1. Welcome
A warm welcome to the 2018 WRC Safari Rally Project ARC rally, one of the toughest rallies in the world.
This year’s Safari has taken a paradigm shift from the norm as the Kenya government has undertaken to support the event and build it up to an AFIA World Championship rally by 2020.
Besides financial guarantees, the government has set up the WRC Safari Rally Project headquarters at the iconic Moi International Sports Centre, Kasarani Nairobi and formed an inter-ministerial Steering and Organising committees from five ministries to deliver a world class event.
Kenya is home to some of the world’s most legendary rally stages - the event is our opportunity to showcase Kenya’s unique geographical features, temperate weather, culture, heritage and its people to the rest of the world.
The Government’s support for the Rally also shows our continued commitment to motorsport which has been part of our heritage for the last seven decades.
I hope that spectators and competitors alike will have a fantastic time during the Safari as they sample our hospitality and unique counties.

Message from the Chairman of the Organising Committee
On behalf of the Kenya motoring fraternity, I would like to welcome all local and international competitors to the 2018 Africa Rally
Championship Safari Rally from March 16 to 18.
This year’s event is different in many ways as it is coming on the back drop of a very engaging but fruitful season which spells hope and promise in the horizon not only for Kenya but Africa at large. For the last two years Kenya has been preparing the ground work to return the Safari Rally back to the FIA World Rally Championship (WRC) fold by 2020.
We have been working closely with the FIA and the WRC Promoter who is the championship’s Media and Commercial rights holder to fast track this dream.
On February 27 this year we hosted the FIA President Jean Todt who opened the Safari Rally Headquarters which will be the nerve centre of our WRC campaign under the aegis of the Kenya Government-funded WRC Safari Rally Project.
At this juncture I would like to thank our government, Mr. Todt and our African brothers for their support in our initiative. As you will experience, this year’s Safari will be running under strict FIA and ARC rules and regulations. We shall adhere to this and requests co-operation from everybody involved. The route concept remains tough but offers smooth roads on the floor of the Great Rift Valley. We want drivers to enjoy as they test their driving skills. The itinerary is designed around WRC standards and so are many other aspects,

1.1 Changes for 2018
The service park will be in Naivasha and scrutineering at the Moi International Sports Centre, Kasarani.
Friday March 16
The ceremonial start will be at the Kenya International Convention Centre in Nairobi and thereafter the cars will proceed to Naivasha for service and run one stage.
Overnight Parc Ferme will be located in Naivasha.
Saturday March 17
The rally will start at 7:00am and proceed to do three stages repeated twice namely, Soysambu, Sleeping Warrior and Elementaita. Between the two visits to these stages there will be a regroup. At the end of the day the cars will proceed to Naivasha for overnight per Ferme.
Sunday March 18
The rally re-starts at 8:00 am and proceed to Kedong Valley and Aberdares stages. In- between there will be servce at Sopa Lodge in Naivasha.
First car is expected back at 10:41 am. P:odium finish and prize giving will be held at Sopa Lodge.
1.2 Environmental Sustainability
As part of the FIA Environmental Sustainability Programme the WRC Safari Rally Project 2018’s goal is to continue to make the event more sustainable, working both internally and externally to ensure that our event impacts on the environment as little as possible.
This is an ongoing process and includes provisions on special stages, in the Rally Village and through our general administration tasks. Specific aims for this year are as follows;
• Reduce the number of printed documents - Rally Guide and the Supplementary Regulations will be available only on the website. The Road Book will be printed but also published on our website.
1.3 WRC Safari Rally Project Environmental Policy
The organizer of the 2018 WRC Safari Rally Project is committed to the protection of the environment and minimising the social, cultural and environmental impacts of all stages of the Rally and its associated activities. Through the implementation of its Environmental Management System, the project is committed to achieving the following objectives:
• Promote good sustainability practice throughout the planning and delivery of the event as far as is reasonably practical, and to help our clients, partners and suppliers do the same.
• Ensure full commitment at senior management level and responsibilities for environmental and sustainability objectives as assigned throughout the organization.
• Promote continual improvements in environmental performance by the setting and reviewing of Annual Environmental Aims and the undertaking of regular senior management reviews.
• Provide information, training or consultation with relevant stakeholders to enable them to carry out their environmental responsibilities, and to encourage an atmosphere of transparency and knowledge sharing.
• Understand and ensure that all legal requirements relating to the environment are met or exceed, and where possible all industry best practice (such as the FIA Institute Environmental Accreditation Guidelines) is followed where reasonably practicable.
• Monitor and report environmental performance against environmental objectives.
• Continually review environmental impact assessments in order to inform environmental policy and procedures.
• Ensure environmental performance and the administration of the Environmental Management System is audited transparently and independently.
• Where possible, procure services and materials, which are environmentally certified, locally sourced, or reusable/recyclable.
• Reduce consumption of energy, water and fuel, where possible.
• Manage and reduce waste and promote recycling, where possible.
• Minimise the impacts on noise, air quality, biodiversity and cultural heritage, where possible.

