WELCOMING REMARKS

When I said that poverty is a monster with many hearts, I was thinking of the sheer complexity of caring for the common good, the greater good. Leaders are vested with the capacity and power to deal with the concerns of the commons.

As a former Sanggu member and now your University President, I am hopeful that as young leaders who are learning to listen and be open to others, you in the Sanggunian will wrestle with the imperatives of the common good in the face of competing, vested interests in the community we serve. The common good

can be so abstract and yet so vital to our people.

Congratulations to you on this manual for Block and Course representatives. This is one of many steps that are needed in orchestral work of leading our people to where we need to go. Even Ignatius Loyola in his later years manualized and codified the operations that followed the work of inspiration. While the rest of his brothers were all over the world, breaking new ground, he was at his desk in Rome, writing, consoling, inspiring.

Remember the enemy has many hearts. It will take leaders with fire in their belly to kill the beast. Learn what you have to learn; eat what you have to eat to get that strong belly.

To our dear Block and Course Representatives,

First of all, let me commend the Sanggunian ng Mag-aaral ng mga Paaralang Loyola for the effort they have put into producing this very useful publication. I appreciate their intention to educate each of you on the Sanggunian’s objec-tives and structure, as well as the administrative processes involved in your work as block and course representatives. For me it is a significant move toward professionalization and raises the bar for future batches of the Sanggunian in the areas of organization and documentation.

Second, let me thank each of you for taking on the responsibilities you have signed up for this schoolyear. You’ve been generous enough to represent your block or course on top of your busy class and extra-curricular schedules. I hope that through this experi-ence of both leadership and service—or should I say leadership through service—you will be encouraged to give of yourself even more in the following years.

Finally, let me encourage everyone in the Sanggunian to continue to challenge them-selves this schoolyear. One schoolyear is a very short time in the life of a school, but for individual students and batches of students, one schoolyear is enough to make positive changes, one schoolyear is enough to change lives.

The path you’ve chosen—of service, leadership, and excellence—is not an easy one. I hope that with the support of the student body and the Loyola Schools administration, and the support that you give to each other, this schoolyear will be a most productive, positive, and memorable one for each of you and the Sanggunian as a whole.

The Sanggunian has been around for more than eight decades. But only in recent years have we articulated what it means to be the sole autono-mous student government of the Loyola Schools of the Ateneo de Manila University.

As former Sanggunian President Omi Castanar once said, “the Sanggunian is the only student institution with the capacity and mandate to rep-resent the eight thousand students of the Loyola Schools.”

The Sanggunian is blessed with this power and responsibility because of you, our block and course representatives. You are the reason why

the Sanggunian can represent, serve and mobilize the whole Ateneo student body ef-fectively.

To further aid you in fulfilling your duties as a Sanggunian officer, the Office of the Sanggunian Vice President has crafted this Representatives’ Manual. This aims to further clarify your roles, responsibilities and powers as an important member of the Sanggunian. I challenge you to make full use of it so that we, as one Sanggunian, can be more effective in serving and leading the student body.

THE LS STUDENT BODY ALL UNDERGRADUATE LS STUDENTS are under the jurisdiction of the Sanggunian and of this Consti.

Graduate, auditor, cross-registrant, exchange, non-degree, part-time, public servant, and spe-cial students are not under their jurisdiction, but may avail of the protection, services, and rights they uphold.

PRINCIPLES, PURPOSES, AND POLICIES OF THE

SANGGUNIAN

PRINCIPLESSanggu is the sole autonomous government of the LS student body, and all its powers come from and belong to the said body. It represents, consults, and answers to the student body, al-lowing them to participate in school governance and providing service towards Atenean forma-tion. Its delegates represent the student body in all policy- and decision-making University bodies and other associations which affect student welfare. Sanggu believes in a quality Jesuit education that is humanistic, ethical, spiritual, nationalis-tic, patriotic, liberal, critical, and creative. It is committed to the University’s thrust for truth in service of God and man, and for the develop-ment of society and culture. Recognizing the youth’s role in the advancement of the nation, it strives to raise the student body’s awareness of and response to issues affecting the life of the Filipino people.

