life of one of our fallen heroes during our banquet. David Magill has been an industry icon for over 30 years, and I will always remember him

for his magnetic personality and positive outlook. Our industry is fortunate that David made us part of his extended family and he will be missed.

When we were asked to recap our accomplishments last year, I was initially a little concerned about what we had to show for 2013, but NASSCO had another great year of accomplishments. Here are some of our accomplishments that I presented at our annual meeting:

their corresponding committees to discuss a course of action for the upcoming year. These meetings included contractors, engineers, municipal employees, manufactures and suppliers all working together to create and improve standards on manhole rehab, grouting, lateral rehab, etc.The Government Relations and Health and Safety Committees discussed the latest in Washington and ways for our Utility Members to access funds for infrastructure and protect our contractors from potential unnecessary regulations.

The following day consisted of our technical presentations. We were fortunate to have division leaders from The City of Los Angeles, Orange County, The City of Vista and Union City in California. Also joining us, were the representatives from Virginia Beach, Cincinnati, and Cambridge Canada who made the long trip to bring forth the difficulties they face in maintaining, surveying and rehabilitating their sewers. Other technical presentations detailed the condition assessment and rehabilitation of pressure pipes. Along

with that, the location and elimination of cross bores in the nation’s sewers was also addressed by Southern California Gas Company.

These forums bring contractors together with utility personnel and engineers to update each other on their needs. Manufactures and suppliers can use this valuable information and provide products and methods that address these needs.

Please try and join us for The 2015 Annual Conference in Savannah Georgia. NASSCO would like to thank Joan Stone for a very productive year as our President.I will follow her lead and move NASSCO forward over the next year. I am honored to be your President.

Member Service - Technical InquiriesOne of the services provided by NASSCO, to its membership and students completing the Inspector Training and Certification Program, includes technical support for the pipeline rehabilitation. NASSCO routinely receives e-mails from member engineers, contractors and municipal officials asking questions

about the many different technologies used in the industry today. Technical questions regarding pipeline rehabilitation can be directed to [email protected], [email protected] or [email protected]. The NASSCO Technical staff will review the request and provide a written recommendation.

Inspector Training & Certification Program for CIPPOver 1100 inspectors have been trained as CIPP inspectors in the U.S and Canada. To assure that the delivered product

has both the expected design life and expected service life, a certified inspector must be on the job site during CIPP installations. The program includes:

• Day and a half of interactive learning about - CIPP • Interactive discussion of project issues during the

program• Field experienced CIPP trainer professionals• Training at sponsor sites if requested• Fully illustrated technology training manual (this

manual cannot be purchased separately)• 1.35 Continuing Education Units • Certificates of completion and personal photo ID cards• Report, entitled: Guidelines For The Use and Handling

In addition, after many months of negotiation and coordination, we signed the official agreement between NASSCO and AZ Water on March 4th for the transfer of ownership of the Sewer History Exhibit. We have already had several calls asking about exhibiting at

different events, and I look forward to the educational opportunities this exhibit will provide under our stewardship. Many thanks to Jon Schladweiler for all he has done to create and sustain this valuable exhibit.

Each year, the NASSCO Committees have been becoming more and more engaged and we are finding that participation in multiple committees during our conference can be difficult in an association like NASSCO. This is a “good” problem, but it is a problem nonetheless. Our Annual Conference Committee has been re-energized and refocused to address this issue, as well as to capitalize more on the success of our Technical Day, which Gerry has developed into a very successful and anticipated part of our conference. We are already looking forward to Savannah, GA in 2015.

The EPA document entitled “Quality Assurance and Quality Control Practices for Rehabilitation of Sewer and Water Mains” states, “Better trained construction observers and the proper allocation of their time to monitor the installation process are key elements of a good QA/QC program”.

Training programs for 2014 are being scheduled in select areas of the U.S. and Canada. www.nassco.org and are listed on the website together with trainer of the program.