4.2 Entry fees

4.3 Criteria for Acceptance of Entries
The maximum number of entrants will be 80 cars.
The organizing Committee reserves the right to refuse the entry of a driver, co-driver or a competitor (Art. 3.14 of the International Sporting Code of the FIA).
5. Service Park5.1 Location
The Service Parks will be located in the area in Soysambu Ranch and Sopa Lodge.
The surface is gravel.
The Service Parks will be open from 09.00 Friday March 16 2018. Security will be provided on site.
5.2 Facilities
The following facilities will be provided at various points around the service park:
• Toilets
• Waste removal / Hazardous Waste Collection
• Water
• Lighting
• Wi-Fi- To confirm
All teams will be allocated a service area space of 10m x 10m.
Generators are permitted in the Service Park however these must be super silent diesel or LPG.
Generators must be fenced off to restrict access to competent personnel only.
NO PETROL GENERATORS ARE PERMITTED ON THE SITE AT ANY TIME
6. Import of Vehicles and Spare Parts6.1 Competitors from the European Union
Competitors coming from the European Union need to make any special customs clearance. They may use any vehicle in Kenya for up to 6 months, provided that the vehicle is not brought with the intention of selling it.
All vehicles need to have valid traffic insurance.
Tyres and spare parts can also be imported without clearance.
6.2 Competitors from Africa
Competitors coming from Africa will have to report to customs on their arrival in Kenya. Please prepare a list of all the tools and equipment you are bringing with you.

Full details of the procedures regarding the flying of helicopters during WRC Safari Rally Project will be available from the Rally Office and at the event website.

9. Reconnaissance9.1 Registration
Registration for reconnaissance will take place at documentation at the Safari Rally HQ Moi International Sports Center.
The registration and collection of materials for drivers can be completed by a team representative.
At registration a reconnaissance form containing details of the reconnaissance car and contact details must be submitted.

4. Kenya Print Media, Internet Media, Radio & Photographers
Requests from the above must be sent to the Media Director, using the form which can be downloaded from the media section, www.safarirally.co.ke.
Guidelines and Information for Accreditation Applications
Up to a maximum of three (3) representatives per organisation will be considered for accreditation by the Organising Committee. A separate application form should be submitted for each person to be accredited. A maximum of one (1) pass will be issued to websites (photo tabards are not issued to websites).
To be accredited, a publication must:
i) have a circulation size and quality that satisfies the criteria of the FIA ARC.
ii) be on sale to the public.
The FIA and ARC considers the media pass to be a working tool to be used only by bona fide members of the press. Publishers, marketing personnel, sub-editors, staff of the publication’s secretariat, etc. cannot be accredited as media.
Media passes can be allocated to general news, specialist, business and lifestyle consumer publications that do not intend to publish conventional rally reports but whose coverage is considered to be of promotional benefit to the sport. As a general rule, however, the FIA will not accredit publications less than one year old.
Accreditation for Press Photographers: The FIA / ARC provides 12 (twelve) photographer Tabards for Kenya-based Photographers. Priority will be given to national publications and agencies based on circulation, frequency and previous coverage of 2018 WRC Safari Rally Project. All photographers must attend the WRC Safari Rally Media Delegate’s special pre-event safety briefing (time tba) before being granted a tabard.
Once applications have been processed by WRC Safari Rally Project and approved, a letter or email confirming successful accreditation will be sent to the applicant(s). This letter must be produced when collecting passes at the event. No pass(es) can be collected without this confirmation.
Please note that tighter restrictions introduced for media accreditation in 2018 will remain in place for this year’s event.
9.2 Reconnaissance Procedures
A reconnaissance record card will be supplied which must be carried in the car for the duration of reconnaissance. This card will be stamped appropriately recording every run on each special stage. Failure to produce this card will result in refusal to participate in the reconnaissance.
Competitors will be issued with reconnaissance numbers that must be fixed to the front windscreen.

Failure to supply the requested information, or to sign the disclaimer, will delay the processing of your application.
Accreditation provides access to the media facilities in Rally HQ and the Service Park in Nairobi and designated areas in Special Stages.
News and information can be supplied, free of charge, before, during and after the event to journalists and publications who are unable to attend the rally, or do not qualify for accreditation.

11. Useful Information & Services11.1 General Information
Climate
The climate in Nakuru County is milder than average areas in Kenya. Average temperatures for October are between 14 - 28 degree centigrade.
Time Zone
The official time during the rally will be GMT time .A Sun rise 6:00 am. Sunset 6:30 pm . plus 2 GMT Greenwich Mean Time (GMT).
Currency
Currency is Kenya shillings divided into 10 cents . The denominations in circulation are:

11.2 Information
The tap water is safe to drink when boiled. Drink bottled water bought from super markets
The electric supply is 240 volts. Plugs and sockets are of a three pin design.
Telephones
There are no public telephones in Kenya but you can get this service in hotels.
The International prefix for outgoing calls +254.
The International prefix for incoming calls is +254.
Smoking
Smoking is not permitted by law in enclosed public places and workplaces in Kenya.
Driving
The driver and all passengers are required to use seat belts at all times.
It is illegal to use a hand-held mobile telephone whilst driving.
The Police can order Breathalyser tests of drivers. The maximum permitted level of alcohol in the bloodstream is 0.08%.

These speed limits are for cars; there are other limits for vans and goods vehicles.
There are no motorway tolls once you have entered Kenya. If you are driving to Naivasha from Nairobi This road bypasses the most congested section of the A1 through Lari.