PURPOSESSanggu shall advance the general welfare of the Ateneo student community through: (a) protecting academic rights and welfare;(b) establishing effective student services;.(c) fostering students’ social, political, cultural, and spiritual life;(d) developing University spirit; and(e) serving as the official coordinating channel of the LS student body with the administration, faculty, non-academic personnel, parents, and other sectors.

POLICIESSanggu shall:

(a) dialogue and work with student movements, other student councils, and the marginalized sec-tors of society; (b) pursue review, reforms, and improvement of the undergraduate curriculum; (c) uphold the Magna Carta; and(d) encourage student political parties that en-gage with relevant issues and visions.

COMPOSITION OF SANGGU Sanggu is the official student council of the Ateneo LS. Composed of all members of: the CB, the SBs, the SJC, the COMELEC, the sectoral councils (COA and ARSA), the Depts, and Sanggu’s special units.

No student may become an officer of Sanggu unless he/she is a Filipino citizen and is taking at least the minimum university load requirement for regular students. THE CBThe central government of the student body, which handles policy work pertaining to stu-dent life, forms task forces to fulfill the needs of Sanggu, and represents the students in all University bodies whose activities and decisions concern their welfare (e.g. Curriculum Commit-tee, Discipline Committee, etc).

The CB can also grant or withdraw recognition to the sectoral councils (COA and ARSA) in the CB, deliberate resolutions submitted to them by at least 10% of the Student Body, and bring up unresolved matters to the student body for them to decide among alternatives.

PresidentSanggu’s Chairperson, Chief Executive Officer, and spokesperson, and the official rep of the student body, responsible for regularly report-ing on the state of Sanggu and approving and disapproving the selection of chairpersons of special Sanggu units and projects. VPSanggu’s second-in-command, assuming the responsibilities of the President if the Presi-dent is unavailable, assuming the presidency in case the office is vacated, and handling special projects and policies of Sanggu such as internal development and office reviews as needed. SecGenSanggu’s Chief Administrative Officer, handling the organization’s daily affairs, documents, and procedures, as well as disseminating information about Sanggu’s activities through means such as AOB.

FOPrincipal budgetary officer of Sanggu, in charge of managing Sanggu’s finances, reporting to the CB and the student body regarding Sanggu’s expenditures, and handling budget hearings for projects and the like.

CB RepsThe elected reps of their respective schools in their year levels, voting on matters raised in the CB, consulting their constituents when appropri-ate, and handling policies pertaining to student life in the CB committees (e.g. the Committee on Academic Affairs, the Committee on Extra-curricular Affairs, etc).

A school’s Senior CB Rep also represents his or her schoolmates in the fifth year and beyond, and the position may be held by such students in addition to fourth years. Sectoral RepsThe elected heads of the recognized sectoral councils, who vote as CB reps who represent all students and groups belonging to their sector while keeping them autonomous from the CB’s

direct control.

THE SBslocal governments of the four Loyola Schools, responsible for being Sanggu’s direct links to the student body and formulating projects specifically for the students of their particular schools.

ChairpersonChief EO and spokesperson of the SB, oversee-ing all its work and maintaining its autonomy. SecTreasChief Administrative Officer and second-in-com-mand of the SB, handling records, correspond-

ences, and finance, and taking on the role of the Chairperson when the elected Chair is absent or vacates his/her position. EOReps of their batch to the SB ExeComm, creat-ing projects and programs mainly for their con-stituents, and coordinating with their batches’ block or course reps.

A school’s Senior EO is also responsible for his/her schoolmates in the 5th year and beyond, and the position may be held by such students in addition to fourth years. Block/Course RepsReps of their specific blocks or courses, relaying their constituents’ concerns to Sanggu, serving as Sanggu’s communication, mobilization, and consultation arms, and often taking on project executive roles.

Currently, there is one block representative per block per year for freshmen and sophomores, and one course representative for every 30 students per course per year for juniors and seniors.

THE SECTORAL COUNCILS These councils represent sectoral interests within the Ateneo student community. They han-dle students who engage in an activity unique from the entire student body (e.g. being a mem-ber of an accredited student org or dorming). Assuch, they are given seats in the CB to ensure that these students are represented in policy-making.

The current sectoral councils are the Council of Organizations of the Ateneo (COA) and the Ateneo Resident Students Association (ARSA). The CB reserves the right to determine which councils are to be granted voting rights, and to

withdraw this recognition after due process. All recognized sectoral councils must have their own constitutions and/or Code of Internal Pro-cedures that must at all times be in full accord with the Sanggu Consti. DEPARTMENTS OF THE SANGGUNIANBody created by the CB address specific needs of the Ateneo student population or of Sanggu in particular.