Inspector Training & Certification Program forPipe Bursting SewersThis program is still in the development stages. With several other programs having a priority, this program is scheduled to be completed later in 2014. We are looking for some additional pipe bursting professionals that would be available to become trainers after the program is launched. Once the draft program is complete, a peer review group will be selected, consisting of IPBA members and any other NASSCO members who wish to participate in the review process. Then a BETA presentation will be scheduled sometime later in 2014, before the program is launched.

Inspector Training & Certification Program for Manhole Rehabilitation TechnologiesEffective manhole rehabilitation may include a variety of different technologies. The expected life and effectiveness of the applied product is directly related to correct product selection by the owner/engineer and inspection of the host structure before, during and after application of the specified material by a trained inspectorl. The NASSCO Inspector Training & Certification Program for Manhole Rehabilitation (ITCP-MR) includes detailed chapters such as, Manhole Defects - Rehabilitation Requirements, Manhole Preparation, Quality Assurance and Testing Methods, Replacement and Rehabilitation Technologies and a chapter on specifications entitled “The Inspector’s Project Instructions”. The program also includes:

• Day and a half of interactive learning about – Manhole preparation and technology application

• Interactive discussion of project issues during the program (continued on next page)

• Field experienced manhole trainer professional• Training at sponsor sites if requested• Fully illustrated technology training manual (this

manual cannot be purchased separately)• 1.325 Continuing Education Units • Certificates of completion and personal photo ID cards• (TAG-R) – A technology decision tree software

program

• Updates on new products and technology advancements • Food and refreshments• Technical advice on manhole rehabilitation related

issues

The program is intended to provide an owner, engineer or inspector with sufficient knowledge to inspect and verify when a product has been applied correctly. There are a number of excellent products available for manhole rehabilitation. Scheduled courses are listed on nassco.org.

2015 Annual Conference Technical Day - Member ParticipationEach year, at the annual meeting of NASSCO, we reserve Friday for technical discussions and presentations. In 2015 we will be looking to feature presentations from NASSCO committees that wish to highlight projects that are of interest to the membership. We will send a formal request for abstracts soon. Abstracts from the committee chairperson or a member should be submitted to Diego [email protected] or Gerry [email protected] by the end of April this year for consideration. The 2015 program is scheduled on February 13, 2015.

Other NASSCO Member Participation ProgramsSeveral other NASSCO educational programs that may be of interest include: UCT presentation tracks sponsored through NASSCO’s active committees and the Rehabzone, which provides a variety of learning opportunities. UCT is scheduled for January 27-29, 2015 with special programs scheduled before and after the conference.

NASSCO Education Day, at the Pumper and Cleaner Show in Indianapolis, includes presentations by NASSCO members on topics of interest to the attendees and is scheduled for Monday February 23, 2015.

Any NASSCO Member that wishes to present at either of these two venues should contact Diego at [email protected] or Gerry at [email protected]. These presentation tracks will fill-up rapidly by mid-year 2014.

Lateral CommitteeJacob Trapani, Chair Person

The NASSCO Lateral Committee continues to push several initiatives forward, along with the collaboration with the WEF Collection System Committee on the Private Property Virtual Library(PPVL) Sub Committee.

One initiative was to continue the advancement of its deliverable called the “Overview of Lateral and Main/Lateral Connection Lining and Sealing Technologies” with updated information and new processes in the market place. This document will be used for presentation and references on the NASSCO website. It offers a complete overview of all Lateral and Main/Lateral Connection Rehabilitation Technologies available in the market today.

In an effort to seek a viable, cost-effective solution to one of the most significant contributors to our failing sewer infrastructure, technology providers have developed several methods to structurally repair and/or seal lateral pipes and their connections to the main sewer. Individual lateral pipes often have multiple bends, diameter changes, shifted joints, cracks, deposits, and roots which create considerable challenges to repair or seal. The lateral pipe connection to the sewer main also poses problems due to leaks, cracks and poor alignment. Accessibility of laterals is another issue since one end is located in the sewer main and the other in a building. In some cases a clean-out exists either in the building or outside of the building. It is critical that the methods developed cope with the existing conditions to provide an effective product and installation method that can be installed efficiently. Our overview document can be found on NASSCO’s webiste at http://nassco.org/industry_news/pdfs/lateral_rehab_white_paper.pdf I’ve enjoyed serving as chair of this committee for the past two years. Dean Monk will be the new chair for 2014-2016. I’m sure he will continue the good work that we have done over the past few years.

