SUBMISSION OF RETIREMENT REQUEST

Submit request (not requiring a waiver) via signed retirement counseling checklist (Appendix J) to IPAC not earlier than 14 months and no later than 4 months prior to requested retirement date.

Marines serving on an overseas tour will not be approved for retirement before completion of their tour as prescribed in MCO P1300.8 unless subject to Enlisted Career Force Control (ECFC).

* Requests for retirement/transfer to FMCR normally takeabout 4-6 weeks to come back from CMC.

WHEN YOUR RETIREMENT IS APPROVED… IPAC Retirement Clerk will receive notification via Diary Feedback Report and

notify member via Email.

Requests for modification/cancellation of an approved date must be submitted via separate correspondence/message to the CMC (MMSR-2) not later than 45 days before the effective date of retirement. Approval will be based on criteria such as bona fide humanitarian or hardship, ECFC considerations, needs of the service etc. (AA Form through G-1/S-1)

When your retirement is approved you can start working on the following requirements necessary for transfer to your out-processing station:

-TAMP/TAP completion (Retirement Seminar)-Transfer Data Sheet (TDS) (turned in 120 days prior)-Final Physical (10 working days to complete)-W95 orders/appropriation data (S-1, G-1 initiates, once issued, LOA takes up to

72 hours)-Excess 60 days leave approval for off island/alternate separation site approval (if applicable)

-Unit check out sheet (completed at least five days before the first day of your requested flight window)

Temporary Lodging Allowance (TLA)-Must be settled while still on active duty, per the Joint Federal Transportation Regulation (JFTR), and before departure from the island provided you have the correct documentation. See TLA Checklist for detailed information concerning TLA.

Transition PTAD- OCONUS commands are authorized to grant 20 days PTAD for Marines separating on-island or 30 days from an OCONUS command to a CONUS separation location for house hunting and/or job searching. For on-island separations, Commands will not utilize MOL for approval, approval will be made via the on-island transfer data sheet for IPAC’s action.

Terminal leave- OCONUS Commanders are authorized to grant separating Marines up to 60 days terminal leave. Excess of 60 days terminal leave will be requested through your G-1 via separate correspondence/message to MMOA/MMEA HQMC for approval.

Out-processing- IAW MARCORSEPSMAN, Marines must transfer to the nearest Marine Corps separation location (CONUS/OCONUS) no later than 10 working days prior to their effective retirement date.

ALTERNATE SEPARATION SITE- Okinawa, per MCO 1900.16, Marines serving in a foreign country may request separation at their duty station under the following conditions:1. Eligible for separation under honorable

conditions.2. Country in which the Marine is separating is

non-belligerent.3. Marine has a passport and permission to

remain in the country.

4. Commanding Officers may accept a written request from the appropriate consular or diplomatic representative certifying the Marine has applied for, and is eligible to receive, a passport upon separation. A written statement from the foreign government authorizing a Marine permission to travel or reside in the country will suffice for proof of permission to remain in the country. For enlisted Marines, approval authority under this paragraph rests with the commanding officer. Officers desiring separaton or retirement under this paragraph must forward their requests and supporting documents to the CMC (MMOA).

Advance Family Member Travel: Upon receipt of your orders your dependents are authorized

transportation to your Home of Record (HOR), Home of Selection (HOS), or Point of Entry (POE). When your dependents leave, you are responsible for ensuring you audit your records. Failure to audit your records may result in a pay checkage. Basic Allowance for Housing (BAH) is not automatic when you elect to send your dependents stateside. BAH is requested through AA Form/separate correspondence by your unit G-1 and approved by Headquarters Marine Corps on a case-by-case basis. If BAH is approved, it will be approved upon your dependents arrival at stateside location. Member is responsible to come back to the Outbound Branch to conduct an audit of his/her records once family members arrive CONUS.

TERMS WORTH REMEMBERING

Dependent Travel to Separations: Dependent travel to your separation site is not

recommended. You will not rate any entitlements for your dependents while at the processing station. Dependents rate travel from last PDS to Home of Record, Home of Selection or Point of Entry (POE).

Allotments: The ECC date does not stop allotments in effect on the date

of transfer to the retired list or Fleet Marine Corps Reserve (FMCR). For detailed information concerning allotments upon retirement, refer to DFAS-KC 7220.31R.

ON- ISLAND RETIREMENT Marines desiring retirement on island should refer to MCO 1900.16

for detailed instructions. When approved to retire on-island the IPAC process

for the Marine separating includes: PTAD, LWAS, 11060, DD 214, SBP (NAVMC 2656), DD Form 2958 (Capstone), and the mailing of all records to appropriate agencies. (10 day process)

Cost of Living Allowance- Be advised that when executing more than 30 days of terminal leave that your (COLA) will stop on the 31st day, but will be credited back to your account upon submission of your final pay request to disbursing.

Service/Medical/Dental Records- Make and retain a personal copy of these records for safekeeping. Once final physical is complete, the responsible medical facility will intake and process the Marines original medical/dental records for mailing to Navy Medical Records Activity (NMRA), with completed DD2963. Per Maradmin 637/13.

MISCELLANEOUS DD Form 2656(Data for Payment)- Must be forwarded to Defense

Finance and Accounting Service (DFAS), London Kentucky at least 30 days prior to the effective date of retirement.

DD 214- Your DD 214 will be ready for pick-up on your retirement date. A statement of service can be provided by service member’s S-1 in lieu of the DD 214 prior to the EAS.

Identification Cards- You and your eligible dependents will be issued a blue retired ID Card using your DD 214 as proof of retirement.

Pay entitlements- While on LWAS (terminal leave) you are entitled to BAH at the last duty station location (W95 site)

ON- ISLAND CONTINUED…

Home of Selection- Once a home is selected, that selection is irrevocable if transportation-in-kind is furnished and used, or travel and transportation allowances are received after the travel is completed. A member may select a home: Any place within the U.S. The HOR outside the U.S. or the place outside the U.S. from which the

member was initially called or ordered to active duty.

NOTE: Allowances paid in this case must not exceed those payable had the member selected a home at a CONUS location specified by the member. Travel to selected home must be completed within 1 year after active

duty termination. On a case by case basis, Secretarial Process can grant extensions. Refer to the JTR par 5130 for details.
