1 Second Tour Division Officer Slating Process MINIMUM QUALIFICATION TO COMPETE ON THIS SLATE IS OOD UNDERWAY. Officers must submit OOD Underway qualification letters to their Detailers by 5 April to be included on this slate. Failure to complete SWO qualification before EDD in orders will cause the officer to lose their orders and post slate based on the needs of the Navy once SWO qualified. Commands are requested to track this closely and notify PERS-412 as soon as possible if an officer is not tracking to qualify SWO prior to detaching. Notification at least a one month prior to detachment is requested, if possible, in order to not create a gap in the future gaining command. For Officers with PRDs in May 2019 – due to slate timing, expect officers with May PRDs to receive orders in May and detach no earlier than June 2019. The slating process begins when officers eligible for slating are contacted by their Detailers. The Detailers do not have the phone numbers or email addresses of your officers unless your officers have already contacted them. It is imperative that your officers initiate contact with their Detailers. Meanwhile, Commanding Officers are contacted by the JO Sea Coordinator. These initial emails notify officers that they are within their slating window and solicit their preferences. CO Inputs and logbook memos (if req) are due to the Sea Coordinator 10 April and officer preferences are due to Detailers by 5 April. Officers should also confirm that Detailers have their current qualification status and most current FITREP on file. Preference submission instructions are provided below. Officers who do not submit preferences by the deadline will be slated based on Detailer consideration for the officer’ s career progression and PCS funding costs. Commanding Officer input is invaluable in the slating process, but officers will be slated even if Commanding Officers do not provide input. On 8 April, officers will be ranked based on performance as documented in the most recent FITREP and qualifications received as of 5 April. The importance of this FITREP cannot be underestimated, and officers should personally ensure that it appears in their Electronic Service Records. The slate ranking determines the slating order. Between these objective bookends, we also consider each officer's preferences, next milestone opportunities, command input, incumbent/relief timing, and PCS cost limitations in producing the final slate.

A Commanding Officer’s promise of an EOOW or TAO qualification does not factor into calculating slate rank, but may broaden an officer's billet selection base. Only a full qualification will benefit an officer’s slate ranking. Commanding Officers are asked to review their officers’ preferences and provide additional recommendations and remarks if desired. Once the slate has been approved by PERS-41, the JO Sea Coordinator will provide Commanding Officers the slate results.
Instructions for Preference Submission Detailers will contact all officers to be slated by 29 March with slating information and instructions for how to submit their preferences. If your officers are not contacted by Monday, 1 April, please have them reach out to their
Detailers. Contact information is at the bottom of this page. Officers will be provided a slate input document in order to submit their preferences. In that document they will be asked the following questions: 1. Among the following three categories, what is your priority?
Homeport/Billet/Platform 2. What are five or more feasible choices in each category?
Caution: Not providing a complete list limits the Detailers’ ability to match preferences. We strongly encourage officers to contribute five or more choices in each category to ensure we have the complete picture.
3. Do you have any specific facts, circumstances, or elements that should be considered during the slating process?
It is not necessary to provide anything in addition to answering the first two questions, but there are often extenuating circumstances and we will read and consider everything. 4. List your top 10 billets from the below 2nd Tour Divo Options in order of preference. You may provide more
than 10 if you wish, but at least 10 will give the Detailer a good idea of what you really want to do on your second tour.