The Sanggu Depts are the:Department for Student Leadership and Development, Department of Student Welfare and Services, Department of Communication,Department of Corporate Relations,Department of External Affairs, Department of Internal Affairs, and Department of Research and Statistics. THE SJCthe judicial arm of Sanggu that handles any complaint involving the constitutionality, legality, or jurisdiction of the acts, policies of Sanggu and its officers. 1. Constitutionality. Whether an act, policy,

or resolution violates any provision of the Sanggu Consti.

2. Legality. Whether an act violates any previous resolution or legally binding agree-ment.

3. Jurisdiction. Whether an act does not fall within the jurisdiction of a particular body of Sanggu, as defined by the Consti.

SJC may also reprimand, investigate, and im-peach Sanggu officials whom it has found guilty of any impeachable or recallable offense, at its own discretion or on the basis of written com-plaints from any member of the student bodywithin seven regular school days. Should the SJC fail to meet this deadline, complaints shall be automatically dismissed.

THE COMMISSION ON ELECTIONS The Ateneo COMELEC is the independent electoral arm of Sanggu, governing all matters pertaining to Sanggu candidacy, campaigning, elections, plebiscites, and/or referenda. The COMELEC must have an electoral code, which must obey the Consti; if not, the Consti takes precedence. The electoral code should be reviewed yearly and revised accordingly by the COMELEC Board of Commissioners, with the SJC approving any revisions and new versions. If a new version is rejected, the last approved code still holds sway. ELECTIONS AND VACANCIESAt least 50%+1 of the constituency must vote in an election, plebiscite, or referendum for it to be considered valid. Right to abstain must always be respected. Should abstentions garner the major-ity of votes, the contested position shall remain vacant. In the case of plebiscites and referenda, the status quo is maintained. Vacancies that occur in Sanggu before the elec-tion of Freshman Officers, with the exception of the positions of President and SB Chairpersons, shall be filled during the Freshman and Special Elections.

Vacancies in the CB after the Freshman and Special Elections are filled following this pattern: the VP automatically ascends to become Presi-dent in case the seat is vacant, while a vacant VP, SecGen, or FO position is filled by a CB Rep chosen from the already-elected CB Reps.

There is currently no provision for vacancies among CB Reps to be filled following the Fresh-man and Special Elections except through a resolution passed by the CB.

Vacancies in any SB after the Freshman and Special Elections are filled thusly: the SecTreas may become acting Chairperson, the EOs may choose from among themselves an acting Sec-Treas, a year’s Block/Course Reps may choose from among themselves an acting EO, and an OIC Block or Course Rep may be appointed from among the students of the concerned block or course.

FINANCE AND BUDGETSAF and Publications Fees are collected from the student body every year. These are released by the Central Accounting Office, upon the approval of the OSA, every seme. OSA then determines how much of this money is given to Sanggu, after the org submits its budget pro-posal for the coming sem.

Allocation of funds within Sanggu is handled through the Office of the Finance Officer, primarily through budget hearings. All financial records of Sanggu must be open to the student body at all times, and are examined at the end of every sem by the SJC.

The Central Board Representative

(a) To represent all students belonging to their school from their year level;

(b) To maintain liaison between his/her constituents and the Central Board, consulting block or course representa-tives from his/her constituency when appropriate; and

(c) To perform such other functions the Board may so direct.

Executive Officer

(a) To represent their constituents to the School Board Executive Committee;

(b) To formulate projects and programs concerning their school-level and imple-ment these in cooperation with their block or course representatives; and

(c) To perform such other functions as the School Board may so direct.

Course/Block Representative

(a) To represent and actively communi-cate their constituents’ concerns to the Sanggunian;

(b) To serve as the consultative arm of the Central Board Representatives and the School Board;

(c) To serve as the communication and mobilization arm of the Executive Offic-ers; and

(d) To perform such other functions as the School Board may so direct.

Contact Information of ALL Blockmates/Coursemates

This is a must-have for every Rep so that he/she will easily be able to disseminate information to their direct constituents. The most important contact information are the cellphone numbers, email addresses, Facebook and instant mes-saging profiles of the Rep’s blockmates/course-mates.

