The first few months of 2013 have been filled with uncertainty over the direction of the Washington-

area economy, largely because of concerns about sequestration—the automatic federal budgets that took effect March 1. The cuts will amount to more than $85 billion in the current fiscal year and could total $1.1 trillion over the next decade. Yet, there are several reasons to remain optimistic about the Fairfax County economy even in the current environment.

The federal government is going to continue to be the biggest consumer in the world of just about any product or service even with the sequester. A look at any Web site dedicated to federal contracting illustrates the fact that agencies continue to issue requests for proposals and continue to award contracts. Fairfax County companies are well-positioned to continue to be key players in any cycle of federal procurement.

Federal spending is holding steady or increasing in several areas including cybersecurity and health-related IT. Many Fairfax County companies are leaders in various technologies and business and professional services, and that emphasis will serve them—and the county economy—well in any environment.

Employers that have been active in government procurement have long seen these budget and spending uncertainties. Many Fairfax County companies are working hard to diversify their portfolios

“Fairfax County will work its way through sequestration just as it has worked through past economic challenges. The FCEDA continues its work to diversify the

business base of Fairfax County so a downturn in one industry sector does not cripple the local economy or community. “

— Steven L. Davis

to include industry sectors such as health IT, or are repositioning and reorganizing to take advantage of new opportunities in the public or private sectors.

Finally, by almost any measure the workforce in Fairfax County is one of the most educated, technically adept, creative and talent-rich in the world. Companies that need IT workers and those with deep backgrounds in business and professional services know this is a key location in which to find those employees. In this issue of the Fairfax Leader is a list of 27 companies that worked with the FCEDA during the first quarter of the year and are adding more than 1,400 jobs to the county economy.

All of these factors lead me to the conclusion that Fairfax County will work its way through sequestration just as it has worked through past economic challenges. The FCEDA continues its work to diversify the business base of Fairfax County so a downturn in one industry sector does not cripple the local economy or community. The FCEDA’s focus on a stable, diversified economic base is crucial to building the tax base that the Board of Supervisors uses to fund high-quality public services and sustain the quality of life that residents and workers expect. n

news & notablesFCEDA works with 27 businesses adding more than 1,400 jobs to the local economy

D uring the first quarter of 2013, the FCEDA provided services and resources to 27 businesses that are adding more than 1,400 jobs in Fairfax County. Most of these businesses are in the information technology and professional services sectors, and seven are foreign-based firms using a Fairfax County location to expand in North America.

“In today’s environment, any business growth is remarkable. Fairfax County is fortunate to see growth from within as well as from other locations, including other countries, said Gerald L. Gordon, Ph.D., president and CEO of the FCEDA. “The FCEDA continues to seek to diversify the economic base of Fairfax County, to enable the Board of Supervisors to fund our exceptional quality of life.”

One of the most prominent announcements came from Tysons Corner-based FrontPoint Security Solutions, which develops wireless home security systems engineering and is adding 179 jobs to the county economy.

“We can certainly attribute a portion of FrontPoint Security’s success to our Fairfax County location,” said Chris Villar, CEO and co-founder of FrontPoint Security. “From a recruiting perspective, qualified job candidates love the central location of the Fairfax County area. Not only is the close proximity to Washington D.C. and surrounding suburbs appealing, but access to top-tier universities and the high concentration of technology companies also make attracting top talent easier.” n

Companies that worked with the FCEDA in January, February and March of 2013 and are creating 1,432 jobs in Fairfax County:

Virginia Business magazine taps Fairfax County EDA President Gordon for first “50 Most Influential Virginians” list

V irginia Business magazine named Gerald L. Gordon, Ph.D., president and CEO of the FCEDA, to its first-ever “50 Most Influential Virginians” list. The list, in the magazine’s March issue, identifies “movers and shakers who are building businesses, starting ventures and having an effect on important issues such

as higher education, transportation, economic development, philanthropy, the arts, health care and energy.”