CIPP Committee Dave Kozman, Chair Person

Styrene: No updates to report. Current status:In June 2013, the U.S. District Court for the District of Columbia upheld the U.S. Department of Health and Human Services’ (HHS’s) listing of styrene as a “reasonably anticipated carcinogen” in its 12th Report on

Carcinogens. With this decision, the Styrene Information and Research Center’s (SIRC’s) legal challenge of HHS’s listing was terminated.

Lawmakers recently attached a rider to a 2012 appropriations bill setting aside $1 million for reviews of the styrene and formaldehyde listings by two National Academy of Sciences (NAS) panels. Results of the NAS reviews are expected by August 2014.

CIPP Design: No updates to report. Current status: A new manual of practice (MOP) is currently under development by an ASCE task group that addresses a new CIPP design approach for gravity flow applications. These new design methods address circular and non-circular shapes with no limitations on ovality, analyze the soil-pipe structure as a whole and consider local and global pipe imperfections. This MOP will define the design parameters, how they are to be interpreted, and the formulas for making the wall thickness design analysis; the target publication date is mid-2014. Once available, NASSCO is evaluating the possibilities of making the new design equations available.

Standards development:ASTM: A new standard practice for mobile CIPP wet out systems is now available (F2994) and a separate standard guide addressing fixed and over-the-hole wet outs is currently in development, with a completion date targeted for late 2014.

AWWA: A new Pipe Rehabilitation Standards Subcommittee is currently being formed to define structural classifications for pressure pipe lining technologies (Class I, II, III and IV) in M28. Committee activities are pending approval by AWWA to proceed. Once active, this committee will synergize efforts with NASSCO and other industry organizations.

The Industry Standards committee has worked diligently towards the completion of the Cleaning Specification. This has been a long and arduous task.

The pieces for the specification are 90-95% complete and only need to be compiled into a working standard for NASSCO to publish and promote to Municipalities. The Contract Template, to accompany the standard, is also 90-95% complete. We are discussing the final points to this document that will allow Municipalities and Sewer Owners to access a complete, usable contract that only needs names inserted to use. The standard and template go a long way towards leveling the field for contractors and Owners, as well as eliminating most of the reasons for Change Orders. These documents will allow Municipalities to set a budget for the project and to expect final costs to be very close to the bid price.

As I step down as Chairman of the Industry Standards Committee, I would like to thank each and every person that contributed to the standard and the Contract Template over the last two years. The work of each was professional, taking into account what is best for the industry. Everyone was able to put aside personal issues for the greater good, and it shows in the documents.

There is much work to be done on the Standards for NASSCO to publish to help the industry. These include: Large Diameter Cleaning, CCTV (needs to be put in proper format), and advanced inspection methods, as well as others. I wish Marilyn Shepard good luck and will stay on the committee, with her permission, to help in any way that I can.

Scholarship Committee Michael Poplawski, Chair Person

The future of our industry lies in our future generations. One of our most pressing concerns today is replacing the experienced individuals who have left our industry or are nearing retirement.

One way to address this is to encourage students and newcomers to our industry to continue their educational opportunities in their chosen career paths.

To this end, NASSCO has established two scholarship programs that reach out to these individuals. The Jeffrey D. Ralston Scholarship is geared to providing financial support to students who have chosen a major related to our industry and are employees of a member organization. Be sure to reach out to students within your organizations and make them aware of this scholarship.

NASSCO’s PACP scholarship is open to anyone considering certification as long as that individual is sponsored by a NASSCO member.

In the past, many highly qualified candidates have been able to take advantage of these opportunities and in the process become exposed to NASSCO and our vision and goals for the water environment industry.