Contact Information of CB and Exec Officer

These are the 2 most important people that a rep will most probably deal with regards to his/her Sanggu duties. It is but right that a rep can easily contact them and vice-versa.

The Rep Card

This serves as the instrument in order for the School Board Chairs and Sec-Treasurers to get to know the Block Reps and Course Reps more. It is also used by the Department of Internal Af-fairs to evaluate the performance of Sanggunian Reps and choose the most outstanding Reps for the month/sem.

ASCC Accessibility

The ASCC is usually the avenue for the Sang-gunian to process concerns and complaints by constituents. As a Rep, one should have full knowledge on the different ways to access ASCC and at the same time, be able to share

this information with his/her constituents. This will further be elaborated in the next section.

Each Rep is expected to have the Sanggu Hot-line in his/her cellphone for easy reference. The current hotlines are 09277777579 (Globe) and 09283481686 (Smart). All reps should also be a part of the official Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola AND Ateneo de Manila University Facebook Pages by liking them in order to get the latest updates with regards to school concerns as soon as possible (e.g. suspension of classes, major events).

Knowledge of Different Sanggu Projects and Initiatives

This will enable each Rep to engage in specific activities that he/she is interested in as well as present these projects to his/her constituents who would want to participate and take part of these initiatives. Examples of these are project grants (for student groups and independent or-ganizations), thesis grants, photocopy subsidies, sportsfests, tutorial services and the like.

The Four Pillars

As Atenean student leaders in their own right, each Rep is expected to embody the four Sang-gunian values of being academically excellent, culturally rooted, spiritually mature and socially involved in their own ways.

ACADEMIC RIGHTS

1. A student can choose his/her field of study (as long as he/she complies with admis-sion requirements), conduct his/her own research, express opinions in an acceptable manner and raise grievances following pro-cedures set by the handbook and manuals

2. Students should be given a copy of the student handbook

3. Students should have the opportunity to be advised to fix his/her IPS

4. A class syllabus should be given by the teacher at the start of the semester, containing policies, requirements, grading system and consultation hours

5. Long exams should be announced 1 week before, while midterms and/or finals should be announced 2 weeks before the date of examination

6. Major requirements (papers and projects) should be announced 3 weeks into the semester

7. Students have the right to see their papers

and computation of their final grade

8. Students have the right to complete their program of study in school, except in cases of academic deficiency, disciplinary viola-tions and non-payment of tuition and fees

9. Students have the right to evaluate their teachers and courses towards the end of the semester

10. Departments are encourage to include teaching demonstrations in front of students who can participate and give feedback when hiring new faculty

11. Students have the right to adequate facili-ties in school, as well as a list of accredited dormitories outside of school

own school records as long as all require-ments and obligations have been settled. The school shall protect the confidentiality of these records. Certificates, diplomas, transcripts and the like should be issued to students within 30 days as long as all requirements have been fulfilled

3. Students have the right to be informed regarding tuition fees, special fees and its breakdown, and the deadline of payments.

4. Students have a right to be informed of re-fund for laboratory breakage fees and other

such fees at least 1 week before it is given

FREEDOM OF EXPRESSION

1. Students have the right to express their views and opinions freely in a matter that is acceptable to the academic community, and should not be a ground for denying scholar-ships and privileges to students

2. Students have the right to privacy of com-munication as long as it doesn’t violate school policies

3. Students have the right to publish newspa-pers and other similar publications as guided by RA 7079 (Campus Journalism Act)

4. Students have a right to peaceably assem-

ble and address to the school/government authorities any grievances, and should not be interfered upon by the police/military/security force inside the school

5. Students have the right to proper religious formation and to practice their respective religions as long as it does not impede other faiths and beliefs

6. Students have the right to dress according to their individual tastes outside the class-room while keeping within the academic

context of the University

RIGHT TO PARTICIPATE IN POLICY-MAKING

1. Students have the right to observe the meetings of the Board of Trustees with regards to policies that directly affect them through their elected representatives (Sanggu President)

2. Students have voting and deliberating rights in the following committees: School Forum (2), Administrative Council (2), Standards (1), Curriculum (1), Discipline (2), Budget (2), Social Involvement (2), Agenda Setting (1), Cafeteria (2), Dormitory (2)