The magazine described Dr. Gordon as “longtime deal broker for Fairfax County. He’s been with the FCEDA since 1983. Since then, Fairfax has become the second-largest suburban office market in the U.S. and the home of more corporate headquarters than any other place in Virginia.”

Virginia Business previously named Dr. Gordon its 2010 “Virginia Business Person of the Year.”

“It is encouraging that economic development is accorded this kind of recognition,” Dr. Gordon said. “Bringing business to the state creates jobs and wealth, generates state and local tax revenue to fund services and results in the high quality of life that we enjoy here in Virginia.” n

FCEDA seminar in Munich spotlights U.S. market-entry strategies for European aerospace companies

F CEDA representatives presented at a March 14 event in Munich to highlight U.S. market-entry strategies for European aerospace companies. The seminar, “U.S. Market-Entry Strategies for Aerospace Companies,” was organized by the FCEDA and bavAIRia e.V., and held at the Bavarian Ministry of Economic Affairs, Infrastructure, Transport and Technology. Speakers helped interested

European aerospace companies learn more about expanding into the U.S. and how Fairfax County can act as a gateway to the market.

“Europe is home to world-class aerospace companies, and Fairfax County stands ready to use its office in Munich to help these companies broaden their understanding of the U.S. market and introduce them to the many assets of Fairfax County,” said Gerald

L. Gordon, Ph.D., president and CEO of the FCEDA.

Almost 400 foreign-owned companies, including more than 200 from European countries, have a presence in Fairfax County. The FCEDA has had an office in Germany since 2000 and an office in London since 1998 to work with European companies interested in expanding in the U.S. n

What does your company/organization do?NeoSystems Corp. delivers strategic back-office services for government contractors, nonprofit organizations and commercial entities. With expertise in accounting and finance, human capital management and information technology, our team assists organizations with reducing their overhead costs and becoming compliant with federal requirements.

When was it established? Our company was established in 2000. Since then, we have grown to more than 120 employees and formed partnerships with Deltek (2003) and IBM (2010).

What is the origin of your company/organization name? Our name, NeoSystems, represents a new (“neo”) system of managing critical back-office functions through a managed-service approach. This method allows management teams to focus on their core competencies and business development strategies, rather than back-office activities.

Who owns your company/organization?We are an employee-owned company, led by Michael Tinsley, founder, president and CEO.

What is the main business focus of your Fairfax County office? Our Tysons Corner location is not only our headquarters, but also the site of one of our three world-class data centers and our training center.

Who are your primary customers? Our primary customers are small and mid-size growing government contractors and nonprofit organizations. Our clients come to us for our expertise in compliance with federal regulations, as well as cost savings achieved through use of our managed services. These services leverage investments we have made into software licenses and cloud computing technology, in much the same way that many large companies leverage centralized service centers.

What sets you apart from your competitors? We offer three critical components in our back office services: industry experts, best-in-class software and secure, private cloud hosting. Many competitors only offer one of these functions and require additional vendors to meet all of their client’s requirements. Through centralizing support functions, our clients find their typical cost savings to be between 30 and 35 percent.

What are the advantages of a Fairfax County location for your business/organization? By being located in Tysons Corner, we are in close proximity to both our core customer base—government contractors and nonprofit organizations—and the financial services district, home to such companies as Deloitte, PWC and Grant Thornton. This allows for many of our projects to be performed on-site, which strengthens our relationships with clients and increases project transparency. In addition, the excellent labor pool of Fairfax County has greatly contributed to the quality of our services.

What direction do you see your company/organization heading in the next five years? In the next five years we plan to expand our offerings in the field of human capital management (HCM) utilizing both our own industry experts and the UltiPro HCM software platform. We also will be entering into new markets, including the health-care industry.

Where is your company/organization located (address, phone number, Web site)? 1861 International Drive, Suite 200, Tysons Corner, Virginia 22102; 571-234-4940; www.neosystemscorp.com n