RehabZone Committee Daniel Magill, Chair Person

The 2014 RehabZone was a great success! Very special thanks to all of the Sponsors (listed online at www.RehabZone.org), the expert volunteers who donated their time to educate attendees and answer questions, and to NASSCO and Underground Construction for making it all possible. The RehabZone is designed to educate attendees about the various trenchless technologies for municipal collection systems and show actual rehabilitationtechnologies from the 1800’s through today.

It even provides a glimpse of what new technologies are in development and new to the industry. What an awesome resource! Our one-word theme for this year—INSPIRE. Mission accomplished.

10 companies took advantage of the “Power Hour” opportunity to give a presentation on a specific technology, and/or provide a “Technology Test Drive” in which they enabled participants to get hands-on experience with their technology. Many of these sessions were very well attended.

Sponsorships were up 13.6% over the year before! Successes of “The Zone” this year include: excellent feedback from those who visited, positive buzz from the floor decals, helpful postcards promoting the presentation/demo schedule, positive feedback about the 2014 T-Shirts, an updated Technology Guide, translation of the Technology Guide into Spanish, excellent support setting up and tearing down The Zone, and a new promotional video was shot. Special thanks to LMK for going above and beyond to sponsor beer and popcorn on Wednesday afternoon.

For the future: There was interest in the RehabZone tours this year, but fewer participants than the year before. If the tours are continued next year, we’ll need to put more emphasis on scheduling the tours ahead of time for them to be successful. There is great interest in the Committee turning the RehabZone Technology Guide into an interactive training program!

Since 2010, NASSCO has been very active in promoting trenchless technology standards for the rehabilitation of underground infrastructure in Latin American countries. The latest and most important contribution to this objective is the recent agreement with the Colombian Institute for Subterranean Technologies and Techniques (ICTIS). The agreement is a strategic alliance to facilitate ongoing PACP training in Colombia and neighboring countries. The first outcome of this agreement is the latest Spanish PACP class held on December 11 and 12, 2013, at the Pontificial Xaverian University, in Bogotá, Colombia. The class delivered by master trainer Luis León had a total of 19 participants; most of them engineers, and most of them from large municipal sewer service providers in Colombia and Ecuador, such as, Bogotá (EAAB), Manizales (Aguas de Manizales), Medellín (EPM), and Quito (AguaQuito). For this year, there is a strong likelihood of providing PACP classes in both Ecuador and Colombia.

The agreement with ICTIS would not only facilitate PACP classes, but could also help establish a greater collaboration between the two organizations. An example of this comes from the recent translation to Spanish of the 2014 RehabZone Technology Guide, which will be distributed free of charge to all attendees at ICTIS’ Conference/Exhibition that will be held (continued next page)

(continued from previous page)in Medellín, Colombia, on May 19 and 20, 2014.

The NASSCO Latin America Committee plans to continue establishing relationships in other Latin American countries, such as Mexico, Chile and Brazil. Also in the plans is the translation of other technical manuals and standard specifications, which are needed in these developing countries. About a year from now, we expect to see more manuals translated to Spanish, greater recognition of PACP in Latin America, and stronger cooperation with local organizations. This would all come at the right time when the Latin American economies and infrastructure needs are growing rapidly.

Latin American countries like Brazil, Chile, Colombia, Peru, Ecuador, and Mexico are experiencing rapid growth and development, leading to an awareness of the actual conditions of the buried infrastructure.

• In Bogotá, Colombia, the proposed expansion of the rapid-transit network to include a 16 mile subway line is prompting a thorough investigation of the conditions of all underground infrastructure assets adjacent to the proposed subway line. As a result, the integrated planning may include condition assessment, rehabilitation, and realignment of sewers, water lines, and other assets until the subway construction finishes; or according to the media, somewhere around 2018.

• In Bogotá, a capital improvement program geared to revitalize its downtown area is bringing sewer condition assessment and needed sewer rehabilitations to both small size and large size pipes. • In Quito, Ecuador, the construction of the underground rail mass transit system is currently underway, which includes an ongoing effort to inspect the current condition of sewers and determine if they have been affected by the subway excavation.