3. The Budget Committee can only act on proposals to adjust the tuition fee after

consulting with the students and parents 30 days before the start of the academic year in which the changes will be reflected

4. Students have the right to be consulted on any proposed tuition fee increase and its justification. Any adjustments or objections shall be discussed in consultative meetings that are documented and circulated

6. Beyond the student representation in the different committees, students shall have the right to be consulted before any school rule affecting them is approved and imple-mented

RIGHT TO SECURITY1. Students have the right to be free from any

form any form of unreasonable search and seizure as defined by law

2. All students have the right to be treated with courtesy and respect. They shall be free from any physical or sexual harassment. They shall be protected from any libelous or slanderous statements

3. No military detachment shall be installed or maintained in the school campus, except in cases of national and local emergencies such as war or natural calamities

RIGHT TO ORGANIZE1. Students have the right to form, assist or

join any organization, alliance or federation that promotes Ateneo ideals. Student organ-izations have the right to seek accreditation subject to the standards of OSA and COA

2. Student organizations shall enjoy autonomy, meaning they can create their own leader-ship structure, set their own directions and goals and manage their own accounts. The moderators act in an advisory capacity. OSA shall set the parameters upon which these organizations will operate

3. There shall be one supreme council, the student council, and it should serve as the representative of the student body, duly recognized by the Loyola Schools. Student leaders shall be assured of their security of tenure for their terms, unless removed due to academic, discipline or impeachment cases

RIGHT TO DUE PROCESS IN DISCILPINARY PROCEEDINGS1. Students have the right to be informed of

their offense, to defend themselves, and to be rendered an impartial decision

Penalties of suspension, exclusion or expulsion shall not be meted out unless the following rights have been observed and accorded the student: right to be presumed innocent until proven; right to be informed in writing of the charge; right to full access to the evidence in the case; right to defend one’s self and to be defended; right to ap-peal decision of VPLS to University Presi-dent; right to have their parents witness the

presentation of the defense during the hear-ing conducted by the Discipline Committee

3. All decisions in any disciplinary proceeding of the student involved must be rendered on the basis of relevant and substantial evi-dence and testimonies. Gravity of sanctions must be proportionate to the seriousness of the violation committed

The Ateneo StudentConcern Center (ASCC)

The Ateneo Student Concern Center (ASCC), is a unit under the Office of the President that serves as the bridge between the student body and the Central Board. We aim to listen to and find answers for the various questions and concerns students may have. We relay the information to the different CB committees who, in turn, take action in order to resolve the particular question or concern.

As block and course representatives, you are very important to the ASCC. You serve as the primary link between the Sanggunian and the students. So, when your blockmates or course-mates come to you to express their concerns about professors, violations to their student rights, faulty facilities and the like, we are here to help you out. We, together with the Central Board, will work hand in hand to find solutions for each student concern.

Frequently asked questionsby your constituents

WHAT IF A BLOCKMATE/COURSEMATE HAS A COMPLAINTREGARDING ACADEMICS? (TEACHER/COURSE/EXAM/SUBJECT)

First, ask him/her if he/she has talked with the teacher/program director/department chair involved in order to solve the issue. If the answer is yes and there has still been no resolution then he/she can ask the help of Sanggu via ASCC at 09277777579 or www.facebook.com/ASCCSanggu

WHAT IF A BLOCKMATE/COURSEMATE ASKS IF THERE ARE CLASSES OR NOT?

The best way to go first is to check the PAG-ASA website (www.pagasa.dost.gov.ph) and check if Metro Manila is an area with Signal No. 3. This automatically means no classes for the college level. Other than this, you can call the Ateneo trunk line at 4266001, or see the Ateneo de Manila University or Sanggunian facebook pages to see if there are any announcements. Finally, the ADMU SMART Infoboard also sends announcements of suspensions to SMART subscribers which will even-tually be sent out by the Sanggunian to its reps (to you).

WHAT IF YOUR CB/EXEC CALLS FOR A CONSTITUENCY CHECK DURING TIMES OF DISASTER?

When a constituency check is activated, your main job as a rep is to contact all your blockmates/coursemates. This can be done via SMS or FB or through whatever means of communication you can employ. After this, you should then communicate with your exec officer the following message:

“For __ Yr, Block/Course ___, as of ____am/pm, (no.) people are SAFE, (no.) people NEED HELP.”