These examples do not include Brazil, which, within the countries mentioned above, may be the leader in terms of expenses in infrastructure construction and rehabilitation.

NASSCO Mourns the Loss of an Industry Icon, David Magill

Francis “David” Magill, Jr. was a great firend and advocate of NASSCO and of the industry. We learned the unfortunate news that he passed away in late January.

David received an undergraduate degree in Industrial Engineering from Virginia Polytechnic Institute in Blacksburg, Virginia and an MBA from Louisiana State University in Baton Rouge, Louisiana.

In 1978 when Avanti International was established in Webster, Texas, David was hired as its first employee and the company’s first president. In 1988, David purchased controlling interest in the company, becoming CEO. Under his direction, the company has continued to prosper, remaining steadfast to the Avanti name. Avanti started with only one product – acrylamide chemical grout - and over the last 35 years has grown by offering a wider variety of chemical and cement grout products. David was a dedicated business man and an early pioneer of the trenchless technology industry. Avanti has become the predominant provider of chemical and cement grouts for North America. Today, under the leadership of Daniel Magill, Avanti continues to research, develop and perfect new sustainable solutions to restore aging infrastructure.

David has been instrumental in the growth of municipal, industrial and geotechnical grouting and played an active role in many trade associations through the years. He was an active member of the National Association of Sewer Service Companies (NASSCO) for over 30 years, served as a director and chairman of the grouting task force, and participated in specification preparation for the ASTM standards. Avanti is also a founder of the Center for Innovative

Grouting Materials and Technology (CIGMAT) at the University of Houston, which is an industry-university consortium to develop improved grout materials and technologies.

David is survived by his wife of 22 years, three children, five grandchildren, and one on the way.

NASSCO’s International Pipe Bursting Association (IPBA) met at UCT Houston on January 27th for their annual Executive Board and General Membership meetings. The Board reviewed, discussed and revised their 5 year Strategic Plan. The plan is now more comprehensive, refined and focused to take us into the next 5 years and beyond. The plan allows the Board to continue the development and implementation of a continually evolving master strategic plan that will accomplish the objectives set forth by its membership. The Board approved the development of a Pipe Bursting Lateral Committee had its first meeting at the Pumper Cleaner Show in Indianapolis in February.

The General Membership Meeting was very well attended. IPBA’s Marketing, Membership, Education, Specifications, and Government Affairs Committees reported on past performance, future goals, outlooks and milestones. Each Committee will be focusing on a few quality goals and action items that will enhance and improve their missions.

Our educational Track at UCT “Pipe Bursting: Fundamentals, Comparisons, Selection & Design” on January 28th and 29th were very well attended. This was a progressive session beginning with Pipe Bursting basics, Risk & Project Management, Municipal & Engineering Prospective, progressing into Case Studies, and an “Ask the Experts” Panel discussion.

We were part of NASSCO’s educational track at Pumper Cleaner Show in Indianapolis sharing “Pipe Bursting a Mature and

Diverse Trenchless Technology” on Monday, February 24th.

Infiltration Control Grouting Association (ICGA)by John Nelson, Chair

It is an exciting time to be in the infiltration control business. Interest in chemical grout is growing at a rapid rate as more municipalities continue to seek out economical and proven methods to remove infiltration from their sewer systems.

The success of last years WEF WebCast is paving the way for additional opportunities to spread our message. Earlier this month we received approval to present at the New Jersey WEA Conference in May and we continue to submit abstracts to other WEF member associations. The ultimate goal of these presentations is to gage interest for the establishment of a chemical grouting inspector training/certification course.

Marc Anctil recently relinquished his role as president the of the division. NASSCO and ICGA owe Mark a debt of

gratitude; for his never ending dedication to our industry and the many projects to which his leadership guided to fruition.

Congratulations to our fellow grouter Dick Schantz on his induction into the Select Society of Sanitary Sewer Sleuths. Please keep him and his family in your thoughts and prayers.