Ex: For 1st Yr Block XX2 as of 10:45pm, 93 people are SAFE, 5 people NEED HELP

The information of the 5 people who need help (eg name, address) can then be uploaded to a goog-ledoc which the Secretary-General will create as a database.

FAQ

HOW DO I KEEP MY CONSTITUENTS INFORMED?

Remember to be faithful in attending the events of the Sanggunian as much as you can. The most important and regular meeting is the MONTHLY plenary of the school board where the reps gather to talk about upcoming activities and issues. Once in a while, the Central Board also calls for a session of the House of Representatives wherein the reps become spokespersons for their own constituents regarding certain issues both inside and outside the school. It is also the avenue where discourse and privilege speeches can be given by any representative prior to the approval of the Secretary General for it to be included in the agenda.

Your attendance to these events will be the basis of your CB and Exec Officers to know who will be recommended to the Department of Internal Affairs to be awarded as the Rep of the Month for your school. Given that you are also students, absences due to academic reasons and other special reasons can be excused given that an Early Departure, Tardiness, Absence Form is filled out and given to your Exec Officer. Officers who continuously err in fulfilling their mandate shall be dealt with accordingly by the Sanggunian.

WHAT IF I/MY CONSTITUTENTS HAVE QUALMS ABOUT THE SANGGUNIAN OR ANY OF ITS MEMBERS?

Do not keep it to yourself. The Sanggunian is very open to opinions from others in order for it to improve its service to its constituents. As a member of the Sanggunian, it is also your duty to address these concerns to other Sanggunian officers. If it is you yourself which has a complaint regarding your CB/EO, then you have your School Chair and/or Sec-Treas to talk to, and vice-versa. Always remember that any misunderstanding can be fixed through PROPER COMMUNICATION and UT-MOST PROFESSIONALISM.

Project Management Division of the Department of Internal Affairs

VISION

• DIA-PM visualizes a truly autonomous Sanggunian that can successfully supervise and moni-tor its own projects and initiatives through an established Project Monitoring System (PMS).

MISSION

• To devise an efficient and user-friendly system that can be used to effectively monitor the three main phases of each project of the Sanggunian namely Planning, Implementation, and Execution.

• To work with the Office of Student Activities in making sure that school policies and regula-tions are properly abided by the Sanggunian.

• To create innovative tools that can help members further improve their Project Management skills and knowledge.

This division aims to monitor projects under the Sanggunian including task forces but not including those under the Sanggunian Service Departments (DSWS & DSLD).

CHAIRPERSON: aligns the goals and priorities of the department for the current term. In direct communication with the Vice-President and Top 55 Officers. Oversees all projects and manages members of DIA.

PM DIRECTOR (PMD): designs the Project Management System with OSA and in con-sultation with the School Boards. Ensures that agreed-upon procedures are followed through out the year. Edits the PMS revisions based on feedback and initial results. PM COORDINATOR (PMC): Ensures that the PMS is followed for all projects of the School Boards or Special Units. In direct contact with Project Heads and School Boards outside DIA, monitors and compiles all required forms.

FINANCE OFFICER: In-charge of preparing budget proposals and handling money matters for DIA’s initiatives.

OFFICERS FOR PROJECTS(MAY VARY FROM UNIT TO UNIT AND NATURE OF PROJECT)

PROJECT HEAD: Oversees a particular project of DIA or a project in collaboration with other units of the Sanggunian or external organiza-tions. Prepares project proposal, budget propos-al (with the FO) and sets regular meetings with his/her Committee Heads.

PROGRAMS COMMITTEE HEAD: Designs the program flow and contacts people or groups who will perform, facilitate, speak, or participate in the program. Responsible for Stage Manage-ment & runners as well.

FOOD COMMITTEE HEAD: Contacts food provider, coordinates with FO regarding budget, and with LOG for dining set-up.

LOGISTICS COMMITTEE HEAD: Reserves, purchases, and prepares all necessary venues, equipment, and materials for the event.

COMMUNICATIONS COMMITTEE HEAD: Makes promotional materials and disseminates them effectively to target audience.

MARKETING COMMITTEE HEAD: In-charge of contacting and engaging sponsors and partners for the project.
